These surveys were commissioned by the Midcoast Watershed Council, using funds granted by GWEB. The intent of these surveys was to begin to develop a base line for monitoring trends in the distribution and abundance of juvenile Coho, Steelhead and Cutthroat in Midcoast watersheds. Adult Coho escapement for many of these basins has hovered near all time low levels for multiple brood cycles. These surveys intend to identify the core areas within these basins that, at low spawner densities, provide suitable spawning habitats. They also intend to identify areas important for juvenile salmonid rearing such that restoration activities can focus on recovering reaches that adult salmonids are returning to. This stream is a 4th order contributor to Rock Creek, which joins the Siletz River near Logsden, Oregon. The stream has been prioritized for restoration by the Midcoast Watershed Council because it appears to provide the best remaining spawning and rearing potential within the Rock Cr. basin. The report contains information on the physical setting, current status of Coho, resources used in developing the plan, general questions that guided the assessment, pre-survey mapping/location of habitat subdivisions, secondary branch habitats, critical contributing areas, lowland area, summer and winter habitat assessment, lake habitat, location of other resources, juvenile Coho, evaluation of habitat quality and Coho production, Field Assessment, location of potential migration barriers, potential sites for restoration work, morphology, rank of restoration efforts, riparian corridor, and core area. Prior to the development of that action plan, local stakeholders should use this assessment to help them to evaluate and prioritize the watershed health issues in the Upper Powder River watershed. The Council has a Vision Statement and a list of Watershed Health Concerns for the Powder Basin (see appendix A) that they use as a guiding premise for their work with local stakeholders.
