The timely connection of truck and rail transport with vessels is vital, especially for export traffic. This link is susceptible to disruption if water depths in the navigation channel are shallower than expected, leading to delays and/or draft limitations. Moreover, ship drafts have increased in recent decades, 25% of the vessels calling in the river sail with a draft close to the channel depth at low water, and these carry roughly 70% of the cargo. A large vessel may have as little as 0.6 m bed clearance when it passes through a low-tide point in the river, which each vessel in transit must do. Thus, prediction and real-time communication of water level to vessels is vital to safety as well as efficiency. This has been implemented through the LOADMAX system, consisting of telemetered water-level gauges and a forecast model. Moreover, the dilemma has been made more critical by changes in the river – low water levels in the river channel between Wauna and Vancouver have decreased 0.3-1.2 m since 1940. The rate of decrease depends on location and riverflow, but appears to have accelerated in the last decade. The reasons for this decrease are not understood. For perspective, an ongoing 0.9 m channel deepening will cost about $150 million when completed, so unintended decreases in water depths are expensive as well as potentially dangerous. Lower water levels in the river also increase carbon emissions, because smaller loads mean more land and vessel transport trips. Further, navigation and salmon habitat restoration are closely connected. Dredging is used to maintain the channel, and habitat restoration is an integral part of the channel deepening. New dredging strategies are needed to maintain the newly deepened channel, but dredging that removes material permanently from the river may, further lower water levels, limiting possibilities for habitat restoration and reducing bed clearance for large ships. These problems will be exacerbated by future decreases in summer river flows due to climate change. This paper examines how community based restoration partnerships can work to identify, protect and restore ecosystem services provided by salmon and our local rivers. Floodplains provide a wide range of ecosystem services to urban and rural communities and we should work collaboratively to protect and restore them. Floodplains are especially valuable and important for salmon recovery. By using a case study, we explore the process and feasibility of restoring off-channel salmon habitat at Fisher's Bend in the lower Clackamas river. A feasibility study was conducted to identify costs, benefits and risks of different design alternatives for the side channel. Hydrology of the river and hydraulics of the site were determined by estimating peak and low flow hydrology then running a HEC-RAS hydraulic model. Results indicate that the river overflows into the side channel near the 2 year recurrence interval. On average there is currently about a 50 % chance each year that the river will enter the side channel. These current flows do not provide much opportunity for juvenile salmon to access the side channel where they can grow and thrive in a protected habitat before their journey to the ocean. Further investigation produced results that indicate 95% of the time from 1959-2009 the river discharge was above 726 cfs from October to June. These results highlight that we will need to excavate about 9 feet from current elevations at the side-channel outlet to gain reasonable assurance of a one foot water depth for good salmon access. This depth will provide access from the river during critical periods when adult and juvenile salmon are seeking refuge from predators and high flood flows in the main channel. Although more design is needed for the inlet and outlet it appears the project is feasible and will meet the objective of providing salmonid access to critical habitat. In closing, I recommend investment in natural area protection and restoration at the edges of the urban growth boundary to maintain valuable ecosystem services provided by river floodplains and salmon. Recent efforts to restore estuarine habitats include tide gate replacement, though this method has been poorly studied. As a key indicator of salmon habitat suitability, temperature was used to evaluate the effects of tide gate replacement in a tidally influenced freshwater slough in the Lower Columbia River estuary. Three tide gates in the largest slough on Tenasillahe Island were replaced in 2007 with side-hinged aluminum gates. As managed during the data collection periods, the new tide gates did not allow tidal inflow into the slough. The study employed a Before-After, Control-Impact (BACI) approach, collecting data seasonally two years before and after replacement at the impact site and at the control site, a relatively unaltered slough on nearby Welch Island. Randomized Intervention Analysis and Monte Carlo tests revealed no significant difference in slough water temperatures after tide gate replacement, although minimum temperatures dropped up and downstream of the tide gates. Although the new tide gates did not have a significant effect on water temperature, the lower minimum temperatures may have been caused by a slight increase in tidal circulation. This result suggests that slough temperatures would decrease if the tide gates were managed to increase tidal inflow, and thus improve the quality of salmon rearing habitat. Year: 2004 This report describes the data processing and model calibration performed for a hydrodynamic and water quality model of the Green River, located in King County, Washington. Figure 1 shows the location of the river, and the limits of the section of river that was modeled. The Green River flows from its headwaters in the Cascade Mountain foothills through the King County, Washington communities of Auburn, Kent, and Tukwila before discharging into the Duwamish River. Two sections of the river were modeled in this project. The Middle Green River begins in the Cascade Mountain foothills east of Tacoma, and continues downstream to the city of Auburn, WA. The Lower Green River continues from Auburn to the confluence with the Duwamish River, in the town of Tukwila. The Green/Duwamish River system is unique in that it flows through a heavily urbanized and industrialized environment yet supports a large salmon population (Green/Duwamish Ecosystem Restoration Study, 2003). To protect the river and its prime salmon habitat, King County and the US Army Corps of Engineers have joined together on a