As part of a long-term ecological research project that seeks to explore the ecological status and human thumbprint on this 5,100 acre forested reserve, the 2010 tree data was investigated for emergent compositional and spatial patterns. Stand composition, tree size, growth rates, and spatial patterns were analyzed, along with ecological and land use histories. Results indicate that the Balch plot, more closely located to the urban center, has different stand composition, condition, and vegetation growth rates, compared to the more rural Miller site. This study supports findings from a study done by Broshot in 2009, where more urban plots demonstrate a different stand composition and recruitment pattern than rural sites. The study is an initial step for exploring questions regarding the ecological status of Forest Park and how land use and disturbance, past and present, shape Portland's forested reserve. We build on a spatial analysis technique, dasymetric mapping, for allocating urban populations that, together with emerging fine-scale measurements of air pollution, addresses three objectives: (1) evaluate the role of spatial scale in estimating exposure; (2) identify urban communities that are disproportionately burdened by poor air quality; and (3) estimate reduction in mobile sources of pollutants due to local tree-planting efforts using nitrogen dioxide. Our results show a maximum value of 197% difference between cadastrally-informed dasymetric system (CIDS) and standard estimations of population exposure to degraded air quality for small spatial extent analyses, and a lack of substantial difference for large spatial extent analyses. These results provide the foundation for improving policies for managing air quality, and targeting mitigation efforts to address challenges of environmental justice. The actual numeric values presented in the literature also vary over a broad range and often are based on estimates, extrapolations from aggregated data, or simply stated with no empirical data referenced. This study was undertaken to evaluate the contribution of street trees to canopy in Portland, Oregon. The study involved both visual and digital analysis of multi-band aerial images, field observation, and GIS analysis involving several ancillary data themes. The strategy was to calculate the street tree component (STC) of the urban forest canopy within a sample of areas in the city and generalize that pattern to the whole city. The analysis indicates that street trees constitute 3.4% of the whole study area. In commercial / industrial areas the value drops to only 1.1% and in residential areas rises to 4.8%. For the overall study area the STC of the canopy is 17.2%, a value in the middle of the range of values found in the published literature. In commercial / industrial areas we found a value of 23.7% and a value of 16.6% for residential areas. Residential areas are overall better treed than commercial / industrial areas, but do not rely on street trees to contribute as large a percentage to overall canopy as do commercial / industrial areas. Available planting space in the right-of-way (ROW) is much more nearly constant (or independent of land cover) than the amount of planting space available inside a block. Therefore, the STC tends to vary inversely with the total amount of vegetated area. As the vegetated (read, plantable) area decreases, the ROW becomes a more significant space for planting and the STC increases. Conversely, as the vegetated area increases, the ROW becomes a less significant space for planting and the STC decreases. For both residential and commercial / industrial areas, the percentage of street tree area within the total canopy varies from locale to locale. The relatively small sampling used in this study suggests that neighborhood age and physical characteristics influence the STC in a given neighborhood, particularly for residential areas. Analysis allowed division of the study area into five residential neighborhood groups that attempt to reflect local differences. A larger / more detailed sampling would allow for improved delineation, perhaps below the level of neighborhood. Three generalized spatial patterns emerge for Portland. Street tree canopy as a percent of area seems to follow an east-west gradient, with lower values to the east and higher values to the west. Street trees as a component of the total canopy takes on an inverted-U shape, with higher values in the Inner Eastside and lower values to the east and to the west. In contrast, the United Nations has introduced the top-down program, Reducing Emissions from Deforestation and Forest Degradation (REDD+) for the conservation and enhancement of forest carbon and the sustainable management of forest in developing countries. REDD+ incentivizes forest-managing communities to sequester carbon and reduce emissions. REDD+ has created hope for managing forests to mitigate climate change and has created fear that the new initiative may not be effective and may not ensure continuing forest-managing community benefits. However, little research has been conducted to answer these concerns. By taking nationally representative data from Nepalese community-managed forests (“forest commons"), I bring insights into whether and how these forests can contribute to REDD+ initiatives, particularly as they relate to carbon sequestration, biodiversity, equity in benefit sharing and collective action. My results indicated the highly variable carbon and biodiversity in the forest plots across the country, depicting the availability of space for additional growth in carbon storage and biodiversity conservation. My results also reflect the complex and varied relationships of carbon with different indices of biodiversity at the national level, across geographic and topographic regions, and in forests with varying canopy covers. Weak positive relationships between carbon sequestration and biodiversity conservation indicate the possibility of synergies between carbon-forestry and biodiversity conservation. I also found that the formal community forestry program (CFP) has clearly