I used the United States Environmental Protection Agency's Better Assessment Science Integrating Point and Nonpoint Sources (BASINS) modeling system to investigate the relative importance of future climate change and land use change in determining the quantity and quality of freshwater resources in north western Oregon's Tualatin River Basin. The basin was chosen for this study because it is rapidly urbanizing and representative of other low-elevation basins in the region. BASINS models were calibrated and validated using historic flow and water quality data from 1991 to 2006. The goodness-of-fit for the calibrated hydrology, suspended sediment, and orthophosphate models was high, with coefficients of determination ranging from 0.72 to 0.93 in the calibration period. The calibrated models were run under a range of eight downscaled climate change, two regional land use change, and four combined scenarios. Results included average increases in winter flows of ten percent, decreases in summer flows of thirty-seven percent, and increases in fifth percentile flows of up to eighty percent as a result of climate change in the Tualatin River Basin. For land use change, the results included an increase in annual flows of twenty-one percent for the development-oriented scenario and a decrease of sixteen percent for the conservation-oriented scenario, with amplified changes at the sub-basin scale, including more than doubled winter flow. For combined scenarios of climate change and urban development, there is a projected increase in winter flows of up to seventy-one percent and decrease in summer flows of up to forty-eight percent. Changes in suspended sediment and orthophosphate loading broadly tracked hydrological changes, with winter increases and summer decreases. The results are relevant to regional planners interested in the long-term response of water resources to climate change and land use change at the basin scale. In chapter III, these ES are modeled in InVEST using the land cover scenarios and three downscaled global climate models. The base period is 1981 to 2010 and the future period is 2036 to 2065. The models are calibrated to empirical estimates, and display different sensitivities to inputs. Water yield increases with higher rainfall but decreases with the highest temperature scenario. Nutrient export and retention estimates are positively correlated. In the Tualatin basin, more urban lands generally lead to increases in nutrient exports and retention. The effect is reversed in the Yamhill basin from much larger agricultural exports. Sediment exports and retention increase with higher winter rainfall but are negatively spatially correlated due to topographic effects. Simulation of a landscape scale installation of riparian buffers leads to decreases in exports and increases in retention. The distribution of the provision of freshwater ES remains unchanged throughout the scenarios. With few parameters in each InVEST model, all display a high degree of sensitivity. Parameterization is subject to high uncertainty even with calibrated values. We discuss the assumptions and limitations of InVEST's freshwater models. The spatially explicit nature of InVEST is its main advantage. This work coupled with other analyses in the study area can facilitate the identification of tradeoffs amongst ES leading to better ecosystem management. Year: 2002 A reconnaissance of pharmaceutical chemicals in urban streams of the Tualatin River basin was conducted in July 2002 in an effort to better understand the occurrence and distribution of such compounds, and to determine whether they might be useful indicators of human-related stream contamination. Of the 21 pharmaceutical chemicals and metabolites tested, only 6 (acetaminophen, caffeine, carbamazepine, codeine, cotinine, and sulfamethoxazole) were detected in filtered stream samples from 10 sites. The concentrations of most of the detected compounds were relatively low (less than 0.05 microgram per liter). The most frequently detected compounds were cotinine (a nicotine metabolite, 8 of 10 samples) and caffeine (a stimulant, 7 of 10 samples). More compounds were detected in urban stream samples than in samples from forested or agricultural drainages. Filtered water samples also were collected from four locations within an advanced wastewater treatment facility to quantify the relative amounts of these chemicals in a municipal waste stream and to determine the degree to which those chemicals are removed by treatment processes. Fifteen pharmaceutical chemicals or metabolites were detected in wastewater treatment facility influent, with concentrations far exceeding those measured in streams. Only five of those compounds, however, were detected in the treated effluent (carbamazepine, cotinine, ibuprofen, metformin, and sulfamethoxazole) and most of those were at concentrations less than 0.2 microgram per