  Citation × Citation Citation Abstract Copy Title: Fish Management Plan Prineville Reservoir 1986 Abstract -- Prineville Reservoir is a Bureau of Reclamation (BOR) on-stream multi-purpose reservoir on the Crooked River in Crook County, approximately 17 miles south of Prineville. The project was authorized by Congress in 1956 with functions including irrigation, flood control and industrial water. Recreation and downstream fish and wildlife benefits were not included as project functions. Water impounding began December 12, 1960 and the reservoir became functional during the winter of 1960-61. No upstream fish passage was provided. Various agencies are involved in the reservoir operation. Ochoco Irrigation District, under BOR guidelines, operates the water control structure, thus controlling reservoir pool level as well as stream flow below the reservoir. Prineville Reservoir State Park is managed and maintained by State Parks. Crook County maintains two boat ramps on the reservoir. The Department of Fish and Wildlife manages the fish resources of the reservoir and has entered into an agreement with BOR and Crook County to manage an 18 square mile area adjacent to the upper one-third of the reservoir for waterfowl, big game and other wildlife. Prineville Reservoir is heavily used by recreationists. The 1983 BOR Recreation and Wildlife Summary indicated that the reservoir was used by 285,031 anglers, hunters, boaters, swimmers and campers. In October 1986, the Oregon Fish and Wildlife Commission accepted the Department's recommendation to manage Prineville Reservoir for hatchery trout and wild bass and brown bullheads. The fishery consists of warm-water game fish and trout. McKay and Cold Springs Reservoirs provide both types of fisheries while the remainder of the impoundments provide angling on stocked rainbow trout. The season is open the entire year on these waters with the exception of McKay and Cold Springs Reservoirs which are closed during the waterfowl nesting period. Since this area has only a limited supply of surface water, emphasis is being put on the construction of reservoirs which would impound runoff waters for angling and other recreation uses. At present, there are only six impoundments within the tri-county area. and these come far from meeting the public demand. The terrain varies from the alpine and timbered heights along the Cascade summit to the arid sagelands covering the central and eastern parts of these counties . Most of the lakes are natural depressions located in the Cascade Range and are within the boundary of National Forest lands or in some cases designated wilderness areas. Public access to these mountain lakes is generally adequate. Improved roads reach most of the larger lakes where campgrounds, boat ramps and other accommodations are usually maintained. The more remote pack lakes and wilderness lakes are reached by a network of foot trails. At these lakes, recreational developments are minimized or are withheld to preserve the aesthetic values enjoyed in these areas. Recommendations in this report are confined mainly to the improvement of facilities and access routes on existing water. In the high country, increased trail maintenance and sign posting would provide improved access. On the larger lakes where drawdown is significant, the development of low-water boat access is of prime consideration. The assessment area occupies the southeastern portion of Sherman County and part of the northeastern portion of Wasco County, beginning southeast of the town of Grass Valley and including the towns of Kent and Shaniko. The watershed assessment area is sparsely populated, with an average population density of less than one person per square mile in Sherman County and two per square mile in Wasco County (U.S. Census Bureau 2010). All of the streams within the Pine Hollow – Jackknife Creek watershed assessment area drain into the Lower John Day River, and the river is the eastern border of the assessment area. The 8,000 square mile John Day Basin is the fourth largest basin in the state. The main stem of the John Day River originates in the Blue Mountains southeast of Prairie City, Oregon, and flows generally westward then northward for approximately 284 miles before discharging into the Columbia River at River Mile (RM) 218, just east of the town of Rufus, Oregon.
