Pettitt’s change point analysis indicated a significant change point in streamflow dynamics due to dam construction. Complexities in the pre- and post-dam periods were evaluated by sample and multi-scale entropy analyses, and the entropies of the post-dam period were found to be higher than those of the pre-dam period. Possible reasons for this, unrelated to the natural hydrological cycle caused by the dam, were analysed using wavelet analyses. The wavelet analyses showed a clear change in the phase relationship between precipitation and streamflow. Finally, weak positive trends found in the hydrological variables indicated the effects of human activities (e.g. dam construction). The results also revealed distorted lead times, which can improve the streamflow forecasts for different lead times. With this framework we analyse three dam removals occurring over a similar time period and within the same narrow geographic region (the Mid-Columbia Region in WA and OR, USA) to demonstrate how each PFESTS dimension contributed to the decision to remove the dam, how it affected the process of removing the dam, and how those dimensions continue to operate post removal in each watershed. We conclude with a discussion of a joint research and practice agenda emerging out of the PFESTS framing. Constructed between 1941 and 1969, these structures function in collaboration to comprise the Willamette River Basin Reservoir System (WRBRS). The motivation for this project derives from a growing awareness of the biophysical impacts that dam structures can have on riparian habitats. This project compares each of the 13 dams being assessed, to prioritize their level of utility within the system. The study takes the metrics from the top three services (flood regulation, hydropower generation and recreation) and disservices (fish mortality, structural risk and water temperature hazards) and creates a rubric that scores the feasibility of each dam within the system. Within a range between 0 to 3 for three dam services and 0 to -4.5 for two disservices, the overall calculated score elucidates for each structure whether its contribution to the WRBRS is positive or negative. Further analysis searches for spatiotemporal trends such as anomalous tributaries or magnified structural risk for structures exceeding a certain age. GIS data from the National Inventory of Dams (NID), U.S. Geologic Survey (USGS) water measurements, raw data from USACE, and peer-reviewed studies comprise the statistics that generate results for this analysis. The computed scores for each dam yield an average overall score of -1.31, and nine of the 13 structures have negative results, indicating that the WRBRS faces challenges going forward. The study seeks to contribute to the increasingly relevant examination of dam networks at the watershed scale. In August 2012, I sampled surface sediments from the former Dream Lake reservoir in Lassen Volcanic National Park, and compared their physical and chemical properties with soil samples from two reference sites. I also estimated percent cover of vegetation in the former reservoir and reference sites. My results show that the reservoir was under reduced conditions, as determined by gleyed soil color and a higher pH when compared to reference samples. In contrast to reservoirs on larger river systems which tend to be sinks for organic matter, Dream Lake showed a reduction in organic matter when compared to reference locations. My results suggest reservoirs created by dams cannot be considered to have similar sediment properties, namely increases in organic material. Unlike other studies that found former impoundments invaded by non-native species, the former Dream Lake site has been colonized by native grasses, sedges, and rushes.   Citation × Citation Citation Abstract Copy Title: Reservoir Evolution Following the Removal of Marmot Dam on the Sandy River, Oregon Author: Keith, Mackenzie Karli Year: 2012 The October 2007 removal of Marmot Dam, a 14.3-m-tall dam on the Sandy River in northwestern Oregon storing approximately 730,000 m3 of impounded sediment, provided an opportunity to study short- and long-term geomorphic effects of dam removal. Monitoring reservoir morphology during the two years following dam decommissioning yields a timeline of reservoir channel change. Comparison of a pre-dam survey in 1911 with post-removal surveys provides a basis from which to gage the Reservoir Reach evolution in the context of pre-dam conditions. Analyses of time-lapse photography, topographic surveys, and repeat LiDAR data sets provide detailed spatial and temporal documentation of a release of sediment from the reservoir following dam removal. The majority of morphologic changes to the reservoir largely took place during the first few days and weeks following removal. Channel incision and widening, along with gradient changes through the Reservoir Reach, exhibit diminishing changes with time. Channel incision rates of up to 13 m/hr and widening rates of up to 26 m/hr occurred within the first 24 hours following breaching of the coffer dam. Although channel position through the Reservoir Reach has remained relatively stable due to valley confinement, its width increased substantially. The channel reached an average width of 45 m within two weeks of breaching, but then erosion rates slowed and the channel width reached about 70 to 80 m after one and two years, respectively. Diminishing volumes of evacuated sediment were measured over time through quantitative analysis of survey datasets. About 15 percent of the initial impounded sediment was eroded from the Reservoir Reach within 60 hours of breaching; after one and two years, 50 and 58 percent was eroded, respectively. Grain-size analysis of terraces cut into reservoir fill following