liter. The target pharmaceutical chemicals and metabolites showed limited potential for use as tracers of specific types of human-related contamination in Tualatin River basin streams because of widespread sources (caffeine, for example) or extremely low concentrations. Caffeine and cotinine are likely to be good indicators of sources that can occur in urban areas, such as sewage spills or leaks or the widespread use and careless disposal of tobacco products and caffeine-containing beverages. Neither compound, however, is likely to be a good tracer for a specific source unless that source is large. The presence of 1,7-dimethylxanthine (a caffeine metabolite) concurrently with caffeine might indicate the presence of untreated wastewater; in contrast, the absence of the metabolite might help rule out that source. Acetaminophen might make a good tracer for untreated wastewater because of its common usage, high concentration in raw wastewater, and effective removal via treatment. Carbamazepine and sulfamethoxazole have the potential to be good indicators of treated wastewater because of their incomplete removal in treatment facilities. Some of these pharmaceutical chemicals, either singly or in combination, might prove useful as tracers of contamination after further study. Year: 1975 A diurnal study of biological, chemical, and physical parameters was made on the middle course of the, Tualatin River, which drains a 1840 km2 (711 mi2) basin adjacent to metropolitan Portland, Oregon. This portion of the river lies along land in transition of use from rural agriculture to highly urbanized development. There is no nutrient loading of the river from farming practices because there was no return of water from summer, sprinkler irrigation of commercial crops. However, irrigation significantly reduces the volume of water in the river in the summers. Effluents from sewage treatment plants flowing into the tributaries that drain the highly urbanized eastern areas of the river basin are the main cause of degraded water quality and algal biomass in the lower reaches of the river. The Tualatin River above the mouth of Rock Creek is relatively unpolluted, but downstream from Rock Creek the river is highly eutrophic and during the periods of low flow in the summer serves as a sewage oxidation channel. In this same portion of the river there is also evidence that nitrification occurs. Winter floods leach nitrate-nitrogen from the basin, but in the summer the possibility exists. that nitrate-nitrogen may be a limiting nutrient for algal productivity in the river above Hillsboro. The principal source of poly-phosphates is from sewage treatment plant effluents, but concentrations of poly-phosphates in the middle reaches of the river indicate that there is a natural source of poly- and/or ortho-phosphates in the watershed. Removal of phosphorous compounds from the effluents probably would not affect the large algal blooms occurring in the river below Hillsboro. Trace metal analyses indicated that iron, potassium, nickel, zinc, lead, copper, cobalt, and chromium concentrations were higher during flooding. Turbidity readings suggest that these trace elements are deposited on the floodplain. Melted snow water, which caused one of the winter floods, contained concentrations of zinc, ·copper, and lead greater than those found in the river during the flood. Greater concentrations of arsenic and zinc came from farmland than from urban areas. Diversities of the net plankton as measured by the Shannon-Weaver Index did not change from season to season, nor with downstream flow. Species in the net plankton were benthic forms at the upper stations and planktonic forms downstream from Hillsboro, especially in the summer when the reduced flow caused the river to pond. The enriched effluents from Rock Creek did not affect the diversity of the organisms downstream, but supported a larger biomass. By rating the diversities with other studies it was found that the middle course of the Tualatin River is eutrophic but not heavily polluted. A diurnal study was especially valuable from April to September, inclusive, when insolation and temperatures favored biological activities such as photosynthesis and decomposition. From November to January little diurnal change in the water quality was found. We estimated the relative potential of selected ecosystem functions for freshwater wetlands within a watershed using widely available geospatial data. We developed four functions to estimate 1) flood storage, 2) late season flow, 3) sediment retention and 4) temperature control in four pilot watersheds in Oregon (Tualatin, Coquille, Upper Grande Ronde and Sprague). These watersheds are geographically separated from each other representing diverse ecoregion environments. Spatial analysis and geographic information system (GIS) were designed for maximum re-use, based on publicly-available data, commonly-used