It is located within the Umpqua National Forest in the Southern Cascade Mountains of Oregon, at an elevation of over 5000 feet (>1524 meters). Diamond Lake is a high-use waterbody that supports angling, public campgrounds, recreational boating, swimming, and water skiing. The human activity associated with the lake has been a significant contributor to the economy of southern Oregon since the early part of the twentieth century. Historically Diamond Lake was fishless but since 1910 the lake has been managed as a popular trophy trout fishery. The unauthorized introduction of the tui chub (Gila bicolor) into the lake in the 1930s caused disruption of the food web and a decline in the fishery. In 1954, the Oregon Game Commission constructed a canal near the Lake Creek outlet, lowered the lake level, and treated Diamond Lake with rotenone, to eradicate tui chub. The lake was restocked with trout following the successful rotenone treatment and a fishery was maintained for several decades. In 1992, tui chub were reintroduced, through accidental introduction or intentional illegal stocking, and again caused a decline in the trout fishery. Originally mesotrophic, Diamond Lake Diamond Lake productivity increased over the last century to a eutrophic state, and is currently included on the Oregon Department of Environmental Quality (ODEQ) 303(d) list of water quality limited water bodies for pH and algae. The lake had severe blooms of the cyanobacteria (blue-green algae) Anabaena flos-aquae, which produce neurotoxins, in the summers of 2001, 2002, and 2003. Microcystis aeruginosa, another toxin producing cyanobacterium species, was also present in the 2003 bloom. Diamond Lake was closed to some public uses (wading, swimming, water skiing, and boating) during portions of all three summers due to public health and safety concerns. Algae blooms and declining trout fishery have been attributed to alteration of the food web by the tui chubs. The chubs spawn early and consume the zooplankton in the lake, which reduces grazing pressure on phytoplankton. Since the lake is nitrogen limited, nitrogen-fixing cyanobacteria dominate the phytoplankton community. Therefore, the chubs reduce the quality of the trout fishery by reducing food available for trout and impact water quality by facilitating cyanobacteria blooms, which can be toxic. In response to the impact of the tui chub on Diamond Lake the US Forest Service and Oregon Department of Fish and Wildlife are collaborating in a tui chub eradication effort. The eradication plan includes a 2.4-m (8 ft) drawdown of the lake in the winter and spring of 2006 and a rotenone treatment of remaining lake volume in 2006 to kill any remaining fish. Ancillary questions that are considered are as follows: • If global warming is affecting these species, what is the nature of the effects? • How are the changes affecting the human environment and what can be done about these effects? In 1994, the majority of the cackler population in the Pacific Flyway began to winter in Oregon’s Willamette Valley rather than in their historical wintering areas in California’s Central Valley. In recent years, the Pacific white-fronted goose has shown a change in behavior similar to that of cacklers just before their major shift. The reasons for this shift have not been clear, though climate change, agricultural shifts, or competition with other species were thought to be possible causes. Analyses of historical breeding and wintering surveys, bird band data, harvest data, agricultural data, and climate and weather data were undertaken in the course of this thesis to see if the cause or causes could be identified. The results showed that climate and weather data, i.e. an increase in average annual temperature coupled with occasional severe winters, most closely correlated with the cacklers’ shift northward. The data comparison revealed that there is a direct relationship between cacklers and a warming shift seen on the wintering grounds. There also was a secondary correlation between the northward shift and recent changes in agricultural crops in the Willamette Valley. Substantially less data are available for white-fronts, and the relationship between their recent migration changes and climate and/or other factors is much less clear. The following recommendations for management and further study are aimed at more completely understanding the scope and causes of migration shifts and formulating well-founded management plans for geese in the Pacific Flyway: • Continue research to determine if climate change is causing changes in goose population numbers and behavior. • Expand breeding ground flight surveys to include cacklers and habitat preference to learn how habitat change on the Y-K Delta is altering cackler behavior and breeding success. • Expand radio transmitter studies and collar programs for cacklers in Oregon and Washington to verify northerly wintering shifts. • Expand collar programs for cacklers wintering in the Willamette Valley to determine if the population is continuing to shift northward. • Expand banding programs