This trend directly challenges a long-­‐established cornerstone of traditional migration theory suggesting that the decision to move is predicated on benefits exceeding costs, and linked to the importance of jobs and economic opportunity as attractive forces for working-­‐age households. Reading between the lines of recent media accounts, and in particular the television show Portlandia, the shift from economic to non-­‐economic factors has been portrayed in a most interesting way: because young migrants to Portland place relatively low value on work and traditional careers, their desire to exchange employment opportunities for quality of life (amenity) factors indeed makes Portland the city “where young people go to retire.” The question is: in the short and long-­‐term, how sustainable is Portland’s trend of attracting and retaining YCE migrants if labor market outcomes continue to remain worse compared to other metro areas? What are the facts? In this paper we draw upon U.S. Census Bureau data from the 2000 Census and more recent American Community Surveys from 2005-­‐2007 and 2008-­‐2010, to compare migration patterns in Portland to the other 50 largest U.S. metros. Variables measured include the perceived importance of university-related services, and the level of satisfaction with services received. A questionnaire with 26 background questions and 41 service-related items for ranking and discussion was mailed to 225 undergraduate international students and 225 undergraduate American students, with a response rate of 52%. Responses were tabulated to ascertain demographic profile of PSU students, importance of university services to international students at PSU, current level of satisfaction of international students in regards to university services received, importance of the various university services to U.S. students at PSU, current level of satisfaction of U.S. students in regards to these university services, if U.S. and international students at PSU differ in the importance they assign to university services, if U.S. and international students differ in their level of satisfaction with services at PSU, relationship between perceived importance and level of satisfaction for U.S. and international students, relationship between perceived importance and level of satisfaction for international students, perceived reasons for dissatisfaction concerning service quality for U.S. and international students, and any suggestions these students have for improving the quality of services. Respondents' descriptive characteristics were reported and tabulated as background information. Frequency distribution, the chi square test of significance, and means were calculated using responses to queries about the service-quality items, and responses of international and American students were compared. Major findings included that there are many areas of agreement between international and American students. However, significant differences were found: 2 "need" items under instruction, 5 "need" items under academic support, and 13 "need" items under student services. Focus group interviews were also conducted. Researchers can use this additional data to develop theories about answers given; university administrators could use this information to develop programs to ameliorate perceived problems, or make changes in the quality or delivery of existing student services. The aim of this study was to compare self-reported alcohol consumption to phosphatidylethanol (PEth), a biomarker of alcohol consumption, and to estimate the correlation between multiple measures of self-reported alcohol consumption with PEth. Methods: The Uganda AIDS Rural Treatment Outcomes (UARTO) cohort is located in southwestern Uganda and follows patients on ART to measure treatment outcomes. Patients complete standardized questionnaires quarterly including questions on demographics, health status and alcohol consumption. Baseline dried blood spots (DBS) were collected and retrieved to measure PEth. Results: One hundred fifty samples were tested, and 56 (37.3%) were PEth positive (>8 ng/mL). Of those, 51.7% did not report alcohol use in the past month. Men were more likely to under-report compared to women, OR 2.9, 95% CI51.26, 6.65) and those in the higher economic asset categories were less likely to underreport compared to those in the lowest category (OR50.41 95% CI: 0.17, 0.94). Among self-reported drinkers (n531), PEth was highly correlated with the total number of drinking days in the last 30 (Spearman R50.73, p,0.001). Conclusions: Approximately half of HIV infected patients initiating ART and consuming alcohol under-report their use of alcohol. Given the high prevalence, clinicians should assess all patients for alcohol use with more attention to males and those in lower economic asset categories who deny alcohol use. Among those reporting current drinking, self-reported drinking days is a useful quantitative measure. Currently, policy interest and infrastructure funding for nonmotorized modes far outstrip our ability to successfully model bike and walk travel. In the past five years, we have learned a lot about where people prefer to bike and walk, but what can that tell us about whether people will bike or walk in the first place? The research presented here is designed to start bridging the gap between choice of route and choice of travel mode (walk, bike, transit, drive, etc.). A mode choice framework is presented that acknowledges the importance of attributes along specific walk and bike routes that travelers are likely to consider for a given trip. Adding route quality as a factor in mode choice decisions is new, and shows promise for: (1) improving prediction of pedestrian and cycling trips, (2) increasing sensitivity of models to finer-grained policy scenarios--testing the impact of a