study to identify and implement strategies for restoring and protecting the Green/Duwamish River System and its tributaries (Green/Duwamish Ecosystem Restoration Study, 2003). As part of the Green-Duwamish Watershed Water Quality Assessment Program, King County contracted with Portland State University to develop a hydrodynamic and water quality model for the Lower and Middle Green River. The Clackamas River Basin Council (CRBC) designed a restoration program to address the thermal loading on behalf of Portland General Electric (PGE) in which native trees and shrubs are planted along streams to restore riparian canopy cover. Solar radiation can be blocked by restoring canopy cover and is an effective way to provide shade, as well as providing ancillary environmental benefits such as enhanced wildlife habitat and erosion control. Stream and vegetation data were collected at nine sites to model the increase in shade from the restoration plantings. Using DEQ’s Shade-a-lator model, shade was predicted in future scenarios at 10, 20, and 50 years compared to the current baseline condition. Modeling results suggest increases in shade at each site, which will help to mitigate excessive thermal inputs. The predicted scenarios provide a framework to evaluate the effectiveness of CRBC’s restoration program. Shoreline restorations in Biscayne Bay, Florida, USA, often utilize red mangroves, Rhizophora mangle (Linneaus, 1753), in addition to riprap revetments, to help stabilize the shoreline. This riprap-mangrove habitat provides structure for marine organisms to utilize and is believed to improve shoreline habitats in areas previously cleared of mangroves. We examined whether habitat provisioning was similar between restored mangrove habitat with the inclusion of riprap boulders and natural mangrove shorelines. We compared fish assemblages between natural mangrove and riprapmangrove habitats within two areas of northern Biscayne Bay. Fish community structure and certain benthic cover types varied between mangroves and riprap-mangrove habitats. Total fish abundance was greater in mangrove habitat, while taxonomic richness was highest in riprap-mangrove sites in the northern part of the bay. Our findings suggest that fish assemblages and community structure are different between these habitat types, although the geographic context may mediate the effect of habitat type. Therefore, it is likely that these restored mangroves provide different ecological services than unaltered mangrove shorelines. The struggle to bring salmon back to this river is a compelling story that exemplifies some of the new relationships in Columbia River Basin salmon management. The Umatilla River and the disappearance of its salmon was a local issue. Irrigation interests had used the river so thoroughly it ceased to flow during the late summer and fall months-precisely when salmon needed it for migration. The Confederated Tribes of the Umatilla Indian Reservation saw decided that they would change that: they would figure out a way to put both salmon and water back into the river. This thesis examines this process. First, it contextualizes the Umatilla River within the Columbia River Basin and Columbia Basin salmon management, and shows how a local salmon issue became a regional salmon issue. It then discusses the triangle of relationships that Indians, salmon, and hatcheries have come to form. Chapter III discusses the formation of the unique Umatilla Fish Restoration Program, which reintroduced fish into the river, and was paid for by the Bonneville Power Administration (BPA), as per the Northwest Power Act. Key elements within BPA's Fish and Wildlife Division resisted complying with the directives of the Northwest Power Planning Council to pay for the Program, setting the Program back years. I argue that this comes from two clashing ways of seeing the River: "cost-benefit analysis" versus "least cost." Chapter IV looks at the new partnerships formed in the Umatilla River Basin by the Tribes and irrigation districts in order to encourage the U.S. Bureau of Reclamation to construct a water delivery system that would satisfy irrigators while allowing most of the Umatilla to flow freely. The last Chapter suggests that these new and somewhat ironic partnerships between federal and state governments, private irrigators and landowners, nongovernmental organizations, and Indian tribes are key to restoring ecosystems in the Columbia River Basin. It further argues that without tribal nations playing an active role and exerting their treaty rights, restoring rivers like the Umatilla is impossible. The Confederated Tribes of the Umatilla Indian Reservation saw decided that they would change that: they would figure out a way to put both salmon and water back into the river. This thesis examines this process. First, it contextualizes the Umatilla River within the Columbia River Basin and Columbia Basin salmon management, and shows how a local salmon issue became a regional salmon issue. It then discusses the triangle of relationships that Indians, salmon, and hatcheries have come to form. Chapter III discusses the formation of the unique Umatilla Fish Restoration Program, which reintroduced fish into the river, and was paid for by the Bonneville Power Administration (BPA), as per the Northwest Power Act. Key elements within BPA's Fish and Wildlife Division resisted complying with the directives of the Northwest Power Planning Council to pay for the Program, setting the Program back years. I argue that this comes from two clashing ways of seeing the River: "cost-benefit analysis" versus "least cost." Chapter IV looks at the new partnerships formed in the Umatilla River Basin by the Tribes and irrigation districts in order to encourage the U.S. Bureau of Reclamation to construct a water delivery system that would satisfy irrigators while allowing most of the Umatilla to flow freely. The last Chapter suggests that these new and somewhat ironic partnerships between federal and state governments, private irrigators and landowners, nongovernmental organizations, and Indian tribes are key to restoring ecosystems in the Columbia River Basin. It further argues that without tribal nations playing an active role and exerting their treaty rights, restoring rivers like the Umatilla is impossible. Close