software, semi-automated techniques and wetland characterizations that attempt to capture fundamental wetland processes. Our data sources include 30-meter digital elevation models, NRCS soil survey extracts, USGS National Land Cover Data, USGS HUC8 boundaries (polygons) and statewide wetland delineations (polygons) processed within ArcGIS 10.2 and Python 2.7.5 software. Model parameters were compiled using multiple proxy values for size, slope, aspect, proximity, flow path distance, hydrologic gradient, shade, and soil characteristics. WPT characterizations emphasize the multi-faceted value of freshwater wetlands, relating potential within a watershed as well as providing model-based characterizations between watersheds. Our wetland prioritization tool (WPT) provides useful information to estimate and compare the relative potential for selected wetland functions, thereby improving success in wetland conservation, restoration, and mitigation efforts. Using the Intergovernmental Panel on Climate Change?s AR4 climate change simulation results, we found that there is a slight relative increase in annual water yield, sediment yield, and dissolved phosphorus, but storm peak management does not change substantially by the 2050s. Spatial analysis shows that the locations of hot and cold spots remain relatively stable. It is also shown that there are high spatial and temporal uncertainties associated with climate change projections due to variations in precipitation projections toward the middle of the 21st century. Significant trends occurred in each parameter. Dissolved oxygen (DO (%sat)) increased at five sites. Chemical oxygen demand (COD) decreased at seven sites. Total Kjeldahl nitrogen (TKN) decreased at five sites and increased at one site. Ammonium (NH3-N) decreased at one site and increased at one site. Multiple linear regression indicates that nitrogenous oxygen demand accounts for a significant amount of variance in COD at ten of the twelve sites (adjusted R2values from 0.14 to 0.73). Aerial photo interpretation revealed significant land cover change in agricultural land cover (-8% for the entire basin area) and residential land cover (+10% for the entire basin area). Correlation results between seasonal oxygen demand data and land cover values at multiple scales indicated that: (I) forest cover negatively influences COD at the full sub-basin scale and positively influences NH3-N at local scales, (2) residential land cover positively influences DO (%sat) values at local scales, (3) agricultural land cover does not influence oxygen demand at any land cover assessment scale, ( 4) local topography negatively influences TKN and NH3-N, and (5) urban runoff management infrastructure correlates positively with COD. The primary historical data sources for reconstructing 19th century stream and riparian conditions are the General Land Office township survey notes from 1863 - 1901. Data about the habitat conditions of the landscape were extracted from notes of each township survey source regarding vegetation, stream crossings, and other features found on the landscape in tabular and spatial forms. Data were organized to describe common stream and riparian conditions for the historical time period using a geographic information system. Watershed basin, Chinook salmon life history, ecoregion and surveyor were analyzed using multivariate techniques to determine which parameters were strongly connected to historical vegetation. As the pollution load in the Willamette River increased throughout the twentieth century, accustomed activities such as recreation, sports fishing, and commercial fishing, were constrained. The polluted water also threatened potential uses of the river, such as tourism and expanded recreation after World War II. To address these concerns, beginning in 1926 clean streams advocates created ad hoc groups of public health experts, sanitary engineers, conservationists, sportsmen, and others to pressure Portland officials and industry representatives to cease polluting the river. In November 1938, continued activism and lobbying from these groups led to the passage of a citizen's initiative creating the Oregon State Sanitary Authority (OSSA). From 1939 to 1962, the OSSA took the lead in the water pollution abatement issue and realized some limited successes including pushing Portland and other cities to build sewage treatment plants and regulating pulp and paper mill discharges. This study utilizes data from three Regional Climate Models (RCMs), each driven by the same General Circulation Model (GCM) as well as a reanalysis dataset, all of which was made available by the North American Regional Climate Change Assessment Program (NARCCAP). A comparison between observed historical precipitation events and NARCCAP modeled historical conditions over Oregon's Willamette River basin was performed. This comparison is required in order