Such expert-based assessments can be difficult to document and apply consistently over time and space. We describe and reflect on the process of developing a computer-based decision support application from expert judgments for assessing aquatic and riparian conditions over the 100,000 km2 managed by the US federal government under the Northwest Forest Plan. The decision support system helped structure and document the assessment process and provided consistency and transparency to the evaluation methodology. However, many decisions and trade-offs were required in the expert engagement and model-building processes. Knowledge elicitation in an interactive group had a number of benefits over nominal group or Delphi processes, but efficient knowledge capture required considerable planning and expertise in the subject matter and modeling process. Communicating model results for validation was problematic and only effectively accomplished via in-person workshops. The choice to use different expert groups for each biophysical province provided more opportunities for participation and promoted greater ownership in the assessment, but it also led to increased variation among the resulting model structures. We propose three possible approaches for better managing the consistency of assessment models when multiple expert groups are involved. Year: 2004 This report describes the data processing and model calibration performed for a hydrodynamic and water quality model of the Green River, located in King County, Washington. Figure 1 shows the location of the river, and the limits of the section of river that was modeled. The Green River flows from its headwaters in the Cascade Mountain foothills through the King County, Washington communities of Auburn, Kent, and Tukwila before discharging into the Duwamish River. Two sections of the river were modeled in this project. The Middle Green River begins in the Cascade Mountain foothills east of Tacoma, and continues downstream to the city of Auburn, WA. The Lower Green River continues from Auburn to the confluence with the Duwamish River, in the town of Tukwila. The Green/Duwamish River system is unique in that it flows through a heavily urbanized and industrialized environment yet supports a large salmon population (Green/Duwamish Ecosystem Restoration Study, 2003). To protect the river and its prime salmon habitat, King County and the US Army Corps of Engineers have joined together on a study to identify and implement strategies for restoring and protecting the Green/Duwamish River System and its tributaries (Green/Duwamish Ecosystem Restoration Study, 2003). As part of the Green-Duwamish Watershed Water Quality Assessment Program, King County contracted with Portland State University to develop a hydrodynamic and water quality model for the Lower and Middle Green River. In six urbanizing watersheds surrounding three U.S. cities (Baltimore, MD, Boston, MA, and Pittsburgh, PA), we reconstructed the history of development patterns since 1900 and assessed the magnitude and timing of stream flow changes during watershed development. Development reconstructions indicated that the majority of watershed development occurred during a period of peak population growth, typically between 1950 and 1970. Stream flow records indicated significant increases in annual frequency of high-flow events in all six watersheds and increases in annual runoff efficiency in five watersheds. Annual development intensity during the peak growth period had the strongest association with the magnitude of changes in high-flow frequency from the pre- to post-development periods. Results suggest the timing of the peak growth period is particularly important to understanding hydrologic changes, because it can set the type of stormwater infrastructure installed within a watershed. In three watersheds there was a rapid (~10-15 years) shift toward more frequent high-flow events, and in four watersheds there was a shift toward higher runoff efficiency. Breakpoint analyses indicated these shifts occurred between 1969 and 1976 for high-flow frequency and between 1962 and 1984 for runoff efficiency. Results indicated that the timing of high-flow changes were mainly driven by the development trajectory of each watershed, whereas the timing of runoff-efficiency changes were driven by a combination of development trajectories and extreme weather events. Our results underscore the need to refine the causes of urban stream degradation to incorporate the impact of gradual versus rapid urbanization on hydrologic changes and aquatic ecosystem function, as well as to recognize that the dominant drivers of hydrologic changes are heterogeneous among urban watersheds and vary over time. With this knowledge students can be empowered to tackle this real and local problem using engineering design, a powerful practice gaining momentum and clarity through its prominence in the recent Framework for K-12 Science Education. Twenty classes of suburban sixth-graders participated in a new five-week Watershed Engineering Design Unit taught by their regular science teachers. Students engaged in scientific inquiry to learn about the structure, function, and health of their local watersheds, focusing on the effects of impervious surfaces. In small groups, students used the engineering design process to propose solutions to lessen the impact of runoff from their school campuses. The goal of this evaluation was