We observed an estimated 290-91 adult Snowy Plovers; a minimum of 231-238 individuals was known to have nested. The adult plover population was the highest estimate recorded since monitoring began in 1990. We monitored 314 nests in 2012; the highest number of nests since monitoring began in 1990. Overall apparent nest success was 45%. Exclosed nests (n = 22) had an 82% apparent nest success rate, and unexclosed nests (n = 289) had a 42% apparent nest success rate. Nest failures were attributed to unknown depredation, unknown cause, corvid depredation, abandonment, one egg nests, wind/weather, mammalian depredation, overwashing, adult plover depredation, and infertility. We monitored 154 broods, including 11 from unknown nests, and documented a minimum of 173 fledglings. Overall brood success was 70%, fledging success was 43%, and 1.37 fledglings per male were produced. Continued predator management, habitat improvement and maintenance, and management of recreational activities at all sites are recommended to achieve recovery goals.   Citation × Citation Citation Abstract Copy Title: Ecosystem Recovery in Estuarine Wetlands of the Columbia River Estuary Author: Kidd, Sarah Ann Year: 2017 In the restoration of tidal wetland ecosystems, potential drivers of plant community development range from biotic controls (e.g. plant competition, seed dispersal) to abiotic controls (e.g. tidal flooding, salinity levels). How these controls influence the success of tidal wetland restoration are only partly understood, but have important implications for wetland habitat recovery. Specifically, the extent to which the existing native and non-native seed banks in tidally reconnected wetlands interact with these controls is not clear, yet the potential success of passive restoration methods depends upon this understanding. For a 54-year chronosequence of eleven tidal wetland restoration sites in the Lower Columbia River of western Oregon, USA, it was hypothesized that native plant species and soil properties would show trends approaching reference levels within 3 to 20 years post-restoration and that lower elevation wetland areas within restored sites would exhibit a greater native species abundance and similarity to reference sites, compared with restored high elevation wetland areas. Results indicated that plant species richness, soil organic matter, bulk density, pH, and salinity conditions among the restoration sites reached reference wetland ranges within 3-6 years post-tidal reconnection. The mid-low marsh elevation zones (2.5 m) remained dominated by non-native species Phalaris arundinacea and Juncus effusus subsp. effusus. To investigate the mechanisms driving these non-native plant invasions, it was hypothesized that native and non-native wetland plant community distributions would be reflective both of their abundance in the seed bank and of their germination tolerance to wetland tidal flooding and salinity conditions. Using a factorial study design of three tidal conditions by three salinity levels, these hypotheses were tested in the greenhouse. Overall, non-native seeds were found to significantly outnumber native seeds in both seed banks. In the greenhouse, P. arundinacea and J. effusus were found to germinate more readily out of the seed bank under freshwater high-marsh flooding (1 hour a day) treatments as compared to oligohaline (3 ppt) mid-low marsh flooding (3-6 hours twice a day) treatments and to brackish salinity (10 ppt) treatments. Dominant native wetland species, Carex lyngbyei and Schoenoplectus lacustris, germination were not found to vary significantly among the treatments (p > 0.10). These results indicate that the salinity and flooding gradients within these restored marshes suppress germination of the non-native species in the low-mid marsh but not in the high marsh, where they are likely able to outcompete the native species due to their dominance in the seed bank. The implications of these results for passive tidal wetland restoration efforts are that both seed bank composition and species-specific tolerances to restored tidal flooding and salinity gradients are key mechanisms driving native and non-native plant community development and resilience. Specifically, the extent to which the existing native and non-native seed banks in tidally reconnected wetlands interact with these controls is not clear, yet the potential success of passive restoration methods depends upon this understanding. For a 54-year chronosequence of eleven tidal wetland restoration sites in the Lower Columbia River of western Oregon, USA, it was hypothesized that native plant species and soil properties would show trends approaching reference levels within 3 to 20 years post-restoration and that lower elevation wetland areas within restored sites would exhibit a greater native species abundance and similarity to reference sites, compared with restored high elevation wetland areas. Results indicated that plant species richness, soil organic matter, bulk density, pH, and salinity conditions among the restoration sites reached reference wetland