  Citation × Citation Citation Abstract Copy Title: NF - Miller Lake Lamprey, Lampetra (Entosphenus) minima Conservation Plan 2005 Abstract -- The Miller Lake Lamprey was believed extinct after a chemical treatment in 1958, targeting lamprey and tui chub, extirpated both from Miller Lake. The lamprey population was later recognized to be a distinct species, Lampetra minima (Bond and Kan 1973). It was the smallest lamprey species in the world (maturing at less than 4 in), and at that time was known only from Miller Lake, where it was extinct. In 1992, a small lamprey caught in the Upper Williamson River was identified as a Miller Lake Lamprey, and subsequent investigations have identified six local populations of this lamprey in two small subdrainages of the Upper Klamath Basin. Management strategies to preserve this species include: conserving appropriate habitat conditions and availability within the natural range of the Miller Lake Lamprey, addressing potential impacts from stocking streams with hatchery fish, reducing entrainment, and establishing connectivity within and between local populations. A man-made barrier built in 1959 still exists on Miller Creek. Originally created to prevent the re-establishment of lamprey in Miller Lake after the chemical treatment, the barrier currently prevents natural dispersal of the Miller Creek population and re-colonization of both extensive habitat in upper Miller Creek and Miller Lake itself. Removal of the barrier, which is in disrepair but continues to exclude lamprey, is feasible and will eliminate the only man-made feature obstructing natural connectivity within the Miller Lake drainage, the species’ type locality. This conservation plan is intended to provide guidance for management actions and conservation of the Miller Lake Lamprey. All ecoregions except the Nearshore ecoregion are provided from the Oregon Biodiversity Information Center (ORBIC) March, 2010 ecoregion dataset (which is originally based on US EPA Level III Ecoregions). The Nearshore ecoregion, including the Coast Range/Nearshore boundary, were provided from the Oregon State Boundary dataset, provided via the Oregon GEO Spatial Data Library (with credit provided to BLM). Juristidictional boundaries were used to ensure all of Oregon is divided into appropriate ecoregions, as defined in the revised Oregon Conservation Strategy, and clipped at the Oregon state line. All ecoregion boundaryes are presented at a coarse scale representation , in particular the Nearshore ecoregion, which by definition includes some portions of estuaries and the entire inter-tidal, (or splash) zone. The concepts outlined here are intended to serve as the basis for a general approach to performing salmonid conservation assessments. As a specific application, the VSP approach is intended help in the establishment of Endangered Species Act (ESA) delisting goals. This will aid in the formulation of recovery plans and can serve as interim guidance until such plans are completed. The approach of the VSP concept and this document is to define a viable population, describe techniques for determining population boundaries, identify parameters useful in evaluating population viability and then set guidelines for assessing population viability status with regard to each of the parameters. Finally guidelines are provided on how to relate individual population viability to the viability of the Evolutionarily Significant Unit (ESU) as whole. The document is based primarily on a review and synthesis of the conservation biology and salmonid literature. A large portion of the document is an appendix devoted to describing the technical rationale behind the population definition and viability guidelines. This analysis was conducted by Siuslaw National Forest personnel with assistance from the Bureau of Land Management - Coos Bay District. The analysis was focused on fisheries and wildlife issues. The existing resource conditions were compared to expected natural conditions to assess trends in resource conditions. From this information, a strategy of restoration opportunities to enhance resource conditions on federal lands was developed. Watershed Analysis is one of the key components of the Aquatic Conservation Strategy (ACS) developed for the Northwest Forest Plan (NFP) (USDA-USDI 1994). The purpose of the review is threefold: 1) provide an analysis of the current status and trend in coho populations, their habitat, and related threats; 2) provide NOAA Fisheries with information it requires to determine whether formalized conservation efforts within the ESU justify not listing coho under the Endangered Species Act as outlined in their Policy for Evaluation of Conservation Efforts; and 3) provide information to state agencies, watershed councils, and others participating in the Oregon Plan for Salmon and Watersheds (OPSW) so they may assess the success of their OPSW programs and modify them where necessary to better achieve their objectives (i.e. adaptive management).
