Year: 2011 As part of efforts to develop the Regional Conservation Strategy (RCS) for the greater Portland-Vancouver region, Oregon State University’s Institute for Natural Resources (INR) was asked to use spatial modeling to identify conservation opportunity areas (COAs). To complete the project, INR analysts proposed a strategy that would map high value areas using a landscape approach that is focused on relatively high spatial resolution data sets available for the whole metropolitan region. The approach creates 2 main metrics: one focused on terrestrial organisms and the other focused on aquatic and riparian organisms. These are combined to create a map of highly ranked land areas that can be used to formulate a map of conservation opportunity areas. The purpose of the COA mapping project was to use geographic information system methods to identify landscape patches with conservation and restoration potential. The criteria used to identify these high value patches was based on a number of base- and derived-data sets that we call “data inputs.” The data ranged from recently mapped land use and land cover types, hydrological data to indicate species habitat requirements, and road influence on habitat patches. The project identified some areas in which data gaps exist (e.g., region-wide biodiversity data collected and mapped in consistent ways) and some opportunities for improving existent data sets (e.g., land use/land cover map). The project provided several layers that can be used to guide the final Regional Conservation Strategy in selecting conservation opportunity areas. The best layer will depend upon the needs of the RCS efforts, however, in our opinion the most appropriate layer to use is COA 3.11.1 which weights wetlands fairly high, but not as highly as the second data draft. COA 3.10.1 offers similar results as well. Overall it appears that the model results corroborate corridors analysis done previously (Hennings and Soll 2010). There are some issues remaining that we feel can most adequately be addressed by updating the base land use/land cover map. The goal of the RCS was to fill in the gaps between broad and local scales of information related to conservation priorities. RCS members envisioned a data-driven approach that could add a regional perspective to local efforts and facilitate cross-scale cooperation toward protecting remaining valuable habitat in the Portland-Vancouver metropolitan region. Also, RCS members expected that the product would complement rather than replace local knowledge, by validating what we know and expanding to areas we know less well. In June 2011, INR completed an initial proof-of-concept product describing high value conservation areas in the Portland-Vancouver region. The product demonstrated a methodology that enabled stakeholder involvement while also being data-driven. In September 2012, we completed a second version of this product that is reported on in this document. While the product is considered complete at this time, it is expected and hoped that the models and data will be updated and improved upon into the future as more and better information becomes available so that the product functions as a "living work" rather than a one-time snapshot in time. One concludes that “reintroduction is generally unlikely to be a successful conservation strategy as currently conducted.” Another that “…this review cannot conclusively comment on the effectiveness of re-introductions…” The third concludes there is “strong evidence in support of the notion that reintroduction, especially in combination with ex situ conservation, is a tool that can go a long way toward meeting the needs it was intended to address.” The argument over the conservation value of reintroduction is of more than academic interest. It illustrates a challenge facing land managers and decision makers who may be tempted to act on stated conclusions without thoroughly understanding their underlying assumptions, methodology and terminology. The differing conclusions can be partially explained by different criteria of what constitutes success, how to measure it, and differing time scales considered. In the past, classical sociological theory of religion has placed great emphasis on religion’s integrative, or conservative functions in society. Empirical studies have documented the conservative socio-political views of the majority of Protestant parishioners. Knowing this, I expected to find a significant conservative reaction swelling up from the lay parishioners of the GPCC's member congregations. A preliminary investigation revealed this assumption to be invalid. The study's sociological problem then became: (1) What was the true character of the GPCC’s member reaction to the organization's abrupt change to liberal action goals? (2) If there was a minimum of conservative reaction, as indicated, what are the sociological reasons 'for this unexpected condition? Further investigation showed that in the later 1960’s, as the GPCC’s social action involvements reached a climax, the GPCC also publicly reinstituted older, congregational-centered programs that have been neglected for several years. This dual action suggested the study's hypothesis: An investigation of the relationship between the GPCC's change to liberal action involvements and its attempts to neutralize lay members' conservative reactions would shed light upon the GPCC’s self-insulation from conservative opposition. Three basic strategies were used to gather data: (1) organizational records, (2) observation, and (3) personal, in-depth interviews. Files and records were used largely to confirm and amplify interview data. I observed the GPCC and three of the church Community