This project analyzed fish remains from five previously excavated archaeological sites within the Upper Klamath Basin to determine which salmonid species were present prior to dam construction. A total of 5,859 fish remains were identified to at least taxonomic order using morphological distinctions. Site collections were dominated by those of catostomids (suckers) and cyprinids (minnows). Archaeological deposits at these sites dated as far back as approximately 7,500 BP but were primarily from the last 2,000 years. Only eighty-one salmonid remains were observed within the sites included in this project. The low frequency of salmonid remains in these sites may be the result of cultural and/or natural processes such as density mediated attrition and archaeological sampling. Of these 81 specimens, 38 were subjected to mtDNA analysis for species identification. Seven specimens did not yield DNA sufficient for species identification, six specimens were identified as O. tshawytscha (Chinook) and the remaining 25 specimens were identified as O. mykiss (steelhead or redband trout). Geochemical analysis was used to determine the life history of the fish represented by the remains within these collections. Strontium Calcium (Sr:Ca) ratios were measured on twenty-eight specimens. Three specimens were determined to be from freshwater resident fish and 25 were determined to be from anadromous fish. The specimens which were genetically identified as O. tshawytscha were all determined to be anadromous. Of the 18 specimens which were identified as O. mykiss and were subjected to geochemical analysis two were from freshwater resident fish and sixteen were from anadromous fish. Four samples were not characterized genetically but were subjected to geochemical analysis; three of these were determined to be from anadromous fish and one from a freshwater resident fish. For the field portion, I examined hatchery-stocked juvenile coho salmon across four stream basins in the Russian River watershed, California to determine the relative importance of climate, landscape, and fish size metrics in predicting movement and growth patterns over a winter rearing and spring smolt outmigration time period (December 2014-June 2015). I observed three unique movement strategies: winter parr movement, spring smolt movement, and inter-tributary movement. Movement was predicted in relation to daily temperature and precipitation, followed by in-stream and upslope basin conditions in random forest modeling. Specifically, fish that moved later were associated with basins that contained higher productivity and low-gradient floodplain habitats, while fish that moved earlier came from streams that lacked invertebrate prey and had limited low-gradient rearing habitat. Fish size and timing of movement were the primary predictors of growth, with relatively larger fish in the spring growing faster than fish that were relatively smaller prior to winter. These relationships suggest that hatchery-release fish are still highly influenced by environmental conditions once released, especially in terms of initial seasonal movement, and that watershed conditions should be considered when utilizing hatchery-rearing programs to supplement wild fish populations. In North America, coho salmon populations are distributed from Alaska through California, and may exhibit unique movement and growth patterns in relationship to population-scale vulnerability (Endangered Species Act listing), basin area, and availability and types of rearing habitat. For the second part of my thesis, I conducted a literature review to assess what factors are commonly considered in predicting movement and growth patterns for these fish, as well as the types (season and life stage) and number of movement strategies reported. Eighteen studies were summarized, of which sixteen identified unique movement strategies, ranging from one to four. Despite a wide range of basin areas and latitudes, winter parr and spring smolt movements were commonly observed, with authors primarily relating these behaviors to in-stream habitat and fish size metrics. We found that newer landowners, landowners with a liberal political ideology, and landowners who have experienced wildfire are more likely to restore fire-adapted habitats in the future than their long-time owner, conservative, or inexperienced counterparts. The study concluded that analyzing vegetation change using the unsupervised classification technique required more effort, expert knowledge, and supplementary data than using the NDVI threshold method. If these prerequisites are met, the output from the unsupervised classification process produces a more precise map of land cover change than the NDVI threshold method. The study was conducted in winter-spring 2009 at Delta Ponds, a 60-ha urban waterway in Eugene, Oregon. Woody plants protected by Vexar® tubes demonstrated 100% survival over the 3-month initial establishment period, while only 17% of unprotected plantings survived. Nutria demonstrated a preference for black cottonwood(Populus balsamifera ssp trichocarpa) over red osier dogwood (Cornus sericea) and willow (Salix spp). Camera surveillance showed that nutria were more active in unprotected rather than protected treatments. This project investigates the contribution that a group of backyards, certified through the Backyard Habitat Certification Program, have in the suburb of Hillsdale, Oregon, which is adjacent to the natural area of Keller Woodland. Backyard owners functioning as citizen or community scientists assisted with conducting residential bird point-counts once a week in each backyard and the natural area. Counts were done for a total of 8 weeks during nesting season to better understand how backyard habitat restoration might affect their habitat especially when in close proximity to a natural area. The goal of the project was to help better understand the beneficial effects of urban gardening using native plants and diverse vegetation structure as this relates to bird species richness, and to explore the importance of community scientist contributions. Although the sample size was small, no significant trends were found, but the involvement of community scientists indicated increased skill, depth of understanding, and increased motivation for all participating backyard habitat owners. Standard Vexar® plastic mesh tubes very effectively mitigated nutria herbivory damage to woody vegetation live stakes planted in a metropolitan habitat restoration site. A recently developed nutria multiple-capture cage trap captured larger nutria and reduced non-target captures compared to a standard cage trap. The design of the multiple-capture trap, however, prevented multiple-capture events because small nutria escaped the trap. This research