Hydrologic metrics used in this study are the mean annual runoff ratio (Qa), mean seasonal runoff ratio (Qw and Qd), and the fraction of time that streamflow exceeds the mean streamflow during the year (TQmean). Additionally, the relative change in streamflow in response to storm events was examined for two watersheds. For this investigation urban development is represented by two urbanization metrics: percent impervious and road density. Descriptive and inferential statistics were used to evaluate the relationship between the hydrologic metrics and the amount of urban development in each watershed. The effect of watershed size was also investigated using nested watersheds, with watershed size ranging from 6 km2 to 138km 2. The results indicate that annual and seasonal runoff ratios have difficulty capturing the dynamic hydrologic behavior in urban watersheds. TQmean was useful at capturing the flashy behavior of the Upper Fanno watershed, however it did not perform as well in Kelley watershed possibly due to the influence of impermeable soils and steep slopes. Unexpected values for hydrologic metrics in Lower Johnson, Sycamore and Kelley watersheds could be the result water collection systems that appear to route surface water outside of their watersheds as well as permeable soils. Storm event analysis was effective at characterizing the behavior for the selected watersheds, indicating that shorter time scales may best capture the dynamic behavior of urban watersheds. The Johnson Creek Watershed Council contracted the Watershed Network Group (WNG) to design the Network as a mechanism for organizing efforts to promote environmentally sound development throughout the watershed. The Johnson Creek Watershed Council comprises representatives from government, residents, and business organizations with interest in the Johnson Creek Watershed. The need for a Land Use Network within the watershed arose because existing methods of monitoring and managing the effects of development on the watershed are inadequate for meeting current development pressures. Development pressures on the watershed have had negative effects on the watershed environment. Development pressures are expected to increase as expansion of the Urban Growth Boundary makes more land available for development. Currently, each jurisdiction addresses the impacts of development as they occur within its own boundary. However, the Johnson Creek Watershed extends across several jurisdictional boundaries, and environmental impacts are not confined to the jurisdiction of origin. The Johnson Creek Watershed Council was formed in 1992 to monitor and manage impacts across boundaries, on a watershed-wide basis. To operate effectively, the Council needs a way to establish two-way communication among all stakeholders in the watershed. A Land Use Network would help fill that need by providing a focal point for gathering and distributing land-use information. It would organize the information-gathering process, develop educational materials for public distribution, and organize the distribution channels. To develop the Land Use Network plan, the WNG researched the history of the watershed and its regulatory environment, theories of communication, and information on citizen participation networks. The WNG also conducted interviews and focus groups with current stakeholders to help clarify issues and identify communication needs that a Land Use Network might address. Finally, the WNG outlines a proposal for the Land Use Network. The proposal begins with a Network Structure diagram that illustrates the main elements of the Network Proposal. The elements of the Network Structure show how the Network can function effectively in the land use planning process. The issues, recommendations and actions provide methods for implementation for each element of the Network Structure. Finally, a summary of recommended actions shows the short-term, ongoing, and long-term implementation actions for the Network. This project was conducted under the supervision of Deborah Howe and Connie Ozawa. Excessive flooding has occurred in the lower portions of the watershed, resulting in an estimated 1.5 million dollars worth of flood losses annually. In attempts to mitigate the flooding damages millions of dollars have been spent to channelize the creek, and over 200 thousand dollars has been spent during the last 20 years on preliminary feasibility studies alone. The author saw a need to verify that there has been a change in the rainfall-runoff relationships in the upper Johnson Creek basin since 1941 and to quantify this change through the analysis of key hydrologic parameters. To accomplish this , extensive background research was conducted to gather as much extant information as possible about the climatic and physiographic characteristics that affect the basin hydrology. The watershed was found to have many distinct physiographic sub-areas comprised of different underlying geology, soils, geomorphic