for white-fronted geese to gather more data about migration patterns. • Develop models that will allow researchers and managers to correlate migration behavior with various environmental factors including climate change in order to: 1) determine which factors are causing migration changes in specific waterfowl populations and 2) allow managers to make changes to management plans in advance of rapid changes. • Inform the public about how it can assist in collar surveys or volunteer for the U.S. Fish and Wildlife Service (USFWS). This will enable USFWS to have more concrete data and give the public an opportunity gain a greater understanding of geese and goose management. • Expand research on urban cackling geese to determine the nature and scope of their effect on the human environment and to devise management strategies. • Research energetics in migrating geese to determine whether the shift in migration patterns has its basis in climate change. • Increase data exchange and coordination among agencies. • Formulate and implement plans at the city and county levels to manage growing numbers of geese in urban areas. • Recognize and anticipate the possibility that goose populations may move into new wintering areas and formulate plans for management of those species. • Implement low cost techniques, such as more liberal bag limits and seasons, hazing, etc., to assist agricultural landowners in decreasing goose-related crop damage. In this study, we recover archival records and apply a rating curve approach to develop the first instrumental estimates of daily delta inflow and sediment loads to San Francisco Bay (1849 – 1929). The total sediment load is constrained using sedimentation/erosion estimated from bathymetric survey data to produce continuous daily sediment transport estimates from 1849 to 1955, the time period prior to sediment load measurements. We estimate that ~55% (45 – 75%) of the ~1500±400 million tons (Mt) of sediment delivered to the estuary between 1849 and 2011 was the result of anthropogenic alteration in the watershed that increased sediment supply. Also, the seasonal timing of sediment flux events has shifted because significant spring-melt floods have decreased, causing estimated springtime transport (April 1st to June 30th) to decrease from ~25% to ~15% of the annual total. By contrast, wintertime sediment loads (December 1st to March 31st) have increased from ~70% to ~80%. A ~35% reduction of annual flow since the 19th century along with decreased sediment supply has resulted in a ~50% reduction in annual sediment delivery. The methods developed in this study can be applied to other systems for which unanalyzed historic data exist. Objectives—Create a systems oriented theory/model to explain the historical behaviors of interest, including the various populations of nonmedical opioid users and accidental overdose mortality within those populations. Use the model to explore policy interventions including tamper resistant drug formulations and strategies for reducing diversion of opioid medicines. Methods—A system dynamics model was constructed to represent the population of people who initiate nonmedical POA usage. The model incorporates use trajectories including development of use disorders, transitions from reliance on informal sharing to paying for drugs, transition from oral administration to tampering to facilitate non-oral routes of administration, and transition to heroin use by some users, as well as movement into and out of the population through quitting and mortality. Empirical support was drawn from national surveys (NSDUH, TEDS, MTF, and ARCOS) and published studies. Results—Model was able to replicate the patterns seen in the historical data for each user population, and the associated overdose deaths. Policy analysis showed that both tamper resistant formulations and interventions to reduce informal sharing could significantly reduce nonmedical user populations and overdose deaths in the long term, but the modeled effect sizes require additional empirical support. Conclusion—Creating a theory/model that can explain system behaviors at a systems level scale is feasible and facilitates thorough evaluation of policy interventions. Developing long-term coordinated population forecasts for a county and its sub-areas (UGBs and areas outside UGBs are referred to sub-areas in this document), requires these main stages: 1) compiling and evaluating historical and recent data to ascertain demographic characteristics and trends in the study area and to obtain a population base from which the forecasts may be launched; 2) making assumptions about the future and adjusting the data or rates in the forecasting models (calibrating the models) to incorporate predicted rates or trends; and 3) reconciling, or adjusting the forecasts so the sum of the sub-area forecasts is consistent with the forecast for the county total. We first develop population projections and then we make adjustments to these projections in order to produce population forecasts. Population projections are developed by extending historical and