contributes substantially to previously limited information about nutria in the Pacific Northwest and resulted in several new findings. We evaluated four climate scenarios, including continuing current climate and three scenarios of global climate change, and three management scenarios, including no management, current management and a sage-grouse habitat restoration scenario. All climate change scenarios projected expansion of moist shrub steppe and contraction of dry shrub steppe, but climate scenarios varied widely in the projected extent of xeric shrub steppe, where hot, dry summer conditions are unfavorable for sage-grouse. Wildfire increased by 26% over the century under current climate due to exotic grass encroachment, and by two- to four-fold across all climate change scenarios as extreme fire years became more frequent. Exotic grasses rapidly expanded in all scenarios as large areas of the landscape initially in semi-degraded condition converted to exotic-dominated systems. Due to the combination of exotic grass invasion, juniper encroachment, and climatic unsuitability for sage-grouse, projected sage-grouse habitat declined in the first several decades, but increased in area under the three climate change scenarios later in the century, as moist shrub steppe increased and rangeland condition improved. Management activities in the model were generally unsuccessful in controlling exotic grass invasion but were effective in slowing woodland expansion. These techniques include a range of measures, including setback stormwater outfalls and the physical restoration of channels and floodplains, to improve the natural functioning of catchments. An additional benefit of NFM measures is the potential reduction in sediment and pollutant delivery to the channel. Urban development releases a variety of heavy metal and nutrient pollutants that enter rivers through stormwater outfalls with adverse effects on the aquatic ecosystem. In this study, the influence of channel modification and quality of the river habitat on the sediment quality surrounding stormwater outfalls was assessed. Sediment samples were taken at several outfalls within the Johnson Creek catchment, Oregon, USA, and analysed for a variety of urban pollutants. The level of river habitat quality and modification at each site were assessed using a semi-quantitative scoring methodology. Significant increases in pollutant levels were observed at outfalls, with a greater and more variable increase at direct compared to setback outfalls. Removal efficiency of certain pollutants was found to be significantly correlated to the level of habitat quality or modification (for Fe, Ba, Sn, Mg, P, K) indicating that more natural reaches had greater potential for pollutant removal. The findings highlight the multiple benefits associated with NFM and river restoration approaches in relation to sediment quality and pollutant content. Title: The Impacts of Natural Flood Management Approaches on In-Channel Sediment Quality Author: Janes, Victoria, Grabowski, Robert, Mant, J., Allen, Deonie Year: 2017 Natural Flood Management (NFM) techniques aim to reduce downstream flooding by storing and slowing the flow of stormwater to river channels. These techniques include a range of measures, including setback stormwater outfalls and the physical restoration of channels and floodplains, to improve the natural functioning of catchments. An additional benefit of NFM measures is the potential reduction in sediment and pollutant delivery to the channel. Urban development releases a variety of heavy metal and nutrient pollutants that enter rivers through stormwater outfalls with adverse effects on the aquatic ecosystem. In this study, the influence of channel modification and quality of the river habitat on the sediment quality surrounding stormwater outfalls was assessed. Sediment samples were taken at several outfalls within the Johnson Creek catchment, Oregon, USA, and analysed for a variety of urban pollutants. The level of river habitat quality and modification at each site were assessed using a semi-quantitative scoring methodology. Significant increases in pollutant levels were observed at outfalls, with a greater and more variable increase at direct compared to setback outfalls. Removal efficiency of certain pollutants was found to be significantly correlated to the level of habitat quality or modification (for Fe, Ba, Sn, Mg, P, K) indicating that more natural reaches had greater potential for pollutant removal. While borer damage is typically restricted to a few substratum types, burrowing isopods in the genus Sphaeroma attack a diversity of substrata in tropical and temperate systems. My dissertation examined how boring sphaeromatid isopods affect coastal habitats (saltmarshes, mangroves) and other estuarine substrata as well as marine structures. I used a combination of lab and mensurative field experiments to quantify the effects of boring by isopods and examine how select factors affect the colonization, hence burrowing damage by isopods. I explored these questions primarily using the temperate boring sphaeromatid, Sphaeroma quoianum, as a model organism. My initial lab experiments quantified the per capita erosion rates of S. quoianum in four commonly attacked estuarine substrata. I found marsh banks and Styrofoam substrata were the most affected per capita. I supplemented this lab experiment with a year-long mensurative field experiment examining how erosion rates differ between marshes infested and uninfested by boring isopods. Marshes infested with isopods eroded 300% faster than uninfested marshes. I further examined the boring effects on Styrofoam floats. I compiled surveys and observations and conducted a short experiment to describe how isopods affect Styrofoam floats used in floating docks. I observed dense colonies of isopods attacking floats and expelling millions of plastic particles in the ocean. The boring effects to simulated Styrofoam floats were also affected by seawater temperature. Burrowing effects in Styrofoam floats exhibited a curvilinear relationship with temperature and peaked around 18°C. These results suggest a 1-2°C increase in water temperature could increase boring effects 5-17% of populations of isopods in Oregon and California bays. To examine the small-scale factors that mediate colonization and boring, I conducted a series of binary choice experiments. I found the presence of conspecifics, biofilm, and shade were important factors influencing colonization. These small scale factors likely explain