ranges within 3-6 years post-tidal reconnection. The mid-low marsh elevation zones (2.5 m) remained dominated by non-native species Phalaris arundinacea and Juncus effusus subsp. effusus. To investigate the mechanisms driving these non-native plant invasions, it was hypothesized that native and non-native wetland plant community distributions would be reflective both of their abundance in the seed bank and of their germination tolerance to wetland tidal flooding and salinity conditions. Using a factorial study design of three tidal conditions by three salinity levels, these hypotheses were tested in the greenhouse. Overall, non-native seeds were found to significantly outnumber native seeds in both seed banks. In the greenhouse, P. arundinacea and J. effusus were found to germinate more readily out of the seed bank under freshwater high-marsh flooding (1 hour a day) treatments as compared to oligohaline (3 ppt) mid-low marsh flooding (3-6 hours twice a day) treatments and to brackish salinity (10 ppt) treatments. Dominant native wetland species, Carex lyngbyei and Schoenoplectus lacustris, germination were not found to vary significantly among the treatments (p > 0.10). These results indicate that the salinity and flooding gradients within these restored marshes suppress germination of the non-native species in the low-mid marsh but not in the high marsh, where they are likely able to outcompete the native species due to their dominance in the seed bank. The implications of these results for passive tidal wetland restoration efforts are that both seed bank composition and species-specific tolerances to restored tidal flooding and salinity gradients are key mechanisms driving native and non-native plant community development and resilience. To develop predictive models and to identify which areas should be targeted for impact mitigation or early detection, we need a basic foundation of knowledge about the spatial and temporal patterns of invasions. This project was developed because we lacked the necessary data to rigorously evaluate the patterns of coastal invasions. This collaborative project, between the Smithsonian Environmental Research Center, the National Estuarine Research Reserve System (NERRS) and the National Marine Sanctuary Program (NMSP), established a rigorous, largescale monitoring and research program for invasive species in nine protected coastal areas along the US West Coast from San Diego, CA, to Kachemak Bay, AK. Our research included two components, broad-scale and site-specific projects. The broad-scale component focused on using standardized protocols to collect data on the composition of fouling communities and nearshore fish and crabs. We collected data from 310 settling plates and 140 traps across nine NERRS Reserves and NMSP Sanctuaries. The four most common taxa on the settling plates were Bryozoa, Tunicata, Cirripedia, and Hydrozoa. We identified these four taxa and also Nudibranchia, a mobile molluscan taxa often associated with fouling organisms, to species and noted which were nonindigenous. We found 132 species in the 5 taxa under study. NIS accounted for over one quarter of the diversity in these taxa, with 31 NIS identified. Over half of tunicate species were non-native. The documented NIS included two new US west coast sitings plus 3 other range extensions. We documented two patterns in NIS, a latitudinal pattern and differences between NIS impacts in marinas versus non-marina sites; research on salinity differences is still underway. Both the number and percent of NIS decreased with increasing latitude. Tijuana River had the most, 21, NIS and Monterey Bay had the highest proportion of NIS (57%). The same pattern of decreasing NIS with increasing latitude was observed when we examined Tunicata only and Bryozoa only. Across latitudes, plates in marinas were more impacted by NIS than were plates in more natural areas. All NIS but one were found at marinas, whereas only half the NIS were found at the non-marina sites. In addition, NIS at marinas accounted for almost 80% of the NIS per site. Therefore, we were able to provide information on the relative risk of invasions for different taxonomic groups and geographic regions. The spatial and habitat patterns can be used for future predictions and will be of even more value once they are confirmed with additional taxonomic groups and hypothesis-driven studies that will continue from this initial study. Our broad-scale trapping study illustrated how recently-introduced NIS quickly can become numerically dominant. Although we only found Carcinus maenas at Elkhorn Slough NERR, this recently introduced nonindigenous crab was very common at this Reserve and was the most abundant crab in our traps at 3 of 7 Elkhorn sites. The site-specific projects were conducted at each Reserve plus Olympic Coast and Monterey Bay Sanctuaries. Research on these species, therefore, allows for greater preparedness and informed management of biological invasions and increases understanding of elements structuring biological communities. Among the marine non-native