current demographic and housing trends into the future. Forecasting population requires that assumptions be made about future population change, and adjusting the projection models to account for circumstances that perhaps skewed past trends or may affect future change. Such circumstances in the past could be a building moratorium or the opening of a new group quarters facility. Year: 1971 The essential objective of this study was to reveal the degree to which one man, Nicholas Muraviev, was instrumental in bringing about Russia's annexation of The Amur basin, as well as the territory that became the Maritime Province of Siberia. Introductory chapters provide: a) a background summary of Muraviev's education and of his career prior to his service in Siberia and b) a brief historical survey of the area in which his achievements raised Russia to the position of a Far Eastern Power. The main body of the study comprises an analytical narrative of Muraviev's activities during the decade that culminated in the Chinese capitulation at Aigun in 1858. Closing chapters explain the factors that turned the newly acquired territories into a burden for the Russian Government until it decided to build the trans-Siberian railway, and set forth some conclusions regarding the historical significance of Muraviev's role as Russia's pro-consul in Eastern Siberia. Extensive use was made of the prime single source of information on Muraviev's life, Ivan Barsukov's Graf N. N. Muraviev-Amurskii, po ego pismam, ofitsialnym dokumentam, razskazam sovremmenikov it pechatnym istochnikam (materialy d1ia biografii). Also of significant assistance was the bibliography contained in J. L. Sullivan's doctoral dissertation, Count N. N. Muraviev-Amurskii, a full-scale biography. Sullivan's dissertation preceded two important works bearing on the Muraviev period in Siberia and drawn on extensively in the present study; R. K. I. Quested's The Expansion of Russia in East Asia, 1858-1860, and P. I. Kabanov's Amurskii Vopross. Among other particularly valuable sources was P. V. Schumacher's long article, K istorii priobretenia Amurai. Snoshenias Kitaem s 1848 po 1860 g.” contained in Russki Arkhiv, which, together with Russkaia Starina and Krasny Arkhiv, also contain numerous other documents, memoirs and contemporary accounts that were consulted. Of signal value, too, among the special studies, surveys and reference works consulted was the introductory chapter of Andrew Malozemoff's " Russian Far Eastern Policy, 1881-1904. A complete selected bibliography is included. The research undertaken for this study has led to the conclusion that had it not been for Muraviev's imagination and ingenuity, his willingness, on occasion, to flout authority and his dedication and extraordinary stamina, the annexation to Eastern Siberia of almost 400,000 square miles of territory might never have taken place. Muraviev was sometimes impatient, perhaps sometimes insufficiently impressed by broader politico-military considerations that dictated what he regarded as an inexcusably over-cautious attitude toward Russo-Chinese relations in St. Petersburg. He also tended to exaggerate the immediate benefits that would accrue to Russia once she acted boldly on the Amur. Introductory chapters provide: a) a background summary of Muraviev's education and of his career prior to his service in Siberia and b) a brief historical survey of the area in which his achievements raised Russia to the position of a Far Eastern Power. The main body of the study comprises an analytical narrative of Muraviev's activities during the decade that culminated in the Chinese capitulation at Aigun in 1858. Closing chapters explain the factors that turned the newly acquired territories into a burden for the Russian Government until it decided to build the trans-Siberian railway, and set forth some conclusions regarding the historical significance of Muraviev's role as Russia's pro-consul in Eastern Siberia. Extensive use was made of the prime single source of information on Muraviev's life, Ivan Barsukov's Graf N. N. Muraviev-Amurskii, po ego pismam, ofitsialnym dokumentam, razskazam sovremmenikov it pechatnym istochnikam (materialy d1ia biografii). Also of significant assistance was the bibliography contained in J. L. Sullivan's doctoral dissertation, Count N. N. Muraviev-Amurskii, a full-scale biography. Sullivan's dissertation preceded two important works bearing on the Muraviev period in Siberia and drawn on extensively in the present study; R. K. I. Quested's The Expansion of Russia in East Asia, 1858-1860, and P. I. Kabanov's Amurskii Vopross. Among other particularly valuable sources was P. V. Schumacher's long article, K istorii priobretenia Amurai. Snoshenias Kitaem s 1848 po 1860 g.” contained in Russki Arkhiv, which, together with Russkaia Starina and Krasny Arkhiv, also contain numerous other documents, memoirs and contemporary accounts that were consulted. Of signal value, too, among the special studies, surveys and reference works consulted was the introductory chapter of Andrew Malozemoff's " Russian Far