This report contains detailed information about the Gales Creek Watershed and follows the guidelines described in the 1997 Draft Governor’s Watershed Enhancement Board’s Oregon Watershed Assessment Manual. It was written to partially satisfy the watershed assessment action item #1described in the Tualatin River Watershed Council’s Action Plan. This report should be periodically updated, as new information becomes available. Chapter 1 includes physical, biological, and social characterization of the area; Chapter 2 addresses core topics and key questions about aquatic, terrestrial, and social issues; Chapter 3 describes current conditions in the aquatic, terrestrial, and social landscapes; Chapter 4 deliniates reference conditions; Chapter 5 provides a synthesis on aquatic, terrestrial, and social topics; Chapter 6 offers recommendations for management in those three spheres, addressing management on BLM lands separately. A high priority of the Willamette Basin Fish Management Plan (ODFW 1988) was the preparation of plans for subbasins within the Willamette system. The Tualatin Subbasin Fish Management Plan (hereafter referred to as the Tualatin Plan) was developed to direct management of the fish resources of the Tualatin Subbasin. The scope of the plan includes the main stem Tualatin River and its tributaries. It excludes lakes and reservoirs (e.g., Henry Hagg Lake) for which mini-management plans will or have been written. The South Santiam River watershed is situated in the Western Cascades and flows into the Willamette Valley. The River runs approximately from east to west, with steep mountainous terrain comprising the eastern 80% of the watershed. The western 20% of the watershed leading to the Santiam River and ultimately the Willamette River, is comprised of a floodplain dominated by grass seed farming and urban/rural development. The basin ranges in elevation from 220 feet to approximately 5,721 feet. The South Santiam watershed was divided into an upper section (Headwaters, Quartzville, Middle Santiam and Foster watersheds) and a lower section (Lower South Santiam, Crabtree, Thomas, and Wiley subwatersheds) due to ecological differences such as ecoregion, management, and elevation. The assessment was conducted in six parts including Channel Habitat Typing, Channel Modification, Riparian, Water Use and Hydrology, Fisheries, and Water Quality. Following is a summary of results from each of the sections. Following the past and current history the document discusses the assesment and offers some proposed changes to the watershed to ensure higher ecological potential.
