The focus of iteration 1.0 was the serpentine portion of the watershed on Forest Service lands. The purpose of the current document and analysis is to expand on this earlier analysis by adding the lower elevation BLM land areas. It identifies the various ecosystem components in the lower elevation areas of the West Fork Illinois River fifth field watershed and their interactions at a landscape scale. The analysis looks at historical ecological components, current ecological components and trends. It makes recommendations for future management actions that could be implemented to reach recommended ecological conditions. The report follows the guidelines of the Oregon Watershed Enhancement Manual (WPN 1999). The Scappoose Bay Watershed Assessment presents the existing baseline information on watershed conditions (based on available reports and data) and oral history interviews. A Geographic Information System (GIS) was built to display, analyze and store much of the data. Habitat factors for the decline of salmonids are compared, and major protection and restoration opportunities are identified and prioritized. This Phase I assessment does not generally provide the detailed field reconnaissance and comprehensive field studies that are necessary for proceeding with specific protection and restoration projects. Rather, this assessment lays out the groundwork for a second phase of assessment that bridges the gap between identifying major areas for action and conducting specific projects. Topics included are preliminary analysis of existing data, GIS base map and baseline information, historical habitat conditions, channel habitat typing, fisheries resource and habitat assessment, channel modifications, sediment sources, riparian and wetland conditions, water quality, water use and hydrology, refugia, watershed condition, data gaps, significant legal and public issues, prioritized preservation and restoration, opportunities, and GIS metadata.   Citation × Citation Citation Abstract Copy Title: Clear and Foster Creek Watershed Assessment Abstract -- A watershed assessment was completed in the Clear and Foster Creek watersheds to evaluate existing conditions and make recommendations to protect or enhance watershed natural resources. Clear and Foster Creek are tributaries to the Clackamas River below any major dams on the system; consequently these tributaries are positioned favorably to contribute to recovery of important anadromous fish populations. Anadromous fish species in the Clackamas basin include spring and fall chinook, coho salmon, winter steelhead, summer steelhead (non-native), migratory cutthroat trout and lamprey. Clear and Foster Creeks are utilized by fall chinook, winter steelhead and coho salmon. The assessment generally followed the framework described in the Oregon Watershed Enhancement Board’s Watershed Assessment Manual (WPN, 1999). The assessment focused on the following components: Channel habitat classification and modification; hydrology and water use; riparian/wetlands; sediment sources; water quality; fisheries; and wildlife and upland vegetation. Generally the approach builds on existing information, and enhances this information with aerial photo interpretation and limited field checking. Additional fieldwork was used to verify channel habitat types and to characterize fish habitat condition. GIS was used as a critical assessment tool and method of displaying results. (Mud flats, algal flats and eelgrass beds were not included.) The goal was to prioritize these tidal wetland sites for protection and restoration activity. The information provided by this study provides a basis for working with interested landowners to develop site-specific action plans. Development of these action plans will require landowner contact, field work, and other steps outlined elsewhere in this report.