to determine the effectiveness of the curriculum in terms of student gains in understanding of (1) watershed function, (2) the impact of impervious surfaces, and (3) the engineering design process. To determine the impact of this curriculum on their learning, students took multiple-choice pre- and post-assessments made up of items covering the three categories above. This data was analyzed for statistical significance using a lower-tailed paired sample t-test. All three objectives showed statistically significant learning gains and the results were used to recommend improvements to the curriculum and the assessment instrument for future iterations. We estimated the relative potential of selected ecosystem functions for freshwater wetlands within a watershed using widely available geospatial data. We developed four functions to estimate 1) flood storage, 2) late season flow, 3) sediment retention and 4) temperature control in four pilot watersheds in Oregon (Tualatin, Coquille, Upper Grande Ronde and Sprague). These watersheds are geographically separated from each other representing diverse ecoregion environments. Spatial analysis and geographic information system (GIS) were designed for maximum re-use, based on publicly-available data, commonly-used software, semi-automated techniques and wetland characterizations that attempt to capture fundamental wetland processes. Our data sources include 30-meter digital elevation models, NRCS soil survey extracts, USGS National Land Cover Data, USGS HUC8 boundaries (polygons) and statewide wetland delineations (polygons) processed within ArcGIS 10.2 and Python 2.7.5 software. Model parameters were compiled using multiple proxy values for size, slope, aspect, proximity, flow path distance, hydrologic gradient, shade, and soil characteristics. WPT characterizations emphasize the multi-faceted value of freshwater wetlands, relating potential within a watershed as well as providing model-based characterizations between watersheds. This thesis is an attempt to summarize some of the data collected on natural Oregon lake-watershed ecosystems. The purpose of the thesis is to identify the most typical natural systems out of an initial data base of twenty-four variables, measured over ninety-eight lake-watershed ecosystems. The selected variables are reduced to five common factors using principal components factor analysis. K-means cluster analysis is used to create similar groups of lake systems. These groups are compared to ecoregions in Oregon and a typical, representative lake ecosystem is identified for each group. Results show that several lake systems of the state are unique. The selected variables are reduced to five common factors using principal components factor analysis. K-means cluster analysis is used to create similar groups of lake systems. These groups are compared to ecoregions in Oregon and a typical, representative lake ecosystem is identified for each group. Results show that several lake systems of the state are unique. Close

There was no evidence of an effect of geographic distance on bacterial community composition, suggesting that dispersal limitation has little influence on the observed biogeographical patterns in streams across this landscape. Cloning and sequencing of small-subunit rRNA genes confirmed the DNA fingerprinting results and revealed strong shifts among bacterial groups along the pH gradient. With an increase in streamwater pH, the abundance of acidobacteria in the FBOM bacterial community decreased (from 71% to 38%), and the abundance of proteobacteria increased (from 11% to 47%). There was no evidence of an effect of geographic distance on bacterial community composition, suggesting that dispersal limitation has little influence on the observed biogeographical patterns in streams across this landscape. Cloning and sequencing of small-subunit rRNA genes confirmed the DNA fingerprinting results and revealed strong shifts among bacterial groups along the pH gradient. With an increase in streamwater pH, the abundance of acidobacteria in the FBOM bacterial community decreased (from 71% to 38%), and the abundance of proteobacteria increased (from 11% to 47%). Together these results suggest that microorganisms, like “macro”-organisms, do exhibit biogeographical patterns at the landscape scale and that these patterns may be predictable based on biogeochemical factors. Selective logging, also called thinning, is a logging practice that leaves some trees within sale units unharvested. The ecological impacts of thinning on stream ecosystems are not fully understood and need further study. My hypothesis was that macroinvertebrate assemblages would be different in streams in non-reference areas that contain recent selective logging compared to streams in reference areas, and in downstream vs. upstream of selective logging units. I also hypothesized that selective logging and high road densities would be associated with increased instream fine sediments. I sampled water quality parameters and macroinvertebrates in three managed and three reference streams in the Clackamas River Basin during the field season of 2013. Turbidity, temperature, dissolved oxygen, conductivity, total dissolved solids (TDS), suspended sediment concentrations (SSC), and flow were sampled at each stream on four occasions during spring through early fall. Macroinvertebrates were sampled once in late summer or early fall. EPA rapid habitat