areas, slopes, vegetation patterns, and land use types that result in a complex interaction between the watershed input {precipitation) and the watershed output (runoff at the stream gage). In six urbanizing watersheds surrounding three U.S. cities (Baltimore, MD, Boston, MA, and Pittsburgh, PA), we reconstructed the history of development patterns since 1900 and assessed the magnitude and timing of stream flow changes during watershed development. Development reconstructions indicated that the majority of watershed development occurred during a period of peak population growth, typically between 1950 and 1970. Stream flow records indicated significant increases in annual frequency of high-flow events in all six watersheds and increases in annual runoff efficiency in five watersheds. Annual development intensity during the peak growth period had the strongest association with the magnitude of changes in high-flow frequency from the pre- to post-development periods. Results suggest the timing of the peak growth period is particularly important to understanding hydrologic changes, because it can set the type of stormwater infrastructure installed within a watershed. In three watersheds there was a rapid (~10-15 years) shift toward more frequent high-flow events, and in four watersheds there was a shift toward higher runoff efficiency. Breakpoint analyses indicated these shifts occurred between 1969 and 1976 for high-flow frequency and between 1962 and 1984 for runoff efficiency. Results indicated that the timing of high-flow changes were mainly driven by the development trajectory of each watershed, whereas the timing of runoff-efficiency changes were driven by a combination of development trajectories and extreme weather events. Our results underscore the need to refine the causes of urban stream degradation to incorporate the impact of gradual versus rapid urbanization on hydrologic changes and aquatic ecosystem function, as well as to recognize that the dominant drivers of hydrologic changes are heterogeneous among urban watersheds and vary over time. The stream evaluation was based on inchannel data (e.g., substrate, pieces of large wood, water temperature, pool frequency, and macroinvertebrates) we sampled from 2002 to 2009 (193 watersheds) as part of a repeating sample design. We just completed our first round of sampling, so only current condition was calculated for this data set. When condition scores for the inchannel data were grouped into categories, relatively few fell into the low (10 percent) and very low (1 percent) categories. The majority of inchannel attribute scores fell into the moderate (35 percent) and high (41 percent) condition ranges, with relatively few (12 percent) in the very high category. For low-scoring watersheds, water temperature was often the most influential factor. Aquatic invertebrate scores also appeared influential in producing the low scores. An evaluation of upslope and riparian (watershed-wide) conditions for all 1,379 sixth-field watersheds in the NWFP area with significant federal ownership was based on mapped data, including road metrics from U.S. Forest Service and Bureau of Land Management geographic information system road layers and vegetation metrics derived from satellite imagery. Watershed-wide condition scores were calculated for 1994 and 2008, and the difference between these scores was used to represent trend. Regarding status, the overall condition scores of the 1,379 watersheds mostly fell into the low (21 percent), moderate (27 percent), high (26 percent), and very high (22 percent) categories; relatively few watersheds scored in the very low (4 percent) category. The majority of watersheds (69 percent) had a positive change in condition scores (trend). Of those with larger positive changes, most were driven by both improvements in road (decommissioning) and vegetation (natural growth) scores. The greatest negative score changes were caused by the Biscuit Fire and other fires along the eastern side of the Cascades. Half of the fire-affected watersheds were in congressional reserves, 35 percent in late-successional reserves, and 15 percent in matrix (lands identified for timber production). The stream evaluation was based on stream sampling data collected from 2002 to the 2013 (214 watersheds) as part of an eight year repeating (rotating) sample design. We are currently halfway through our second rotation of stream sampling, and have repeated 110 watersheds since the second rotation began in 2009. The analysis presented in this report uses roughly half the number of watersheds as was originally intended by the sample design since re-visitation will not be completed until 2017. In the meantime, we compare the first rotation of visits (2002-2009) to the first four years of the second rotation (2010-2013) giving us a general idea of current patterns. I designed and distributed a mail and web-based survey instrument intended to measure land uses and land ownership objectives, attitudes towards watershed stewardship programs, barriers to enrollment in stewardship programs, and preferred incentives and goals that would promote enrollment. I received 281 valid responses for a response rate of 29%. The mixed-method research study investigated the effectiveness of the OLWEDU curriculum, to address these key questions: 1) To what degree did the OLWEDU increase the students' combined watershed literacy? 