There is a looming concern that non-farm related uses and dwellings, or non-farm development, are conflicting with agricultural preservation strategies. Specifically, non-farm developments can potentially undermine the critical mass of farmland needed to keep the agricultural economy sustainable, but until now, studies have lacked spatially precise data to systematically track these phenomena. This thesis offers methodological contributions towards analyzing these operations and presents a broad account of what has been occurring in the region. Using permit approval data from the Department of Land Conservation and Development (DLCD) and 2015 county tax lot shapefiles, I geocoded the locations of these uses and dwellings. I used location quotient and spatial autocorrelation coefficients to identify non-farm hotspots in the region and summarized different typologies that have developed. The findings reveal that viticulture operations have amassed near Dundee and Newberg in Yamhill County, while commercial activities and home occupations have clustered near the Salem-Keizer UGB. Concurrently, dwellings have clustered near the Yamhill-Polk County border. Finally, I offer suggestions to improve Oregon's agricultural land use policy and data management process, as well as advocate for more intensive research in the future to generate narratives for our results. Maintaining agricultural productivity, economic prosperity and environmental integrity will become ever more challenging as the global demand for agricultural products increases and the resources needed become increasingly limited. Here we present four scenarios for Iowa in 2100, based on combinations of differing goals for the economy and differing energy availability. In scenarios focused on high material throughput, environmental degradation and social unrest will increase. In scenarios with a focus on human and environmental welfare, environmental damage will be ameliorated and societal happiness will increase. Movement towards a society focused on human and environmental welfare will require changes in the goals of the economy, whereas no major changes will be needed to maintain focus on high throughput. When energy sources are readily available and inexpensive, the goals of the economy will be more easily met, whereas energy limitations will restrict the options available to agriculture and society. At the same time, critical social scientists increasingly argue that urban agriculture programmes, by filling the void left by the "rolling back" of the social safety net, underwrite neoliberalisation. I argue that such contradictions are central to urban agriculture. Drawing on existing literature and fieldwork in Oakland, CA, I explain how urban agriculture arises from a protective counter-movement, while at the same time entrenching the neoliberal organisation of contemporary urban political economies through its entanglement with multiple processes of neoliberalisation. By focusing on one function or the other, however, rather than understanding such contradictions as internal and inherent, we risk undermining urban agriculture's transformative potential. Coming to terms with its internal contradictions can help activists, policy-makers and practitioners better position urban agriculture within coordinated efforts for structural change, one of many means to an end rather than an end unto itself. To a large degree this is driven by the Portland Metro area food culture and the diverse agricultural landscape present in the Willamette Valley and throughout the State. Portlanders demand local food and thus far the rural periphery has been able to provide it; driving a new food economy that has economic implications throughout the region. As this regional food economy emerges much attention has been focused on harnessing its power for economic development perpetuated by the belief that there exists an opportunity to foster a cluster of economic activity pertaining to the production, processing, distribution and sale of regional foods that might generate economic opportunities throughout the value chain. The research presented here constitutes an attempt to characterize the local and regional food system that currently exists in the Portland Metro Region and to bring to light the opportunities present at the regional scale that link the agricultural periphery to the urban core. I present two different definitions of local and regional food systems and show how these different conceptions have very different implications for economic development. Once defined, I test for differences between local and regional food systems and the export-oriented, agro-food sector by analyzing aspects of geographic space and processes of knowledge accumulation and innovation in the context of aspects of regional economic development such as agglomeration economies, knowledge spillovers, business life cycle and industrial location. My analysis showed that there are significant differences between local and regional food systems and the export-oriented agro-food industry specific to supply chains, actors and products of the different systems. Furthermore, through spatial