dam removal show that bed material coarsened over time at fixed elevations and vertically downward as the channel incised. Overall, these findings indicate valley morphology and local in-channel bedrock topography controlled the spatial distribution of sediment within the reservoir reach while variability in river discharge determined the timing of episodic sediment release. Changes within the Reservoir Reach shortly after dam removal and subsequent evolution over the two years following removal are likely attributable to 1) the timing and intensity of flow events, 2) the longitudinal and stratigraphic spatial variations in deposit grain-size distributions initially and over time, and 3) the pre-dam topography and existing valley morphology. This need can be most apparent when considering changes to DAMS infrastructure. The proposed panel presents the experiences of OSU Libraries and Press as we move to a new DAMS system for ScholarsArchive@OSU. Before considering DAMS platforms, we conducted an in-depth requirements analysis with our stakeholders, both within our organization as well as with stakeholders outside of the organization. The panelists will include OSU faculty and administrators selected for requirements interviews who present unique use cases for the DAMS, including those for whom the current iteration of the DAMS does not provide adequate service. Audience members will learn about using requirements analysis to design new digital infrastructures and will learn about popular digital library technologies (e.g. Hydra, DSpace). The hatchery is located on the Oregon side of the Columbia River downstream of the dam. It requires large quantities of water free from chemical and biological contamination. In addition, the water has to be in a narrow temperature range. Currently the fish hatchery receives its water from a well field that is located on the alluvial terrace downstream of Bonneville Dam. The well field lies in the proposed approach channel for the new lock and has to be abandoned during construction of the lock. For the continued water supply of the hatchery, a new well field will be developed north of the approach channel. Early in the planning phase for the new lock, concerns were raised about the potential impact of the relocation of the well field and the excavation of the new approach channel on the hatchery. To assess these concerns and to assure a continuous water supply during and after construction, a hydrogeologic investigation was initiated. Within the framework of the investigation this study focuses on the analysis of pumping test data and the development of a three-dimensional ground water flow model for the site. Though removal is often viewed as a success in terms of ecological restoration, it also represents a major disturbance to an area. Previous research has shown that native species do not survive as well at these disturbed sites, and invasive species often dominate. This study examines the vegetation response in the drained reservoir area after the removal of Hemlock Dam on Trout Creek, a tributary to the Wind River in southern Washington. Transects were established and quadrats were sampled to determine the plant classifications and cover of vegetation and to examine possible correlations between environmental variables and the spatial distribution of plant classification groups. Sampling took place in the third and fourth years following dam removal, and the data was analyzed to determine significant changes and relationships. The results of this study showed that the site was dominated by a volunteer native forb Lotus purshianus (Spanish clover) and a planted native tree Alnus rubra (red alder). Most of the other species found were native volunteer forbs and grasses characteristic of early succession in this region. Both invasive species and planted species, with the exception of Alnus rubra, had low canopy covers. There was a significant increase in native plant canopy cover, as well as total canopy cover, from 2012 to 2013. There were also significant relationships between plant classification groups and environmental variables, including soil infiltration, elevation, and distance from stream. This study will help inform resource managers about the kinds of plants that will volunteer after dam removals and the possible success of re-vegetation projects. This study examines the vegetation response in the drained reservoir area after the removal of Hemlock Dam on Trout Creek, a tributary to the Wind River in southern Washington. Transects were established and quadrats were sampled to determine the plant classifications and cover of vegetation and to examine possible correlations between environmental variables and the spatial distribution of plant classification groups. Sampling took place in the third and fourth years following dam removal, and the data was analyzed to determine significant changes and relationships. The results of this study showed that the site was dominated by a volunteer native forb Lotus purshianus (Spanish clover) and a planted native tree Alnus rubra (red alder). Most of the other species found were native volunteer forbs and grasses characteristic of early succession in this region. Both invasive species and planted species, with the exception of Alnus rubra, had low canopy covers. There was a significant increase in native plant canopy cover, as well as total canopy cover, from 2012 to 2013. There were also significant relationships between plant classification groups and environmental variables, including soil infiltration, elevation, and distance from stream. This study will help inform resource managers about the kinds of plants that will volunteer after dam removals and the possible success of re-vegetation projects. Close