positive impacts on biodiversity conservation and household-level equity in benefit sharing and a negative impact on carbon sequestration at the national level. However, disaggregated results of impacts of CFP on biodiversity, carbon and equity across geography, topography, forest quality and social groups display mixed results i.e., either positive or negative or neutral. I also identified that different drivers of collective action have different (i.e., positive, neutral, and negative) associations with carbon sequestration, which either supports or challenges established knowledge. In aggregate, my research indicates the potential of contribution by forest commons, and specially the CFP, to global environmental initiatives such as REDD+. Wild, edible plants provide essential nutrients, particularly during times of food scarcity. Yet dry forests are subject to high rates of deforestation and degradation driven mainly by agricultural expansion and growing energy demands. Other challenges include limited information on dry forests (their inventories, changes over time, major drivers of deforestation and recovery, etc.), their biophysical aspects and ecosystem services and the potential roles they could play in increasing the sustainability of crop and livestock farming. Governments, development partners and communities are looking for options to better manage these resources at the landscape level. Dry forests are complex ecosystems that are not fully understood. Scientific knowledge to better manage dry forests and sustain the livelihoods of people that depend on these ecosystems remains scanty as research to inform policy and practice is still very limited. The knowledge gap is even more pronounced in northeastern Africa, notably Ethiopia and South Sudan where these forest types are important in terms of areas coverage and in supporting rural livelihoods. Ethiopia and South Sudan share histories of political unrest and conflict that have contributed to famines; large-scale land acquisition for investment and agricultural expansion by smallholders are resulting in major and rapid land-use changes in their dry forested areas. Ethiopia’s two decades of peace and stability and its experience in managing its natural resources could inform post-conflict intervention measures in South Sudan. This study was conducted as an effort to help fill the knowledge gap in dry forest-based livelihoods through a critical review of the available literature. It used publications from CIFOR’s work on dry forests and product marketing in Ethiopia and from other sources, including gray literature. Year: 2014 We used a predictive model to map canopy cover of vegetation over seven feet in height ("tall woody vegetation") at 30-meter resolution over nearly 29 million acres within and adjacent to the range of the greater sage-grouse in Oregon (Figure 1). Texture measures computed at various resolutions from color-infrared aerial photography provided the main source of predictor data used to produce the map. Canopy cover was treated as a categorical variable using six cover classes: absent (cover class C0), present at less than 4% (C1), 4 – 10% (C2), 10 – 20% (C3), 20 – 50% (C4), and 50% and over (C5). The map is referenced to conditions in the years 2011 and 2012. Although the specific target of the mapping was western juniper (Juniperus occidentalis), our reference data did not permit separating juniper from other tall woody vegetation during the predictive modeling process. The majority of the tall woody vegetation within the project area is western juniper. However, in high elevation regions, riparian, wetland, and residential areas, other vegetation is occasionally represented. The methodology discussed here produces raw modeled data. It is recommended that prior to use in most applications this raw tree cover product be additionally filtered or masked to eliminate false detections which often occur adjacent to agricultural areas and roads. For species-specific applications, an additional modeling phase is necessary to either eliminate tree cover detections likely to be species other than the target, or to model species importance values associated with each tree occurrence. Year: 2014 We used a predictive model to map canopy cover of vegetation over seven feet in height ("tall woody vegetation") at 30-meter resolution over nearly 29 million acres within and adjacent to the range of the greater sage-grouse in Oregon (Figure 1). Texture measures computed at various resolutions from color-infrared aerial photography provided the main source of predictor data used to produce the map. Canopy cover was treated as a categorical variable using six cover classes: absent (cover class C0), present at less than 4% (C1), 4 – 10% (C2), 10 – 20% (C3), 20 – 50% (C4), and 50% and over (C5). The map is referenced to conditions in the years 2011 and 2012. Although the specific target of the mapping was western juniper (Juniperus occidentalis), our reference data did not permit separating juniper from other tall woody vegetation during the predictive modeling process. The majority of the tall woody vegetation within the project area is western juniper. However, in high elevation regions, riparian, wetland, and residential areas, other vegetation is occasionally represented. The methodology discussed here produces raw modeled data. It is recommended that prior to use in most applications this raw tree cover product be additionally filtered or masked to eliminate false detections which often occur adjacent to agricultural areas and roads. For species-specific applications, an additional modeling phase is necessary to either eliminate tree cover detections likely to be species other than the target, or to model species importance values associated with each tree occurrence. B horizons (>10 cm) accounted for 71% (±11%) of C pools and 62% (±10%) of microbial biomass C in the sampled soil profile, whereas the surface horizons (Oi/Oe and Oa/A; 0–10 cm) were dominant zones for N-cycle-related variables. Watershed-wide estimates of C and N cycling were higher by 34 to 43% (±17–19%) when