This study was designed to achieve several specific objectives: (1) to conduct a large-scale randomized study of the impact of the Healthy Families Oregon (HFO) program, a home visitation program using the Healthy Families America model, on child welfare system involvement, access to self-sufficiency resources, and use of preventive and other medical services; (2) to conduct a comprehensive and detailed cost-benefit study of the HFO program; and (3) to develop and disseminate a web-based tool to support home visiting program managers, funders, and others to better understand and develop readiness for conducting program cost analysis and cost-benefit research. Approach. 2,727 eligible first-time parents were randomly assigned to receive the HFO program or a community services-as-usual control group. The research team obtained 2 years of postenrollment follow-up data on all study participants from Oregon’s child welfare system, selfsufficiency services, and medical assistance programs. Additionally, a 1-year post-enrollment telephone interview was conducted with a random sample of 803 study participants (403 program, 400 control). Analyses were also conducted to examine whether program impacts varied for subgroups of families with different demographic and baseline risk characteristics, and to explore the relationship of program fidelity and dosage to outcomes. Finally, a detailed program cost analysis was conducted and administrative data outcomes were used in a cost-benefit analysis. Results/Benefits. 1-year follow-up interviews with parents found that HFO families were significantly more likely (compared to controls) to read to their young children frequently, to provide developmentally supportive activities, and to report lower parenting-related stress as measured by the Parent Stress Inventory (PSI). These effects appeared to be strongest for families with four or more risk factors (two factors more than the threshold for “at risk”). Administrative data outcomes at 2 years post enrollment found that families were no more likely to have a founded child abuse report than were controls (6.3% vs. 6.0%), but were significantly more likely to have an unfounded report (9.7% vs. 7.9%). HFO families, compared to controls, were also significantly more likely to have been enrolled in TANF services for the first time, received more days of Supplemental Nutrition Assistance Program (SNAP), and were more likely to be enrolled in substance abuse treatment services. There were no significant differences between groups in terms of use of or access to publicly funded health insurance or health-related services. Consistent with other cost-benefit analyses of home visiting and early childhood programs, results of the cost-benefit analyses did not support short-term cost savings associated with receipt of the HFO program. In fact, the service sector has developed into a critical value driver in the 21st century, even for manufactured products. Furthermore, technology infrastructure has become one of the key success factors in the delivery of services. This special issue focuses on technology management aspects of the critical integration of services and infrastructure. This integration is complex and requires more systematic scholarly understanding in order to enhance successful service delivery. It is envisioned that this special issue begins to fill this gap. There are many examples of success and failure to learn from but little theory and systematic approaches to assist decision-makers as they provide technology enabled services. One recent example has been the roll out of the new US healthcare system (healthcare.gov) and the failure of the web interface. The main issue in this example was the process of integrating health care services with the information technology infrastructure. The less than effective management of technology in this case led to a failure which was globally newsworthy and had a significant negative effect on the intended outcome of providing affordable healthcare. This special issue explores both strategic aspects such as evaluation and planning of technologies as well as operational aspects such as implementation and actual integration of technologies with the services. It is envisioned that new scholarly approaches and understanding will inform decision-makers so that better outcomes can result regardless of whether the services are in the commercial, public or non-profit sectors and regardless of industry vertical. Morgan Stanley suggests that mobile Internet use will exceed the use from fixed devices, and Ericsson projects that 80 percent of people will access the web from a mobile device by 2015 (Ingram 2010; Ericsson Corporate Public & Media Relations 2010). Mobile devices are being used for content creation, communication, information seeking, and so much more. The notion that mobile devices would be used only for quick and simple tasks has been challenged by research showing that a growing portion of the population—especially low-income and minority mobile users—use their phones as the primary means of accessing the web (Smith 2010). This growth in the usage of mobile devices in all aspects of people’s lives has led educators to look to it as an ideal mechanism for delivering content and improving interactivity in learning. In 2011, mobile learning was named a top trend with an adoption horizon of less than a year in K–12 and in higher education in the NMC Horizon Reports (Johnson et al. 2011; Johnson, Adams, and Haywood 2011). Available tools for CRN modelling and simulation require local access, installation, and often involve local file storage, which is susceptible to loss, lacks searchable structure, and does not support concurrency. Furthermore, simulations are often single-threaded, and user interfaces are non-trivial to use. Therefore there are significant hurdles to conducting efficient and collaborative chemical research. In this paper, we introduce a new enterprise chemistry simulation framework, COEL, which addresses these issues. COEL is the first web-based framework of its kind. A visually pleasing and intuitive user interface, simulations that run on a large computational grid, reliable database storage, and transactional services make COEL ideal for collaborative research and education. COEL's most prominent features include ODE-based simulations of chemical reaction networks and multicompartment reaction networks, with rich options for user interactions with those networks. COEL provides DNA-strand displacement transformations and visualization (and is to our knowledge the first CRN framework to do so), GA optimization of rate constants, expression validation, an application-wide plotting engine, and SBML/Octave/Matlab export. We also present an overview of the underlying software and technologies employed and describe the main architectural decisions driving our development. COEL is available at this http URL for selected research teams only. We plan to provide a part of COEL's functionality to the general public in the near future. Our technique allows efficient reconstruction of an accurate low-resolution thumbnail from the ciphertext image, but aims to prevent the extraction of any more detailed information. This will allow efficient storage and retrieval of image data in the cloud but protect its contents from outside hackers or snooping cloud administrators. Experiments of the proposed approach using an online selfie database show that it can achieve a good balance of privacy, utility, image quality, and file size.
