The Oregon Trout Plan and Warmwater Fish Management Plan, give the direction for trout and warmwater management in basin plans as well as in plans for individual rivers and standing water bodies. Hyatt Lake is a 957 acre irrigation impoundment located 21 miles East of Ashland on the Cascade divide at an elevation of 5,016 feet. The reservoir was built in 1923 to store 16,900 acre-feet of water for irrigation use in the Medford area by the Talent Irrigation District (TID). Early in 1989, a Hyatt Lake Management Advisory Committee was created. Included were landowners, agency personnel, sportsmen's club members, legislators and other interested individuals. The group agreed that the lake should again be chemically treated to eliminate bullheads in order to pursue trout, warmwater fishes, or a combination of warmwater and trout. No management direction other than brown bullheads appeared feasible to the committee in the absence of treatment. The area covered by the Long Tom Subbasin Fish Management Plan includes running·waters of the Long Tom River and its tributaries. A management plan for Fern Ridge Reservoir will be drafted at a later date. Preparation of this plan was guided by species plans for trout and warmwater game fish and the Willamette Basin Fish Management Plan. The species plans contain statewide management goals, guidelines, and objectives that provide general direction for basin management plans. The Willamette Basin Fish Management Plan contains policies that provide general direction for subbasin management plans in the Willamette Valley. Basin-wide concerns in the Willamette Basin Plan are not repeated in this document. The Long Torn Subbasin Fish Management Plan was developed with the assistance of a public advisory committee and a technical advisory committee. The public advisory committee represented user groups and other interested citizens. The function of this committee was to serve as a sounding board for public interests. The technical advisory committee was composed of representatives of federal and private land management agencies and federal fisheries management agencies. This committee reviewed drafts of the plan. It produces resident and anadromous cutthroat trout, winter steelhead, and coho, fall chinook, and chum salmon. The stream was stocked with hatchery fish in the past but is being managed for wild fish now. It presently receives light angling pressure, but this will probably increase. There are no special angling restrictions. Maintenance of water quality, summertime streamflows, riparian vegetation, and prevention of stream channel alterations are key elements in protecting the capability of this stream to sustain natural production of all salmonids.