2) To what extent did the OLWEDU affect their environmental attitudes? 3) How did using a STEM oriented and place-based curriculum make the learning more relevant? In order to provide a solid triangulation of data, this study used a quasi-experimental design format with multiple measures: a) A Pre-Posttest (PPT), was given to all of the students to gather quantitative changes in knowledge of watershed concepts, stormwater issues related to human impacts on the environment, and engineering techniques; b) A constructed-knowledge questionnaire (CKQ) was used with forty four of the participants, to gather additional quantitative data on the students' local watershed knowledge; c) an environmental attitudes survey (EAS) was included in this sub-sample group; d) interviews were conducted with ten of the students to examine their opinions on the STEM aspects of the curriculum in addition to the place-based connections between the unit and their community. The statistically significant results showed increases in overall watershed literacy, knowledge of human impacts on stormwater, engineering principles, and environmental attitudes. These findings will be used to improve the current curriculum, and have broader implications concerning the benefits of using a formalized middle-school 21st century standards-based curriculum to teach watershed literacy and promote pro-environmental attitudes by using a combination of Science, Technology, Engineering, and Math in a local, place-based context. Total Maximum Daily Loads (TMDLs) have been established for several water quality parameters within the watershed. Water quality data were collected at nine sampling along Bronson Creek by Clean Water Services, a local public utility charged with storm water management and water quality protection duties. Only seven water quality parameters were included in the analysis; they were 1) temperature, 2) total phosphorous, 3) ortho-phosphate, 4) ammonia, 5) total nitrogen, 6) total suspended solids, and 7) E. Coli. Samples were taken approximately twice a month over a 7 year period from 1994 – 2001. Total impervious area (TIA) was used as the indicator of urbanization for the project. Impervious area values (TIA%) were calculated by digitizing aerial photography. Yearly TIA values were calculated for the entire watershed, as well as for its 37 subasins (subcatchement level). Water quality data were analyzed for variations along the stream and for the presence of trends (monotonic changes over time) during seasons of poor water quality. Kendall’s t was also used as the trend test statistic. Data were also analyzed to determine if an association exists between water quality at a sampling site and the upstream imperviousness (TIA%). Kendall’s t was used as the test statistic. Negative trends (improving water quality) were found throughout the watershed with nitrogen exhibiting the largest reduction. Temperature was the only parameter not to exhibit a negative trend at any location within the watershed. Our framework provides a readily adaptable method to examine the thermal sensitivity of streams based upon the underlying geomorphological and surface characteristics of drainage basins. Using four model groups each using a different landscape characteristic weighting scheme (Model Group 1: areal averages; Model Group 2: inverse distance by total flow length; Model Group 3: overland distance to stream network and distance squared; Model Group 4: proportional flow accumulation), we examined the predictive capacity of 19 variables, including combinations of simplified land cover, elevation, slope, and flow accumulation, on five stream thermal properties: seven day moving average of daily minimum and maximum, seasonal mean temperature, a novel metric of thermal 'flashiness', and total days with maximum temperature exceeding 17.8°C. We find that the use of spatially explicit landscape indicators combining watershed processes improves the performance of regressions for predicting a number of ecologically relevant stream temperature variables. Improved indicators of watershed condition lend themselves for rapid investigation of the relationship between stream thermal conditions and landscape characteristics in watersheds modified by human land uses, ultimately providing a more hydrologically meaningful indicator for the impacts of landscape change. Our framework provides a readily adaptable method to examine the thermal sensitivity of streams based upon the underlying geomorphological and surface characteristics of