In the years before the dam's completion, leaders, many of who were the descendants of earlier treaty signatories, attempted to stop the dam and protect both fishing sites from the encroachment of state and federal regulations and archaeological sites from destruction. This study traces the work of Wilson Charley, a Native fisherman, a member of the Yakama Nation's Tribal Council, and great-grandson of one of the 1855 treaty signatories. More broadly, this study places Indigenous actors on a twentieth-century Columbia River while demonstrating that they played active roles in the protest and management of areas affected by The Dalles Dam. Using previously untapped archival sources--a substantial cache of letters--my analysis illustrates that Charley articulated multiple strategies to fight The Dalles Dam and regulations to curtail Native's treaty fishing rights. Aiming to protect the 1855 treaty and stop The Dalles Dam, Charley created Native-centered regulatory agencies. He worked directly with politicians and supported political candidates, like Richard Neuberger, that favored Native concerns. He attempted to build partnerships with archaeologists and landscape preservationists concerned about losing the area's rich cultural sites. Even after the dam's completion, he conceptualized multiple tribal economic development plans that would allow for Natives' cultural and economic survival. Given the national rise of technological optimism and the willingness for the federal government to terminate its relationship with federally recognized tribes, Charley realized that taking the 1855 treaty to court was too risky for the political climate of the 1950s. Instead, he framed his strategies in the language of twentieth-century conservation, specifically to garner support from a national audience of non-natives interested in protecting landscapes from industrial development. While many of these non-native partners ultimately failed him, his strategies are noteworthy for three reasons. First, he cast the fight to uphold Native treaty rights in terms that were relevant to non-natives, demonstrating his complex understanding of the times in which he lived. Second, his strategies continued an ongoing struggle for Natives to fish at their treaty-protected sites, thereby documenting an overlooked period between the fishing rights cases of the turn of the twentieth century and the 1960s and 1970s. Year: 2017 The Chehalis River Basin is located in the southwest region of Washington and is over 125 miles long flowing through agricultural, residential, industrial, and forest land. Four major rivers, many smaller creeks, five wastewater treatment plants, and groundwater discharge to the Chehalis River. Flooding is a major problem in the relatively flat areas surrounding the cities of Chehalis and Centralia. As a result, construction of a flood-control dam in the upper basin has been proposed. One major concern of constructing a dam is the potentially severe impacts to fish health and habitat. The Chehalis River has routinely violated water quality standards for primarily temperature and dissolved oxygen. CE-QUAL-W2, a two-dimensional (longitudinal and vertical) hydrodynamic and water quality model, was used to simulate the Chehalis River, including free flowing river stretches and stratified (in summer) lake-like stretches. The goals of this research were to assess the flood retention structure’s impacts to water quality, as well as river responses to potential climate change scenarios. In order to use the model to achieve these goals, calibration to field data for flow, temperature, and water quality constituents was performed for the years 2013 and 2014. Once calibration was complete, model scenarios for future climate conditions and dam operating regimes were conducted. Future conditions showed predictions of warmer water temperatures and slight changes to water quality conditions on the river. As fish in the area prefer cooler water temperatures, this could pose a threat to fish health and habitat. The demolition project did not physically impact upstream areas, and tributary turbidity does not appear to have been elevated relative to other years; however, the Hilsenhoff Biotic Index indicates an increase in upstream nutrient pollution in 2010 relative to 2009. Year: 2011 Within the Upper Klamath Basin, Oregon, the native status of anadromous salmonids (Oncorhynchus spp.) has been a long standing question. Ongoing efforts to establish if these fish were native to the region prior to the construction of the Copco I Dam on the Klamath River (c.1917) have relied on sparse, contradictory and sometimes unreliable historic documentation and informant testimony. Current restoration projects with very high financial and social costs necessitate accurate and reliable data on salmonid species which once called the region home. Often, archaeolofaunal remains present a novel way to determine species present in an area prior to major habitat losses. This project analyzed fish remains from five previously excavated archaeological sites within the Upper Klamath Basin to determine which salmonid species were present prior to dam construction. A total of 5,859 fish remains were identified to at least taxonomic order using morphological distinctions. Site collections were dominated by those of catostomids (suckers) and cyprinids (minnows). Archaeological deposits at these sites dated as far back as approximately 7,500 BP but were primarily from the last 2,000 years. Only eighty-one salmonid remains were observed within the sites included in this project. The low frequency of salmonid remains in these sites may be the result of cultural and/or natural processes such as density mediated attrition and archaeological sampling. Of these 81 specimens, 38 were