assessments, canopy cover, pebble counts, embeddedness, and slope were also determined. Water quality parameters and macroinvertebrate indices in reference and non-reference sites were compared using t-tests, Welch's tests, or rank based equivalents. Macroinvertebrate assemblage patterns and associated environmental variables were characterized using non-metric multidimensional scaling (NMDS) ordination plots and envfit overlays. Macroinvertebrates had higher abundance and taxa richness in non-reference streams, and indices suggested poorer water quality in non-reference streams. Non-reference streams had a lower percentage of shredders and a higher portion of gatherer-collectors. Associations between land use, fine sediments, and changes in macroinvertebrate metrics and community assemblages were apparent at the reference vs. non-reference scale. It is likely that macroinvertebrates are responding, at least in part, to past logging and high road densities in non-reference streams. Fewer indications were found that recent logging may be affecting water quality and macroinvertebrates. Significant trends occurred in each parameter. Dissolved oxygen (DO (%sat)) increased at five sites. Chemical oxygen demand (COD) decreased at seven sites. Total Kjeldahl nitrogen (TKN) decreased at five sites and increased at one site. Ammonium (NH3-N) decreased at one site and increased at one site. Multiple linear regression indicates that nitrogenous oxygen demand accounts for a significant amount of variance in COD at ten of the twelve sites (adjusted R2values from 0.14 to 0.73). Aerial photo interpretation revealed significant land cover change in agricultural land cover (-8% for the entire basin area) and residential land cover (+10% for the entire basin area). The CRBG groundwater system in Mosier has experienced groundwater declines of up to 60 meters due to over-pumping and or commingling. Declining groundwater levels have led to concerns over the sustainability of the resource, as it is the principle water source for irrigation and domestic use. Despite numerous previous studies of groundwater flow in CRBG aquifers here and elsewhere in the Columbia River basin, an aspect that has received relatively little attention is the interaction between groundwater and surface waters at locations where interflow zones are intersected by the surface waters. The objective of my research is to investigate how CRBG interflow zone exposures in Mosier Creek may be controlling groundwater elevations in the area. The methods used include: (1) geochemical analysis of well cuttings and detailed geologic mapping along area streams to identify interflow zones of individual CRBG flows, (2) analysis of stream discharge data and groundwater elevation data to confirm exchange of groundwater and surface waters, and (3) collection and analyses of 31 water samples from area wells, streams, and springs, to determine if waters from individual CRBG aquifers can be hydrochemically identified and to further constrain understanding of surface and groundwater interactions. My study confirms that the general elevation of the Pomona Member and Basalt of Lolo interflow zone creek exposure is coincident with the elevation where a change in slope of the decline trend in 2004 is seen in Mosier area well hydrographs. Furthermore, the results of stream discharge data indicated a close connection between drawdown from groundwater pumping during irrigation season and groundwater- surface water interaction. At the time of drawdown in the upper-most CRBG aquifer (Pomona), the stream transitions from gaining to losing water into the groundwater system. Elemental chemistry data indicates the Frenchman Springs Sentinel Gap aquifer waters are the most evolved waters in this study. Stable isotopic data reinforced this determination as the Sentinel Gap waters are the lightest, or most negative, with regard to δD and δ18O. Sentinel Gap samples were more depleted than other aquifer samples by 4.38 to 6.89 0/100 for δD and 0.39 to 0.59 0/100 for δ18O. The results of the general chemistry and isotope data reveal a more evolved chemical signature in lower watershed groundwater versus a less evolved signature for waters from wells located higher up on the Columbia Hills anticline. This was interpreted to be the result of the major structural features in the area providing for a more regional pathway of recharge in lower watershed groundwaters, versus a more local source of recharge for upper watershed groundwaters. There was also a pronounced commingled signature in the elemental ratios of lower watershed aquifer waters. The suspected mechanism of recharge to lower watershed wells is through younger Cascadian deposits upslope from the local watershed. Year: 2007 An important component of progressive urban planning is the protection and restoration of riparian environments, particularly in the Pacific Northwest where increasing stream temperatures threaten the survival of endangered salmonids and other cold-water biota. Restoration projects are often led by watershed councils or other grassroots organizations with limited resources, and it is essential that these groups have an efficient and effective approach to determine priority areas where their efforts can be directed to achieve the greatest ecological benefit. The purpose of this project was to quantify existing riparian shade levels and identify priority reaches for shade restoration on Clackamas