why isopod attack is focused in some substrata. Finally, to examine the boring effects of tropical isopods in mangroves, I examined the associations between burrowing by S. terebrans and mangrove performance and fecundity. I found negative relationships between boring effects and performance and fecundity in two mangrove species in a restored mangrove stand in Taiwan. Together, these studies elucidate the effects of bioerosive isopods on saltmarshes, mangroves, and marine structures. In this thesis project I 1) examine erosion rates within coastal fringing Rhizophora mangle ecosystems following mangrove clearing and compare these rates to accretion rates in intact mangroves; and 2) investigate the abiotic factors influencing mangrove seedling survival and regeneration of naturally colonizing R. mangle, in historic mangrove habitat after anthropogenic clearing. Differences in erosion were compared between patches of open-coast intact and anthropogenically cleared R. mangle to quantify the sediment trapping function provided by mangroves and its loss following clearing over a 24 month period. Growth rates of mangrove seedlings in intact forest were compared to seedlings in cleared areas. Seedling growth indicators were measured on 100 seedlings at five sites (50 in the intact and 50 in the cleared areas). To examine the limiting factors on seedling growth rates, nutrient addition and wave protection treatments were applied to seedlings in three disturbed areas. Sites within intact mangroves had sediment accretion (M= +3.83 mm) while areas cleared of mangroves had sediment erosion (M= -7.30 mm). Seedling growth (height) over the 2 year study period significantly differed between intact mangrove (M = 15.6 cm) and cleared (M = 10.24 cm) areas. Seedling mortality from the cleared areas (31%) differed from the intact areas (13%). Average seedling growth (height) was: greater with both nutrient/wave (M = 18.4 cm) and nutrient (M = 17.65 cm) treatments compared to controls (M = 10.8 cm), which suggests that providing nutrients and/or wave protection result in growth outputs comparable to seedlings found in intact mangroves. Further, we tested alternative hypotheses about how channels might be beneficial to shorebirds by examining infauna abundance, composition, and depth alongside channels compared with that in open mudflats. The densities of Western Sandpipers and Dunlins were at least 4 times higher along channels than in open mudflat habitats. Infauna along channels were twice as abundant as those in the surrounding mudflats, and infauna were generally found closer to the surface. Furthermore, sediment alongside channels required less than half the force to probe, probably increasing shorebirds' overall access to prey. This project breaks new ground in the field of fishery management. It is the first full scale application of supplementation technology directed toward maintaining and rebuilding native fish stocks and sub stocks with hatchery rearing methods. The work of the organization is an inherently more complex production function than traditional fish hatchery operations. This is in part because the project requires a high level of continuing quality control. It is also due in part because the fisheries management takes place over an extended geographical space of the watershed. Over time, most bureaucratic organizations suffer from inertia and are not conducive to a learning environment. Research methods involved the review of literature and related administrative experience, an interview process, a modified Delphi questionnaire, a series of group dynamic exercises, and observation of the work teams during the last six months of the planing process. The results of our research suggest that a new non-profit corporation be formed to implement the program under the direction of the three primary fish management basin agencies. The corporation should have flexibility and the organization will be phased in during the five year planning and construction cycle. A primary result of our research is the conclusion that the team management concept be the dominant organizational unit for both management of field operations and for management of scientific design and evaluation. Upon completion of a six-week curriculum, they completed a post-test assessing knowledge in the same areas, two retrospective pre-post surveys measuring connection to nature and self-efficacy, and a post-evaluation measuring affective outcomes. Individual interviews were conducted in order to provide further insights and to identify elements of the program that contributed to positive outcomes. Results showed statistically significant increases in all outcome areas as well as positive student evaluation of affective outcomes. This study compares stream-associated amphibian (SAA) occurrence in streams adjacent to different road crossing structures on unpaved forest roads in the Wilson River watershed located within the Tillamook State Forest, Oregon. Surveys were conducted at road crossing structures for three taxa of SAA; Pacific giant salamander (Dicamptodon tenebrosus), coastal tailed frog (Ascaphus truei), and Columbia torrent salamander (Rhyacotriton kezeri). Statistical models were created to analyze the effect of habitat variables on SAA occupancy, and determine whether those variables changed relative to road crossing structures. Results showed that coastal tailed frog occupancy was positively associated with dissolved oxygen and crayfish presence, negatively associated with longitude, and had a slight quadratic relationship to channel confinement. Because all sites were highly saturated with oxygen, percent dissolved oxygen was likely a surrogate for one or more other covariates, such as in-stream habitat or substrate size. Detection rates of Pacific giant salamander were too high and detection rates of Columbia torrent salamander were too low to provide reliable models, but they did provide some insight into the factors affecting occupancy in the study area, including information about their interactions with road crossing structures. Occupancy rates of Pacific giant salamanders in the study area appear to be unaffected by road crossings, fish passable or otherwise. Conversely, torrent salamanders seemed to be mostly absent from the study sites altogether, but based on the one stream where they were detected, they are not excluded from occupying fish barrier culvert sites. Top weighted habitat covariates, including dissolved oxygen, channel confinement, crayfish and fish presence, and flow