  Citation × Citation Citation Abstract Copy Title: Clear and Foster Creek Fish Passage Assessment and Prioritization Project (Clackamas Watershed) (OWEB #200-086) Abstract -- The project was initiated by the Clackamas River Basin Council (CRBC) to address the fact that most information on barriers was on public roads. With tremendous private cooperation, fish passage information was gathered for all but a handful of artificial barriers known in the Clear and Foster Creek basins during the course of this project. A total of 223 potential artificial barriers were evaluated. In the Clear and Foster Creek Basin there are a total of 159 barriers on fish bearing streams. Of these 159 crossings: 81 had verified fish passage blockage to some degree based on methods described in this report. Of these 81 crossings, 27 had complete blockages and 54 had partial blockages. Of the 81 blockages, 34 are on streams that are thought to have anandromous fish species use. We determined the cost to fix the 81 potential blockages to fish passage. The proposed fixes include bridges, open bottom culverts and slabs, and closed bottom culverts that are embedded to imitate natural streambed conditions. We prioritized crossings using a formula developed specifically for the Clear and Foster basin. The North, South, and Middle Forks join at Unity Reservoir about five miles north of the town of Unity. Below Unity Dam, the river makes its way through the Burnt River Valley. The 63.5 miles of the main river below Unity Dam is heavily infested with rough fish. To produce a good fishery, the river would need rehabilitation that would include: 1) Chemical treatment of the river and tributaries to remove the rough fish population. 2) Reintroduction of suitable fish species. 3) Construction of a barrier at downstream end to prevent upstream migration of rough fish from lower impoundments; e.g., Brownlee Reservoir. With the removal of rough fish, trout and warm-water game fish could be established and would produce good angling. At present, the trout fishery is confined to Unity Reservoir and the area directly below the dam. Trout angling on the forks of the system is limited and restricted to the early spring. Warm-water game fish are taken in the lower river in early spring. The initial project design was to sample water quality, fish, and invertebrates at nine sites along 30 river kilometers (R kms) of the stream; three in conifer dominated, three in mixed forest, and three in hardwood dominated riparian forest. Preliminary results suggested water quality conditions were similar throughout the 30 R kms and riparian vegetation composition was not associated with fish diet or invertebrate assemblage composition. Longitudinal patterns were weak and appeared to be driven by three upstream sites. Therefore we proposed to expand the survey area to include the entire stream open to anadromous fish migration (51 R kms). The fish diet portion of the project was discontinued because we were denied a sampling permit for ESA listed salmonids during 2001. Instead, we focused on broad-scale fish distribution and habitat use. Additionally, we compared patterns for fish with invertebrates. The extent of fish, invertebrate, and water quality sampling locations increased to include all 51 R kms downstream of the waterfall. An extensive fish survey to examine fish distribution included 218 survey locations throughout the 51 R kms. Intensive snorkel surveys to examine fine-scale, habitat use by salmonids included four sample locations in the upstream 14 R kms. Cutthroat and downstream migrating steelhead were abundant and easily caught from streams all through the settled portions of the basin. There was no need to take a trip away from home to fish for trout. Angling for trout was not thought of as a recreational pastime until the 1930s. The headwaters of the Applegate and Illinois rivers, and Jumpoff Joe and Grave creeks were preferred for trout fishing because of the easy access provided by mining roads. The California-Oregon Power Company provided access to trout fishing waters in the Prospect region as early as 1912.