single proposed facility or design change on bike and walk mode shares, and (3) identifying separately the effects of pedestrian and cycling facilities on decisions to walk or ride from which route to take. The proposed framework is applied to revealed preference, GPS travel data collected from 2010-2013 in Portland, Oregon. Key results include: (1) specific walk and bike facilities are significant factors for mode as well as route choice, (2) lower traffic-stress routes may be more important for women than men when choosing whether to bike, (3) available routes on a specific trip may have independent impacts from more traditional measures of land-use and built environment such as density, and (4) the importance of walking and biking environments appears to remain even when controlling for neighborhood self-selection. Many of the disadvantaged youth are at risk because of family background, inadequate education, and lack of work experience. Many of the frail elderly are unable to care for themselves because of debility, chronic illness, or functional impairments (Eustis, 1974). The United States is experiencing an unprecedented increase in the numbers of persons over 65 years of age and it is expected that between 1980 and 2000 there will be a 67 percent increase in persons 80 and over. These demographic changes are significant especially for long-term care policy for the elderly. There is an urgent need to provide the kind of care that permits them to continue to live in their own homes. The frail elderly perceive their need for a dependable source of food as a primary requirement. If this is not met, institutional care becomes the only possible option. Urban youth face an increasing pressure to take a job in order to earn money, often at the expense of further education. Part-time work and school can be managed, and with planning, the classroom curriculum can be blended with the job. Intergenerational programs present a possible solution to some of the problems of the frail elderly and youth. They can be brought together through one of these programs for their mutual benefit. Intergenerational programming is the process of planned and purposeful interaction between generations. The programs encompass a range of ideas as they are guided by the needs of the community and its resources to meet these needs (Newman, 1983). Project MAIN was one of these projects. In 1983 under the auspices of Portland Youth Advocates, Project MAIN was created to meet the needs of the frail elderly and youth in an urban area. Many of the frail elderly were confined to their homes, unable to do ordinary tasks such as grocery shopping. Low-income teenagers needed access to an income-generating jobs program that would permit them to remain in school. Project MAIN was planned to help disadvantaged youth and simultaneously enrich the lives of the elderly (Ventura-Merkel, 1988). Project MAIN was conceived as a dynamic entity that could not be seen directly, but perceived as a process that had qualitative effects on those with whom it came in contact. A weakness in the data from guided interviews of the clients resulted from memory loss and confusion encountered in a few of the elderly. A strength was the flexible interviews which gave the elderly time to explore new ideas as they emerged. The outcomes of Project MAIN were measured by the level of satisfaction for both the elderly clients and the participating youth. The levels of satisfaction were high in the pilot project, with its four weeks of intensive training and careful supervision. Adequate funding from private organizations made this possible. In the demonstration phase, funding became an acute problem. Training and supervision of the youthful shoppers was curtailed. Although the clients found the service better than they had before Project MAIN, complaints of broken appointments and declining dependability began to be heard. It became evident that the youth were in need of better preparation and more intensive supervision. Because of lack of funds, it was not possible to supply staff for these tasks. From the outcomes of the pilot project, it is evident that the concept of Project MAIN is a viable one for meeting the needs of the frail elderly and youth. The United States is experiencing an unprecedented increase in the numbers of persons over 65 years of age and it is expected that between 1980 and 2000 there will be a 67 percent increase in persons 80 and over. These demographic changes are significant especially for long-term care policy for the elderly. There is an urgent need to provide the kind of care that permits them to continue to live in their own homes. The frail elderly perceive their need for a dependable source of food as a primary requirement. If this is not met, institutional care becomes the only possible option. Urban youth face an increasing pressure to take a job in order to earn money, often at the expense of further education. Part-time work and school can be managed, and with planning, the classroom curriculum can be blended with the job. Intergenerational programs present a possible solution to some of the problems of the frail elderly and youth. They can be brought together through one of these programs for their mutual benefit. Intergenerational programming is the process of planned and purposeful interaction between generations. The programs encompass a range of ideas as they are guided by the needs of the community and its resources to meet these needs (Newman, 1983). Project MAIN was one of these projects. In 1983 under the auspices of Portland Youth Advocates, Project MAIN was created to meet the needs of the frail elderly and youth in an urban area. Many of the frail elderly were confined to their homes, unable to do ordinary tasks such as grocery shopping. This retrospective study attempts to determine