River basin streams in the Damascus area expansion of the Portland, Oregon urban growth boundary. Additionally, potential errors in the Metro Regional Land Information System (RLIS) Lite geographic information system (GIS) coverage of the area’s streams were identified and corrected where possible. Riparian shade levels were quantified through interpretation of digital aerial photographs using GIS. At the start of the shade analysis six 50 m reaches in the study area were surveyed using a spherical densiometer to calibrate the aerial photo interpretation. Following the analysis, the method accuracy was assessed by comparing GIS-derived shade classes with field data from 25 sites in the study area that were surveyed in 2003. Thirty-seven 1st-3rd order streams were sampled between June 21st and September 21st in 2011. Streams potentially providing adequate habitat for stream-obligate amphibians were randomly selected. Amphibians were surveyed along 30-meter stream transects using an active-cover search (ACS). Environmental variables associated with development in surrounding landscapes were measured in situ. GIS delineation was conducted to define landscape-scale variables at stratified distances from riparian networks up-stream of each site via the utilization of the 2006 NLCD dataset and a finer-scale, regional dataset compiled by the Institute for Natural Resources (INR). Amphibians were detected at seventeen of the thirty-seven sampled streams. The most commonly detected species were Dicamptadon tenebrosus, Plethadon vehiculum and Plethadon dunni. Streams where amphibians were observed had lower average water temperature and conductivity, coarser stream substrate and were located on public property more often than streams where no amphibians were detected. Landscape variables were most significant to amphibians within 100 and 200 meters of the upstream stream network. Occupancy of a site by facultative species was best explained by the proportion of mixed forest in the surrounding watershed (R2=0.343, p<0.001). Particle size distributions taken directly downstream and upstream of each check dam were differentiated, aggregated and compared--with the difference between median particle size of downstream and upstream distributions defined as DsD50-UsD50. Several subwatershed attributes were calculated in a GIS for comparison to DsD50-UsD50 values. Results indicate that, on aggregate, the check dams studied were moderately successful at retaining sediment that becomes entrained in concentrated flow (DsD50-UsD50 = 15.4 mm; p < 0.001). Individually, 18 of the 21 check dams surveyed had statistically significant differences between DsD50 and UsD50 (p < 0.05). The subwatershed variables of local channel slope (r = 0.55), mean subwatershed slope (r = 0.46), subwatershed area (r = 0.59), distance from channel head (r = 0.54), percent canopy cover (r = 0.46), Qmed (r = 0.46), total stream power (r = 0.58), and change in total stream power (r = -0.45) were found to be statistically significant when correlated with DsD50-UsD50 values (p < 0.05). Change in total stream power was used to classify stream reaches as either erosion or deposition-dominated. When compared, the DsD50-UsD50 values from check dams located in erosion and deposition-dominated reaches are statistically different (p < 0.05); higher performing check dams were predominantly found in deposition-dominated reaches. Results included average increases in winter flows of ten percent, decreases in summer flows of thirty-seven percent, and increases in fifth percentile flows of up to eighty percent as a result of climate change in the Tualatin River Basin. For land use change, the results included an increase in annual flows of twenty-one percent for the development-oriented scenario and a decrease of sixteen percent for the conservation-oriented scenario, with amplified changes at the sub-basin scale, including more than doubled winter flow. Flow rates in the laboratory tests ranged from 125 GPM (7.9 l/s) to 270 GPM (17.0 l/s). Screen sizes used for testing were 1200 m and 2400 m. Using four different sand types and the two screen sizes, particle capture rates were determined for the CDS unit. Internal velocities were measured at seventy-two measuring positions within the main chamber of the CDS unit. At 270 GPM capture rates based on particle size ranged from 12% to 100% with the 2400 m screen, and 22% to 100% with the 1200 m screen. Cumulative mass capture rates were 73% and 70% for the 1200 m and 2400 m screens, respectively, at 270 gpm and 84% at 125 gpm for the given particle distribution used. Close

Methods for this assessment include using a combination of climate change and land cover change scenarios for 2040 with the semi distributed AVSWAT-X (Arc View Soil and Water Assessment Tool) hydrological model to determine changes in mean runoff depths at the monthly, seasonal, and annual scales. Statistically downscaled climate change results from the ECHAM5 general circulation model (GCM) found that the region would experience an increase of 1.2°C in the average annual temperature and a 6% increase in average annual precipitation between 2030 and 2059. Rapid development and over appropriated surface water resources in this area have led to an increased dependence upon groundwater resources. A primary concern of resource managers is the potential impact of expanding groundwater use on stream flows and spring discharge. Two