Most of the human population in the subbasin is concentrated around the community centers of La Pine, Gilchrist, Crescent, and Crescent Lake. There is significant dispersed development along the lower reaches of the Little Deschutes River between the communities of Sunriver and La Pine -an area characterized by gentle topography and depressions with forested wetlands, marshes and shallow lakes. Streams in this area, as illustrated by the Little Deschutes River , are low gradient and originate in the high elevation areas in the southwest portion of the watershed where there is higher precipitation. This ownership pattern has significant implications for natural resource management, as lower gradient floodplain areas tend to provide important wetland, fish, and wildlife habitat. Key Findings Fuel Loading: Having homes safe from wildfires is a concern for many residents. Fire suppression has increased the amount of dry wood in the area, creating a ready source for major wildfires. Riparian Areas and Wetlands: Loss of wetland and riparian areas , especially in the lower areas along the Little Deschutes River , has affected a number of resources. Water quality has been affected by the reduced wetlands that act as filters of nitrogen; the loss of streamside trees and other vegetation reduces shade that helps to cool water temperatures. Finally, loss ofwetlands and riparian vegetation has reduced important fish and wildlife habitats. Wildlife: The growth and development have altered wildlife habitats. Loss of wetlands, streamside vegetation, and other changes in the watershed have reduced important wildlife habitat. Roads and development have impacted migrating mule deer, increasing collisions between deer and cars and altering their migration pathways. Fish: There has been a significant loss of native trout and an increase in introduced brook and brown trout in the Little Deschutes River and tributaries. Loss of native trout is from competition with introduced species and changes in aquatic habitat and water temperatures. Water Quality: A major concern about the water in the river is unusually high temperatures in the summer and the abnormal growth of algae. Other studies indicated that there are problems with groundwater loading ofnitrogen. The high water table (with associated wetlands), and porous pumice soils contributes to increased nitrates, a by-product of septic systems and an indicator of human pathogens. The Oregon Fish Habitat Distribution Data Standard includes descriptions of these basis categories as well as the rules required for implementing updates. Data were synthesized into this single GIS dataset by selecting the "highest" record basis present across all 7 datasets. If an observation based record occurred within any one of the seven datasets, it was retained. If no observation based records were present across all seven species, the record was identified as opinion based. These data include all ODF stream size classes and also all ownerships and will be processed further by the Oregon Dept. of Forestry to identify where SSBT stream reaches occur on small and medium streams and on private lands in Western Oregon. Original source data are referenced to the National Hydrography Dataset (NHD). In some rare cases, records for different species describing the same stream reach may be represented by different stream geometry due to mapping that referenced different versions of the NHD. Contributions included increased nutrient input to the ecosystem and an additional food source for predators, including bull trout. In addition, the progeny of these adult salmon provided a landlocked chinook fishery in the reservoir and ODFW was able to discontinue annual releases of juvenile salmon reared in ODFW hatcheries (1996). ODFW assumed most of the salmon attempting to leave the reservoir would be killed by various means upon passage through the turbines or regulating outlet. Between 1994-97, ODFW field observations provided circumstantial evidence that some juvenile chinook were surviving passage through the dam. In 1998, we began monitoring juvenile chinook migration out of the reservoir to determine the number, size, age, and mortality rate of fish passing through the turbines and regulating outlet of Cougar Dam. A Geographic Information System (GIS) was built to display, analyze and store much of the data. Habitat factors for the decline of salmonids are compared, and major protection and restoration opportunities are identified and prioritized. This Phase I assessment does not generally provide the detailed field reconnaissance and comprehensive field studies that are necessary for proceeding with specific protection and restoration projects. West coast states need federal support to restore and sustain coastal salmonids. A change in national policy guidance to federal agencies is needed so that they will elevate the priority of protection and restoration of these fish, and federal funding is needed for restoration activities. In addition, the individual states need to develop and implement a program of restoration activities specific to the needs of their salmonid populations.   Citation × Citation Citation Abstract Copy Title: Comprehensive Plan for Production and Management of Oregon's Anadromous Salmon and Trout: Coastal Chinook Salmon Plan Abstract -- This is the fourth in a series of individual species plans concerning management of anadromous salmonid populations in the state of Oregon. This plan focuses on the actions the agency will take regarding chinook salmon Oncorhynchus tshawytscha populations produced in Oregon Coastal watersheds from the Necanicum River in the north to the Winchuck River at the Oregon-California border. Management of chinook salmon in the Columbia River basin is shaped by a cooperative agreement with the state of Washington, the Columbia River Treaty Indian Tribes, and the Federal Government. This management plan for wild and hatchery coastal chinook salmon in coastal river basins is the product of an ongoing planning process. The process began with the preparation of a report that contains descriptions of the life histories and assessments of recent trends in the run strengths of chinook salmon stocks in Oregon coastal river basins (Nicholas and Hankin 1988). ODFW staff and public representatives developed a comprehensive list of issues of concern and actions needed to improve management of coastal chinook salmon. These actions were based in part on a review of historic and contemporary habitat, harvest, and enhancement management practices in Oregon and on a review of the fisheries scientific literature. Title: Comprehensive Plan for Production and Management of Oregon's Anadromous Salmon and Trout: Coastal Chinook Salmon Plan Abstract -- This is the fourth in a series of individual species plans concerning management of anadromous salmonid populations in the state of Oregon. This plan focuses on the actions the agency will take regarding chinook salmon Oncorhynchus tshawytscha populations produced in Oregon Coastal watersheds from the Necanicum River in the north to the Winchuck River at the Oregon-California border. Management of chinook salmon in the Columbia River basin is shaped by a cooperative agreement with the state of Washington, the Columbia River Treaty Indian Tribes, and the Federal Government. This management plan for wild and hatchery coastal chinook salmon in coastal river basins is the product of an ongoing planning process. The process began with the preparation of a report that contains descriptions of the life histories and assessments of recent trends in the run strengths of chinook salmon stocks in Oregon coastal river basins (Nicholas and Hankin 1988). ODFW staff and public representatives developed a comprehensive list of issues of concern and actions needed to improve management of coastal chinook salmon. These actions were based in part on a review of historic and contemporary habitat, harvest, and enhancement management practices in Oregon and on a review of the fisheries scientific literature. This zone is termed the Oregon Production Index (OPI) area for management purposes and extends south of Ilwaco, Washington. Since 1892 the fisheries and coho salmon stocks in the OPI area have undergone marked changes with hatchery stocks dominating production since the early l960's. Hatchery smolt releases and adult production climbed in the 1960's and early 1970's, culminating in a record-high stock index of 4.1 million adults in 1976. However, early in the 1970's, adult production displayed marked fluctuations in response to upwelling or a related phenomena the previous year. Since 1965 jack and adult production indices have declined 8.7% and 7.0% per year, respectively, despite increasingly larger hatchery smolt releases. The loss of production was reflected in similar declines in the escapements of wild and hatchery stocks in the Columbia River and coastal tributaries. Factors responsible for the decline appear to affect smolts prior to the return of jacks after about 6 months at sea. Several hypotheses are advanced to explain the decline in production. Management policies and constraints are identified to guide the planning process, including escapement and stock transfer guidelines.