analysis, I found that there are differences in terms of the spatial structure and distribution between producers who participate in the different systems. Local and regional producers tend to cluster closer together at smaller scales, are smaller in size and are found to be closer to the urban core. Through a qualitative inquiry I found that this clustering facilitates forces of agglomeration economies specific to food producers who participate in local and regional supply chains, particularly non-pecuniary effects of knowledge accumulation. This underlying structure has significant effects on economic outcomes and as such has implications in terms of regional economic development when local and regional food systems are considered in terms of the city-region. But contemporary landscapes on Mount Hood reveal a recreation and tourism industry that has struggled to assert itself, and a distinct geographic divide is evident in the manner in which tourism has been developed. Why? In this study I chronicle the historical geography of recreation and tourism on Mount Hood. I examine the evolution of its character and pattern, and the ways in which various communities have used it to invest meaning in the places they call home. Despite the efforts of early boosters, Mount Hood has never been home to an elite destination resort like Aspen, Sun Valley, or Vail. Instead, modest recreation developed alongside timber and agriculture, and today the area is primarily a regional attraction. Unlike destinations with national and international clienteles that play a significant role in shaping lives and landscapes, local and regional interests are the primary drivers of recreation and tourism on Mount Hood. Communities on the mountain have incorporated the industry into their lives and landscapes to varying degrees. Mount Hood is also inextricably tied to Portland, and as an integral part of the city's history and identity, reflects its residents' tastes, values, and priorities. This combination of local and metropolitan interests has left an imprint on Mount Hood that reflects tensions and contradictions that define Oregon in the early twenty-first century: past vs. future, old vs. new economies, urban vs. rural inclinations, progress vs. status quo, and upscale vs. modest tastes. Spatially, temporally, and psychologically, Mount Hood straddles the divide between two visions: a service-based economy in the Willamette Valley, heavily dependent on technology, and a traditional, resource-based economy in much of the rest of the state. Year: 2011 This thesis examines how the pursuit of commercial gain affected the development of agriculture in western Oregon's Willamette, Umpqua, and Rogue River Valleys. The period of study begins when the British owned Hudson's Bay Company began to farm land in and around Fort Vancouver in 1825, and ends in 1861--during the time when agrarian settlement was beginning to expand east of the Cascade Mountains. Given that agriculture in Oregon, as elsewhere, would eventually reach a standard of national development, and given that most of Oregon's immigrants arrived poor and lacked the farm implements needed for subsistence, the question this study asks is what methods and motivations guided Oregon's first agrarian settlers to improve their industry? It is the central premise of this study that commerce was the sine qua non of agricultural development, and that commercial gain was the incentive that underpinned the improvements necessary to its progress. The question itself necessarily involves physiographical and climatological conditions, existing and potential markets, and a merchant class whose commercial motivations were beyond doubt. Two additional matters that weigh substantially through most of this paper need to be mentioned: First, because not all farmers were commercially-oriented, the focus is on individuals, including merchants, whose entrepreneurial activities contributed the most to agriculture; second, the discovery of gold in California in 1848, and in southern Oregon in the early 1850s, had a huge and lasting influence on Oregon agriculture and on the overall economy.   Citation × Citation Citation Abstract Copy Title: Forest Resource Use, Land-Use, and Ecotourism in the Río Plátano Biosphere Reserve, Honduras Author: Friedle, Christina Marie Year: 2005 The Río Pláttano Biosphere Reserve, a tropical rainforest reserve in the northeastern corner of Honduras, is home to several subsistence-based indigenous groups, including the Miskito, Pech and Garifuna, as well as the non-indigenous Ladinos. Communities within the reserve depend on forest resources, swidden agriculture, marine resources and/or small-scale ranching as the foundations for local economies. Regulations placed on these subsistence practices, after establishment of the biosphere reserve in 1980, have created unique and new pressures and resulted in a blend of traditional and innovative resource use. A notable result is the promotion of ecotourism as a solution for meeting the economic needs of local populations while conserving local resources. This thesis documents current resource use in the Miskito and Ladino