Action Programs by regularly attending their meetings for approximately two years, 1969-1971. The largest amount of data was secured from interviewing, conducted on a representative sample of 20 active participants in the GPCC. Since the sample was not to be a random one, it was carefully pre-constructed to be representative of the organization's informal structure, i.e., active participants and leadership. When the data revealed the interviewees' unexpectedly mild negative reaction to the GPCC's deep involvement in very controversial socio-political issues, the sample was doubled to a total of 41 actual-interviews for the purpose of checking the original results. A content analysis was used to analyze the data. Core protected areas are designated based on the biological needs of key species and the requirements of critical ecological processes. To work they must have, or will be restored to have, those attributes traditionally ascribed to wilderness. Some critics argue that The Wildlands Project model is inapplicable to other parts of the world, especially the developing world. The inapplicability is based on nonbiological considerations. The applicability of Wildlands type conservation outside of North America is examined in light of largescale conservation work in Latin America and Asia. In both regions, conservation efforts similar to those of The Wildlands Project are underway and show promise. There are important differences, but the similarities are significant enough to suggest the approach can be applied. The similarities between conservation work in North America, Latin America, and Asia is attributable in some cases to Wildlands Project influence. In other cases, similarities are due to similar strategies emerging from similar conditions leading to species loss. Title: The Wildlands Project Outside North America Author: Johns, David Year: 2003 The Wildlands Project seeks to create a connected system of protected areas across North America that will ensure the survival of all native species, including top predators and wideranging species, in the context of fully functioning ecosystems. Core protected areas are designated based on the biological needs of key species and the requirements of critical ecological processes. To work they must have, or will be restored to have, those attributes traditionally ascribed to wilderness. Some critics argue that The Wildlands Project model is inapplicable to other parts of the world, especially the developing world. The inapplicability is based on nonbiological considerations. The applicability of Wildlands type conservation outside of North America is examined in light of largescale conservation work in Latin America and Asia. In both regions, conservation efforts similar to those of The Wildlands Project are underway and show promise. There are important differences, but the similarities are significant enough to suggest the approach can be applied. The similarities between conservation work in North America, Latin America, and Asia is attributable in some cases to Wildlands Project influence. In other cases, similarities are due to similar strategies emerging from similar conditions leading to species loss. Close

The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. In this article, we assess the concordance between these two objectives, explore how the concordance varies across different regions, and examine the global potential for safeguarding biodiversity and ecosystem services simultaneously. We find that published global priority maps for biodiversity conservation harbor a disproportionate share of estimated terrestrial ecosystem service value (ESV). Overlap of biodiversity priorities and ESV varies among regions, and in areas that have high biodiversity priority but low ESV, specialized conservation approaches are necessary. Overall, however, our findings suggest opportunities for safeguarding both biodiversity and ecosystem services. Two cultural components were examined: the pre-Mount St. Helens Yn tephra component (before 3500 RCYBP) is thought to represent a forager-like mobility strategy and the post-Mount St. Helens Yn tephra component (after 3500 RCYBP) is thought to represent a collector-like strategy. Expectations theoretically grounded in hunter-gatherer mobility, tool design, raw material procurement, site function, and tool function were developed and tested. Results suggest that hunter-gatherers at Buck Lake relied on and maintained small, lightweight, transported bifaces made of nonlocal raw material regardless of expected changes in mobility strategy through time. For both foragers and collectors at Buck Lake, similar lithic raw material availability, terrain, and seasonality constraints and a common resource acquisition goal and overlapping site function resulted in similar hunter-gatherer technological organization strategies. Slight differences between the cultural components include: the use of more local igneous raw material in the forager-like component, the use of a more expedient technology in the collector-like cultural component, and smaller size debitage in the forager-like component. The use of expedient bipolar technology in both cultural components is possible, but only partially supported. Evidence of bipolar technology would suggest that hunter-gatherers were conserving nonlocal CCS by using the bipolar technique on exhausted transported tools or cached cores to produce expedient flakes used for small-game hunting and processing. In the negotiation of treaties between the United States, nearly one hundred years earlier, Indigenous leaders reserved access to Columbia River fishing sites as they ceded territory and retained smaller reservations. In