sets of springs (McKinney Butte Springs and Camp Polk Springs) discharge to Whychus Creek along the east flank of McKinney Butte, and during low-flow conditions supply a substantial component of the total flow in the creek. Despite their contribution to Whychus Creek, the springs along McKinney Butte are small-scale features and have received less attention than larger volume (> 2 m³/s) springs that occur in the basin (i.e., Metolius Spring and Lower Opal Springs). This study used discharge measurements in Whychus Creek upstream and downstream of the springs, and mixing models using measurements of electrical conductivity and temperature in the springs and Whychus Creek to determine the contribution of the springs to the creek. Isotopic, thermal, and geochemical signatures for the McKinney Butte and Camp Polk Springs, and local streams (Whychus Creek and Indian Ford Creek) and springs (Metolius Spring, Paulina Spring, Alder Springs, and Lower Opal Spring) were assessed to determine the source(s) of the McKinney Butte and Camp Polk Springs. The discharge and hydrochemical data along with hydraulic head data from local wells were used in the development of a conceptual model of groundwater flow for the McKinney Butte area. Discharge from the McKinney Butte Springs supplies the majority of water to Whychus Creek on the east flank of McKinney Butte (~0.20 m³/s), provides up to 46% of the flow in the creek, and is relatively stable throughout the year. Discharge from the Camp Polk Springs is less than 0.05 m³/s. Isotopic, thermal, and geochemical signatures indicate distinct sources for the McKinney Butte and Camp Polk Springs. Groundwater discharged at the McKinney Butte Springs is depleted in heavy stable isotopes (δD and δ¹⁸O) relative to the Camp Polk Springs. Recharge elevations inferred from stable isotope concentrations are 1800-1900 m for the McKinney Butte Springs and 950-1300 m for the Camp Polk Springs. Elevated water temperature in the McKinney Butte Springs relative to the average air temperature at the inferred recharge elevation indicates the presence of geothermal heat and implies deep circulation in the flow system. Here I analyze movement timing and growth patterns for coho salmon through a field-based study and a literature review. For the field portion, I examined hatchery-stocked juvenile coho salmon across four stream basins in the Russian River watershed, California to determine the relative importance of climate, landscape, and fish size metrics in predicting movement and growth patterns over a winter rearing and spring smolt outmigration time period (December 2014-June 2015). I observed three unique movement strategies: winter parr movement, spring smolt movement, and inter-tributary movement. Movement was predicted in relation to daily temperature and precipitation, followed by in-stream and upslope basin conditions in random forest modeling. Specifically, fish that moved later were associated with basins that contained higher productivity and low-gradient floodplain habitats, while fish that moved earlier came from streams that lacked invertebrate prey and had limited low-gradient rearing habitat. Fish size and timing of movement were the primary predictors of growth, with relatively larger fish in the spring growing faster than fish that were relatively smaller prior to winter. These relationships suggest that hatchery-release fish are still highly influenced by environmental conditions once released, especially in terms of initial seasonal movement, and that watershed conditions should be considered when utilizing hatchery-rearing programs to supplement wild fish populations. In North America, coho salmon populations are distributed from Alaska through California, and may exhibit unique movement and growth patterns in relationship to population-scale vulnerability (Endangered Species Act listing), basin area, and availability and types of rearing habitat. For the second part of my thesis, I conducted a literature review to assess what factors are commonly considered in predicting movement and growth patterns for these fish, as well as the types (season and life stage) and number of movement strategies reported. Eighteen studies were summarized, of which sixteen identified unique movement strategies, ranging from one to four. Despite a wide range of basin areas and latitudes, winter parr and spring smolt movements were commonly observed, with authors primarily relating these behaviors to in-stream habitat and fish size metrics. Additionally, growth was linked positively and primarily with off-channel winter rearing, which may outweigh the importance of fish size in predicting growth when high quality rearing habitats are available during the winter season. Recognizing movement timing diversity and its drivers can help recover threatened coho salmon populations. More widely distributed populations may have unique phenotypic expressions based on localized genetic and environmental interactions, increasing diversity and overall stability across the population, a concept known as the portfolio effect. Understanding fish-habitat relationships can aid recovery efforts by providing a framework of climatic and watershed conditions that support unique behaviors, even in already severely limited populations. Title: A Landscape Approach to Determining and Predicting Juvenile Coho Salmon (<i>Oncorhynchus kisutch</i>) Movement Timing and Growth Patterns Prior