Throughout the twentieth century, the Willamette was by far the most heavily populated and industrialized watershed in Oregon. Like many other of the world's rivers, the Willamette was an integral part of municipal and industrial waste removal systems. As such, the main stem of the river carried the combined wastes from sewage outfalls serving hundreds of thousands of people and millions of gallons daily of pulp and paper making effluents. Exacerbating the impacts of these pollutants on the Willamette were unavoidable geologic and hydrologic constraints impacting the river's flow and, therefore, the river's ability to dilute wastes. As the pollution load in the Willamette River increased throughout the twentieth century, accustomed activities such as recreation, sports fishing, and commercial fishing, were constrained. The polluted water also threatened potential uses of the river, such as tourism and expanded recreation after World War II. To address these concerns, beginning in 1926 clean streams advocates created ad hoc groups of public health experts, sanitary engineers, conservationists, sportsmen, and others to pressure Portland officials and industry representatives to cease polluting the river. In November 1938, continued activism and lobbying from these groups led to the passage of a citizen's initiative creating the Oregon State Sanitary Authority (OSSA). From 1939 to 1962, the OSSA took the lead in the water pollution abatement issue and realized some limited successes including pushing Portland and other cities to build sewage treatment plants and regulating pulp and paper mill discharges. However, in spite of these accomplishments, the issue of water quality grew more complex and difficult through the 1950s, as reflected in Tom McCall's November 1962 television documentary Pollution in Paradise. Livestock exclusion is an example of a passive restoration practice throughout the region. However, few studies have focused on the effects of livestock or livestock exclusion on riparian wetland ecosystems in this area. Two passive restoration sites, 3 and 13 years since livestock exclusion, and a control site with a continued livestock grazing presence were examined. It was hypothesized that native plant species richness would be lower in the excluded wetlands than in the grazed wetland due to the competitive exclusion from an increase in non-native plant dominance in the absence of grazing. Data were collected along six (45-60m) randomly distributed transects which were aligned perpendicular to the wetland shoreline of each site, providing a total of 18 transects with an accumulative length of approximately 990 meters. Vegetation cover data were collected for 10 cm intervals along these transects using the line intercept method during low water periods in August and September of 2009. In order to prepare for extreme events, namely floods and droughts, it is important to understand how future climate variability will influence the occurrence of such events. Recent advancements in regional climate modeling efforts provide additional resources for investigating the occurrence of extreme events at scales that are appropriate for regional hydrologic modeling. This study utilizes data from three Regional Climate Models (RCMs), each driven by the same General Circulation Model (GCM) as well as a reanalysis dataset, all of which was made available by the North American Regional Climate Change Assessment Program (NARCCAP). A comparison between observed historical precipitation events and NARCCAP modeled historical conditions over Oregon's Willamette River basin was performed. This comparison is required in order to investigate the reliability of regional climate modeling efforts. Datasets representing future climate signal scenarios, also provided by NARCCAP, were then compared to historical data to provide an estimate of the variability in extreme event occurrence and severity within the basin. Analysis determining magnitudes of two, five, ten and twenty-five year return level estimates, as well as parameters corresponding to a representative Generalized Extreme Value (GEV) distribution, were determined. The results demonstrate the importance of the applied initial/boundary driving conditions, the need for multi-model ensemble analysis due to RCM variability, and the need for further downscaling and bias correction methods to RCM datasets when investigating watershed scale phenomena. In March 1998 Steelhead and Spring Chinook were listed as threatened in the Lower Columbia basin under the Endangered Species Act. Historical reservoir operations during the summer released no water downstream resulting in stream temperatures exceeding the state water quality standard for salmonids. CE-QUAL-W2 Version 3 is a two-dimensional water quality and hydrodynamic model capable of modeling watersheds with interconnected rivers, reservoirs and estuaries. CE-QUAL-W2 Version 3 was used to model temperature in the reservoirs and river to investigate management strategies to meet water demand and fish habitat requirements. There is increasing recognition amongst water resource managers of the role that private landowners play in determining downstream water quality, but bringing together landowners with a wide variety of land management objectives under the umbrella of watershed stewardship has proven difficult. Recently, a large number of "Payment for Watershed Services" programs have aimed to engage private landowners in watershed stewardship initiatives by offering financial incentives for adopting watershed best management practices. However, a growing field of research suggests that financial incentives alone may be of limited utility to encourage widespread and long-standing behavior change, and instead understanding landowner attitudes and non-financial barriers to stewardship program enrollment has become a focus of research. This research examines a population of rural landowners representing a diversity of agricultural, forestry, recreational, and investment objectives in the Clackamas River watershed, Oregon. I designed and distributed a mail and web-based survey instrument intended to measure land uses and land ownership objectives, attitudes towards watershed stewardship programs, barriers to enrollment in stewardship programs, and preferred incentives and goals that would promote enrollment. I received 281 valid responses for a response rate of 29%. I conducted two primary analyses: one focused on relating attitudes and barriers to intent to enroll in a watershed stewardship program, and one focused on identifying how diverse landowners differ according to factors influencing enrollment in stewardship programs. I found that landowners did not report financial considerations to be a primary barrier to enrollment and expressed low interest in receiving financial incentives. Instead, landowners reported that primary barriers related to lack of trust, ecological understanding, and concerns that stewardship program enrollment would be incompatible with their land management objectives. I do not discount the potential utility of financial incentives under certain circumstances, but emphasize the importance of addressing these other considerations before incentives can make a meaningful impact. I compared how barriers to enrollment were perceived by landowners with different land management objectives relating to production, investment, and conservation. I found that landowner attitudes were differentiated from one another primarily by their use of land for production purposes; however, I found a large amount of diversity between producers and non-producers in the degree to which they considered investment and conservation objectives in their land management, and these two variables added further explanatory power to understanding fine-scale differences in how landowner typologies relate to conservation programs. This designation grants legislative status equal to the Chesapeake Bay, Great Lakes, Gulf of Mexico, South Florida Ecosystem, Long Island Sound and Puget Sound. The Strategic Plan is the Agency’s road map of future work efforts, and targets specific goals that are expected to result in a healthier Columbia River Basin. In support of the plan, the Columbia Basin State of the River Report for Toxics (SORR) is the culmination of the collaborative efforts of the Toxics Reduction Working Group - a collection of Federal, State, and municipal agencies, Indian Tribes, non-profit groups and private industries - intended to increase public understanding about the impacts of toxics in the Basin and foster new and enhance existing partnerships to reduce toxics.