species, and particularly the fouling community, non-native ascidians are a taxon of particular concern because they can crowd out native benthic species and smother mariculture products. This thesis addresses management for ascidians and other fouling organisms and includes research on the invasiveness of this taxon in addition to the invasibility of recipient fouling communities. On the West Coast of the U.S., limited efforts have been made to coordinate biofouling management across states, despite the myriad vectors increasing propagule pressure over time along coastal states. Building on recent state and local efforts, I developed a Pacific Regional Biofouling Plan for the states of Oregon and Washington to help start a consensus-driven process by which these states could create a forum for more comprehensive coordination efforts, following California's lead. As states address authority gaps, the biofouling management framework I've written is meant to be used to guide the conversation between managers as various stages of coastal management are realized. To better inform the scope and efficacy of management and regulatory efforts, the study of invasions ecology asks and aims to answer questions regarding recipient community interactions and characteristics of the non-native species themselves. Studies that identify characteristics that make ascidians successful (invasiveness) and determine the influence native communities have on their success (invasibility) are important for assessing overall risk of establishment and spread from non-native ascidians. Therefore, I aimed to: 1) explore the hypothesis that fouling communities on suspended, artificial structures are more invasible than benthic habitats; and 2) identify characteristics influencing predation patterns on the native Distaplia occidentalis versus non-native ascidian species using mensurative and experimental studies in Charleston Marina, Oregon. I conducted a series of feeding assays, surveys, and a caloric content analysis. Feeding assays were conducted with a suite of predators. The flatworm predator (Eurylepta leoparda) was found to be highly selective on the native ascidian Distaplia occidentalis, and only preyed on whole colony samples. Feeding assay data suggest that test (tunic) structure or thickness may be an influential factor affecting nudibranch (Hermissenda crassicornis) predation rates on native versus non-native ascidians, with greater predation on the native ascidian species. Non-native ascidians may escape predation in floating but not benthic environments on the Oregon coast due to their palatability characteristics, likely tunic structure and low caloric content. In this case, this suite of predators may indirectly facilitate the invasion of docks but provide at least partial resistance to the invasion of natural benthic areas. The chapters herein address gaps in management and scientific knowledge regarding non-native species of the marine fouling community. Future work enhanced by my efforts could include the development of the coastal biofouling management plan, coordinated by the Western Regional Panel on Aquatic Invasive Species Coastal Committee, and broadening the geographic and taxonomic scope of my research with a more comprehensive study of predator-prey interactions involving non-native ascidians and a diverse suite of predators. New City Livability Policies - Portland’s new and updated Climate Change-related plans and Comprehensive Plan herald the importance of Portland’s trees to city livability, and call for improved tree preservation, planting, and stewardship (i.e. maintenance). They volunteer thousandsof hours each year to plant street trees with Friends of Trees, and committed thousands of hours to complete a recent street tree inventory. The Problem No Street/ROW Tree Maintenance & Stewardship Program – Unfortunately, unlike a number of other cities (e.g., San Francisco, Washington DC, Vancouver BC) Portland has no comprehensive program to care for the 230,000+ trees currently planted along our streets and rights-of-way. As a result, many street trees die sooner, aren’t as healthy as they could be, and are more prone to become public safety hazards and experience costly damage in storms. The lack of a comprehensive street tree maintenance program creates a real barrier to meeting City tree canopy goals. Portland residents and businesses, saddled with the responsibility to care for the street trees adjacent to their property, (including fixing broken sidewalks), are often unwilling to plant new street trees. These cost burdens are highest for those who can least afford it. And, a street tree maintenance program would provide a huge opportunity to create meaningful jobs for young and/or low-income Portlanders (e.g., Verde’s model street tree planting program which employs lower-income people to improve lower-income, tree-deficient neighborhoods). Ineffective Street Tree Preservation and Planting with Street Improvement and New Development Projects - The City experiences extensive, often needless loss of mature street trees when