  Citation × Citation Citation Abstract Copy Title: Map-based Probabilistic Infinite Slope Analysis of the Stephens Creek Watershed, Portland, Oregon Author: Cole, Ryan Andrew Year: 2013 The Stephens Creek Watershed in southwest Portland, Oregon was chosen by the city as a pilot project for urban stream restoration efforts, and the infiltration of stormwater was identified as a potential restoration strategy. The Stephens Creek Watershed has historically been known to be unstable during high precipitation events (Burns, 1996), and the need to address the response of slope stability to anthropogenically-driven changing groundwater conditions is the focus of this study. Airborne light detection and ranging (LiDAR) and geotechnical data from the City of Portland were employed to create a high resolution (0.84 m2) physics-based probabilistic slope stability model for this watershed, using the map-based probabilistic infinite slope analysis program PISA-m (Haneberg, 2007). Best and worst case models were run using fully dry and fully saturated soil conditions, respectively. Model results indicate that 96.3% of the watershed area had a probability [less than or equal to] 0.25 that the slope factor of safety (FOS) was [less than or equal to] 1 for fully dry conditions, compared to 76.4% for fully saturated conditions. Areas that had a probability [greater than or equal to] 0.25 that the slope factor of safety (FOS) was [less than or equal to] 1 were found to occur mainly along cut/fill slopes as well as within the deeply incised canyons of Stephens Creek and its tributaries. An infiltration avoidance map was derived to define areas that appear to be unsuitable for infiltration. Based on these results, it is recommended that stormwater continues to be directed to existing sewer infrastructure and that the "storm water disconnect" restoration approach not be used by the city. Understanding streamflow response to precipitation events is an important component to evaluating water quality trends and calculating the Total Maximum Daily Load (TMDL) for pollutants of concern. Investigating the streamflow-precipitation relationship on the subwatershed scale can give insight to the hydrologic response of a given watershed. However, developing rating curves for several subwatersheds can be cost and time prohibitive. The objective of this project was to develop a hydrologic model using the Precipitation Runoff Modeling System (PRMS), developed by the United States Geological Survey (USGS) to validate streamflow estimates for subwatersheds lacking a significant period of record. ESRI’s ArcMap, a geographic information system (GIS), was used to characterize the target drainage basins and extract basin-specific parameters for upper watersheds of Johnson Creek. The Johnson Creek Upper Watershed (JCUW) model was calibrated to an existing streamflow gage at Regner Road, in Gresham, Oregon. Calibrated parameters were substituted into a second PRMS model characterizing the Sunshine Creek Subwatershed, which lies within the JCUW. The Sunshine Creek model was used to validate a flow time-series derived from a pressure transducer and a rating curve. As part of Tillamook County’s mission statement, they strive“to enhance the quality of life for its citizens by promoting and preserving public health and safety, maintaining a stable economy, encouraging wise use of resources, and providing services in the most efficient and cost-effective manner possible.” To that end, Tillamook County, Tillamook County Economic Development Council (TCEDC), Portland State University, Oregon State University, and Tetra Tech have undergone an evaluation and technology assessment process to determine a sustainable, economically-viable, and socially-acceptable pilot installation capable of dealing with the large amount of biodegradable waste produced by the timber and dairy industries. This survey provides a technology assessment and recommendations regarding three potential technologies: thermophilic composting, gasification/pyrolysis, and direct incineration. Each of these technologies have strengths and weaknesses in dealing with the three waste streams (manure, bovine carcasses, and timber slash), and this analysis works as a decision-making guide for choosing the proper technology or array of technologies to dispose of Tillamook County’s biodegradable waste.   Citation × Citation Citation Abstract Copy Title: Habitat and Distribution of the Ruffed Lemur, "Varecia", North of the Bay of Antongil in Northeastern Madagascar Author: Hekkala, Evon R., Rakotondratsima, Marius, Vasey, Natalie Year: 2007 Here we present information on the conservation status of ruffed lemurs (Varecia) north of the Bay of Antongil in northeastern Madagascar. Two contiguous protected areas were recently established that traverse this region via blocks of forest connected by narrow forest corridors: the Masoala National Park, which expands further to the east, and the Makira Protected Area, which expands further to the west and northwest. The two extant ruffed lemurs, Varecia variegata and V. rubra, overlapped in this region historically and, on rare occasions, hybridized. As such, land north of the Bay of Antongil is a critical part of the ruffed lemur's northern geographic range. Habitat surveys and interviews with local informants were carried out in this region to determine the extent of suitable habitat for Varecia populations, to assess the extent of human exploitation of this genus, and to obtain data on the western and northern range limits of V. rubra. Interviews indicated that there are populations of V. rubraas far northwest as the confluence of the Antainambalana and Sahantaha Rivers. Surveys and interviews revealed extensive habitat degradation and lemur hunting in the three major river drainages north of the Bay of Antongil. The recent establishment of protected forest blocks and forest corridors in the region was critical, as these links will provide the only connections between Varecia populations that would