to Ocean Entry Author: Johnson, Amelia Lee Year: 2016 Coho salmon (Oncorhynchus kisutch) rely on unique habitats during the winter season, which may dictate how much individuals may grow and when migration from freshwater rearing habitat to the ocean occurs. Here I analyze movement timing and growth patterns for coho salmon through a field-based study and a literature review. For the field portion, I examined hatchery-stocked juvenile coho salmon across four stream basins in the Russian River watershed, California to determine the relative importance of climate, landscape, and fish size metrics in predicting movement and growth patterns over a winter rearing and spring smolt outmigration time period (December 2014-June 2015). I observed three unique movement strategies: winter parr movement, spring smolt movement, and inter-tributary movement. Movement was predicted in relation to daily temperature and precipitation, followed by in-stream and upslope basin conditions in random forest modeling. Specifically, fish that moved later were associated with basins that contained higher productivity and low-gradient floodplain habitats, while fish that moved earlier came from streams that lacked invertebrate prey and had limited low-gradient rearing habitat. Fish size and timing of movement were the primary predictors of growth, with relatively larger fish in the spring growing faster than fish that were relatively smaller prior to winter. These relationships suggest that hatchery-release fish are still highly influenced by environmental conditions once released, especially in terms of initial seasonal movement, and that watershed conditions should be considered when utilizing hatchery-rearing programs to supplement wild fish populations. In North America, coho salmon populations are distributed from Alaska through California, and may exhibit unique movement and growth patterns in relationship to population-scale vulnerability (Endangered Species Act listing), basin area, and availability and types of rearing habitat. For the second part of my thesis, I conducted a literature review to assess what factors are commonly considered in predicting movement and growth patterns for these fish, as well as the types (season and life stage) and number of movement strategies reported. Eighteen studies were summarized, of which sixteen identified unique movement strategies, ranging from one to four. Despite a wide range of basin areas and latitudes, winter parr and spring smolt movements were commonly observed, with authors primarily relating these behaviors to in-stream habitat and fish size metrics. Additionally, growth was linked positively and primarily with off-channel winter rearing, which may outweigh the importance of fish size in predicting growth when high quality rearing habitats are available during the winter season. Recognizing movement timing diversity and its drivers can help recover threatened coho salmon populations. More widely distributed populations may have unique phenotypic expressions based on localized genetic and environmental interactions, increasing diversity and overall stability across the population, a concept known as the portfolio effect. Understanding fish-habitat relationships can aid recovery efforts by providing a framework of climatic and watershed conditions that support unique behaviors, even in already severely limited populations. To better assess the impact of increased pumping on drain flow and on the water balance of the groundwater system, flow data from agricultural drains were evaluated to investigate the changes that have taken place in groundwater discharge to drains since pumping volumes increased. Additionally, a fine-grid groundwater model of the Tule Lake subbasin was developed based on the existing regional flow model. The fine-grid model has sufficient vertical and horizontal resolution to simulate vertical head gradients, takes advantage of time-series data from 38 observation wells for model calibration, and allows agricultural drains to be more explicitly represented. Results of the drain flow analysis show that the groundwater discharge to agricultural drains has decreased by approximately 4000 hectare-meters from the 1997-2000 average discharge. Most of this decrease takes place in the northern and southeastern portions of the subbasin. Results of the groundwater model show that the initial source of water to wells is groundwater storage. Populations are known to be expanding in both Oregon and Washington, and regional nutria damage and nuisance complaints have increased in recent years. Most of the extensive damage caused by nutria is a direct result of feeding and burrowing, but nutria are also capable of transporting parasites and pathogens transmittable to humans, livestock, and pets. Although several past regional and local nutria research and management projects have been identified, there is a shortage of nutria information from the Pacific Northwest considering that the species has been present in the region for approximately seventy years. The Center for Lakes and Reservoirs (CLR) at Portland State University (PSU), in partnership with several local, state, and federal agencies, has taken the lead in addressing the regional nutria problem. Activities completed to date include a regional nutria management workshop, the ongoing development of a regional nutria distribution/density map, and a research project to analyze the impact