the years before the dam's completion, leaders, many of who were the descendants of earlier treaty signatories, attempted to stop the dam and protect both fishing sites from the encroachment of state and federal regulations and archaeological sites from destruction. This study traces the work of Wilson Charley, a Native fisherman, a member of the Yakama Nation's Tribal Council, and great-grandson of one of the 1855 treaty signatories. More broadly, this study places Indigenous actors on a twentieth-century Columbia River while demonstrating that they played active roles in the protest and management of areas affected by The Dalles Dam. Using previously untapped archival sources--a substantial cache of letters--my analysis illustrates that Charley articulated multiple strategies to fight The Dalles Dam and regulations to curtail Native's treaty fishing rights. Aiming to protect the 1855 treaty and stop The Dalles Dam, Charley created Native-centered regulatory agencies. He worked directly with politicians and supported political candidates, like Richard Neuberger, that favored Native concerns. He attempted to build partnerships with archaeologists and landscape preservationists concerned about losing the area's rich cultural sites. Even after the dam's completion, he conceptualized multiple tribal economic development plans that would allow for Natives' cultural and economic survival. Given the national rise of technological optimism and the willingness for the federal government to terminate its relationship with federally recognized tribes, Charley realized that taking the 1855 treaty to court was too risky for the political climate of the 1950s. Instead, he framed his strategies in the language of twentieth-century conservation, specifically to garner support from a national audience of non-natives interested in protecting landscapes from industrial development. While many of these non-native partners ultimately failed him, his strategies are noteworthy for three reasons. First, he cast the fight to uphold Native treaty rights in terms that were relevant to non-natives, demonstrating his complex understanding of the times in which he lived. Second, his strategies continued an ongoing struggle for Natives to fish at their treaty-protected sites, thereby documenting an overlooked period between the fishing rights cases of the turn of the twentieth century and the 1960s and 1970s. Charley left a lasting legacy that scholars have not recognized because many of his visionary ideas came to fruition decades later. Finally, my analysis of Charley's letters also documents personal details that afford readers the unique perspective of one Indigenous person navigated through a tumultuous period in the Pacific Northwest and Native American history. Even after the dam's completion, he conceptualized multiple tribal economic development plans that would allow for Natives' cultural and economic survival. Given the national rise of technological optimism and the willingness for the federal government to terminate its relationship with federally recognized tribes, Charley realized that taking the 1855 treaty to court was too risky for the political climate of the 1950s. Instead, he framed his strategies in the language of twentieth-century conservation, specifically to garner support from a national audience of non-natives interested in protecting landscapes from industrial development. While many of these non-native partners ultimately failed him, his strategies are noteworthy for three reasons. First, he cast the fight to uphold Native treaty rights in terms that were relevant to non-natives, demonstrating his complex understanding of the times in which he lived. Second, his strategies continued an ongoing struggle for Natives to fish at their treaty-protected sites, thereby documenting an overlooked period between the fishing rights cases of the turn of the twentieth century and the 1960s and 1970s. Charley left a lasting legacy that scholars have not recognized because many of his visionary ideas came to fruition decades later. Finally, my analysis of Charley's letters also documents personal details that afford readers the unique perspective of one Indigenous person navigated through a tumultuous period in the Pacific Northwest and Native American history. I studied diet in relation to forest seasonality to determine the contribution of leaves to the diet over an annual cycle. Although leaves were the main dietary item throughout the year (53-85% of monthly diet), gibbons substantially increased their consumption of fruit during periods when it was most abundant in the forest. Because fruit is a calorically rich source of food, gibbons seek fruit when it is abundant and obtained easily. Young leaf consumption increased when they did not have access to fruit, indicating that their diet is flexible but strongly dependent on seasonal availability of resources. In addition, rainfall had a negative association with fruit abundance and fruit in diet. Activity budgets are an important aspect of a species' ecology because they are directly related to home range use, energy allocation, and diet, but they have never before been studied in gibbons (Nomascus spp.) of the rainy, mountainous, forests of Laos. Annually, the three groups that I studied spent nearly equal amounts of time resting (30%), feeding (33%), and traveling (35%), but only a small amount of time singing (2%). However, the proportion of time allocated to different activities showed significant seasonal variation associated with rainfall and diet, and correlated with home range use. Gibbons increased traveling time and decreased feeding time when they ate more fruit, and they decreased traveling