subjected to mtDNA analysis for species identification. Seven specimens did not yield DNA sufficient for species identification, six specimens were identified as O. tshawytscha (Chinook) and the remaining 25 specimens were identified as O. mykiss (steelhead or redband trout). Geochemical analysis was used to determine the life history of the fish represented by the remains within these collections. Strontium Calcium (Sr:Ca) ratios were measured on twenty-eight specimens. Three specimens were determined to be from freshwater resident fish and 25 were determined to be from anadromous fish. The specimens which were genetically identified as O. tshawytscha were all determined to be anadromous. Of the 18 specimens which were identified as O. mykiss and were subjected to geochemical analysis two were from freshwater resident fish and sixteen were from anadromous fish. Four samples were not characterized genetically but were subjected to geochemical analysis; three of these were determined to be from anadromous fish and one from a freshwater resident fish. Thus, the remains of anadromous O. mykiss and O. tshawytscha were identified in archaeological deposits predating construction of the Copco I dam in the Upper Klamath Basin While the genetic and geochemical analyses confirm the presence of skeletal remains from anadromous salmonids in the Upper Klamath Basin archaeological sites prior to dam construction these remains may, represent fish caught elsewhere and traded in. Two hypotheses address the introduction of these fish remains into pre-dam archaeological deposits, either they were traded/transported in from elsewhere (Trade/Transport Hypothesis) or they were caught locally (Local Catch Hypothesis). Expectations linked to each of these hypotheses were generated using ethnographic information from across the Pacific Northwest, including modern testimony from the Klamath Basin. Fish heads were often removed soon after capture in order to reduce spoilage of the rest of the fish. Thus, assemblages with many head parts are probably the result of local catch while those without head parts are probably the result of trade and/or transport. Two approaches were used to estimate the extent to which fish heads were deposited in sites. Basic proportions of cranial to post cranial remains from two sites provided a varied picture and did not readily support either the Local Catch or Trade/Transport hypotheses. Evaluation using scaled proportions based on frequency of skeletal elements within the body (Minimum Animal Units) show that four of the five assemblages were dominated by cranial remains and therefore suggest these fish were locally caught. Small samples sizes make it difficult to rigorously evaluate the hypotheses, though the dominance of cranial remains suggests salmonids were taken locally. Together these data indicate that anadromous O. tshawytscha and O. mykiss were taken from waters within the Upper Klamath Basin prior to the construction of Copco I. Many thousands of acres of grassland, shrub steppe and riparian habitats were lost due to inundation, and the objectives of the acquisition included restoration of similar habitats. As part of an interagency agreement created in 2002, the Oregon Natural Heritage Information Center established a baseline monitoring program in 2002. This effort included the establishment of permanent monitoring plots to allow for a detailed assessment of vegetation change in the plant communities occurring at the site. It also included the development of an existing vegetation map, hopefully to allow for an analysis of overall vegetation change across the conservation area. The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. This report details that effort, which incorporated a combination of field inspection, photo-interpretation, and remote sensing-based mapping to assess change since the establishment of the conservation area, to lay a new baseline against which to measure future change, and most importantly to provide detailed information useful for land management decision making in the continuing restoration efforts. Estuarine water levels are influenced primarily by astronomical tides and coastal processes and secondarily by river flow. The importance of coastal and tidal influences decreases in the landward direction, and water levels are increasingly controlled by river flow variations at periods from ≤1 day to years. Water level records are only slightly nonstationary near the ocean, but become highly irregular upriver. Although astronomically forced tidal constituents decrease above the estuary, tidal fortnightly and overtide variations increase for 80–200 km landward, both relative to major tidal constituents and in absolute terms. The objective of this type of analysis is simply to maximize net monetary benefits. This analysis assigns an arbitrary monetary value to ecological and social disruptions, if it does not ignore these effects entirely. An improvement on this method is the social benefit-cost analysis, which assesses sane intangible costs such as air and noise pollution. Unfortunately, even the social analysis usually neglects the sometimes profound effects that a large water resource project has upon quality of life, particularly with regards to massive relocations. The purpose of this dissertation is to resolve these problems by presenting a method by which a water resource study team may use five unique viewpoints - technical, organizational, personal, social, and environmental - to quantify and compare the true benefits and costs of project construction and operation. The study team begins by rigorously documenting the three general categories of project consequence (economic, social and environmental) and assigning each benefit or cost a relative value within