of nutria herbivory on regional riparian wetland habitat restoration projects. In addition, the CLR at PSU is participating in the development of the national Aquatic Nuisance Species Task Force nutria management plan. This initial assessment of the current nutria situation in the Pacific Northwest conducted by the CLR at PSU has revealed that regional nutria problems are more extensive than previously realized. Nutria sightings have now been confirmed from the Canadian border to near the southern border of Oregon, confirming a larger range than was previously known. It was also found that the main nutria issues in the Pacific Northwest differ from the main nutria issues in Louisiana and Maryland. For example, the most significant category of regional nutria damage appears to be the destruction of water control structures and associated erosion caused by nutria burrowing, as opposed to nutria herbivory damage in Louisiana and Maryland. Another unique situation in the Pacific Northwest is the high density of nutria populations in urban areas, increasing the potential for conflicts between nutria and humans. Nutria attacks have been reported in isolated cases, and nutria are rodents that carry a variety of transmittable parasites and pathogens. It has also been confirmed that significant regional nutria herbivory damage does occur at some locations. Fortunately, it has become evident through the course of this assessment that a strong regional interest to address the nutria problem exists. A wide variety of agencies and organizations across the region are being negatively impacted by nutria, and these entities are ready to move forward to develop a feasible solution. To date, small-scale nutria management and eradication efforts have been somewhat effective temporarily, but a more permanent solution requires that the situation be addressed on a much larger scale. Due to the long period of time since the initial nutria introduction, the extent of current regional nutria populations, and the changing climate patterns, a long-term effort will likely be required to effectively address the regional nutria issue. The most immediate management need is to develop an official regional nutria management plan with the focus of greatly reducing the amount of damage being caused by this invasive rodent and preventing further population growth and expansion. The effectiveness of initial management efforts will shed light on how to adapt management strategies in the future and whether or not regional eradication is a feasible option. Continued nutria research and the development of coordinated management efforts at the regional scale are vital in order to bring the current regional nutria problem under control. The CLR at PSU has developed initial recommendations to help guide the process of determining how to most effectively manage nutria in the Pacific Northwest. First and foremost, funding sources for continued work on the regional nutria problem must be found. Once funding is secured, the development of an official nutria regional management plan is crucial. Priorities connected with the management plan would include creating an early detection rapid response plan, identifying best management practices, initiating a pilot eradication program, and identifying priority research needs. Potential research studies include a long-term pilot eradication project at the watershed level, relationships between climate change and regional nutria dispersal, and the dynamics of nutria-muskrat interactions. It is also evident that further coordination between local, state, and federal agencies is necessary to delegate responsibilities and keep all parties updated. The creation of a central regional database and appropriate agency protocols could be used to collect information about nutria damage and associated economic impacts. Current laws and regulations pertaining to nutria should be enforced and possibly updated so that Oregon and Washington laws are uniform. Finally, it is important to inform the public about current nutria issues and utilize resources the general public can potentially provide. Fortunately, it has become evident through the course of this assessment that a strong regional interest to address the nutria problem exists. A wide variety of agencies and organizations across the region are being negatively impacted by nutria, and these entities are ready to move forward to develop a feasible solution. To date, small-scale nutria management and eradication efforts have been somewhat effective temporarily, but a more permanent solution requires that the situation be addressed on a much larger scale. Due to the long period of time since the initial nutria introduction, the extent of current regional nutria populations, and the changing climate patterns, a long-term effort will likely be required to effectively address the regional nutria issue. The most immediate management need is to develop an official regional nutria management plan with the focus of greatly reducing the amount of damage being caused by this invasive rodent and preventing further population growth and expansion. The effectiveness of initial management efforts will shed light on how to adapt management strategies in the future and whether or not regional eradication is a feasible option. Continued nutria research and the development of coordinated management efforts at the regional scale are vital in order to bring the