to investigate the reliability of regional climate modeling efforts. Datasets representing future climate signal scenarios, also provided by NARCCAP, were then compared to historical data to provide an estimate of the variability in extreme event occurrence and severity within the basin. Analysis determining magnitudes of two, five, ten and twenty-five year return level estimates, as well as parameters corresponding to a representative Generalized Extreme Value (GEV) distribution, were determined. This research examines a population of rural landowners representing a diversity of agricultural, forestry, recreational, and investment objectives in the Clackamas River watershed, Oregon. I designed and distributed a mail and web-based survey instrument intended to measure land uses and land ownership objectives, attitudes towards watershed stewardship programs, barriers to enrollment in stewardship programs, and preferred incentives and goals that would promote enrollment. I received 281 valid responses for a response rate of 29%. I conducted two primary analyses: one focused on relating attitudes and barriers to intent to enroll in a watershed stewardship program, and one focused on identifying how diverse landowners differ according to factors influencing enrollment in stewardship programs. Increased temperatures resulting from higher concentrations of atmospheric greenhouse gases may cause disruptions to these resources because of reductions in the annual snowpack and variations of the timing of snowmelt. This study reconstructs and applies a GIS-based distributed hydrologic model at a monthly scale to assess the effects of future climate change on runoff from the Upper Clackamas River Basin (located near Portland, Oregon). Historic flow data and snow measurements are used to calibrate and test the perfonnance of the hydro logic model for a contemporary period (1971-2000), and the model is run for two future scenarios (2010-2039 and 2070-2099) using IS92 climate change scenarios from two global climate circulation models (Hadley and Canadian Centre for Climate) as inputs. The results forecast that mean peak snowpack in the study area will drop dramatically (36% to 49% by 2010-2039, and 83% to 88% by 2070-2099), resulting in earlier runoff and diminished spring and summer flows. Increases to mean winter runoff by by the 2070-2099 period vary from moderate (13.7%) to large (46.4%), depending on the changes to precipitation forecasted by the global climate circulation models. These results are similar to those of other studies in areas dependent on snowpack for seasonal runoff, but the reductions to snowpack are more severe in this study than similar studies for the entire Columbia Basin, presumably because the elevations of much of the Upper Clackamas Basin are near the current mid-winter snow line. The struggle to bring salmon back to this river is a compelling story that exemplifies some of the new relationships in Columbia River Basin salmon management. The Umatilla River and the disappearance of its salmon was a local issue. Irrigation interests had used the river so thoroughly it ceased to flow during the late summer and fall months-precisely when salmon needed it for migration. The Confederated Tribes of the Umatilla Indian Reservation saw decided that they would change that: they would figure out a way to put both salmon and water back into the river. This thesis examines this process. First, it contextualizes the Umatilla River within the Columbia River Basin and Columbia Basin salmon management, and shows how a local salmon issue became a regional salmon issue. It then discusses the triangle of relationships that Indians, salmon, and hatcheries have come to form. Chapter III discusses the formation of the unique Umatilla Fish Restoration Program, which reintroduced fish into the river, and was paid for by the Bonneville Power Administration (BPA), as per the Northwest Power Act. The Umatilla River and the disappearance of its salmon was a local issue. Irrigation interests had used the river so thoroughly it ceased to flow during the late summer and fall months-precisely when salmon needed it for migration. The Confederated Tribes of the Umatilla Indian Reservation saw decided that they would change that: they would figure out a way to put both salmon and water back into the river. Selective logging, also called thinning, is a logging practice that leaves some trees within sale units unharvested. The ecological impacts of thinning on stream ecosystems are not fully understood and need further study. My hypothesis was that macroinvertebrate assemblages would be different in streams in non-reference areas that contain recent selective logging compared to streams in reference areas, and in downstream vs. upstream of selective logging units. I also hypothesized that selective logging and high road densities would be associated with increased