category according to perceived positive or negative effects. The second step is to use these quantifications to produce three impact vs. dam height curves. The final and most difficult step in this study process is to assign a relative weight to the respective economic, social, and enviromental impact clusters, depending on national priorities and the biases and personal viewpoints of the decisiomaker (s). The final product of this procedure is a single curve which is used to further investigate and assess the overall feasibility of a water resource project and the 'optimum' range of dam heights. All of the possible impacts of a large water resource project, whether they be tangible or intangible, should be investigated in order to produce an authentic indicator of project efficiency. The only way to insure that all impacts are properly accounted for is to perform an exhaustive examination of a water resource project from the five perspectives mentioned above. The body of this dissertation is an example analysis based upon the proposed Three Gorge Dam and Reservoir on the Yangtze River in the People's Republic of China. This project will be the world's largest power plant at 13,000 megawatts. Because of its size, anticipated impacts, and the interest it has generated all over the world, the Three Gorge project is considered the ideal subject of a comprehensive multiple perspective analysis as described in this study. We used Moran’s eigenvector map and asymmetric eigenvector map to model the influences of river connectivity, directionality, and man-made dams on zooplankton metacommunity structure. We then used partial redundancy analysis to identify individual and interactive effects of spatial and environmental factors on both the entire zooplankton assemblages and two zooplankton groups of different body sizes and mobility. A total of 101 taxa were identified and taxa richness was higher in the wet season (72) than in the dry season (58). Zooplankton assemblages were primarily dominated by rotifers. For the dry season, environmental factors such as total nitrogen, water temperature, and pH explained a significant portion of variation in zooplankton community; river connectivity was more important than river directionality to zooplankton metacommunity structure. For the wet season, spatial factors were more influential than environmental factors such as dissolved oxygen and water transparency; river directionality played an important role in influencing the spatial structures of both environmental condition and zooplankton metacommunity. We also found significant effects of man-made dams on zooplankton metacommunity structure. Spatial factors are more influential in structuring small body size and weak mobility rotifer communities, while environmental factors are more important in determining the variation of crustaceans due to their larger body size and stronger mobility. The Chehalis River is over 125 miles, exists within five counties, and flows through agricultural, residential, industrial, and forest land areas. Four major rivers discharge to the Chehalis River, as well as many smaller creeks, five wastewater treatment plants, and groundwater flows. Flooding is a major problem in the relatively flat areas surrounding the cities of Chehalis and Centralia, with severe consequences for property, safety and transportation. As a result, construction of a flood-control dam in the upper basin has been proposed. One major concern of constructing a dam is the potentially severe impacts to fish health and habitat. The Chehalis River has routinely violated water quality standards for primarily temperature and dissolved oxygen, and has had multiple water quality and Total Maximum Daily Load studies beginning in 1990. CE-QUAL-W2, a two-dimensional (longitudinal and vertical) hydrodynamic and water quality model, was used to simulate the Chehalis River, including free flowing river stretches and stratified (in summer) lake-like stretches. The goals of this research were to assess the flood retention structure's impacts to water quality, as well as river responses to potential climate change scenarios. In order to use the model to achieve these goals, calibration to field data for flow, temperature, and water quality constituents was performed. This involved developing meteorological data, riparian shading data, and flow, temperature, water quality records for all tributaries during the calibration period of January 1, 2013 to December 31, 2014. System cross-sectional geometry data were also required for the model grid. Because of the short travel time in the river, the model was sensitive to boundary condition data, wind speed, bathymetry, nutrient kinetics, and algae, epiphyton, and zooplankton kinetics. Future conditions showed predictions of warmer water temperatures and slight changes to water quality conditions on the river. As fish in the area prefer cooler water temperatures, this could pose a threat to fish health and habitat. Flood retention structures also showed impacts to river temperature and water quality. Structures with the purpose of flood retention only (only operating during times of flooding) gave model predictions for daily maximum temperature higher than structures that employed flood retention and flow augmentation (operating during all times of the year). This suggested the management of flow passage or retention by the dam is important for water quality on the river. As this research continues improvements will be made, particularly to temperature and water quality constituents. Additional data for the system would be beneficial to this process. Model predictions of temperature were sensitive to meteorological data, including cloud cover, which were largely estimated based on solar radiation.
