In chapter II, we develop a simple urban land cover change modeling approach with selected stakeholder input. The products of this analysis are used in part to answer the question of how the freshwater ES of water yield, nutrient retention, and sediment retention will change in the future, and how their distribution potentially will change? In chapter III, these ES are modeled in InVEST using the land cover scenarios and three downscaled global climate models. The base period is 1981 to 2010 and the future period is 2036 to 2065. The models are calibrated to empirical estimates, and display different sensitivities to inputs. Water yield increases with higher rainfall but decreases with the highest temperature scenario. Nutrient export and retention estimates are positively correlated. In the Tualatin basin, more urban lands generally lead to increases in nutrient exports and retention. The effect is reversed in the Yamhill basin from much larger agricultural exports. Sediment exports and retention increase with higher winter rainfall but are negatively spatially correlated due to topographic effects. Simulation of a landscape scale installation of riparian buffers leads to decreases in exports and increases in retention. The distribution of the provision of freshwater ES remains unchanged throughout the scenarios. With few parameters in each InVEST model, all display a high degree of sensitivity. Parameterization is subject to high uncertainty even with calibrated values. We discuss the assumptions and limitations of InVEST's freshwater models. The spatially explicit nature of InVEST is its main advantage. This work coupled with other analyses in the study area can facilitate the identification of tradeoffs amongst ES leading to better ecosystem management. As such, we would largely agree that the need to address climate change and other issues is urgent. Where this agreement tends to end, however, is on the question of whether this urgency is so great that we need not address issues of inequality and environmental justice when organizing sustainability efforts. Some are convinced that, because sustainability efforts are "saving the world for everyone", so to speak, issues of environmental justice are secondary at best. On the other hand, "just sustainability" advocates argue that no such effort is truly sustainable unless it considers winners and losers from the onset. I will argue the latter and demonstrate the potential consequences of a sustainability effort that has failed thus far at engaging those who might benefit most from involvement. This study is an exploration of the City Soil Network (CSN), a community garden organization comprised of seventeen garden sites throughout Portland, Oregon. Thirteen of these sites are in Northeast Portland, an area with a history of racial and ethnic discrimination and both inequalities and boundaries that prevail across the same lines today. A significant number of these residents are food insecure or at risk of becoming food insecure. Furthermore, recent gentrification in Northeast Portland has disproportionately displaced African Americans and members of other historically marginalized communities. As such, these groups tend to view recent neighborhood changes as a new variation on a decades old theme of injustice. Previous research suggests that community gardens can play a role in addressing all of these problems to some degree. However, this body of research has yet to explicitly analyze the relationship between local historical context, gentrification, the conflicting rhetorics of environmental sustainability and environmental justice and outcomes for community garden organizations. This case study includes content analysis of organizational publications, participant observation from four of the CSN's garden sites in Northeast Portland. It also includes interviews with eleven members of the CSN, representing all three levels of involvement with the organization, and six interviews with representatives of community organizations that serve Northeast Portland in some capacity. This study finds that the CSN largely consists of members of a preexisting community of sustainable agriculture enthusiasts. As such, those involved tend not to live near their garden site(s) and are distinct in a number of ways from the diverse neighborhoods that surround many of the CSN's garden sites. The organization has made very few neighborhood-level outreach efforts thus far, and those that have been made have largely been unsuccessful. Understandings expressed by both groups of interviewees help to explain why this has been the case. They also compel me to introduce the potentially adverse impact of gentrification on understandings of neighborhood socioeconomic conditions into the just sustainability debate; we need to consider that unjust sustainability can be the result of not only a lack of concern for inequality, but also a simple lack of awareness of it. Since these analyses of return periods typically assume a certain degree of stationarity (constant mean, standard deviation, distribution) in hydrologic variables, the potential future impacts of climate change are excluded. In developing water management plans, predicted changes to climate variables should be considered to evaluate the degree of non-stationarity that may exist in the future. In this way, regions most sensitive to climate change can be identified and managed appropriately. This study performed such a task by using predicted climate data that were downscaled from general circulation models (GCM) by regional climate models (RCM) to compare climate variables in the historical period of 1971-1998 to the future period of 2041-2068. The study evaluated the precipitation and minimum/maximum temperature data from five different GCM/RCM combinations: 1) CCSM/CRCM; 2) CCSM/WRFG; 3) CGCM3/CRCM; 4) CGCM3/WRFG; and 5) HadCM3/HRM3. The five datasets were then used to calculate drought indices and drive a calibrated PRMS model of the Molalla Pudding river basin in order to evaluate changes in droughts and streamflow. The predicted changes in droughts and streamflow were then evaluated with social/economic factors for twelve cities in the Molalla Pudding river basin by two different water