constriction are all indicators of disturbance that can be linked to road crossings. The purpose of this thesis is to gather and analyze data on the geology of the marsh and both ground and surface water quality to evaluate its ability to support biology. The US Fish and Wildlife Service began restoration on the Bandon marsh in 2005. Research on the Ni-les'tun Unit began in that same year with Geoprobe coring, Ground Penetrating Radar (GPR), piezometer well installation, and surface water analysis. Twelve cores were taken with the Geoprobe in 2006 and later analyzed for this thesis. A total of 50 GPR lines were run across the marsh ranging from ~25 m to 1,200 m in length for a total of about 9,700 meters (9.7 km). The ten piezometer wells were sampled to collect groundwater pH, oxidation-reduction potential, salinity, temperature, and well water elevation. Twelve channel sampling sites were chosen to be sampled in three field runs taking place in winter 2011, summer 2011, and winter 2012. The summer 2011 and winter 2012 sampling runs were done after tide gates had been removed from the marsh. The Geoprobe core samples were retrieved for extensive lab analysis. Analyses included; bulk density, porosity, permeability, and grain size studies. Lab results revealed a low permeability fine grained upper sedimentary unit ranging from ~0.5 to ~2.5 meters depth with a coarser grained higher permeability lower unit. GPR lines were analyzed for groundwater surface depths and buried channel cut and fill features (Peterson et. al., 2004). GPR results showed a fairly shallow groundwater surface around 0.5 meters in the north down to 2.0 meters in the south. The piezometer wells showed a seasonal variation in well water elevation with higher elevations in the winter and lower in the summer. Well water chemistry showed both seasonal and spatial variations. Values for pH and dissolved oxygen were lower in the north side of the marsh and higher in the south side, and pH was higher in the summer than in the winter. Wells that were more proximal (within ~400 m) to the Coquille River Estuary showed higher conductivity (salinity) values than those that were more distal (greater than ~400 m). Channel sampling results showed similar trends as the groundwater results. The lower pH values tended to be in the north side of the marsh as well as lower dissolved oxygen values. Again, there was a spatial variability in conductivity with the higher values found closer to the Coquille River. These are combined to create a map of highly ranked land areas that can be used to formulate a map of conservation opportunity areas. The purpose of the COA mapping project was to use geographic information system methods to identify landscape patches with conservation and restoration potential. The criteria used to identify these high value patches was based on a number of base- and derived-data sets that we call “data inputs.” The data ranged from recently mapped land use and land cover types, hydrological data to indicate species habitat requirements, and road influence on habitat patches. The project identified some areas in which data gaps exist (e.g., region-wide biodiversity data collected and mapped in consistent ways) and some opportunities for improving existent data sets (e.g., land use/land cover map). The project provided several layers that can be used to guide the final Regional Conservation Strategy in selecting conservation opportunity areas. The best layer will depend upon the needs of the RCS efforts, however, in our opinion the most appropriate layer to use is COA 3.11.1 which weights wetlands fairly high, but not as highly as the second data draft. COA 3.10.1 offers similar results as well. Overall it appears that the model results corroborate corridors analysis done previously (Hennings and Soll 2010). The worldviews of many indigenous cultures offer alternative values and beliefs that can contribute to addressing the root causes of problems related to sustainability. In the bioregion defined by the Pacific Salmon runs of North America there is a rich heritage and modern day presence of diverse indigenous cultures. In-depth semi-structured interviews were conducted with 13 indigenous leaders from within this bioregion to explore their mental models of sustainability. These interviews followed a general structure that covered: (a) the personal background and community affiliation of each interviewee; (b) the meaning of the concept of sustainability from their perspective; (c) visions of a sustainable future for their communities; and, (d) how to achieve such a future. A content analysis of the interviews was conducted and summarized into a narrative organized to correspond with the general interview structure. A process oftestimonial validity established that most participants found the narrative to be an accurate representation of their perspectives. Participant feedback led to several phrasing changes and other identified issues are discussed, including one participant's critique of the narrative's use of a first-person plural voice. Major themes from the interviews include the role of the human being as caretaker actively participating in the web of life, the importance of simultaneously restoring culture and ecology due to their interdependence, the need to educate and build awareness, and the importance of cooperation. Understanding who we are as a living species, including our profound connection with nature, along with a holistic and intergenerational perspective are suggested as prerequisite for balancing and aligning human modes of being with the larger patterns of life. The closing discussion addresses the importance of social action and going beyond a conceptual understanding to an embodiment of sustainability. Unlike other large mammal invaders, swine have a high reproductive capacity and are omnivorous, which allows for a quick assimilation into most habitats. Once a breeding population is established in an area, the population can quickly increase and negatively impact the ecosystem. A successful invasion of feral swine is difficult, and sometimes impossible, to reverse. A feral swine pest risk assessment for Oregon, released in 2004, designated feral swine as a very high-risk species due to high potential for establishment, environmental and economic impacts, and disease transmission to wildlife, livestock and humans. Economic impacts on ecosystems and disease transmission to wildlife are difficult to assess, but restoration of ecosystems and losses to agriculture and livestock have