Eastern Policy, 1881-1904. In order to test the validity of a variable set proposed by the literature, a multivariate implementation model was employed as the basis of a case study designed to conduct both a process and impact analysis of the implementation of the Water Resources Development Act of 1986 (WRDA 86). Implementation of the WRDA 86 was selected for this research as it offered an opportunity to investigate implementation of a significant policy change in an established policy arena , the water resource development industry. Following ten years of failure to achieve agreement on an omnibus water resource appropriation, passage of the WRDA 86 was widely perceived to have signaled a new era of water resource development for the nation. It will likely be a period characterized by the transfer of the financial burden of planning, construction, and maintenance of water resource projects from the Federal government to the non-Federal sponsor/beneficiary. The transfer will be achieved by application of cost-sharing formulas contained in WRDA 86 and affirmed in subsequent biannual omnibus water resource development legislation. Cost-sharing and similar beneficiary-pay principles had long been considered as an efficient alternative to water resource programs which relied principally on Federal funding owing to the long held assumption that the benefit from such projects were so "widespread and general" as to be in the national interest. Incorporation of cost-sharing principles in water resource legislation ensured that appropriation language would require local project beneficiaries to assume a larger portion of project costs. In addition to the assumption that application of the principles would lead to economically efficient projects it was also argued that cost-sharing and increased local sponsor input would lead to smaller projects that better reflected local need, projects with greater emphasis on environmental concerns, and the construction of projects in stages or phases. The research proceeded with an implementation process analysis to test the model ’s assumption that specific variables or conditions may be identified as having the greatest significance in the achievement of successful implementation. Furthermore, the study attempted to determine whether identified groups at different "levels" of the implementation hierarchy would rank specified variables consistently or result in a finding that variable criticality rankings tend to reflect one’s position within the hierarchy. Study outcomes did not confirm the model’s assertion with respect to which variables were most critical. This finding may have reflected the fact that conditions thought to be most critical by the model, clear legal directives and legislation that reflects sound theory, were largely issues that had been thoroughly discussed and resolved prior to enactment of the legislation. Historically, the most successful synthetic antimalarial drug was chloroquine, as it was safe, inexpensive, and highly efficacious. However, plasmodial resistance to chloroquine now greatly limits its utility. Previously in our laboratories it has been shown that attachment of a "reversal agent moiety" to the side chain of chloroquine can result in the restoration of activity against chloroquine-resistant strains of P. falciparum malaria. In the first part of the work presented here, a study has been made of the importance of the quinoline ring substitution pattern to the activity of such reversed chloroquines. The compounds presented here include those bearing a substituent in the 2-, 5, 6-, 7-, and/or 8- position, and include those with chloro, bromo, iodo, fluoro, nitro, trifluoromethyl, methyl, and methoxy substituents. For reversed chloroquines, 2-, 5-, and 8- substituents have been found to decrease in vitro antiplasmodial activity against P. falciparum relative to 7-chloro substitution, whereas 6- and 7- substituted compounds with various substituents have in many cases similar activity to that of 7-chloro substituted compounds. Little difference has been observed between 6- and 7- substitution, or between chlorine and a methyl group in position 6. In most cases these effects on activity are directionally similar to those observed for chloroquine analogs without an attached reversal agent, but the magnitude of the effect is generally smaller, suggesting that the activities of reversed chloroquines are less affected by modifications to the quinoline ring system than is true for chloroquine analogs without an attached reversal agent. The second portion of this work presents an asymmetrical bis-quinoline (PL241) that is highly active against P. falciparum malaria, with an IC50 of less than 0.1 nM for all strains tested. Mechanistic studies have been performed in which the substitution patterns of the two quinoline rings of PL241 are modified in ways that indicate that either ring system is equally capable of participating in the antimalarial activity of these compounds. The excellent in vitro antiplasmodial activity of PL241 makes this a compound of great interest for further