Typical restoration activities included the placement of large wood and/or boulders in stream channels, removal of culvert passage barriers, riparian planting, road decommissioning, and streamside fencing. Implementation occurred coast-wide and in the Willamette Valley, with an overall goal of enhancing aquatic habitat for salmonid species. This program works in cooperation with the Oregon Heritage Foundation, Oregon Department of Forestry, US Fish and Wildlife Service, US Forest Service, industrial and private landowners, and watershed councils. Projects that were implemented in 2000 and 2001 were monitored to assess baseline pre-treatment and one-year post-treatment conditions. Additionally, projects that were treated in 1995 were monitored in 1996 to assess one-year post-treatment conditions and in 2001 to assess six-year posttreatment conditions. The objectives of the monitoring program were to describe changes in channel morphology, channel unit composition, and structural complexity in the restoration project areas. Without the large wood, spawning gravels have washed away leaving a mostly bedrock substrate. The down-cut stream is no longer connected to its former floodplain and fish have little refuge during high flows. Additionally, aquatic insect life, the basic food source for young salmonids, is limited without the diverse habitats formed by complexes of wood and gravel. Goals associated with this restoration proposal include: • Address limitation to anadromous fish production in Indian Creek tributaries o Enhance spawning, rearing, and overwintering habitat for anadromous and resident fish species o Restore storage capacity (water, substrates, and detritus) of the selected streams to levels more closely expected with unaltered systems in the Coast Range. • Establish a connection between past small scale restoration efforts • Maintain a network of organizations, stakeholders, and individuals who will participate in watershed restoration efforts. Widened channel floodplain from newly derived gravel, side channel formation / channel alteration (with more sinuosity), and additional scour pools were observed throughout the structure sites we monitored since the project implementation from high water events. Especially, the amount of gravel that was delivered to the project reaches and the degree to which they were sorted in large concentration directly adjacent to the helicopter structures was far more prominent than what we have observed in previous years from other helicopter projects.   Citation × Citation Citation Abstract Copy Title: CRTCP - Monitoring of Downstream Fish Passage at Cougar Dam in the South Fork McKenzie River, Oregon 1998-00 Abstract -- In 1993, Oregon Department of Fish and Wildlife (ODFW) began placing adult chinook salmon that were excess to hatchery operations at McKenzie and Willamette Hatchery above Cougar Dam in an attempt to restore some of the biological contributions salmon made to the ecology of the South Fork McKenzie River prior to Cougar Dam construction (Table 1). Contributions included increased nutrient input to the ecosystem and an additional food source for predators, including bull trout. In addition, the progeny of these adult salmon provided a landlocked chinook fishery in the reservoir and ODFW was able to discontinue annual releases of juvenile salmon reared in ODFW hatcheries (1996). ODFW assumed most of the salmon attempting to leave the reservoir would be killed by various means upon passage through the turbines or regulating outlet. Between 1994-97, ODFW field observations provided circumstantial evidence that some juvenile chinook were surviving passage through the dam. In 1998, we began monitoring juvenile chinook migration out of the reservoir to determine the number, size, age, and mortality rate of fish passing through the turbines and regulating outlet of Cougar Dam. Managers in central Oregon were confronted with that question in an effort to reestablish fish populations in 375 kilometers of stream above the Round Butte-Pelton Dam complex (Rkm 161) on the Deschutes River. Stream surveys had been conducted in most of the available stream habitat, but had not been synthesized in a form that allowed managers to view the quality and complexity of stream habitat in an easily-understandable fashion. In response, we developed a limiting factors model (HabRate) that assessed the potential quality of stream habitat using stream survey data for each juvenile life stage of salmon and steelhead. The model was developed for a specific application to the middle Deschutes River basin in Oregon, but was intended for general application to Pacific Northwest basins. To paramatize the model, we summarized available literature on salmonid habitat requirements. Habitat criteria were developed for discrete life history stages (i.e. spawning, egg survival, emergence, summer rearing, and winter rearing) and used to rate the quality of stream reaches as poor, fair, or good, based on attributes relating to stream substrate, habitat unit type, cover, gradient, temperature, and flow. Reach level summaries of stream habitat data were entered into MS Excel, and interpreted by a series of algorithms to provide a limiting factor assessment of potential egg-to-fry and fry-to-parr survival for each reach. Model output lists habitat quality by species and life stage for each reach of stream. The model is a decision making tool that is intended to provide a qualitative assessment of the habitat potential of stream reaches within a basin context. Design criteria for the model were simplicity, flexibility, and transparency. While HabRate was based on our interpretations of the published literature, specific criteria for habitat quality were structured to be easily adjusted where interpretations differ from ours. Information not common to standard stream survey designs, such as seasonal flow or temperature extremes can be included as input from professional judgment. The results were integrated into a GIS coverage coupled with the stream network and habitat data to provide a comprehensive map-based perspective of habitat quality in a watershed.