been estimated to exceed US$800 million in the United States each year. Environmental impacts include facilitation of noxious weed invasions, shifts in dominant plant species, reduction of forest regeneration, and soil erosion. Planktonic communities have shown declines in response to predation and shifts in composition as a result of nutrient inputs and acidification, both of which are potential fates of nitrogen deposition. This study identified the response of zooplankton communities from two lakes (fish present vs. absent) in Mount Rainier National Park to manipulations simulating an episodic disturbance event in mesocosms. The experiment used a 2 x 2 factorial design with acid and nitrogen treatments. Treatments resulted in significantly elevated nitrogen and decreased pH conditions from control mesocosms over 42 days, indicating that the treatment effects were achieved. Results indicate that zooplankton communities from lakes with different food web structure respond differently to the singular effects of acid and nitrogen addition. This study seeks to determine how Landsat images combined with Digital Orthoquads (DOQs) can be used to examine the geographic distribution of western juniper. Satellite imagery has yet to be applied to the large scale mapping of western juniper aforestation, resulting in the lack of regional and landscape level monitoring of western juniper range expansion. Remote sensing technologies, when combined with geographical information systems provide potentially valuable tools for monitoring western juniper expansion because of their abilities to assess large scale coverage of scenes, high cost effectiveness, and minimal field crew requirements. The lake is also the domestic drinking water source for approximately 125 of the 1330 residents of Dunes City and numerous residents outside the city limits within Lane and Douglas Counties (LCOG 2002). During the fall of 2007 a dense bloom of the potentially toxigenic blue-green algal species Anabaena planktonica prompted Dunes City, the South Coast Water District, the Lane County Health Department, and the Oregon Department of Human Services to issue an advisory against usage of Siltcoos Lake water for drinking and other domestic use (DHS 2007). Residents dependent upon Siltcoos Lake were forced to find alternate domestic water sources for a total of 52 days. This incident was part of a long history of water quality problems including dense algal growth and excessive growth of the non-native aquatic macrophytes Brazilian elodea (Egeria densa), parrotsfeather (Myriophyllum aquaticum), and two-leaf water milfoil (Myriophyllum heterophyllum) (Pfauth and Sytsma 2005; Johnson et al. 1985; McHugh 1979). Because of the water quality problems, the Oregon Department of Environmental Quality (DEQ) placed the lake the 303(d) list of impaired water bodies; specifically due to violations of the “aquatic weeds and algae” water quality criterion (DEQ 1998; DEQ 2006). Dunes City has acted on water quality concerns for both Siltcoos and Woahink Lakes by issuing a temporary building moratorium (Dunes City 2006a), a septic tank maintenance ordinance (Dunes City 2006b), and an ordinance limiting phosphorus use (Dunes City 2007). Nutria were introduced in Oregon and Washington in the 1930s, and feral populations were documented in 1943. Populations are known to be expanding in both Oregon and Washington, and regional nutria damage and nuisance complaints have increased in recent years. Most of the extensive damage caused by nutria is a direct result of feeding and burrowing, but nutria are also capable of transporting parasites and pathogens transmittable to humans, livestock, and pets. Although several past regional and local nutria research and management projects have been identified, there is a shortage of nutria information from the Pacific Northwest considering that the species has been present in the region for approximately seventy years. The Center for Lakes and Reservoirs (CLR) at Portland State University (PSU), in partnership with several local, state, and federal agencies, has taken the lead in addressing the regional nutria problem. Activities completed to date include a regional nutria management workshop, the ongoing development of a regional nutria distribution/density map, and a research project to analyze the impact of nutria herbivory on regional riparian wetland habitat restoration projects. In addition, the CLR at PSU is participating in the development of the national Aquatic Nuisance Species Task Force nutria management plan. This initial assessment of the current nutria situation in the Pacific Northwest conducted by the CLR at PSU has revealed that regional nutria problems are more extensive than previously realized. Nutria sightings have now been confirmed from the Canadian border to near the southern border of Oregon, confirming a larger range than was previously known. It was also found that the main nutria issues in the Pacific Northwest differ from the main nutria issues in Louisiana and Maryland. For example, the most significant category of regional nutria damage appears to be the destruction of water control structures and associated erosion caused by nutria burrowing, as opposed to nutria herbivory damage in Louisiana and Maryland. Another unique situation in the Pacific Northwest is the high density of nutria populations in urban areas, increasing the potential for conflicts between nutria and humans. Nutria attacks have been reported in isolated cases, and nutria are rodents that carry a variety of transmittable parasites and pathogens. It has also been confirmed that significant regional nutria herbivory damage does occur at some locations. Fortunately, it has become evident through the course of this assessment that a strong regional interest to address the nutria problem exists. A wide variety of agencies and organizations across the region are being negatively impacted by nutria, and these entities are ready to move forward to develop a feasible solution. To date, small-scale nutria management and eradication efforts have been somewhat effective temporarily, but a more permanent solution requires that the situation be addressed on a much larger scale. Due to the long period of time since the initial nutria introduction, the extent of current regional nutria populations, and the changing climate patterns, a long-term effort will likely be required to effectively address the regional nutria issue. The most immediate management need is to develop an official regional nutria management