development as a potential antimalarial drug. In the third part of this work, a survey has been made of antimalarial treatments recommended in the European medical literature from the time of Pliny the Elder (active in the first century A.D.) through the advent of modern malaria chemotherapy in the early twentieth century. This thesis begins with an historical examination of the different approaches taken in the sociological study of delinquency and the family. This research investigated whether "interactive effects" are important in conceptualizing and understanding the family's etiological role. The concept of interaction is based upon the assumption that variables may not have causal efficacy within themselves, entirely independent of other variables. Variable interaction occurs when the effect of an independent variable varies depending on the value of another independent variable. This study utilized questionnaire data gathered as a part of the Richmond Youth Study by the Survey Research Center (University of California, Berkeley) in 1965. The original stratified random sample consisted of 5,545 junior and senior high school students. While this sample included both male and female, black and nonblack adolescents, the present analysis focused on the 1,588 nonblack subsample. Survey data was available on a wide variety of youth-related issues, including self-reported delinquent activity and family conditions. This study analyzed the interactive effects of five family dimensions in relation to four other causal variables commonly associated with delinquency involvement: community social disorganization delinquent friends, attachment to peers, and delinquent definitions. Analysis of variance, a multivariate statistical model, was used to distinguish significant independent and interactive effects. Identified interactive effects were then examined through tabular analysis in order to provide a more precise understanding of how these variables interact in affecting delinquency involvement. Finally, the general notions of variable interaction which are implied by existing theories were assessed. The data analysis revealed that family factors influenced delinquency in different ways. The level of an adolescent's attachment to father was found to be independently related to delinquent activity after controlling for all other effects (independent and interactive). Paternal discipline had an interactive effect on delinquency such that the type of paternal discipline influenced the effect that community social disorganization and number of delinquent friends had on delinquency; in turn, paternal discipline was significantly related to delinquency involvement under certain conditions of these same variables. The other three family factors, however, did not have a significant independent or interactive effect on delinquency involvement. These findings suggest that causal explanation and research dealing solely with direct, independent effects may minimize and oversimplify the causal role of certain family factors. Feminist therapy was seen as growing out of the cultural and historical context of the feminist movement, which includes a critique of society with emphasis on the particular psychological consequences for women, and a critique of psychotherapy, particularly Freudian psychotherapy, as oppressive to women and adhering to a double standard of mental health. The field of mental health responded to these criticisms, and feminism simultaneously began a search for alternatives to therapy, Out of both developed feminist therapy. The literature, both in the field and in the alternative press, was reviewed to present a picture of the development of feminist therapy and to highlight issues to pursue in the research itself. Following this review, a study was undertaken of feminist therapists in three metropolitan areas on the West Coast--Portland, Seattle, and the Bay Area--utilizing a qualitative methodology to gather descriptive data and potential patterns for analysis. A natural network approach was utilized to generate the population, following much the same process a woman would go through in locating a feminist therapist. Potential feminist therapists were surveyed via a questionnaire. Self-identification as a feminist therapist was the primary criteria for inclusion in the sample frame. A natural network approach was utilized to generate the population, following much the same process a woman would go through in locating a feminist therapist. Potential feminist therapists were surveyed via a questionnaire. Self-identification as a feminist therapist was the primary criteria for inclusion in the sample frame. A random sample of 20 percent of the sample frame (20 feminist therapists) was interviewed, and the results transcribed and thematically analyzed to answer five questions: 1) Who are the feminist therapists? 2) How do feminist therapists define feminism? 3) What is feminist therapy? 4) How does feminist therapy perceive and incorporate therapeutic issues? 5) How does feminist therapy perceive and incorporate feminist issues?