instream fine sediments. I sampled water quality parameters and macroinvertebrates in three managed and three reference streams in the Clackamas River Basin during the field season of 2013. Turbidity, temperature, dissolved oxygen, conductivity, total dissolved solids (TDS), suspended sediment concentrations (SSC), and flow were sampled at each stream on four occasions during spring through early fall. Macroinvertebrates were sampled once in late summer or early fall. EPA rapid habitat assessments, canopy cover, pebble counts, embeddedness, and slope were also determined. Water quality parameters and macroinvertebrate indices in reference and non-reference sites were compared using t-tests, Welch's tests, or rank based equivalents. Macroinvertebrate assemblage patterns and associated environmental variables were characterized using non-metric multidimensional scaling (NMDS) ordination plots and envfit overlays. Macroinvertebrates had higher abundance and taxa richness in non-reference streams, and indices suggested poorer water quality in non-reference streams. Non-reference streams had a lower percentage of shredders and a higher portion of gatherer-collectors. Associations between land use, fine sediments, and changes in macroinvertebrate metrics and community assemblages were apparent at the reference vs. non-reference scale. It is likely that macroinvertebrates are responding, at least in part, to past logging and high road densities in non-reference streams. Fewer indications were found that recent logging may be affecting water quality and macroinvertebrates. Pearson's correlation coefficients show that the percent of recent logging upstream of study sites was correlated with several measures of fine sediments, suggesting that recent land use may be affecting sediment levels at the subwatershed scale. Stream temperatures increased from upstream to downstream in non-reference sites. Though no continual stream temperature data were collected in this study, the history of continuing temperature standard exceedances in the area suggest that further investigation of how selective logging may be affecting stream temperature and other water quality parameters in the Clackamas Basin is warranted. The proposed fault zone is more clearly defined in the south, becoming more diffuse and branching in the northern part of the study area. Joint Probability distribution functions (PDFs), of both the climatic variables, might help better understand the interdependence of the two, and thus in-turn help in accessing the future with confidence. In the present study, we have used multi-modelled statistically downscaled ensemble of precipitation and temperature variables. The dataset used is multi-model ensemble of 10 Global Climate Models (GCMs) downscaled product from CMIP5 daily dataset, using the Bias Correction and Spatial Downscaling (BCSD) technique, generated at Portland State University. The multi-model ensemble PDFs of both precipitation and temperature is evaluated for summer (dry) and winter (wet) periods for 10 sub-basins across Columbia River Basin (CRB). Eventually, Copula is applied to establish the joint distribution of two variables on multi-model ensemble data. Results have indicated that the probabilistic distribution helps remove the limitations on marginal distributions of variables in question and helps in better prediction. The joint distribution is then used to estimate the change in trends of said variables in future, along with estimation of the probabilities of the given change. The joint distribution trends are varied, but certainly positive, for summer and winter time scales based on sub-basins. Dry season, generally, is indicating towards higher positive changes in precipitation than temperature (as compared to historical) across sub-basins with wet season inferring otherwise. The dataset used is multi-model ensemble of 10 Global Climate Models (GCMs) downscaled product from CMIP5 daily dataset, using the Bias Correction and Spatial Downscaling (BCSD) technique, generated at Portland State University. The multi-model ensemble PDFs of both precipitation and temperature is evaluated for summer (dry) and winter (wet) periods for 10 sub-basins across Columbia River Basin (CRB). Eventually, Copula is applied to establish the joint distribution of two variables on multi-model ensemble data. Results have indicated that the probabilistic distribution helps remove the limitations on marginal distributions of variables in question and helps in better prediction. The joint distribution is then used to estimate the change in trends of said variables in future, along with estimation of the probabilities of the given change. The joint distribution trends are varied, but certainly positive, for summer and winter time scales based on sub-basins. After forest cover reduction in the 2080s, CT occurs 35 days earlier in RCP 4.5 and 29 days