otherwise be entirely isolated in forest patches surrounded by agricultural land. The geo-referenced habitat survey and the summary of interview results provided here can be used as comparators for future population and habitat assessments following the establishment of the protected areas. A primary direction for future work should be to examine how Varecia populations are adapting to conditions in and near forest corridors. A recent study described types of music in categories ranging from high-brow, to middle-brow, and low-brow. It was found that consumers of music, particularly the high-brow, were motivated to attend concerts for reasons relating to social capital (Roose & Stichele, 2010). Arts for All is a program in Portland Oregon that offers access to high art performances by making five dollar tickets available to those who qualify for SNAP (Supplementary Nutrition Assistance Program). The number of tickets purchased through the program is tracked by participating organizations, but little is known about the experiences of those who are accessing Art for All. The mixed method approach of surveying and one-on-one interviewing will be utilized to answer two questions 1) Are individuals receiving SNAP benefits aware of the Arts for All Program and why or why not have they used it? 2) What is the experience of individuals using the Arts for All Program, and what does it mean to them? Migration Patterns of Portland’s Young and College-Educated, 1980-2010 Author: Jurjevich, Jason R., Schrock, Greg Year: 2012 For many metro areas, including Portland, being economically competitive in today’s knowledge and information economy depends on attracting and retaining young, college-­‐educated (YCE) migrants. On this indicator, Portland has been most successful: since 1980, the Portland metropolitan region has attracted college-­‐educated individuals under the age of 40 at some of the country’s highest net migration rates in good economic times and bad. Though not unique to Portland, the resiliency of Portland’s migration streams, even in periods of economic uncertainty, calls attention to an increasingly selective group of YCE migrants who appear to place greater relative value on non-­‐economic factors—from political milieu to access to quality public transportation—compared to employment opportunities. The subject of this study is the campaign carried out by proponents of H.B. 3064 to pass the most recent Oregon tax referendum measure. Central to the questions asked in the investigation of the 1972 cigarette tax campaign was why the outcome of this proposal was successful. The thesis hypothesizes that the critical variable was the involvement of major socio-economic interest groups in formulating and disseminating persuasive campaign messages. The rationale for entering into such a study was the shortage of information on campaigns which focus not only on the effects of the "new politics" on the electorate, but which fill in details of significance to the historical setting within which the campaign takes place. Further, there is an apparent shortage of information on state-wide referendum campaigns which describe the campaign setting, the structure of the decision-making organization directing the campaign effort, and the voters reaction to campaign strategies. For these reasons two research methods were utilized for the descriptive case study: a field investigation and a two-part opinion survey. The former traced the historical-political situation in Oregon, action taken by the 1971 legislative assembly to correct the state budgetary dilemma, the mobilization of public and private individuals following the successful referral drive to place the cigarette tax on the ballot, and campaign strategies carried out during the 40 day period prior to the special election. By reviewing all available news reports and interviewing those persons active in the campaign, the field investigation revealed that the state was indeed threatened by budgetary crisis and that the proposed tax was the only immediately available solution. An alternative source would have required another special session, another 90 day waiting period, and the threat of another referendum. Without the tax, state agencies depending for support on revenue coming from the General Fund would face a two percent cut in funds for the 1972-73 fiscal year. It was also found in the field investigation that the cigarette tax had support from legislative leaders of both political parties; a collection of large permanent interest groups; and an array of state officials and private citizens with pocket-book interest in passing the ballot measure. Persuasive appeals developed by the involved groups focused on the fiscal impact of a tax defeat on these and other special economic groups in Oregon. Results of the second research method, the voter-leadership survey, indicated that the voters surveyed were generally accurate in assessing the participation of interest groups and were influenced by those groups most visible and state officials most vocal. It also revealed that while the voters professed to being influenced by certain groups or individuals, the reasons they gave for their vote choice were not those emphasized by the influence sources. The leadership survey found that interest group leaders were somewhat more accurate than legislators in ascribing motives to the choices voters made, but that there was a significant discrepancy between opinions of voters and opinions of the state leadership relevant to the reasons people voted as they did. As to the central question of this thesis, the investigation did confirm the proposition that interest groups made the difference in the success of the 1972 cigarette tax measure. Interest groups were effective, chiefly because of the many roles they performed in each phase of the campaign: as initiators of campaign activity, as legitimizers, as fund raisers, and as channel sources for disseminating persuasive messages to both their own members and to the general public.