time and increased feeding time when they ate more leaves. When the gibbons spent more of their time traveling, they also had longer day range lengths, and used a higher percentage of their total home range. Moreover, when rainfall was high, the gibbons decreased traveling time and increased time resting and feeding. Average home range size was 37.9 hectares and daily average distance over which the gibbons ranged over the 12 month study was 1.48 km per day. Differences existed among the three groups. Overall, white-cheeked crested gibbons have a home range similar in size or larger than frugivorous gibbons, and larger than the folivorous siamang. Ranging was highly seasonal with shorter day ranges during times of low fruit availability and consumption. During times of high fruit availability and low rainfall, the gibbons took on an energy maximizing strategy where they maintained large home ranges, traveled longer distances and consumed larger quantities of fruit. Specifically, non-farm developments can potentially undermine the critical mass of farmland needed to keep the agricultural economy sustainable, but until now, studies have lacked spatially precise data to systematically track these phenomena. This thesis offers methodological contributions towards analyzing these operations and presents a broad account of what has been occurring in the region. Using permit approval data from the Department of Land Conservation and Development (DLCD) and 2015 county tax lot shapefiles, I geocoded the locations of these uses and dwellings. I used location quotient and spatial autocorrelation coefficients to identify non-farm hotspots in the region and summarized different typologies that have developed. The findings reveal that viticulture operations have amassed near Dundee and Newberg in Yamhill County, while commercial activities and home occupations have clustered near the Salem-Keizer UGB. Concurrently, dwellings have clustered near the Yamhill-Polk County border. Finally, I offer suggestions to improve Oregon's agricultural land use policy and data management process, as well as advocate for more intensive research in the future to generate narratives for our results. This question is intended to generate data for conflict resolution analysis on how to engage indigenous peoples in dialogue on the subject of IPRs over PGR. I discuss five themes that emerge from the data collected including: experiences and strategies in grassroots mobilization, culture and sharing, the seed, climate change and women. My research is divided into three separate, but interrelated elements. Firstly, I discuss my methodological choices and experiences. To help identify controls over successional trajectories, we parameterized a spatially explicit landscape-scale model of vegetation and fire (FireBGCv2) for a study area in Cradle Mountain-Lake St Clair National Park in western Tasmania using new data on fine-scale topography, plant communities, and fuels loads. Our parameterized model displays a high level of agreement with previous empirical and modeling studies for the region. The model was experimentally tested for three different levels of ignition suppression (0, 50, and 90 %); simulations ran for 1000 years and were replicated 10 times. The different scenarios yielded distinct fire return intervals, with cascading effects on successional dynamics and vegetation composition. Model results indicate that fire-sensitive endemic conifer rainforest will be restricted to upland refugia that total far less area than its present distribution, even under maximal ignition suppression. Economic analysis methods were used to determine the most advantageous business plan strategy for the LiDAR business opportunities. Since the success of either business model will rely heavily on the company’s sales ability. Since the focus of this report is on economic analysis to make the best business decision, we have made our valuation calculations based conservative sales forecasts. The startup business plan identifies and critiques two business models identified by the founder entrepreneurs: 1. A service oriented model in which data is collected, processed, and delivered by an operations team to the customer. 2. A product oriented model in which LiDAR UAS is constructed, tested, and sold as a unit that includes training as an entire product for the customer’s own use. Based on these two models, three decision options were evaluated and compared with each other: 1. Invest in the Service only model 2. Invest in the Product only model 3. Do not invest, utilize the stock market for investment gains A 5-year cash flow analysis was conducted to give the founders a recommended strategy to optimize their investment. Through conducting a benefit cost analysis and calculating the internal rate of return of each opportunity, it was determined that both business models may be profitable and worthy investments. The expected IRR of service model and product model are 56% and 136% respectively. They are both much higher than the stock market option, which has an estimated MARR of 8% on average. Much of the risk in this analysis was the uncertainty in the sales revenue projections. The team endeavored to determine the sensitivity of the data by performing sensitivity analysis on these sales projections. Expected values were calculated taking into consideration of the most likely, optimistic and pessimistic cases. The sensitivity analysis result shows both business models are profitable under all conditions. The economic analysis has shown that while both business models are likely to be profitable, the Product Business Model has the potential for a higher return on investment. Drawing on