Smolt abundance estimates ranged from a low of 0.9 million in 2000 to a high of 4.1 million in 2013 within the OCC. Accuracy of the smolt abundance estimates was tested using two datasets: (i) adult abundance modeled from the corresponding smolt abundance estimate was compared with adult abundance derived empirically from spawning ground surveys and (ii) our smolt abundance estimates were compared with smolt abundance estimates from trapping efforts in select basins within the OCC. Adult abundance modeled from smolt abundance estimates was highly correlated with adult abundance from spawning ground surveys (r = 0.88, p < 0.001) and smolt abundance estimates correlated with abundance from smolt trapping efforts (r = 0.81, p <0.001). Graphical relationships between smolt abundance and parental abundance suggest that freshwater productivity may be limited in the OCC by density dependent processes at spawner levels observed since 1998. Additionally, smolt abundance estimates have potential use as a variable in adult forecast models and could be used to assess trends in freshwater productivity and to probe factors of density dependence. Most of these plans have focused on a particular species, area or natural resource. Although wildlife conservation often has been an implicit concern of these plans, many were developed primarily for other purposes. With the creation of this Oregon Conservation Strategy, Oregon has its first overarching state strategy for conserving fish and wildlife. The Conservation Strategy is an effort to use the best available science to create a broad vision and conceptual framework for long-term conservation of Oregon's native fish and wildlife, as well as various in­vertebrates and native plants. As a guide to conserving the species and habitats that have defined the nature of Oregon, this strategy can help ensure that Oregon's natural treasures are passed on to future generations. The Conservation Strategy emphasizes proactively conserving declining species and habitats to reduce the possibility of future federal or state listings. It is not a regulatory document, but instead presents issues and opportunities, and recommends voluntary actions that will improve the efficiency and effectiveness of conservation in Oregon. Healthy fish and wildlife populations require adequate habitat, which is provided in natural systems and, for many species, in landscapes managed for forestry, agriculture, range and urban uses. The goals of the Conservation Strategy are to maintain healthy fish and wildlife populations by maintaining and restoring functioning habitats, preventing declines of at-risk species, and reversing declines in these resources where possible. These goals fit well with ODFW's statutory obligation to protect and enhance Oregon's fish and wildlife and their habitats for use and enjoyment by present and future generations. However, this is not a management plan for the Oregon Department of Fish and Wildlife. Instead, it is a broad strategy for all of Oregon, offering potential roles and opportunities for residents, agencies and organizations. It incorporates information and insights from a broad range of natural resources assessments and conservation plans, supple­mented by the professional expertise and practical experiences of a cross-section of Oregon's resource managers and conservation interests. It is designed to have a variety of applications both inside and outside of state government. Most important, perhaps, it establishes the basis for a common understanding of the challenges facing Oregon's fish and wildlife, and provides a shared set of priorities for addressing the state's conservation needs. The heart of the Conservation Strategy is a blueprint for voluntary action to address the long-term needs of Oregon's fish and wildlife. The future for many species will depend on landowners' and land managers' willingness to voluntarily take action on their own to protect and improve fish and wildlife habitat. The strategy outlined in this document considers fish and wildlife from a statewide perspective, establishing a broader context for decisions about the species and habitats in greatest need of conservation attention. It also recognizes that these issues vary in different regions, requiring conservation actions to be tailored to the unique needs of the fish, wildlife and human communities that coexist throughout Oregon. The Sandy basin is situated in Multnomah and Clackamas counties (EPA reach 17080001), and drains approximately 508 square miles. The Sandy River basin is comprised of several subbasins, many of which are uniquely distinct hydrologically and geomorphologically. Principle tributaries include the Zigzag River, Still Creek, and the Salmon River in the upper basin and the Bull Run River, Gordon, Cedar, and Beaver creeks in the lower basin. Many other smaller tributaries located throughout the basin contribute significantly to stream flows and provide habitat for a wide array of fish and wildlife assemblages. The Sandy River is well known for its sport fishing. Winter steelhead, summer steelhead, and spring chinook are the most sought after species. Both winter and summer steelhead, coho, and spring chinook are supplemented with hatchery produced fish. Rainbow trout and fall chinook are no longer stocked in