rates, horizon thickness, and areal extent of each hydropedologic setting were incorporated, versus conventionally calculated estimates for typical podzols that included only the top 10 cm of mineral soil. Despite the variation in profile development in typical, bimodal, and Bh podzols, we did not detect significant differences in C and N cycling among them. As a result, many street trees die sooner, aren’t as healthy as they could be, and are more prone to become public safety hazards and experience costly damage in storms. The lack of a comprehensive street tree maintenance program creates a real barrier to meeting City tree canopy goals. Portland residents and businesses, saddled with the responsibility to care for the street trees adjacent to their property, (including fixing broken sidewalks), are often unwilling to plant new street trees. These cost burdens are highest for those who can least afford it. And, a street tree maintenance program would provide a huge opportunity to create meaningful jobs for young and/or low-income Portlanders (e.g., Verde’s model street tree planting program which employs lower-income people to improve lower-income, tree-deficient neighborhoods). Ineffective Street Tree Preservation and Planting with Street Improvement and New Development Projects - The City experiences extensive, often needless loss of mature street trees when new street improvements and other development projects are designed and constructed. Further, new development projects often create insufficient space to plant new street trees, particularly in areas with dense development and busy streets, or in areas with un-improved or under-improved streets. And these areas need street tree planting and preservation most! Associated disparities and inequities – Both issues exacerbate the fact that some parts of the city have lots of trees, while others have very few trees. This in turn adds to the social, environmental, and economic inequities in our city. What’s next? Urban Forestry Commission Proposal - Portland’s Urban Forestry Commission (UFC) has asked the City Council to form an inter-bureau task force to work, over the next year or so, with community partners and make recommendations for 1) a comprehensive Street/ROW Tree Maintenance and Stewardship program, and 2) measures to improve street tree preservation and planting in conjunction new development and street improvements. Next Step – City Council Work Session - On May 10th, the City Council considered the UFC proposal, along with strong supporting testimony from community stakeholders. The City Council heard support for the expected benefits of the proposal, including improved public and urban forest health, livability and equity, reduced impacts of climate change, and more green jobs. The City Council unanimously 1) expressed interest in the issues, 2) accepted the UFC proposal, and 3) committed to work with key bureaus to schedule a follow up work session later this year. The work session goal is for the City Council to approve a work plan to move forward with the inter-bureau and community stakeholder collaboration outlined in the UFC proposal. As a result, many street trees die sooner, aren’t as healthy as they could be, and are more prone to become public safety hazards and experience costly damage in storms. The lack of a comprehensive street tree maintenance program creates a real barrier to meeting City tree canopy goals. Portland residents and businesses, saddled with the responsibility to care for the street trees adjacent to their property, (including fixing broken sidewalks), are often unwilling to plant new street trees. These cost burdens are highest for those who can least afford it. And, a street tree maintenance program would provide a huge opportunity to create meaningful jobs for young and/or low-income Portlanders (e.g., Verde’s model street tree planting program which employs lower-income people to improve lower-income, tree-deficient neighborhoods). Ineffective Street Tree Preservation and Planting with Street Improvement and New Development Projects - The City experiences extensive, often needless loss of mature street trees when new street improvements and other development projects are designed and constructed. Further, new development projects often create insufficient space to plant new street trees, particularly in areas with dense development and busy streets, or in areas with un-improved or under-improved streets. And these areas need street tree planting and preservation most! Associated disparities and inequities – Both issues exacerbate the fact that some parts of the city have lots of trees, while others have very few trees. This in turn adds to the social, environmental, and economic inequities in our city. What’s next? Urban Forestry Commission Proposal - Portland’s Urban Forestry Commission (UFC) has asked the City Council to form an inter-bureau task force to work, over the next year or so, with community partners and make recommendations for 1) a comprehensive Street/ROW Tree Maintenance and Stewardship program, and 2) measures to improve street tree preservation and planting in conjunction new development and street improvements. Next Step – City Council Work Session - On May 10th, the City Council considered the UFC proposal, along with strong supporting testimony from community stakeholders. The City Council heard support for the expected benefits of the proposal, including improved public and urban forest health, livability and equity, reduced impacts of climate change, and more green jobs. The City Council unanimously 1) expressed interest in the issues, 2) accepted the UFC proposal, and 3) committed to work with key bureaus to schedule a follow up work session later this year. The work session goal is for the City Council to approve a work plan to move forward with the inter-bureau and community stakeholder collaboration outlined in the UFC proposal. Projections highlight the divergence between private and public lands under business-as-usual forest management, where private industrial forests are heavily harvested and many public (especially federal) lands increase C and old forest over time but provide little timber. Three alternative management scenarios altering the amount and type of timber harvest show widely varying levels of ecosystem C and old-forest habitat. On federal lands, ecological forestry practices also allowed a simultaneous increase in old forest and natural early-seral habitat. The ecosystem C implications of shifts away from current practices were large, with current practices retaining up to 105 Tg more C than the alternative scenarios by the end of the century. Our results suggest climate change is likely to increase forest productivity by 30–41% and total ecosystem C storage by 11–15% over the next century as warmer winter temperatures allow greater forest productivity in cooler months. These gains in C storage are unlikely to be offset by wildfire under climate change, due to the legacy of management and effective fire suppression. Our scenarios of future conditions can inform policy makers, land managers, and the public about the potential effects of land management alternatives, climate change, and the trade-offs that are inherent to management and policy in the region. My research addressed this topic by comparing understory plant census data between paired fallen log and forest floor sites (n=20 pairs). My objectives were to: 1) determine the influence of substrate type on community composition and diversity, and 2) examine successional pathways and species assemblage patterns on CWD in various stages of decomposition. To meet these objectives I employed non-metric multidimensional scaling (NMDS) ordinations and unsupervised cluster analyses to identify and compare community assemblages on both substrates. These methods revealed similar species diversity and evenness between log and forest floor sites with compositional differences within and between substrates corresponding to habitat availability for colonization and light and moisture gradients. My results also suggest understory successional pathways related to decay class and characterized by an initial abundance of bryophytes, forbs, and seedlings followed by woody shrubs. Understory communities developing on logs also experienced increasing diversity, evenness, and divergence from forest floor communities consistent with log decomposition. These results differ from findings for boreal forests that reveal increasing similarity between substrate communities with increasing decay class. Recommendations for future research include the employment of a more robust sample size and direct measurements of environmental variables. Additional comparator studies are also needed to confirm the effects of forest type and decomposition on the relationship between CWD and forest understory communities. This study demonstrates how fine-scale wind disturbance fosters biodiversity through the creation of CWD substrate. To answer this question, West Coast U.S. forest products manufacturers were surveyed about quality management practices and performance with respect to both quality and innovation. Quality management practices were assessed following the systems perspective articulated by the Malcolm Baldrige National Quality Award. Data envelopment analysis was used to identify companies efficiently using quality management practices to lead to quality and/or innovation performance. Survey responses from the efficient firms were then analyzed via cluster analysis to identify two categories of firms: those achieving primarily quality outcomes and those achieving both quality and innovation outcomes. Executives from two firms in each category were interviewed to provide detail on the management practices used by the companies. Interview transcripts were examined to identify similarities and differences in practices between the two categories of firms. Results suggest several specific areas of focus for firms wanting to adapt their quality management practices to achieve both quality and innovation performance. For example, firms focused on innovation proactively seek to identify and meet customers' needs whereas quality-focused firms primarily emphasize reacting to customer complaints. More specifically with respect to 'customer focus', firms focused on innovation emphasize convenience for their customers through practices such as standardizing product lines and providing product specifications on their websites. In contrast, neither quality-focused firm had a website. Variability in contaminant types and concentrations across seasons and between species and media (organisms versus sediment) indicates the limitation of using indicator species and/or sampling annually to determine contaminant loads at a site or for specific species. We used the LANDIS-II model coupled with CENTURY and the Dynamic Fire and Dynamic Biomass Fuels extensions to estimate forest carbon sequestration based on these three scenarios. Calibration and validation via comparison to monthly flux tower data indicated that the model reasonably captured the timing and magnitude of net ecosystem exchange in the absence of Gypsy moth defoliation (r2 = 0.89). Under all scenarios, our simulations suggest that forests of the NJPB will continue to accumulate carbon over the next 100 years under current climatic conditions. Although above ground net primary productivity, live carbon, and detrital carbon were roughly constant or increased only modestly, soil organic carbon continued to increase through time for all forest types except the highly xeric pine plains. Of four studies, three were conducted in the Cascade Mountains of Washington state along a west - east precipitation gradient and one study, assessed various microsites globally. For Cascades-related research, wood and adjacent soil substrate temperature, moisture, and associated seedling density, survival, stomatal conductance, water potential, and leaf nitrogen were compared by percent transmitted radiation at 4 to 14 study sites. Recently, a large number of "Payment for Watershed Services" programs have aimed to engage private landowners in watershed stewardship initiatives by offering