drainage basins. Using four model groups each using a different landscape characteristic weighting scheme (Model Group 1: areal averages; Model Group 2: inverse distance by total flow length; Model Group 3: overland distance to stream network and distance squared; Model Group 4: proportional flow accumulation), we examined the predictive capacity of 19 variables, including combinations of simplified land cover, elevation, slope, and flow accumulation, on five stream thermal properties: seven day moving average of daily minimum and maximum, seasonal mean temperature, a novel metric of thermal 'flashiness', and total days with maximum temperature exceeding 17.8°C. We find that the use of spatially explicit landscape indicators combining watershed processes improves the performance of regressions for predicting a number of ecologically relevant stream temperature variables. Improved indicators of watershed condition lend themselves for rapid investigation of the relationship between stream thermal conditions and landscape characteristics in watersheds modified by human land uses, ultimately providing a more hydrologically meaningful indicator for the impacts of landscape change. The Stephens Creek Watershed has historically been known to be unstable during high precipitation events (Burns, 1996), and the need to address the response of slope stability to anthropogenically-driven changing groundwater conditions is the focus of this study. Airborne light detection and ranging (LiDAR) and geotechnical data from the City of Portland were employed to create a high resolution (0.84 m2) physics-based probabilistic slope stability model for this watershed, using the map-based probabilistic infinite slope analysis program PISA-m (Haneberg, 2007). Best and worst case models were run using fully dry and fully saturated soil conditions, respectively. Model results indicate that 96.3% of the watershed area had a probability [less than or equal to] 0.25 that the slope factor of safety (FOS) was [less than or equal to] 1 for fully dry conditions, compared to 76.4% for fully saturated conditions. Areas that had a probability [greater than or equal to] 0.25 that the slope factor of safety (FOS) was [less than or equal to] 1 were found to occur mainly along cut/fill slopes as well as within the deeply incised canyons of Stephens Creek and its tributaries. An infiltration avoidance map was derived to define areas that appear to be unsuitable for infiltration. Based on these results, it is recommended that stormwater continues to be directed to existing sewer infrastructure and that the "storm water disconnect" restoration approach not be used by the city. Results show that 18 of the 31 reaches had uptake velocity. Discharge and sinuosity were positively correlated with nitrate uptake velocity. Complexity and nitrate concentration were negatively correlated with nitrate uptake velocity. Grass landcover was positively correlated with nitrate uptake velocity and negatively correlated with nitrate concentration. These results indicate that land use and channel complexity both are related to the in-stream processing of nitrate. A comparison between observed historical precipitation events and NARCCAP modeled historical conditions over Oregon's Willamette River basin was performed. This comparison is required in order to investigate the reliability of regional climate modeling efforts. Datasets representing future climate signal scenarios, also provided by NARCCAP, were then compared to historical data to provide an estimate of the variability in extreme event occurrence and severity within the basin. Analysis determining magnitudes of two, five, ten and twenty-five year return level estimates, as well as parameters corresponding to a representative Generalized Extreme Value (GEV) distribution, were determined. Land cover was characterized at 2 scales: within 500 m of each site and across the entire watershed. Multivariate analyses were used to evaluate relationships between species composition and land cover patterns. A classification tree was created to determine landscape predictors of riparian community type. Results indicated a strong relationship between watershed land cover and vegetation diversity and structural complexity. The first was to identify the common factors effecting collaborative performance and possible collaboration benefits from the various academic disciplines and use them to develop a construct for collaborative systems. The project then utilized the rich history of Oregon’s watershed councils as a case study and applied this construct to their boards as they represent a diverse set of collaborative groups that have been in operation for over twenty years. This research measured the identified factors effecting collaborative performance and compared them to the benefits received through a combination of survey questions and outside research, resulting in averaged “factor” and “benefit” scores across all responses as well