communities of Banaka, Brans, and Fuente de Jacob, in the Río Pláttano Biosphere Reserve and the potential of ecotourism to maintain both local economies and consumption of tropical rainforest resources in these communities. Analysis suggests that a community-based approach to ecotourism can result in economic benefits and maintain local culture. This thesis documents current resource use (agricultural crops and trees, gathered and cultivated plants, tree-use, and hunting), resident perspectives on ecotourism development and industry, and provides the foundation for long-term monitoring and analysis on the effects of ecotomism on forest resource and land-use in the greater Banaka region. Title: Forest Resource Use, Land-Use, and Ecotourism in the Río Plátano Biosphere Reserve, Honduras Author: Friedle, Christina Marie Year: 2005 The Río Pláttano Biosphere Reserve, a tropical rainforest reserve in the northeastern corner of Honduras, is home to several subsistence-based indigenous groups, including the Miskito, Pech and Garifuna, as well as the non-indigenous Ladinos. Communities within the reserve depend on forest resources, swidden agriculture, marine resources and/or small-scale ranching as the foundations for local economies. Regulations placed on these subsistence practices, after establishment of the biosphere reserve in 1980, have created unique and new pressures and resulted in a blend of traditional and innovative resource use. A notable result is the promotion of ecotourism as a solution for meeting the economic needs of local populations while conserving local resources. This thesis documents current resource use in the Miskito and Ladino communities of Banaka, Brans, and Fuente de Jacob, in the Río Pláttano Biosphere Reserve and the potential of ecotourism to maintain both local economies and consumption of tropical rainforest resources in these communities. Analysis suggests that a community-based approach to ecotourism can result in economic benefits and maintain local culture. This thesis documents current resource use (agricultural crops and trees, gathered and cultivated plants, tree-use, and hunting), resident perspectives on ecotourism development and industry, and provides the foundation for long-term monitoring and analysis on the effects of ecotomism on forest resource and land-use in the greater Banaka region. These products are suffering from the general fall in world commodity prices and competition from larger and more efficient agricultural producers. In addition, the world economic impact has been translated to ever-burgeoning foreign debt crisis and the further deterioration of balance of payments. The need for foreign currency has been intensified by the new export promotion policies which are replacing import substitution as the dominant development policy in Third World manufacturing. Tourism under these circumstances is a mixed blessing, and until very recently economists have pondered tourism's contribution carefully and have applied a wide range of theories to a description of the benefits of extended tourism business. In addition, with the new surge in tourism literature not only have the economic benefits of tourism been questioned, but tourism's social, cultural, and environmental impacts have become major issues of contention. The complex matrix of advantages and disadvantages ensures that governments must face an unenviable task of trying to weigh gains from new income and employment against certain less direct and long-term losses. While tourism on the one hand is blessed as the passport to development," on the other hand it has been characterized as a force which destroys uncomprehendingly and unintentionally cultural values and social customs. In order to enhance and secure the positive influences of tourism in the long run and ensure its sustainability as an alternative means of income, an elaborated national tourism policy is required. An effective policy would guide the industry through certain development plans in accordance with the overall national development policies. The current study suggests that Turkey's tourism development was subject to various deliberate influences and spontaneous dynamics without a prior policy formulation in the form of a national tourism policy. This study further suggests that the tourist boom of 1980s caught the government and private sector by surprise because of the lack of pre-planning or policy research. This is obvious when one examines the tourism organization and administration which is centrally controlled and implemented. The interaction between various levels of government is a critical point. This study also suggests that Turkey's position as a new tourist destination related positively to its new export promotion policies or the shift from an import substitution industrialization (lSI) economy to an export-oriented growth (XOG) economy. To note, motivations to develop tourism in Turkey are first, to gain foreign exchange, and second, to establish that Turkey represents a politically stable environment for foreign investment. However, the lack of a national tourism policy has confined the industry to only a "short term economic gain" objective which has ruled out any effort to measure its net economic value instead of gross economic revenue. Furthermore the "planning" process has remained limited to physical planning to the detriment of social, environmental, and territorial planning. The lack of regional planning with goals to reduce disparities are obvious signs of the failure of planning in the tourism sector. Therefore, this study suggests that tourism has not been employed in a fashion to alleviate or minimize spatial inequalities, but rather the trend has been to its intensification. "Domestic tourism" has been neglected in terms of policy and planning, and social tourism, will likely disappear because many will not be able to afford the uncontrolled tourist prices in the new crowded tourist centers. The result of the study, suggests that tourism development cannot be separated from the "development" ideologies and theories which are translated to policies in the national level. In order to achieve a better understanding of tourism's role within the national development policy, one needs to examine the extension of analysis beyond the core periphery relation which is manifested in "dependency theory." The new international division of labor will most likely devise a new pattern for capital accumulation. This new process has been manifested in "dependent development" which produced new formations (i.e., NICs) or "semiperipheral" economies. In order for tourism to be a viable economic and social sector, it must overcome the disadvantages of "dependent development." In 2007, some 140,000 unauthorized immigrants were estimated to be living in Oregon, more than two-thirds of whom were estimated to be members of the labor force. Approximately 97% of Oregon’s unauthorized immigrants are thought to be Latino, nearly all of Mexican origin. This report includes a discussion of the social science findings on the situation of undocumented workers in the U.S and what is known about the uses of different forms of identification for Mexican nationals. It presents a statistical portrait of the Mexican-born population of Oregon, demonstrating their concentration in particular occupations, particularly agriculture, building and grounds maintenance, food preparation and construction. Given the magnitude of the ongoing recession, no economic impact of SB 1080 is yet discernible. In a full employment context, such as existed during 2007, and after all outstanding licenses held by undocumented immigrants have expired, SB 1080 might reduce state GDP by $160 million, or 0.1%, while raising wages by 0.16%. Economic impacts would be concentrated on those industries that particularly employ undocumented workers, notably agriculture and food service. Interviews with nearly 400 Spanish-speaking Oregon residents, conducted in the Summer of 2009, indicate distress and uncertainty in the Latino community, fear of deportation arising from a traffic stop, a significant number of people driving without a license and adjustments within households that reduce access to employment, education, medical and social services, church attendance and recreation. The full range and magnitudes of impacts cannot be known with certainty until SB 1080 is fully implemented in 2016, and the economy has recovered – and may be mitigated by immigration reform at the Federal level. Approximately 97% of Oregon’s unauthorized immigrants are thought to be Latino, nearly all of Mexican origin. This report includes a discussion of the social science findings on the situation of undocumented workers in the U.S and what is known about the uses of different forms of identification for Mexican nationals. It presents a statistical portrait of the Mexican-born population of Oregon, demonstrating their concentration in particular occupations, particularly agriculture, building and grounds maintenance, food preparation and construction. Given the magnitude of the ongoing recession, no economic impact of SB 1080 is yet discernible. In a full employment context, such as existed during 2007, and after all outstanding licenses held by undocumented immigrants have expired, SB 1080 might reduce state GDP by $160 million, or 0.1%, while raising wages by 0.16%. Economic impacts would be concentrated on those industries that particularly employ undocumented workers, notably agriculture and food service. Interviews with nearly 400 Spanish-speaking Oregon residents, conducted in the Summer of 2009, indicate distress and uncertainty in the Latino community, fear of deportation arising from a traffic stop, a significant number of people driving without a license and adjustments within households that reduce access to employment, education, medical and social services, church attendance and recreation. The full range and magnitudes of impacts cannot be known with certainty until SB 1080 is fully implemented in 2016, and the economy has recovered – and may be mitigated by immigration reform at the Federal level. I also found evidence of collective efforts to improve diet-related health at tribal and community levels. Through the applied aspects of my research, participants and their