earlier in RCP 8.5. The difference in mean CT after fire-burns may be due to projected changes in the individual climate model. Winter flow is projected to decline after forest cover reduction in the 2080s by 85% and 72% in RCP 4.5 and RCP 8.5, in comparison to 98% change in ensemble mean winter flows in the 2080s before forest cover reduction. The ratio of ensemble mean snow water equivalent to precipitation substantially decreases by 81% and 91% in the 2050s and 2080s before forest cover reduction and a decrease of 90% in RCP 4.5 and 99% in RCP 8.5 in the 2080s after fire-burns. I annotated historic information and provided a synthesis of the historic fisheries. White sturgeon (Acipenser transmontanus), eulachon (Thaleichthys pacificus) and chinook salmon (Oncorhynchus tshawytscha) dominated the trade. Chum (O.keta) and lamprey (Lampetra sp.) were available, although not traded in large numbers. White sturgeon, eulachon, fall chinook, chum and lamprey were smoke cured. Steel head (0. mykiss) , coho (O.kisutch), perch (Embiotocidae), and resident trout were traded in small numbers indicating that other fish were part of the economy. Since these analyses of return periods typically assume a certain degree of stationarity (constant mean, standard deviation, distribution) in hydrologic variables, the potential future impacts of climate change are excluded. In developing water management plans, predicted changes to climate variables should be considered to evaluate the degree of non-stationarity that may exist in the future. In this way, regions most sensitive to climate change can be identified and managed appropriately. This study performed such a task by using predicted climate data that were downscaled from general circulation models (GCM) by regional climate models (RCM) to compare climate variables in the historical period of 1971-1998 to the future period of 2041-2068. The study evaluated the precipitation and minimum/maximum temperature data from five different GCM/RCM combinations: 1) CCSM/CRCM; 2) CCSM/WRFG; 3) CGCM3/CRCM; 4) CGCM3/WRFG; and 5) HadCM3/HRM3. The five datasets were then used to calculate drought indices and drive a calibrated PRMS model of the Molalla Pudding river basin in order to evaluate changes in droughts and streamflow. The predicted changes in droughts and streamflow were then evaluated with social/economic factors for twelve cities in the Molalla Pudding river basin by two different water vulnerability indices. The index values were used to determine a rank for each city that indicated its relative vulnerability to water scarcity as compared to the other cities. In this study, three out of the five datasets predicted increased precipitation (+97-115 mm/year) over the Molalla Pudding basin and the two datasets using the CCSM GCM data predicted either no change or slightly decreased precipitation (-60 mm/year) over the Molalla Pudding basin in 2041-2068. All datasets predicted increased minimum and maximum average temperature of +1.5°C and +1.4°C respectively, and all datasets displayed increasing trends in temperature. The drought indices predicted fewer drought events (-2.4 events) over 2041-2068 with no change in duration, and no change to the number of serious drought events over 2041-2068 but with increased durations (+1.9 months). Results from the hydrologic modeling predicted increased streamflow (+4-249 cfs) in four out of the five future datasets. Using the predicted changes in hydrologic variables and social/economic census data from 2000, two types of water vulnerability indices were calculated for the twelve cities of interest. The results suggested that cities in the western portion of the basin would be more susceptible to current and future water vulnerability due to high irrigation demands for water and high social vulnerability as determined by minority populations and higher poverty, while the small cities with less dependence on agriculture would be less vulnerable. Since these analyses of return periods typically assume a certain degree of stationarity (constant mean, standard deviation, distribution) in hydrologic variables, the potential future impacts of climate change are excluded. In developing water management plans, predicted changes to climate variables should be considered to evaluate the degree of non-stationarity that may exist in the future. In this way, regions most sensitive to climate change can be identified and managed appropriately. This study performed such a task by using predicted climate data that were downscaled from general circulation models (GCM) by regional climate models (RCM) to compare climate variables in the historical period of 1971-1998 to the future period of 2041-2068. The study evaluated the precipitation and minimum/maximum temperature data from five different GCM/RCM combinations: 1) CCSM/CRCM; 2) CCSM/WRFG; 3) CGCM3/CRCM; 4) CGCM3/WRFG; and 5) HadCM3/HRM3.