as for four case study watershed councils. The final step was to use regression analysis to understand the relationship between the factors and collaboration benefits This research developed and tested a construct for collaborative systems by identifying commonly cited factors across varied academic disciples. Most water supply forecasts are produced from multiple linear regression models using snowpack, precipitation, and streamflow measurements as independent variables. In recent years, conceptual watershed simulation models, typically using a time step of one day, have also been used to produce these forecasts. This study examines model usage for: water supply forecasting in the West and has three specific purposes. The first is to examine the traditional usage of multiple linear regression and develop improved regression techniques to overcome several recognized weaknesses in traditional practice. Four techniques have been used in this study to improve water supply forecasts based on regression. They are: (1) basing the regression model only on data: known at forecast time (no future data); (2) principal components regression; (3) cross-validation; and (4) systematic searching for optimal or near-optimal combinations of variables. The second purpose of the study is to develop a monthly streamflow simulation model suitable for use in water supply forecasting. Such a model has not previously been used in this application, and it provides a forecasting tool midway in complexity between regression procedures and conceptual watershed simulation models. The third purpose of the study is to compare the accuracy of forecasts from regression, the monthly model developed here, and two conceptual watershed simulation models. It has generally been assumed, but not tested, that complex simulation models will give more accurate forecasts than simpler models. This study attempts to begin determining if this is true. Conceptual modeling results from previous studies on three basins in Idaho and Montana were obtained to represent current practice in the usage of this type of model. The results of the study led to the following conclusions: (1) significant improvements in forecast accuracy over past practice with regression can be obtained by the use of the four techniques developed here; (2) the monthly model performed better than the conceptual watershed models most of the time, for both seasonal volumes and monthly flows; (3) for the three test watersheds, regression provided the best forecast accuracy among the three modeling techniques most of the time, for both seasonal volumes and monthly flows; (4) optimal use of conceptual watershed models requires automated calibration schemes; and (5) in basins of complex orography, denser data networks will be required to calculate meaningful values of mean areal precipitation. This study has contributed to the practice of water supply forecasting by providing improvements to regression techniques, providing a new monthly model, developing a mean areal precipitation and temperature procedure based on kriging, and giving some initial direction for further investigations in the use of conceptual watershed models. This study reconstructs and applies a GIS-based distributed hydrologic model at a monthly scale to assess the effects of future climate change on runoff from the Upper Clackamas River Basin (located near Portland, Oregon). Historic flow data and snow measurements are used to calibrate and test the perfonnance of the hydro logic model for a contemporary period (1971-2000), and the model is run for two future scenarios (2010-2039 and 2070-2099) using IS92 climate change scenarios from two global climate circulation models (Hadley and Canadian Centre for Climate) as inputs. The results forecast that mean peak snowpack in the study area will drop dramatically (36% to 49% by 2010-2039, and 83% to 88% by 2070-2099), resulting in earlier runoff and diminished spring and summer flows. Increases to mean winter runoff by by the 2070-2099 period vary from moderate (13.7%) to large (46.4%), depending on the changes to precipitation forecasted by the global climate circulation models. These results are similar to those of other studies in areas dependent on snowpack for seasonal runoff, but the reductions to snowpack are more severe in this study than similar studies for the entire Columbia Basin, presumably because the elevations of much of the Upper Clackamas Basin are near the current mid-winter snow line. Loss of vegetation, soil compaction, use of heavy logging equipment, and alteration of natural hydrologic patterns within the watershed can increase landslide rates, create erosion, and generate fine sediments. Selective logging, also called thinning, is a logging practice that leaves some trees within sale units unharvested. The ecological impacts of thinning on stream ecosystems are not fully understood and need further study. My hypothesis was that macroinvertebrate assemblages would