This closure was prompted by declining adult returns, as indicated by adult counts at Ice Harbor Dam on the Snake River (U.S. Army Corps of Engineers 1996), and low steelhead redd counts on index streams in the Grande Ronde and Imnaha river basins (Oregon Department of Fish and Wildlife District Annual Reports 1949-1974). The Lower Snake River Compensation Plan (LSRCP), initiated by Congress in 1976, was developed to compensate for losses of anadromous salmonids in the Snake River Basin from construction of the four lower Snake River Dams built between 1962 and 1976. Thus, the focus of the LSRCP is the Snake River above Lower Granite Dam (Rkm 173), the uppermost of these four dams. One of the primary objectives of the LSRCP in Oregon is to restore historic recreational and tribal fisheries for summer steelhead in the Grande Ronde and Imnaha river basins (Carmichael 1989). Approximately 1.68 million steelhead smolts were targeted for release in Oregon each year during April and May in the Grande Ronde and Imnaha river basins between 1984 and 1999. In 2000, we reduced releases to approximately 1.2 million smolts in response to the National Marine Fisheries Service’s recommendation to help reduce straying of Wallowa hatchery stock steelhead, primarily into the Deschutes River (mid-Columbia tributary). These fish provide hatchery adult returns that contribute to recreational fisheries and may supplement natural spawning populations in northeast Oregon. Consumptive recreational fisheries for summer steelhead re-opened in 1986, in part as a result of increases in hatchery adult returns. To meet the ISRP’s recommendation, the structure and methods employed by the Oregon Plan for Salmon and Watersheds Monitoring Program were extended to the John Day basin. This approach incorporates the sampling strategy of the U.S. Environmental Protection Agency’s (EPA’s) Environmental Monitoring and Assessment Program (EMAP). The EMAP is a long-term research effort with a statistically based and spatially explicit sampling design. This program applies a rigorous, Tier-2 sampling design to answer key monitoring questions, integrate on-going sampling efforts, and improve agency coordination. EMAP objectives specific to the John Day basin are to determine annual estimates of steelhead spawner escapement, hatchery to wild steelhead stray ratios, juvenile steelhead and other salmonid rearing distributions, physical habitat conditions, and track changes in the status and trends of these estimates over time. In addition, data from on-going projects in the basin, such as smolt monitoring, will be incorporated in future years to develop a more complete picture of status and trends in resources (e.g. life-stage specific survival) not targeted under the EMAP program. This project provides information as directed under two measures of the Columbia Basin Fish and Wildlife Program. Measure 4.3C specifies that key indicator naturally spawning populations should be monitored to provide detailed stock status information. In addition, measure 7.1C identifies the need for collection of population status, life history, and other data on wild and naturally spawning populations. This project was developed in direct response to the recommendations and needs of regional modeling efforts, the ISRP, the Fish and Wildlife Program, the Oregon Plan for Salmon and Watersheds, and the Columbia Basin Fish and Wildlife Authority Multi-Year Implementation Plan. This species was formerly distributed throughout the Willamette River Valley (Snyder 1908) in off-channel habitats such as beaver ponds, oxbows, stable backwater sloughs, and flooded marshes. These habitats usually have little or no water flow, have silty and organic substrate, and have an abundance of aquatic vegetation and cover for hiding and spawning. In the last 100 years, off-channel habitats have disappeared because of changes in seasonal flows resulting from the construction of dams throughout the basin, channelization of the Willamette River and its tributaries, and agricultural practices. This loss of habitat combined with the introduction of non-native species to the Willamette Valley resulted in a sharp decline in Oregon chub abundance. The reduction of habitat and the restricted distribution of the Oregon chub resulted in a determination of "endangered" status under the federal endangered species act (Markle and Pearsons 1990; Rhew 1993). To evaluate Oregon chub population abundance and distribution, the Oregon Department of Fish and Wildlife conducted surveys in April-October 2004. We conducted similar surveys in 1991-2003 (Scheerer et. al. 1992; 1993; 1994; 1995; 1996; 1998; 1999; 2000; 2001; 2002; 2003; 2004; Scheerer and Jones 1997). The survey objectives were to collect information on the status, distribution, and abundance of Oregon chub, the presence of non-native and native species, the characteristics of Oregon chub habitats, the characteristics of potential introduction sites, and to evaluate the success of Oregon chub introductions. In addition, we reviewed and evaluated projects and activities with the potential to impact Oregon chub and their habitats and provided summaries to the U.S. Fish and Wildlife Service. Twenty five sites were targeted within each of the four population units. Each survey was approximately 1000 m in length and adhered to protocols in Moore et al (2007). The Habitat Limiting Factors Model (HLFM) was used to estimate habitat capacity and quality for rearing juvenile coho. The HLFM predicted that the Nehalem and Siuslaw basins could support the highest density of juvenile coho, and the South Umpqua the least. Seasonal changes in habitat were similar to that reported in a previous study. Winter surveys facilitated the assessment of habitat status and estimating capacity because the surveys were conducted at the time when habitat is most limiting to survival of juvenile coho. Winter surveys were particularly valuable in capturing secondary channel and slow water habitat units such as beaver ponds and alcoves. We also performed a sensitivity analysis to determine the number of survey sites necessary to represent each population unit within the desired confidence range of 30% recommended in the Coho Conservation Plan. Creel data help us to evaluate the effectiveness of the hatcheries’ recycling programs. 4.