vulnerability indices. The index values were used to determine a rank for each city that indicated its relative vulnerability to water scarcity as compared to the other cities. In this study, three out of the five datasets predicted increased precipitation (+97-115 mm/year) over the Molalla Pudding basin and the two datasets using the CCSM GCM data predicted either no change or slightly decreased precipitation (-60 mm/year) over the Molalla Pudding basin in 2041-2068. All datasets predicted increased minimum and maximum average temperature of +1.5°C and +1.4°C respectively, and all datasets displayed increasing trends in temperature. The drought indices predicted fewer drought events (-2.4 events) over 2041-2068 with no change in duration, and no change to the number of serious drought events over 2041-2068 but with increased durations (+1.9 months). Results from the hydrologic modeling predicted increased streamflow (+4-249 cfs) in four out of the five future datasets. Using the predicted changes in hydrologic variables and social/economic census data from 2000, two types of water vulnerability indices were calculated for the twelve cities of interest. The results suggested that cities in the western portion of the basin would be more susceptible to current and future water vulnerability due to high irrigation demands for water and high social vulnerability as determined by minority populations and higher poverty, while the small cities with less dependence on agriculture would be less vulnerable. Year: 1972 Kanakas, Owhyees, Blue Men, were all names given to laborers from Hawaii, or the Sandwich Islands, who contributed significantly to the economic, cultural, and political history of the United States territory west of the Mississippi River in the period 1750-1900. The Sandwich Islands first entered the international economic scene in the latter eighteenth century when its excellent ports and favorable climate made the Islands an ideal winter harbor and stopover for merchant ships, whalers, and explorers' vessels who needed to replenish food and water supplies, or make necessary repairs. Just as frequently the crews of these vessels needed to be supplemented, and the Kanakas were eager to travel and to receive wages paid to seamen. Kanaka seamen sailed with William Douglas, Robert Gray and George Vancouver; and as seamen and land based laborers for the North West Company, Astor's expedition, the Russian-American Company, Hudson's Bay Company, and Nathaniel Wyeth's Columbia River Fur and Trading Company. In 1834 the first American missionaries arrived in the Northwest, and they immediately made demands on the Islanders for labor supply. Both the Methodists and the ABCFM missionaries hired Kanakas for building, kitchen chores, farm labor, blacksmithing, and as herders. When the Oregon country began to attract annual emigrations from the East, the Kanakas found their skills also in demand by these new settlers. They were hired to work in the sawmills or as farm and house servants. Their seamanship opened doors all over the world for them, and involved the Islanders in various foreign intrigues. In Japan they were among deserters imprisoned and mistreated by the Oriental isolationists. During the American Civil War many were taken prisoner by Confederate ships. They also played a role in the movement to improve the lot of sailors by appearing before the British admiralty courts seeking redress for poor treatment aboard British ships. Those Kanakas who remained on the American mainland wanted to become citizens of the United States with their white neighbors. Their petition to the territorial government of Oregon, however, was refused. Restrictions were placed upon their continued immigration into the Northwest area, they were ignored by the 1849 Oregon census, the U.S. Consul in California received instructions from the Secretary of State barring the Kanakas from assistance or protection in California ports, and a long verbal battle ensued in the U.S. Congress over excluding them from the Donation Land Act. But the Kanakas were still recognized as excellent seamen and this occupation took them north to Kamchatka and south to California, Mexico, and around the tip of South America to ports of the eastern U.S. Those who left the sea worked in California gold fields, preached to Digger Indians, became part of the Mormon movement in Utah, or continued to serve the Hudson's Bay Company, Puget's Sound Agricultural Company, and the Russian-American Company. Throughout their historical journey in western America, they remained loyal, inconspicuous, and hardworking. But they also had dark skins and were foreign in origin. Once they threatened white superiority and white acquisition of land titles they became the targets of discrimination. They were not slaves so they could not be emancipated, but the white, Protestant ruling hierarchy could not allow them to become citizens and thereby free to settle land and demand the protection of American laws. They therefore found themselves classed with the Negro, Chinese, and Indians as undesirable elements in America's 'Manifest Destiny.' There is increasing recognition amongst water resource managers of the role that private landowners play in determining downstream water quality, but bringing together landowners with a wide variety of land management objectives under the umbrella of watershed stewardship has proven difficult. Recently, a large number of "Payment for Watershed Services" programs have aimed to engage private landowners in watershed stewardship initiatives by offering financial incentives for adopting watershed best management practices. However, a growing field of research suggests that financial incentives alone may be of limited utility to encourage widespread and long-standing behavior change, and instead understanding landowner attitudes and non-financial barriers to stewardship program enrollment has become a focus of research. This research examines a population of rural landowners representing a diversity of agricultural, forestry, recreational, and investment objectives in the Clackamas River watershed, Oregon. I designed and distributed a mail and web-based survey instrument intended to measure land uses and land