be different in streams in non-reference areas that contain recent selective logging compared to streams in reference areas, and in downstream vs. upstream of selective logging units. I also hypothesized that selective logging and high road densities would be associated with increased instream fine sediments. I sampled water quality parameters and macroinvertebrates in three managed and three reference streams in the Clackamas River Basin during the field season of 2013. Turbidity, temperature, dissolved oxygen, conductivity, total dissolved solids (TDS), suspended sediment concentrations (SSC), and flow were sampled at each stream on four occasions during spring through early fall. Macroinvertebrates were sampled once in late summer or early fall. EPA rapid habitat assessments, canopy cover, pebble counts, embeddedness, and slope were also determined. Water quality parameters and macroinvertebrate indices in reference and non-reference sites were compared using t-tests, Welch's tests, or rank based equivalents. Macroinvertebrate assemblage patterns and associated environmental variables were characterized using non-metric multidimensional scaling (NMDS) ordination plots and envfit overlays. Macroinvertebrates had higher abundance and taxa richness in non-reference streams, and indices suggested poorer water quality in non-reference streams. Non-reference streams had a lower percentage of shredders and a higher portion of gatherer-collectors. Associations between land use, fine sediments, and changes in macroinvertebrate metrics and community assemblages were apparent at the reference vs. non-reference scale. It is likely that macroinvertebrates are responding, at least in part, to past logging and high road densities in non-reference streams. Fewer indications were found that recent logging may be affecting water quality and macroinvertebrates. Pearson's correlation coefficients show that the percent of recent logging upstream of study sites was correlated with several measures of fine sediments, suggesting that recent land use may be affecting sediment levels at the subwatershed scale. Stream temperatures increased from upstream to downstream in non-reference sites. Though no continual stream temperature data were collected in this study, the history of continuing temperature standard exceedances in the area suggest that further investigation of how selective logging may be affecting stream temperature and other water quality parameters in the Clackamas Basin is warranted. No other differences in water quality parameters were found from upstream to downstream, possibly because water quality was sufficiently protected, or because signals from land use impacts may be obscured by a several factors, including upstream confounding factors such as roads and past logging, and natural variability. Selective logging, also called thinning, is a logging practice that leaves some trees within sale units unharvested. The ecological impacts of thinning on stream ecosystems are not fully understood and need further study. My hypothesis was that macroinvertebrate assemblages would be different in streams in non-reference areas that contain recent selective logging compared to streams in reference areas, and in downstream vs. upstream of selective logging units. I also hypothesized that selective logging and high road densities would be associated with increased instream fine sediments. I sampled water quality parameters and macroinvertebrates in three managed and three reference streams in the Clackamas River Basin during the field season of 2013. Turbidity, temperature, dissolved oxygen, conductivity, total dissolved solids (TDS), suspended sediment concentrations (SSC), and flow were sampled at each stream on four occasions during spring through early fall. Macroinvertebrates were sampled once in late summer or early fall. EPA rapid habitat assessments, canopy cover, pebble counts, embeddedness, and slope were also determined. Water quality parameters and macroinvertebrate indices in reference and non-reference sites were compared using t-tests, Welch's tests, or rank based equivalents. Macroinvertebrate assemblage patterns and associated environmental variables were characterized using non-metric multidimensional scaling (NMDS) ordination plots and envfit overlays. Macroinvertebrates had higher abundance and taxa richness in non-reference streams, and indices suggested poorer water quality in non-reference streams. Non-reference streams had a lower percentage of shredders and a higher portion of gatherer-collectors. Associations between land use, fine sediments, and changes in macroinvertebrate metrics and community assemblages were apparent at the reference vs. non-reference scale. It is likely that macroinvertebrates are responding, at least in part, to past logging and high road densities in non-reference streams. Fewer indications were found that recent logging may be affecting water quality and macroinvertebrates. Pearson's