new street improvements and other development projects are designed and constructed. Further, new development projects often create insufficient space to plant new street trees, particularly in areas with dense development and busy streets, or in areas with un-improved or under-improved streets. And these areas need street tree planting and preservation most! Associated disparities and inequities – Both issues exacerbate the fact that some parts of the city have lots of trees, while others have very few trees. This in turn adds to the social, environmental, and economic inequities in our city. What’s next? Urban Forestry Commission Proposal - Portland’s Urban Forestry Commission (UFC) has asked the City Council to form an inter-bureau task force to work, over the next year or so, with community partners and make recommendations for 1) a comprehensive Street/ROW Tree Maintenance and Stewardship program, and 2) measures to improve street tree preservation and planting in conjunction new development and street improvements. Next Step – City Council Work Session - On May 10th, the City Council considered the UFC proposal, along with strong supporting testimony from community stakeholders. The City Council heard support for the expected benefits of the proposal, including improved public and urban forest health, livability and equity, reduced impacts of climate change, and more green jobs. The City Council unanimously 1) expressed interest in the issues, 2) accepted the UFC proposal, and 3) committed to work with key bureaus to schedule a follow up work session later this year. The work session goal is for the City Council to approve a work plan to move forward with the inter-bureau and community stakeholder collaboration outlined in the UFC proposal. They volunteer thousandsof hours each year to plant street trees with Friends of Trees, and committed thousands of hours to complete a recent street tree inventory. The Problem No Street/ROW Tree Maintenance & Stewardship Program – Unfortunately, unlike a number of other cities (e.g., San Francisco, Washington DC, Vancouver BC) Portland has no comprehensive program to care for the 230,000+ trees currently planted along our streets and rights-of-way. As a result, many street trees die sooner, aren’t as healthy as they could be, and are more prone to become public safety hazards and experience costly damage in storms. The lack of a comprehensive street tree maintenance program creates a real barrier to meeting City tree canopy goals. Portland residents and businesses, saddled with the responsibility to care for the street trees adjacent to their property, (including fixing broken sidewalks), are often unwilling to plant new street trees. These cost burdens are highest for those who can least afford it. And, a street tree maintenance program would provide a huge opportunity to create meaningful jobs for young and/or low-income Portlanders (e.g., Verde’s model street tree planting program which employs lower-income people to improve lower-income, tree-deficient neighborhoods). Ineffective Street Tree Preservation and Planting with Street Improvement and New Development Projects - The City experiences extensive, often needless loss of mature street trees when new street improvements and other development projects are designed and constructed. Further, new development projects often create insufficient space to plant new street trees, particularly in areas with dense development and busy streets, or in areas with un-improved or under-improved streets. And these areas need street tree planting and preservation most! Associated disparities and inequities – Both issues exacerbate the fact that some parts of the city have lots of trees, while others have very few trees. This in turn adds to the social, environmental, and economic inequities in our city. What’s next? Urban Forestry Commission Proposal - Portland’s Urban Forestry Commission (UFC) has asked the City Council to form an inter-bureau task force to work, over the next year or so, with community partners and make recommendations for 1) a comprehensive Street/ROW Tree Maintenance and Stewardship program, and 2) measures to improve street tree preservation and planting in conjunction new development and street improvements. Next Step – City Council Work Session - On May 10th, the City Council considered the UFC proposal, along with strong supporting testimony from community stakeholders. The City Council heard support for the expected benefits of the proposal, including improved public and urban forest health, livability and equity, reduced impacts of climate change, and more green jobs. The City Council unanimously 1) expressed interest in the issues, 2) accepted the UFC proposal, and 3) committed to work with key bureaus to schedule a follow up work session later this year. The work session goal is for the City Council to approve a work plan to move forward with the inter-bureau and community stakeholder collaboration outlined in the UFC proposal. The City Council Work Session is currently scheduled for Tuesday, November 14, 2017.