financial incentives for adopting watershed best management practices. However, a growing field of research suggests that financial incentives alone may be of limited utility to encourage widespread and long-standing behavior change, and instead understanding landowner attitudes and non-financial barriers to stewardship program enrollment has become a focus of research. This research examines a population of rural landowners representing a diversity of agricultural, forestry, recreational, and investment objectives in the Clackamas River watershed, Oregon. I designed and distributed a mail and web-based survey instrument intended to measure land uses and land ownership objectives, attitudes towards watershed stewardship programs, barriers to enrollment in stewardship programs, and preferred incentives and goals that would promote enrollment. I received 281 valid responses for a response rate of 29%. I conducted two primary analyses: one focused on relating attitudes and barriers to intent to enroll in a watershed stewardship program, and one focused on identifying how diverse landowners differ according to factors influencing enrollment in stewardship programs. I found that landowners did not report financial considerations to be a primary barrier to enrollment and expressed low interest in receiving financial incentives. Instead, landowners reported that primary barriers related to lack of trust, ecological understanding, and concerns that stewardship program enrollment would be incompatible with their land management objectives. I do not discount the potential utility of financial incentives under certain circumstances, but emphasize the importance of addressing these other considerations before incentives can make a meaningful impact. I compared how barriers to enrollment were perceived by landowners with different land management objectives relating to production, investment, and conservation. I found that landowner attitudes were differentiated from one another primarily by their use of land for production purposes; however, I found a large amount of diversity between producers and non-producers in the degree to which they considered investment and conservation objectives in their land management, and these two variables added further explanatory power to understanding fine-scale differences in how landowner typologies relate to conservation programs. During the fall of 2007 a dense bloom of the potentially toxigenic blue-green algal species Anabaena planktonica prompted Dunes City, the South Coast Water District, the Lane County Health Department, and the Oregon Department of Human Services to issue an advisory against usage of Siltcoos Lake water for drinking and other domestic use (DHS 2007). Residents dependent upon Siltcoos Lake were forced to find alternate domestic water sources for a total of 52 days. This incident was part of a long history of water quality problems including dense algal growth and excessive growth of the non-native aquatic macrophytes Brazilian elodea (Egeria densa), parrotsfeather (Myriophyllum aquaticum), and two-leaf water milfoil (Myriophyllum heterophyllum) (Pfauth and Sytsma 2005; Johnson et al. 1985; McHugh 1979). In this dissertation we assess the potential of LULC modifications to mitigate the health impacts of NO2, a respiratory irritant and strong marker for combustion-related air pollution, in the Portland-Vancouver metropolitan area in northwestern USA. We begin by measuring summer and winter NO2 in the area using a spatially dense network of passive NO2 samplers. We next develop an annual average model for NO2 based on the observational data, using random forest -- for the first time in the realm of urban air pollution -- to disentangle the effects of highly correlated LULC variables on ambient NO2 concentrations. We apply this random forest (LURF) model to a 200m spatial grid covering the study area, and use this 200m LURF model to quantify the effect of different urban land use categories on ambient concentrations of NO2. Using the changes in ambient NO2 concentrations resulting from land use modifications as input to BenMAP (a health benefits assessment tool form the US EPA), we assess the NO2-related health impact associated with each land use category and its modifications. We demonstrate how the LURF model can be used to assess the respiratory health benefits of competing land use modifications, including city-wide and local-scale mitigation strategies based on modifying tree canopy and vehicle miles traveled (VMT). Planting trees is a common land cover modification strategy undertaken by cities to reduce air pollution. Statistical models such as LUR and LURF demonstrate a correlation between tree cover and reduced air pollution, but they cannot demonstrate causation. Hence, we run the atmospheric chemistry and transport model CMAQ to examine to what extent the dry deposition mechanism can explain the reduction of NO2 which statistical models associate with tree canopy. Results from our research indicate that even though the Portland-Vancouver area is in compliance with the US EPA NO2 standards, ambient concentrations of NO2 still create an annual health burden of at least $40 million USD. Our model suggests that NO2 associated with high intensity development and VMT may be creating an annual health burden of $7 million and $3.3 million USD respectively. Existing tree canopy, on the other hand, is associated with an annual health benefit of $1.4 million USD. LULC modifications can mitigate some fraction of this health burden. A 2% increase in tree canopy across the study area may reduce incidence rates of asthma exacerbation by as much as 7%. We also find that increasing tree canopy is a more effective strategy than reducing VMT in terms of mitigating the health burden of NO2. CMAQ indicates that the amount of NO2 removed by dry deposition is an order of magnitude smaller than that predicted by our statistical model. About one-third of the difference can be explained by the lower NO2 values predicted by CMAQ, and one-third may be attributable to parameterization of stomatal uptake.