correlation coefficients show that the percent of recent logging upstream of study sites was correlated with several measures of fine sediments, suggesting that recent land use may be affecting sediment levels at the subwatershed scale. Stream temperatures increased from upstream to downstream in non-reference sites. Though no continual stream temperature data were collected in this study, the history of continuing temperature standard exceedances in the area suggest that further investigation of how selective logging may be affecting stream temperature and other water quality parameters in the Clackamas Basin is warranted. No other differences in water quality parameters were found from upstream to downstream, possibly because water quality was sufficiently protected, or because signals from land use impacts may be obscured by a several factors, including upstream confounding factors such as roads and past logging, and natural variability. Declining groundwater levels have led to concerns over the sustainability of the resource, as it is the principle water source for irrigation and domestic use. Despite numerous previous studies of groundwater flow in CRBG aquifers here and elsewhere in the Columbia River basin, an aspect that has received relatively little attention is the interaction between groundwater and surface waters at locations where interflow zones are intersected by the surface waters. The objective of my research is to investigate how CRBG interflow zone exposures in Mosier Creek may be controlling groundwater elevations in the area. The methods used include: (1) geochemical analysis of well cuttings and detailed geologic mapping along area streams to identify interflow zones of individual CRBG flows, (2) analysis of stream discharge data and groundwater elevation data to confirm exchange of groundwater and surface waters, and (3) collection and analyses of 31 water samples from area wells, streams, and springs, to determine if waters from individual CRBG aquifers can be hydrochemically identified and to further constrain understanding of surface and groundwater interactions. My study confirms that the general elevation of the Pomona Member and Basalt of Lolo interflow zone creek exposure is coincident with the elevation where a change in slope of the decline trend in 2004 is seen in Mosier area well hydrographs. Furthermore, the results of stream discharge data indicated a close connection between drawdown from groundwater pumping during irrigation season and groundwater- surface water interaction. At the time of drawdown in the upper-most CRBG aquifer (Pomona), the stream transitions from gaining to losing water into the groundwater system. Elemental chemistry data indicates the Frenchman Springs Sentinel Gap aquifer waters are the most evolved waters in this study. Stable isotopic data reinforced this determination as the Sentinel Gap waters are the lightest, or most negative, with regard to δD and δ18O. Sentinel Gap samples were more depleted than other aquifer samples by 4.38 to 6.89 0/100 for δD and 0.39 to 0.59 0/100 for δ18O. The results of the general chemistry and isotope data reveal a more evolved chemical signature in lower watershed groundwater versus a less evolved signature for waters from wells located higher up on the Columbia Hills anticline. This was interpreted to be the result of the major structural features in the area providing for a more regional pathway of recharge in lower watershed groundwaters, versus a more local source of recharge for upper watershed groundwaters. There was also a pronounced commingled signature in the elemental ratios of lower watershed aquifer waters. After forest cover reduction in the 2080s, CT occurs 35 days earlier in RCP 4.5 and 29 days earlier in RCP 8.5. The difference in mean CT after fire-burns may be due to projected changes in the individual climate model. Winter flow is projected to decline after forest cover reduction in the 2080s by 85% and 72% in RCP 4.5 and RCP 8.5, in comparison to 98% change in ensemble mean winter flows in the 2080s before forest cover reduction. The ratio of ensemble mean snow water equivalent to precipitation substantially decreases by 81% and 91% in the 2050s and 2080s before forest cover reduction and a decrease of 90% in RCP 4.5 and 99% in RCP 8.5 in the 2080s after fire-burns. Wetland obligate and facultative wetland species groups and eight individual species accounted for statistically different percentages ofquadrat cover between zones. ANOSIM analysis identified two statistically distinct vegetation communities between the two zones. Soil texture averaged 75.85% sand and 20.81% fines. Sand ranged between 36.69% and 95.55%. Fines ranged between 2.54% and 58.84%. A horizon depths and fine soil particle concentrations were greater in the upper zone. Coarser soils with more sand and gravel dominated the lower zone. All enviromnental variables studied, except pH, were highly variable throughout the study