This Watershed Assessment addresses the Phillips Creek Watershed located near Elgin, Oregon. Phillips Creek is a relatively small watershed (4th order HUC – Hydrologic Unit Classification) containing about 33 square miles or slightly over 24,000 acres. Phillips Creek empties into the Grande Ronde River in Elgin. It is an intermittent stream in some reaches, but water flows year around in other reaches. In this Assessment the main emphasis is on the nonfederal lands. The USDA Forest Service – Umatilla National Forest recently completed a watershed assessment on the National Forest area that includes Phillips, Cabin, Gordon and Dry Creeks. For more complete information on watershed condition on federal lands, please refer to the Umatilla National Forest’s Phillips-Gordon Ecosystem Analysis (PGEA). This assessment will describe the Phillips Creek watershed and help to identify the stream processes and features that are working well, and those that are not. Information that is already available from state and federal agencies as well as from private sources (including people that live in the area) will be used. Several public meetings were held to obtain information and insights from people that live in the area. The assessment will identify human’s positive and negative influences to the immediate stream environment. The assessment should provide enough information to develop project plans and monitoring plans that will help to protect and improve water quality and fish habitat in Phillips Creek and its tributaries. This assessment includes a description of Phillips Creek Watershed, historical conditions assessment, channel habitat type classification, hydrology and water use, riparian assessment, wetlands assessment, sediment sources assessment, channel modification assessment, water quality assessment, water rights assessment, fish and fish habitat assessment, upland conditions assessment – Forest, upland conditions assessment – Range, developed area assessment, noxious weeds assessment, and a watershed condition evaluation.   Citation × Citation Citation Abstract Copy Title: Clear and Foster Creek Watershed Assessment Abstract -- A watershed assessment was completed in the Clear and Foster Creek watersheds to evaluate existing conditions and make recommendations to protect or enhance watershed natural resources. Clear and Foster Creek are tributaries to the Clackamas River below any major dams on the system; consequently these tributaries are positioned favorably to contribute to recovery of important anadromous fish populations. Anadromous fish species in the Clackamas basin include spring and fall chinook, coho salmon, winter steelhead, summer steelhead (non-native), migratory cutthroat trout and lamprey. Clear and Foster Creeks are utilized by fall chinook, winter steelhead and coho salmon. The assessment generally followed the framework described in the Oregon Watershed Enhancement Board’s Watershed Assessment Manual (WPN, 1999). The assessment focused on the following components: Channel habitat classification and modification; hydrology and water use; riparian/wetlands; sediment sources; water quality; fisheries; and wildlife and upland vegetation. Generally the approach builds on existing information, and enhances this information with aerial photo interpretation and limited field checking. Additional fieldwork was used to verify channel habitat types and to characterize fish habitat condition. GIS was used as a critical assessment tool and method of displaying results. The lake and adjacent lands, are managed by the Forest under recreation and visual classifications. The water of the lake is state-owned and the fish resources are managed by the Oregon Department of Fish and Wildlife (ODFW). Hosmer Lake is a natural lake located about 40 miles west of Bend via County Road 46 (Century Drive) and Forest Road 470. One main campground, one overflow campground and a concrete boat ramp are managed by the Deschutes National Forest. Hosmer Lake covers 160 surface acres and lies at an elevation of 4,950 feet. Maximum water depth is 11 feet and most of the lake is very shallow. The only inlet to the lake is Quinn Creek, a spring-fed stream with a flow of 25 cfs and a near-constant temperature of 42°F. Hosmer Lake contains Atlantic salmon ("Salmo salar") and brook trout ("Salvelinus fontinalis"). The lake was chemically treated in 1957 to remove a population of carp ("Cyprinus carpio"), Tui chub ("Siphateles bicolor") and brook trout. The treatment successfully removed all carp and Tui chub, but not all brook trout. Non-game fish have not reappeared since 1957. Originally, it was hoped the Atlantic salmon would spawn successfully in Quinn Creek. However, they cannot ascend the six-foot falls in lower Quinn Creek. The pumice bottom and annual anchor-ice scouring also nullifies egg development. The population of salmon at Hosmer has been maintained soley by hatchery fish since 1958.
