Center for Public Service, Gallagher, Ed, Rouse, Dave, Kurtz, Dennis, Johnston, Tanya Year: 2012 Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a county/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. After identifying pilot jurisdictions, the team applied these best practices to the current operations of local governments in Oregon with limited capacity to do so independently. A list of criteria was used to select the jurisdictions based on the commitment to sustainability and executive level management support. Yamhill County was selected as a pilot for these reasons following detailed conversations with County Commissioners and administrators on the issues the team would be investigating. The results of this project are intended to both serve as a foundation for each jurisdiction to move forward with implementing improvements, and also as a starting point in learning new and innovative approaches to sustainable operations in municipal and county governments. The PSU team, compiled of experienced practitioners, worked with Yamhill County initially to provide clarity around the goals and deliverables of the project, solidifying the commitment of the County to provide information and relevant data for the purpose of drafting this report. We visited the County on numerous occasions to understand the current operations, state of facilities, challenges and opportunities for the county and staff. The following report provides an overview of our process working with Yamhill County to collect and gather information, our findings and recommendations for both the immediate and long term, as well as suggested strategies for implementation. First phase research commenced in March, 1983 and was completed in December, 1983. The focus of this first phase was the comparative cost of urban service provision by jurisdiction by service for the cities, special districts (excluding schools) and County that provide services inside the Washington County Urban Growth Boundary. The results of this research were reported in "Expenditures for Urban Services in Washington County: A Benchmark Comparison" which was issued in January, 1984. The second phase research examined the revenue and expenditure patterns for the provision of all County services. These expenditures and revenues were examined on the basis of geographic points of delivery and origin. In other words, the County was divided into three geographic areas: Incorporated (cities), Suburban (unincorporated but inside the Urban Growth Boundary), and Rural (unincorporated but outside the Urban Growth Boundary) . County revenues (taxes, fees, grants, etc.) were examined in terms of how much each area produced and expenditures in terms of how much each area received. The difference between revenue and expenditure produces a measure of "revenue equity" by service. In sum, this report prov ides a measure of the extent to which the County's expenditures for service are equitably related to the source of its revenues. Since then, the County has taken significant steps to promote diversity within the organization, including the creation of a Diversity and Inclusion Manager position. This 2011-2012 assessment is the first phase of the County’s attempt to evaluate its current diversity climate and the effectiveness of its diversity efforts. Results in this report are based on data collected from February to April 2012. In July 2012, after the data collection of this phase I assessment process, the Clackamas County Board of County Commissioners adopted a resolution titled ”Valuing Diversity in Clackamas County.” The resolution affirmed the County’s commitment to value and promote diversity, and identified some concrete future actions. The adoption of the resolution influenced the County’s overall diversity climate after July 2012. It should be noted that although efforts have been made to incorporate the County’s resolution and its potential implications into this report, the diversity climate mainly represents the period prior to the adoption of the resolution.