current regional nutria problem under control. The CLR at PSU has developed initial recommendations to help guide the process of determining how to most effectively manage nutria in the Pacific Northwest. First and foremost, funding sources for continued work on the regional nutria problem must be found. Once funding is secured, the development of an official nutria regional management plan is crucial. Priorities connected with the management plan would include creating an early detection rapid response plan, identifying best management practices, initiating a pilot eradication program, and identifying priority research needs. Potential research studies include a long-term pilot eradication project at the watershed level, relationships between climate change and regional nutria dispersal, and the dynamics of nutria-muskrat interactions. It is also evident that further coordination between local, state, and federal agencies is necessary to delegate responsibilities and keep all parties updated. The creation of a central regional database and appropriate agency protocols could be used to collect information about nutria damage and associated economic impacts. Current laws and regulations pertaining to nutria should be enforced and possibly updated so that Oregon and Washington laws are uniform. Finally, it is important to inform the public about current nutria issues and utilize resources the general public can potentially provide. Close

To isolate size as a variable, HRUs were delineated using stream catchments. For each basin, streams were defined with 6 different threshold levels, producing HRUs of differing sizes. Nineteen model parameters were derived for each HRU using nationally consistent GIS datasets, and all other model parameters were left at default values. Climate inputs were derived from a national 4-km2 gridded daily climate dataset. After calibration, 4 goodness-of-fit metrics were calculated for daily streamflow for each HRU set. Uncalibrated model performance was generally poor for a variety of reasons, but comparison of the models was still informative. Results for the 30 basins across the 6 HRU size classes showed that HRU size did not significantly impact model performance across all basins. However, in basins that had less total precipitation and higher elevation, sensitivity of model performance to HRU subdivision levels was slightly greater, though not significantly so. Findings indicate that, in most basins, little subdivision may be required for good model performance, allowing for desirable simplicity and fewer degrees of freedom without sacrificing runoff simulation accuracy. The drought status in the future is determined by certain hydrologic variables that are basically estimated by the hydrologic models with rather simple to complex structures. Since the predictions of hydrologic models are prone to different sources of uncertainties, there have been several techniques examined during past several years which generally attempt to combine the predictions of single (multiple) hydrologic models to generate an ensemble of hydrologic forecasts addressing the inherent uncertainties. However, the imperfect structure of hydrologic models usually lead to systematic bias of hydrologic predictions that further appears in the forecast ensembles. This study proposes a post-processing method that is applied to the raw forecast of hydrologic variables and can develop the entire distribution of forecast around the initial single-value prediction. To establish the probability density function (PDF) of the forecast, a group of multivariate distribution functions, the so-called copula functions, are incorporated in the post-processing procedure. The performance of the new post-processing technique is tested on 2500 hypothetical case studies and the streamflow forecast of Sprague River Basin in southern Oregon. Verified by some deterministic and probabilistic verification measures, the method of Quantile Mapping as a traditional post-processing technique cannot generate the qualified forecasts as comparing with the copula-based method. The post-processing technique is then expanded to exclusively study the drought forecasts across the different spatial and temporal scales. In the proposed drought forecasting model, the drought status in the future is evaluated based on the drought status of the past seasons while the correlations between the drought variables of consecutive seasons are preserved by copula functions. The main benefit of the new forecast model is its probabilistic features in analyzing future droughts. It develops conditional probability of drought status in the forecast season and generates the PDF and cumulative distribution function (CDF) of future droughts given the past status. The conditional PDF can return the highest probable drought in the future along with an assessment of the uncertainty around that value. Using the conditional CDF for forecast season, the model can generate the maps of drought status across the basin with particular chance of occurrence in the future. In a different analysis of the conditional CDF developed for the forecast season, the chance of a particular drought in the forecast period can be approximated given the drought status of earlier seasons. The forecast methodology developed in this study shows promising results in hydrologic forecasts and its particular probabilistic features are inspiring for future studies.