area. Ten Global Climate Models using Coupled Model Intercomparison Project Phase 5 experiments with Representative Concentration Pathways 4.5 and 8.5 (RCP), were used to observe hydrologic regime shifts in the 2020s, 2050s, and 2080s. Mean center timing of flow occurs earlier in the year in both pre- and post-fire conditions, where there are increased winter flows and decreased summer flows throughout the 21st century. Change in temperature and percent change in precipitation is more variable in the summer than winter increasing over time, with a slight decrease in winter precipitation in the 2080s in RCP 8.5. Temperature increases 1.6°C in RCP 4.5 and 3.3°C in RCP 8.5 by the end of the 21st century. The ratio of Snow Water Equivalent to Precipitation decreases 96% in the 2080s in RCP 8.5 before forest cover reduction, and decreases 90-99% after forest cover reduction. Potential basin recharge and the base-flow index are both sustained throughout the 21st century with slight declines before forest cover reduction, with an increase in basin recharge and increase in base-flows in the 2080s after fire-burns. However, the simulated sustained base-flows and area-weighted basin recharge in this study, do not take into account the complex geologic structure of the Columbia River Basalt Group (CRBG). A more robust characterization and simulation of URB aquifer recharge would involve coupling the PRMS model with a groundwater model in a future study. Although groundwater recharge in the CRBG in the URB is not well understood, the long-term decline of groundwater storage presents a serious environmental challenge for the Confederated Tribes of the Umatilla Indian Reservation and communities in the URB. Mean center timing of flow occurs earlier in the year in both pre- and post-fire conditions, where there are increased winter flows and decreased summer flows throughout the 21st century. Change in temperature and percent change in precipitation is more variable in the summer than winter increasing over time, with a slight decrease in winter precipitation in the 2080s in RCP 8.5. Temperature increases 1.6°C in RCP 4.5 and 3.3°C in RCP 8.5 by the end of the 21st century. The ratio of Snow Water Equivalent to Precipitation decreases 96% in the 2080s in RCP 8.5 before forest cover reduction, and decreases 90-99% after forest cover reduction. Potential basin recharge and the base-flow index are both sustained throughout the 21st century with slight declines before forest cover reduction, with an increase in basin recharge and increase in base-flows in the 2080s after fire-burns. However, the simulated sustained base-flows and area-weighted basin recharge in this study, do not take into account the complex geologic structure of the Columbia River Basalt Group (CRBG). A more robust characterization and simulation of URB aquifer recharge would involve coupling the PRMS model with a groundwater model in a future study. Although groundwater recharge in the CRBG in the URB is not well understood, the long-term decline of groundwater storage presents a serious environmental challenge for the Confederated Tribes of the Umatilla Indian Reservation and communities in the URB. One of the SDE's describes the "surplus" case, in which sufficient infiltration always occurs to allow for moisture depletion by the processes of drainage through and ET out of the root zone. The other SDE represents the "deficit" case, in which lack of adequate moisture leads only to an ET-controlled depletion process. Sample functions and moments of moisture evolution are obtained from the SDE's. From the general model of soil moisture, a specific model of initial soil moisture (the moisture at the beginning of a rainstorm event) is developed and its moments are derived. Furthermore, the probability distribution of initial moisture is postulated to permit the assessment of how initial moisture affects the estimation of hydrologic response. The moisture dynamics model reveals that the stochastic properties of moisture ae sensitive to initial conditions in the watershed only for less permeable soils under the "surplus" state but are practically insensitive to such conditions for more permeable soils. The stochastic properties are also less sensitive to initial conditions for all soil types whenever under the "deficit" state. These results suggest that hydrologic processes, such as precipitation excess and infiltration, depend on initial moisture only in regions where the soils are generally less permeable and where the climate tends to sustain a "wet" environment, whereas in arid or semi-arid regions, such processes would not depend on initial moisture. These conclusions imply that, in arid regions, an effective value of initial moisture such as the mean can be used to estimate the properties of the hydrologic processes, whereas in "wet" environments, more accurate values of the properties must be "weighted" based on the probability distribution of initial soil moisture.