families had the opportunity to share recipes and food dishes containing heritage foods as a way to promote human health and knowledge transmission. Humans have been around in our current manifestation for roughly two hundred thousand years and the earliest evidence of agriculture is from approximately ten thousand years ago (Ryan & Jetha, 2010), or five percent of our existence. Put into a smaller -more understandable- scale, if homo sapiens’ entire existence fit into one hour, we spent 57 of those minutes living in community that we relied upon for all of our needs. We still need community - we’re hardwired for it. The last 3 minutes have not negated that need. There are certainly other reasons than our lack of community for the destruction we’ve done to the earth, but without community to both support us and hold us accountable for our actions, stopping the destruction is going to be a lot harder. If we embrace the principles of voluntary simplicity, trusteeship, Gandhi’s swadeshi, participation, ownership and the development of small, local economies and communities, our communities will be sustainable by default as well as centers of justice for all the inhabitants of our one beautiful home, earth. An attempt is made to uncover the basic message inherent in all of Felder’s works: close family relationship, high moral standards and diligence are important to him; he fights petty prejudice, meaningless tradition and hypocrisy. The many native customs peculiar to the region are, of course, immanent in his literary production and, what is particularly significant, he stages a continuous battle against the social and political pressures of the time. He sees the need for community action in pooling meager resources to combat influential outside monopolies which stifle the economy of his remote alpine region. Franz Michael Felder’s message is somber. It lacks the folksy homespun qualities observed in similar writers, such as Rosegger, Gotthelf, Hansjacob , Huggenberger, Löns, Schönherr and Ludwig Thoma. Felder educates his people to a better understanding of themselves and a greater tolerance of others. He seeks equality of rights and equal justice for everyone. With a seriously discerning attitude he probes local problems confronting his people; these he portrays in true to life situations, attempting to search the causes. While Felder does not advocate to change customs and established ways of life, he wants to better his people’s situation for their own welfare and self-improvement. Felder’s literary importance is manifold: he writes from true experience, which he incorporates into beneficial teaching for his people; Austria in its entirety and much of Europe is quite akin to the style of rural living described by Felder for the Vorarlberg. Thus he captures a true picture of nineteen-century village life with its economic and social implications. This study treats of Felder’s literary achievements only. It casually mentions his other, more visible accomplishments, such as the foundation of a dairy association, an agricultural produce co-op, a cattle insurance company, a weaving co-op. He established a library and a reading club. This he did in a relatively brief span of time for he died at the age of twenty-nine. Not only did Felder make material life easier for his countrymen, he freed them spiritually as well. The research of this thesis concludes that Felder, though relatively unknown in literature is possibly the most influential and lasting of all Vorarlberg writers. His description does not have the pastoral serenity usually peculiar to village tales; there is little to see of the pretty mountain landscapes, or the cool green meadows with rustling brooks and cowbells ringing. This suggests that all the methods and techniques covered address the fundamental problem of identifying the causal relationship between public policy intervention and the observed changes in the study’s target population. Other important elements relating to a comprehensive evaluation process—such as efficiency, relevance, and institutional coherence—fall beyond the scope of this analysis. Second, only quantitative approaches are included, in order to solve the problem of attribution. This does not, in any way, imply that the contribution made by the qualitative approaches to the study of PDBs is not appreciated. On the contrary, quantitative and qualitative approaches are complementary, but much more exhaustive studies are required to include both. This chapter focuses mainly on the methodological literature based on counterfactual analysis, which stems from applying experimental and quasi-experimental methods to the evaluation of public policy. Interventions that are applicable to a PDB can cover a wider range of sectors than can be dealt with in one chapter alone. Therefore, the analysis and discussion in this chapter is restricted to those PDB initiatives that improve access to credit for the productive sector (business and agriculture). As such, it is possible to discuss more specific ideas and suggestions, while acknowledging that the complexity and characteristics of PDB programs call for more specific studies.