flowing waters of the Sandy River basin. In the late 1980's the Northwest Power Planning Council administered a planning process to create a management plan for the Columbia River basin. As a part of that process, a subbasin plan concerning management of steelhead and salmon was written for the Sandy River basin. This document, the draft "Sandy River Basin Fish Management Plan", significantly expands on the Northwest Power Planning Council document by adding resident fish species and new information on anadromous species and will ultimately produce the final plan used to guide fish resource management in the basin for the next 5 to 10 years. To meet the ISRP’s recommendation, the structure and methods employed by the Oregon Plan for Salmon and Watersheds Monitoring Program were extended to the John Day basin. This approach incorporates the sampling strategy of the U.S. Environmental Protection Agency’s (EPA’s) Environmental Monitoring and Assessment Program (EMAP). The EMAP is a long-term research effort with a statistically based and spatially explicit sampling design. This program applies a rigorous, Tier-2 sampling design to answer key monitoring questions, integrate on-going sampling efforts, and improve agency coordination. EMAP objectives specific to the John Day basin are to determine annual estimates of steelhead spawner escapement, hatchery to wild steelhead stray ratios, juvenile steelhead and other salmonid rearing distributions, physical habitat conditions, and track changes in the status and trends of these estimates over time. In addition, data from on-going projects in the basin, such as smolt monitoring, will be incorporated in future years to develop a more complete picture of status and trends in resources (e.g. life-stage specific survival) not targeted under the EMAP program. This project provides information as directed under two measures of the Columbia Basin Fish and Wildlife Program.   Citation × Citation Citation Abstract Copy Title: Fish Use of Estuarine Tidal Channels Enhanced with Large Woody Debris Abstract -- In 2005 and 2006, fish use of tidal channel habitat enhanced with artificially placed large woody debris was investigated in the Winchester Creek Tidelands Restoration Area of South Slough National Estuarine Research Reserve. Large woody debris (LWD) in the form of mature Sitka spruce trees was intentionally placed in the study area to enhance rearing and foraging habitat for juvenile salmonids and other fish species in 2005. Soon after the placement of LWD in the estuary, a study was initiated to compare fish abundance and species composition in tidal channels enhanced with LWD to those without LWD using electrofishing techniques. Two tidal channels, which are tributaries to Winchester Creek, were chosen for the study. A control reach was established on Tom’s Creek with no LWD present in the reach, while a treatment reach was established on Dalton Creek containing two intentionally placed Sitka spruce trees. In 2006, sampling was conducted to monitor the control and treatment reaches over a longer time period in an effort to ensure juvenile salmonids were sampled if present in the study area. Additionally, sampling was conducted on the mainstem of Winchester Creek to determine if juvenile salmonids were utilizing habitat in the main channel exclusive of the tidal channels. Within the Winchester Creek study area, electrofishing passes were performed within a single reach of Dalton and Tom’s Creeks, while beach seining was performed within two adjacent reaches of Winchester Creek. Beach-seined reaches were located between the confluences of Dalton and Tom’s Creeks with Winchester Creek. Electrofishing and beach seine sampling occurred on two consecutive days in each of five sampling periods. While only a small number of salmonids were observed in the Winchester Creek study area, all of the salmonids observed in the tidal tributaries were found in the Dalton treatment reach which has been enhanced with the placement of large wood debris. No salmonids were observed in the Tom’s Creek control reach. All of the coho sampled in Dalton Creek were found under an old wood weir structure, not associated with the placed LWD. This may be due in part to the difficulty of sampling under the placed LWD, where branches and deep water limit the effectiveness of electrofishing techniques. The EMAP is a long-term research effort with a statistically based and spatially explicit sampling design. This program applies a rigorous, Tier-2 sampling design to answer key monitoring questions, integrate on-going sampling efforts, and improve agency coordination. EMAP objectives specific to the John Day basin are to determine annual estimates of steelhead spawner escapement, hatchery to wild steelhead stray ratios, juvenile steelhead and other salmonid rearing distributions, physical habitat conditions, and track changes in the status and trends of these estimates over time. In addition, data from on-going projects in the basin, such as smolt monitoring, will be incorporated in future years to develop a more complete picture of status and trends in resources (e.g. life-stage specific survival) not targeted under the EMAP program. This project provides information as directed under two measures of the Columbia Basin Fish and Wildlife Program.
