The lake is totally within the Winema National Forest. There are two large campgrounds and a day-use area, each with a developed boat ramp; a resort; three organization camps; and numerous summer homes - all administered by the Klamath Ranger District of the Winema National Forest. In August 1982, the Oregon Fish and Wildlife Commission accepted the Department's recommendation to manage Lake of the Woods for wild and hatchery fish.   Citation × Citation Citation Abstract Copy Title: Phillips Creek Watershed Assessment Abstract -- Watershed Assessments for the Grande Ronde River Subwatersheds are being prepared for the Grande Ronde Model Watershed Program. This Watershed Assessment addresses the Phillips Creek Watershed located near Elgin, Oregon. Phillips Creek is a relatively small watershed (4th order HUC – Hydrologic Unit Classification) containing about 33 square miles or slightly over 24,000 acres. Phillips Creek empties into the Grande Ronde River in Elgin. It is an intermittent stream in some reaches, but water flows year around in other reaches. In this Assessment the main emphasis is on the nonfederal lands. The USDA Forest Service – Umatilla National Forest recently completed a watershed assessment on the National Forest area that includes Phillips, Cabin, Gordon and Dry Creeks. For more complete information on watershed condition on federal lands, please refer to the Umatilla National Forest’s Phillips-Gordon Ecosystem Analysis (PGEA). This assessment will describe the Phillips Creek watershed and help to identify the stream processes and features that are working well, and those that are not. Information that is already available from state and federal agencies as well as from private sources (including people that live in the area) will be used. Several public meetings were held to obtain information and insights from people that live in the area. The assessment will identify human’s positive and negative influences to the immediate stream environment. The assessment should provide enough information to develop project plans and monitoring plans that will help to protect and improve water quality and fish habitat in Phillips Creek and its tributaries. This assessment includes a description of Phillips Creek Watershed, historical conditions assessment, channel habitat type classification, hydrology and water use, riparian assessment, wetlands assessment, sediment sources assessment, channel modification assessment, water quality assessment, water rights assessment, fish and fish habitat assessment, upland conditions assessment – Forest, upland conditions assessment – Range, developed area assessment, noxious weeds assessment, and a watershed condition evaluation.   Citation × Citation Citation Abstract Copy Title: Lake Survey of some Lakes in the Willamette and Mt Hood National Forests, 1957 Abstract -- This report is the data obtained from a survey of 108 High Cascade Lakes by the Oregon State Game Commission in the northwest region during the summer of 1957. Twenty of these lakes were located and named by the survey crew. Of this group of 20, four had fish present, although there was no recorded name or stocking record. An additional 27 potholes and shallow lakes were explored and followed to be unsuitable for fish. These factors are listed in the Appendix. Data collected on the lakes included water and air temperatures, the approximate depth and bottom types, presence of natural reproduction, angling pressure and the general condition of the fish population. Special attention was paid to the accessibility of the lakes. A sample of the fish was taken by angling or gill net sets. The female fish were weighed, measured and examined for sexual maturity. The degree of sexual maturity was classed as mature, maturing and immature. The lakes, in general, are so widely separated in this section of the Cascade that it is difficult to group them in specific basins, therefore, these lakes have been grouped in the Willamette National Forest and the Mt. Hood National Forest watershed 2 and Watershed 3, respectively. The lakes receiving only the population study had been previously surveyed, and a repetition was not thought necessary. The survey consisted of gathering data on the condition of the fish populations, angling intensity, physical characteristics of each lake, and other information pertinent to the future management of the lake. Several lakes which have been stocked in the past, but presently contained no fish, were considered too shallow. Stocking policies on a number of lakes were considered inadequate and a change was recommended to benefit the population. Of the lakes surveyed, fifty-seven were in the Rogue River National Forest, twenty-nine in the Deschutes, and three in the Willamette National Forest. The author wishes to express appreciation to Ken Witty, field assistant, Art Gerlach, Monty Montgomery, Len Mathisen, and Lois Genna for assistance in the preparation of this report. This analysis was conducted by Siuslaw National Forest personnel with assistance from the Bureau of Land Management - Coos Bay District. The analysis was focused on fisheries and wildlife issues. The existing resource conditions were compared to expected natural conditions to assess trends in resource conditions. From this information, a strategy of restoration opportunities to enhance resource conditions on federal lands was developed. Watershed Analysis is one of the key components of the Aquatic Conservation Strategy (ACS) developed for the Northwest Forest Plan (NFP) (USDA-USDI 1994). The analysis is intended to facilitate watershed planning that: 1) achieves Aquatic Conservation Strategy and Late-Successional Reserve objectives and 2) provides the basis for monitoring and restoration programs.