plan with the focus of greatly reducing the amount of damage being caused by this invasive rodent and preventing further population growth and expansion. The effectiveness of initial management efforts will shed light on how to adapt management strategies in the future and whether or not regional eradication is a feasible option. Continued nutria research and the development of coordinated management efforts at the regional scale are vital in order to bring the current regional nutria problem under control. The CLR at PSU has developed initial recommendations to help guide the process of determining how to most effectively manage nutria in the Pacific Northwest. First and foremost, funding sources for continued work on the regional nutria problem must be found. Once funding is secured, the development of an official nutria regional management plan is crucial. Priorities connected with the management plan would include creating an early detection rapid response plan, identifying best management practices, initiating a pilot eradication program, and identifying priority research needs. Potential research studies include a long-term pilot eradication project at the watershed level, relationships between climate change and regional nutria dispersal, and the dynamics of nutria-muskrat interactions. It is also evident that further coordination between local, state, and federal agencies is necessary to delegate responsibilities and keep all parties updated. The creation of a central regional database and appropriate agency protocols could be used to collect information about nutria damage and associated economic impacts. Current laws and regulations pertaining to nutria should be enforced and possibly updated so that Oregon and Washington laws are uniform. Finally, it is important to inform the public about current nutria issues and utilize resources the general public can potentially provide. Although several past regional and local nutria research and management projects have been identified, there is a shortage of nutria information from the Pacific Northwest considering that the species has been present in the region for approximately seventy years. The Center for Lakes and Reservoirs (CLR) at Portland State University (PSU), in partnership with several local, state, and federal agencies, has taken the lead in addressing the regional nutria problem. Activities completed to date include a regional nutria management workshop, the ongoing development of a regional nutria distribution/density map, and a research project to analyze the impact of nutria herbivory on regional riparian wetland habitat restoration projects. In addition, the CLR at PSU is participating in the development of the national Aquatic Nuisance Species Task Force nutria management plan. This initial assessment of the current nutria situation in the Pacific Northwest conducted by the CLR at PSU has revealed that regional nutria problems are more extensive than previously realized. Nutria sightings have now been confirmed from the Canadian border to near the southern border of Oregon, confirming a larger range than was previously known. It was also found that the main nutria issues in the Pacific Northwest differ from the main nutria issues in Louisiana and Maryland. For example, the most significant category of regional nutria damage appears to be the destruction of water control structures and associated erosion caused by nutria burrowing, as opposed to nutria herbivory damage in Louisiana and Maryland. Another unique situation in the Pacific Northwest is the high density of nutria populations in urban areas, increasing the potential for conflicts between nutria and humans. Nutria attacks have been reported in isolated cases, and nutria are rodents that carry a variety of transmittable parasites and pathogens. It has also been confirmed that significant regional nutria herbivory damage does occur at some locations. Fortunately, it has become evident through the course of this assessment that a strong regional interest to address the nutria problem exists. A wide variety of agencies and organizations across the region are being negatively impacted by nutria, and these entities are ready to move forward to develop a feasible solution. To date, small-scale nutria management and eradication efforts have been somewhat effective temporarily, but a more permanent solution requires that the situation be addressed on a much larger scale. Due to the long period of time since the initial nutria introduction, the extent of current regional nutria populations, and the changing climate patterns, a long-term effort will likely be required to effectively address the regional nutria issue. The most immediate management need is to develop an official regional nutria management plan with the focus of greatly reducing the amount of damage being caused by this invasive rodent and preventing further population growth and expansion. The effectiveness of initial management efforts will shed light on how to adapt management strategies in the future and whether or not regional eradication is a feasible option. Continued nutria research and the development of coordinated management efforts at the regional scale are vital in order to bring the current regional nutria problem under control. The CLR at PSU has developed initial recommendations to help guide the process of determining how to most effectively manage nutria in the Pacific Northwest. First and foremost, funding sources for continued work on the regional nutria problem must be found. Once funding is secured, the development of an official nutria regional management plan is crucial. Priorities connected with the management plan would include creating an early detection rapid response plan, identifying best management practices, initiating a pilot eradication program, and identifying priority research needs. Potential research studies include a long-term pilot eradication project at the watershed level, relationships between climate change and regional nutria dispersal, and the dynamics of nutria-muskrat interactions. It is also evident that further coordination between local, state, and federal agencies is necessary to delegate responsibilities and keep all parties updated. The creation of a central regional database and appropriate agency protocols could be used to collect information about nutria damage and associated economic impacts. Current laws and regulations pertaining to nutria should be enforced and possibly updated so that Oregon and Washington laws are uniform.