Conservation of Resources (Hobfoll, 1989) theory, nonwork mastery experiences and job crafting were operationalized as employee-driven, resource-building strategies that assist employees in generating important psychological and job resources that can be drawn upon in order to maintain high levels of work engagement during the day. Moreover, a reciprocal relationship between work engagement during the day and nonwork mastery experiences the same evening was tested. Employees from a U.S. technology firm provided responses in the morning, at lunchtime, and after work each day for five working days. Multilevel structural equation modeling was used to test the hypotheses in the current study. Findings revealed no support for the hypothesized model at the within-person level of analysis; however, ancillary analyses suggested support for an indirect relationship between job crafting and work engagement via increased positive affect. Moreover, nearly all the proposed relationships emerged at the between-person level of analysis providing some insight into the effects of resource building strategies and work engagement across participants. Finally, seeking structural resources was identified as a person-level factor that explained variance in employees' initial levels of work engagement at the start of the week, as well as the trajectory of engagement over the course of the week. The current findings contribute to our understanding of bottom-up, employee-driven behaviors that help to sustain engagement over time. Other than enhancement of fish biomass within no-take areas that was significantly greater than in gear restriction areas, most biological indicators benefitted similarly from management techniques of no-take areas and gear restriction areas. Community-based and co-management were the best performing management arrangements for some biological outcomes but require further case studies to verify findings. Investigation of management effects by region indicated that previously degraded reefs received fewer benefits from management implementation than did relatively healthier reefs. For field investigations, the Comoros islands in the Western Indian Ocean served as a model for tropical coral reefs with challenging socioeconomic contexts, high biodiversity, and high vulnerability to coral reef degradation. Empirical study at 21 sites was used to identify the relative effects of natural and anthropogenic threats to coral reefs of the Comoros. Most previous studies of reef health focus on primarily natural factors or a single anthropogenic threat. This study examined suites of natural factors and human activities to identify the relative importance of each on reef health. Human activities including fishing, sand extraction, and beachfront housing and development were the best predictors of reef health status. Most notably, human population and fishing predicted fish richness, abundance, and biomass with seasonal variation in the effects, while site orientation strongly predicted benthic cover. Field studies in the Comoros were also used to investigate the roles of community and state actors in co-management and compare effectiveness of comanagement across sites with varying levels of actor participation. Effective management was found to occur with community or `meta-community' (in this case, a Marine Protected Area in which the efforts of several communities were organized) participation in governance and support of state or external agents, while resilient management that overcame considerable challenges was found to occur only with strong community participation and leadership in governance. External agents were found to contribute to development of meta-community governance structure and initiation of community participation through education and capacity building. The findings from these studies reveal that coral reef management can be improved through context appropriate regulations that address detrimental human activities and through wide acceptance and participation in governance with cooperation among states, communities, and external agents. Field studies in the Comoros were also used to investigate the roles of community and state actors in co-management and compare effectiveness of comanagement across sites with varying levels of actor participation. Effective management was found to occur with community or `meta-community' (in this case, a Marine Protected Area in which the efforts of several communities were organized) participation in governance and support of state or external agents, while resilient management that overcame considerable challenges was found to occur only with strong community participation and leadership in governance. External agents were found to contribute to development of meta-community governance structure and initiation of community participation through education and capacity building. The findings from these studies reveal that coral reef management can be improved through context appropriate regulations that address detrimental human activities and through wide acceptance and participation in governance with cooperation among states, communities, and external agents. Analyses of historical breeding and wintering surveys, bird band data, harvest data, agricultural data, and climate and weather data were undertaken in the course of this thesis to see if the cause or causes could be identified. The results showed that climate and weather data, i.e. an increase in average annual temperature coupled with occasional severe winters, most closely correlated with the cacklers’ shift northward. The data comparison revealed that there is a direct relationship between cacklers and a warming shift seen on the wintering