Increased temperatures resulting from higher concentrations of atmospheric greenhouse gases may cause disruptions to these resources because of reductions in the annual snowpack and variations of the timing of snowmelt. This study reconstructs and applies a GIS-based distributed hydrologic model at a monthly scale to assess the effects of future climate change on runoff from the Upper Clackamas River Basin (located near Portland, Oregon). Historic flow data and snow measurements are used to calibrate and test the perfonnance of the hydro logic model for a contemporary period (1971-2000), and the model is run for two future scenarios (2010-2039 and 2070-2099) using IS92 climate change scenarios from two global climate circulation models (Hadley and Canadian Centre for Climate) as inputs. The results forecast that mean peak snowpack in the study area will drop dramatically (36% to 49% by 2010-2039, and 83% to 88% by 2070-2099), resulting in earlier runoff and diminished spring and summer flows. Increases to mean winter runoff by by the 2070-2099 period vary from moderate (13.7%) to large (46.4%), depending on the changes to precipitation forecasted by the global climate circulation models. These results are similar to those of other studies in areas dependent on snowpack for seasonal runoff, but the reductions to snowpack are more severe in this study than similar studies for the entire Columbia Basin, presumably because the elevations of much of the Upper Clackamas Basin are near the current mid-winter snow line. Simulated daily streamflow and energy output from the watershed models were used to compute a range of statistics. With a side-by-side comparison of the statistical analyses for the 14 basins, regional climatic and hydrologic trends over the twenty-first century could be qualitatively identified. Low-flow statistics (95% exceedance, 7-day mean annual minimum, and summer mean monthly streamflow) decreased for almost all basins. Annual maximum daily streamflow also decreased in all the basins, except for all four basins in California and the Pacific Northwest. An analysis of the supply of available energy and water for the basins indicated that ratios of evaporation to precipitation and potential evapotranspiration to precipitation for most of the basins will increase. Probability density functions (PDFs) were developed to assess the uncertainty and multimodality in the impact of climate change on mean annual streamflow variability. Kolmogorov?Smirnov tests showed significant differences between the beginning and ending twenty-first-century PDFs for most of the basins, with the exception of four basins that are located in the western United States. Almost none of the basin PDFs were normally distributed, and two basins in the upper Midwest had PDFs that were extremely dispersed and skewed. Our goal was to assess the factor, or set of factors, responsible for generating the biogeographical patterns exhibited by microorganisms at the landscape scale. We used DNA fingerprinting to characterize bacteria inhabiting fine benthic organic matter (FBOM) because of their important influence on stream nutrient dynamics. Across the watershed, streams of similar pH had similar FBOM bacterial communities. Streamwater pH was the single variable most strongly correlated with the relative distance between communities (Spearman's ρ = 0.66, P < 0.001) although there were other contributing factors, including the quality of the fine benthic organic matter and the amount of dissolved organic carbon and nitrogen in the stream water (P < 0.05 for each). There was no evidence of an effect of geographic distance on bacterial community composition, suggesting that dispersal limitation has little influence on the observed biogeographical patterns in streams across this landscape. Cloning and sequencing of small-subunit rRNA genes confirmed the DNA fingerprinting results and revealed strong shifts among bacterial groups along the pH gradient. With an increase in streamwater pH, the abundance of acidobacteria in the FBOM bacterial community decreased (from 71% to 38%), and the abundance of proteobacteria increased (from 11% to 47%). Together these results suggest that microorganisms, like “macro”-organisms, do exhibit biogeographical patterns at the landscape scale and that these patterns may be predictable based on biogeochemical factors. The Strategic Plan is the Agency’s road map of future work efforts, and targets specific goals that are expected to result in a healthier Columbia River Basin. In support of the plan, the Columbia Basin State of the River Report for Toxics (SORR) is the culmination of the collaborative efforts of the Toxics Reduction Working Group - a collection of Federal, State, and municipal agencies, Indian Tribes, non-profit groups and private industries - intended to increase public understanding about the impacts of toxics in the Basin and foster new and enhance existing partnerships to reduce toxics. The Report centers on contaminants of concern (COCs), indicators, toxicant trends, and reduction efforts. SORR will be available in print form by February, 2009. Therefore, collaborative water governance must be frequently renewed in response to citizens’ values through the participatory framework. The An’yang Stream in South Korea is generally regarded as a representative urban stream restoration case that has been successfully led by collaborative governance. By conducting individual surveys with citizens on-site, this study addresses how citizens’ preferences of the stream’s management have changed between 2005 and 2015. In addition, this study used three quantitative hydrologic vulnerability indices: potential flood damage (PFD), potential streamflow depletion (PSD), and potential water quality deterioration (PWQD). They can spatially quantify citizen preference using the Analytic Hierarchy Process (AHP), which can systematically derive citizens’ subjective relative-weighted preferences. Such expert-based assessments can be difficult to document and apply consistently over time and space. We describe and reflect on the process of developing a computer-based decision support application from expert judgments for assessing aquatic and riparian conditions over the 100,000 km2 managed by the US federal government under the Northwest Forest Plan. The decision support system helped structure and document the assessment process and provided consistency and transparency to the evaluation methodology. However, many decisions and trade-offs were required in the expert engagement and model-building processes. Knowledge elicitation in an interactive group had a number of benefits over nominal group or Delphi processes, but efficient knowledge capture required considerable planning and expertise in the subject matter and modeling process. Communicating model results for validation was problematic and only effectively accomplished via in-person workshops. The choice to use different expert groups for each biophysical province provided more opportunities for participation and promoted greater ownership in the assessment, but it also led to increased variation among the resulting model structures. We propose three possible approaches for better managing the consistency of assessment models when multiple expert groups are involved. Understanding streamflow response to precipitation events is an important component to evaluating water quality trends and calculating the Total Maximum Daily Load (TMDL) for pollutants of concern. Investigating the streamflow-precipitation relationship on the subwatershed scale can give insight to the hydrologic response of a given watershed. However, developing rating curves for several subwatersheds can be cost and time prohibitive. The objective of this project was to develop a hydrologic model using the Precipitation Runoff Modeling System (PRMS), developed by the United States Geological Survey (USGS) to validate streamflow estimates for subwatersheds lacking a significant period of record. ESRI’s ArcMap, a geographic information system (GIS), was used to characterize the target drainage basins and extract basin-specific parameters for upper watersheds of Johnson Creek.
