Since this area is so dry there has been considerable effort during past years to establish reservoirs for irrigation storage. For this reason, over 90% of the lakes in these counties are man made reservoirs.   Citation × Citation Citation Abstract Copy Title: Mosier Watershed Assessment Abstract -- This document provides an assessment of critical watershed health parameters for the Mosier, Rock and Rowena Creek Watersheds. All of these are located in Northwestern Wasco County, Oregon. Mosier and Rock Creeks both have some headwaters in Hood River County. All three enter the Columbia River in or near the City of Mosier, Oregon. The assessment was coordinated by Wasco County Soil and Water Conservation District (SWCD) at the request of the Mosier Watershed Council. The assessment looks not only at the health of perennial streams, but also at the health of major seasonal reaches and upland areas, focusing on water quality and quantity issues, with their effects on aquatic habitat. Upland habitat is also addressed, but wildlife populations are not. The assessment contains sections on: description of the watershed, watershed conditions at the time of settlement, climate, history, channel habitat type classification, hydrology and water use, riparian and wetlands condition, sediment sources, channel modification, water quality, fish and fish habitat, upland habitat, and evaluation. Title: Mosier Watershed Assessment Abstract -- This document provides an assessment of critical watershed health parameters for the Mosier, Rock and Rowena Creek Watersheds. All of these are located in Northwestern Wasco County, Oregon. Mosier and Rock Creeks both have some headwaters in Hood River County. All three enter the Columbia River in or near the City of Mosier, Oregon. The assessment was coordinated by Wasco County Soil and Water Conservation District (SWCD) at the request of the Mosier Watershed Council. The assessment looks not only at the health of perennial streams, but also at the health of major seasonal reaches and upland areas, focusing on water quality and quantity issues, with their effects on aquatic habitat. Upland habitat is also addressed, but wildlife populations are not. The assessment contains sections on: description of the watershed, watershed conditions at the time of settlement, climate, history, channel habitat type classification, hydrology and water use, riparian and wetlands condition, sediment sources, channel modification, water quality, fish and fish habitat, upland habitat, and evaluation. Recreation and downstream fish and wildlife benefits were not included as project functions. Water impounding began December 12, 1960 and the reservoir became functional during the winter of 1960-61. No upstream fish passage was provided. Various agencies are involved in the reservoir operation. Ochoco Irrigation District, under BOR guidelines, operates the water control structure, thus controlling reservoir pool level as well as stream flow below the reservoir. Prineville Reservoir State Park is managed and maintained by State Parks. Crook County maintains two boat ramps on the reservoir. The Department of Fish and Wildlife manages the fish resources of the reservoir and has entered into an agreement with BOR and Crook County to manage an 18 square mile area adjacent to the upper one-third of the reservoir for waterfowl, big game and other wildlife. It is one of 13 Corps of Engineers multipurpose water projects in the Willamette Valley. Water was first impounded in 1949. There are no turbines or a fish ladder in the dam. In November 1986, the Oregon Fish and Wildlife Commission accepted the Department's recommendation to manage Dorena Reservoir primarily for wild and hatchery warmwater game fish and hatchery trout.