ownership objectives, attitudes towards watershed stewardship programs, barriers to enrollment in stewardship programs, and preferred incentives and goals that would promote enrollment. I received 281 valid responses for a response rate of 29%. I conducted two primary analyses: one focused on relating attitudes and barriers to intent to enroll in a watershed stewardship program, and one focused on identifying how diverse landowners differ according to factors influencing enrollment in stewardship programs. I found that landowners did not report financial considerations to be a primary barrier to enrollment and expressed low interest in receiving financial incentives. Instead, landowners reported that primary barriers related to lack of trust, ecological understanding, and concerns that stewardship program enrollment would be incompatible with their land management objectives. I do not discount the potential utility of financial incentives under certain circumstances, but emphasize the importance of addressing these other considerations before incentives can make a meaningful impact. I compared how barriers to enrollment were perceived by landowners with different land management objectives relating to production, investment, and conservation. I found that landowner attitudes were differentiated from one another primarily by their use of land for production purposes; however, I found a large amount of diversity between producers and non-producers in the degree to which they considered investment and conservation objectives in their land management, and these two variables added further explanatory power to understanding fine-scale differences in how landowner typologies relate to conservation programs. I designed and distributed a mail and web-based survey instrument intended to measure land uses and land ownership objectives, attitudes towards watershed stewardship programs, barriers to enrollment in stewardship programs, and preferred incentives and goals that would promote enrollment. I received 281 valid responses for a response rate of 29%. I conducted two primary analyses: one focused on relating attitudes and barriers to intent to enroll in a watershed stewardship program, and one focused on identifying how diverse landowners differ according to factors influencing enrollment in stewardship programs. I found that landowners did not report financial considerations to be a primary barrier to enrollment and expressed low interest in receiving financial incentives. Instead, landowners reported that primary barriers related to lack of trust, ecological understanding, and concerns that stewardship program enrollment would be incompatible with their land management objectives. I do not discount the potential utility of financial incentives under certain circumstances, but emphasize the importance of addressing these other considerations before incentives can make a meaningful impact. I compared how barriers to enrollment were perceived by landowners with different land management objectives relating to production, investment, and conservation. I found that landowner attitudes were differentiated from one another primarily by their use of land for production purposes; however, I found a large amount of diversity between producers and non-producers in the degree to which they considered investment and conservation objectives in their land management, and these two variables added further explanatory power to understanding fine-scale differences in how landowner typologies relate to conservation programs. More compounds were detected in urban stream samples than in samples from forested or agricultural drainages. Filtered water samples also were collected from four locations within an advanced wastewater treatment facility to quantify the relative amounts of these chemicals in a municipal waste stream and to determine the degree to which those chemicals are removed by treatment processes. Fifteen pharmaceutical chemicals or metabolites were detected in wastewater treatment facility influent, with concentrations far exceeding those measured in streams. It was noticed that multi-model ensemble mean outperformed compared to the individual performance of climate models for both seasons. We have found that the multi-model ensemble shows a consistent and significant increase in the extreme precipitation events in the west of the Cascades Range, Coastal Ranges of Oregon and Washington State, the Canadian portion of the basin and over the Rocky Mountains. However, the mean precipitation is projected to decrease in both winter and summer seasons in the future period. The Columbia River is dominated by the glacial snowmelt, so the increase in the intensity of extreme precipitation and decrease in mean precipitation in the future period, as simulated by four CMIP5 models, is expected to aggravate the earlier snowmelt and contribute to the flooding in the low lying areas especially in the west of the Cascades Range. In addition, the climate change shift could have serious implications on transboundary water issues in between the United States and Canada. In the more urbanized Coos Bay, native Olympia oyster (Ostrea lurida) tissue had approximately twice the number of PCB congeners at over seven times the total concentration, yet fewer PBDEs at one-tenth the concentration as compared to the more rural Netarts Bay. Different pharmaceutical suites were detected during each sampling season. Variability in contaminant types and concentrations across seasons and between species and media (organisms versus sediment) indicates the limitation of using indicator species and/or sampling annually to determine contaminant loads at a site or for specific species. The results indicate the prevalence of legacy contaminants and CECs in relatively undeveloped coastal environments highlighting the need to improve policy and management actions to reduce contaminant releases into estuarine and marine waters and to deal with legacy compounds that remain long after prohibition of use. Our results point to the need for better understanding of the ecological and human health risks of exposure to the diverse cocktail of pollutants and harmful compounds that will continue to leach from estuarine sediments over time.