grounds. There also was a secondary correlation between the northward shift and recent changes in agricultural crops in the Willamette Valley. Substantially less data are available for white-fronts, and the relationship between their recent migration changes and climate and/or other factors is much less clear. To determine whether or not PAHs were being degraded under anaerobic conditions in situ, groundwater and sediment porewater samples were analyzed for metabolic biomarkers, or metabolites, formed in the anaerobic degradation of naphthalene (a low-molecular weight PAH). In addition, a groundwater push-pull method was developed to evaluate whether the transformation of deuterated naphthalene to a deuterated metabolite could be monitored in situ and if conservative rates of transformation can be defined using this method. Metabolites of anaerobic naphthalene degradation were detected in all samples that also contained significant levels of naphthalene. Anaerobic degradation of naphthalene appears to be widespread in the upland contaminated aquifer, as well as within the adjacent river sediments. A zero-order rate of transformation of naphthalene-D₈ to naphthoic acid-D₇was calculated as 31 nM·d-¹. This study is the first reported use of deuterated naphthalene to provide both conclusive evidence of the in situ production of breakdown metabolites and an in situ rate of transformation. Methane ebullition was observed in areas of the sediment cap footprint associated with organophilic clay that was used a reactive capping material to sequester mobile non-aqueous phase liquid (NAPL) at the site. Anaerobic slurry incubations were constructed using sediment core samples to quantify the contribution of the native sediment and the different layers of capping material (sand and organophilic clay) to the overall methane production. Substrate addition experiments using fresh, unused organophilic clay, as well as measured changes in total carbon in organophilic clay over time supported the hypothesis that microbes can use organophilic clay as a carbon source. Quantitative PCR (qPCR) directed at the mcrA gene enumerated methanogens in field samples and incubations of native sediment and capping materials. Nutria were introduced in Oregon and Washington in the 1930s, and feral populations were documented in 1943. Populations are known to be expanding in both Oregon and Washington, and regional nutria damage and nuisance complaints have increased in recent years. Most of the extensive damage caused by nutria is a direct result of feeding and burrowing, but nutria are also capable of transporting parasites and pathogens transmittable to humans, livestock, and pets. Although several past regional and local nutria research and management projects have been identified, there is a shortage of nutria information from the Pacific Northwest considering that the species has been present in the region for approximately seventy years. The Center for Lakes and Reservoirs (CLR) at Portland State University (PSU), in partnership with several local, state, and federal agencies, has taken the lead in addressing the regional nutria problem. Activities completed to date include a regional nutria management workshop, the ongoing development of a regional nutria distribution/density map, and a research project to analyze the impact of nutria herbivory on regional riparian wetland habitat restoration projects. In addition, the CLR at PSU is participating in the development of the national Aquatic Nuisance Species Task Force nutria management plan. This initial assessment of the current nutria situation in the Pacific Northwest conducted by the CLR at PSU has revealed that regional nutria problems are more extensive than previously realized. Nutria sightings have now been confirmed from the Canadian border to near the southern border of Oregon, confirming a larger range than was previously known. It was also found that the main nutria issues in the Pacific Northwest differ from the main nutria issues in Louisiana and Maryland. For example, the most significant category of regional nutria damage appears to be the destruction of water control structures and associated erosion caused by nutria burrowing, as opposed to nutria herbivory damage in Louisiana and Maryland. Another unique situation in the Pacific Northwest is the high density of nutria populations in urban areas, increasing the potential for conflicts between nutria and humans. Nutria attacks have been reported in isolated cases, and nutria are rodents that carry a variety of transmittable parasites and pathogens. It has also been confirmed that significant regional nutria herbivory damage does occur at some locations. Fortunately, it has become evident through the course of this assessment that a strong regional interest to address the nutria problem exists. A wide variety of agencies and organizations across the region are being negatively impacted by nutria, and these entities are ready to move forward to develop a feasible solution. To date, small-scale nutria management and eradication efforts have been somewhat effective temporarily, but a more permanent solution requires that the situation be addressed on a much larger scale. Due to the long period of time since the initial nutria introduction, the extent of current regional nutria populations, and the changing climate patterns, a long-term effort will likely be required to effectively address the regional nutria issue. The most immediate management need is to develop an official regional nutria management plan with the focus of greatly reducing the amount of damage being caused by this invasive rodent and preventing further population growth and expansion.