the impact of the Portland Concentrated Employment Program (PCEP) on the post-training incomes of 1985 PCEP participants and a control group of 1150 individuals applying to or enrolled in the peEP between 1968 and 1972. The control group is a group of persons who are statistically equivalent to the participants as far as demographic variables and their application to and eligibility for the PCEP; but, who for some unknown reason, did not enter the program. Follow-up income information was purchased from the U.S. Social Security Administration in coded cells containing five or more individuals. The five digit numeric code classified individuals by participation or nonparticipation in the PCEP, sex, race, age, and education. The Analysis of Variance statistical technique was utilized in analyzing the 1973 mean earnings of the code groups included in the study. The analysis of the data resulted in the following major findings. Of the five independent variables - participation, sex, race, age, and education - there were significant interactions between participation, race, and age; participation and race; and sex and age. The first interaction is a result of Black participants and the White control group earning their highest incomes between the ages of 21-25 years. White participants and the Black control group had generally rising incomes as age increased up to 45 years. All groups 45 years and over earned low incomes relative to other groups in the study. The interaction between participation and race resulted from the Black control group in most cases earning more than all other groups in the study. Black participants earned slightly more than White participants. But, the White participant group appears to have benefitted more from participation in the PCEP, in comparison with the White control group, than did Black participants. The rules and regulations in place to promote safety in these types of placements could further restrict youth from engaging in meaningful transition preparation engagement while in foster care. Therefore, youth with disabilities, whose needs necessitate a higher level of support towards transition preparation engagement, may actually receive fewer opportunities than their peers in non-relative foster care and kinship care as they prepare to exit care into adulthood. The work in this dissertation provides knowledge to address gaps in the literature around transition preparation engagement during foster care for youth with disabilities, youth residing in restrictive foster care placements, and youth who report high levels of perceived restrictiveness as they prepare to enter into adulthood. This dissertation is a secondary analysis of transition preparation engagement data collected at baseline for 294 transition-aged youth in foster care who participated in an evaluation of an intervention to promote self-determination and enhance young adult outcomes, called My Life. Transition preparation engagement in this study was represented by eight domains: youth perceptions of preparedness for adult life, post-secondary education preparation engagement, career preparation engagement, employment, daily life preparation engagement, Independent Living Program (ILP) participation, transition planning engagement, and self-determination. Transition preparation engagement domains were examined using hierarchical multiple regression analysis to explore differences by disability status, placement setting, and youth self-report of perceptions of restrictiveness. In alignment with the literature, 58.8% of youth in this sample experienced a disability. Additional key demographics, including age, gender, and race, and foster care experiences, including length of time in care and placement instability, were entered into the regression models as covariates. This plan will also be presented to the Homestead Neighborhood Association to provide a basis for further studies. The recommendations presented in the following section, are solely those of the students in the USP 528 Comprehensive Planning Workshop. As presented here, they represent many rounds of in-class discussion, fieldwork and input from residents.The Advisory Committee contributed review and advice. The document makes reference to several sites. The "medical complex" is considered the Oregon Health Sciences University, the Shriners Hospital and the Veterans Administration Hospital. The "campus" refers to the same area as the medical complex. The "Homestead Plat" refers to the residential and commercial area just west of the campus up to SW 14thStreet. The Homestead neighborhood is a political jurisdiction recognized by the City of Portland which surrounds the areas platted as Homestead on Marquam Hill, but also embraces parts of Portland Heights and the Hillsdale area. Marquam Hill is a geographical term which relates to a much wider area than just the Homestead neighborhood. The background section covers the history, characteristics and patterns of land use in the Homestead Neighborhood. It provides a factual basis for determining alternatives,making recommendations and establishing policy. It also may be used as a general reference.The background is organized into seven sections: historical perspective; sumary of planning activities; overview of transportation patterns; analysis of development and infrastructure; discussions of amenities and topography; and an overview of demographics. A comprehensive property inventory detailing individual parcel ownership and physical characteristics has also been compiled and included as an addenda to this report. The fourth section of the report describes and analyzes the planning methodology used to research this project. Property data was collected and tabulated using Multnomah County records which were then checked and enhanced through field observation.
