The objective of these recommendations is to avoid, minimize, or mitigate for impacts on sage-grouse habitats from energy development, its associated infrastructure or other industrial/commercial developments. The rapid increase in energy development across the West in recent years has initiated a landscape approach to wildlife conservation, referred to as core areas (Doherty et al. 2011). The landscape approach prioritizes habitats based on measures that assess sage-grouse population and habitat relative abundance, and provides protection for a minimum of 75% of the population. The remaining 25% of the population area would be available for development with some level of stipulations and regulations, but likely at a reduced level. The strength of this approach is that it uses biological information to identify core areas with the objective of protecting the most important breeding areas. It also enables managers, at the landscape scale, to map and analyze the risks and necessary conservation measures for each core area. The limitation of this approach is that it focuses on breeding abundances. For sage-grouse the relative abundance data is drawn from spring lek counts of males. Thus, habitat conservation measures may be biased towards breeding and nesting only. Lek data have limitations as well including: variable sampling effort both spatially and temporally and detection probabilities have not been estimated for ground or aerial counts. Notwithstanding, these are the best data available for mapping sage-grouse distributions. Because the method outlined by Doherty et al. (2011) focuses on breeding habitats and ODFWs lek data is prone to variable sampling, an additional and complementary method was used to approximate seasonal use ranges, referred to as connectivity corridors. Using a home range estimator local and seasonal connectivity corridors were estimated. Thus, it is important to clarify some definitions about the mapping approach in Oregon. This document refers to Doherty's "core areas" (i.e., 25, 50, 75, 100%) as lek density strata. Lek density 25-75% polygons and the intersection of 100% strata and local connectivity polygons collectively define a "core area." When the reservoir was built in 1922 it engulfed a large meadow and forest area, leaving behind large areas of snags and fallen timber providing habitat for fish and insects. Bull trout, mountain whitefish, and redband trout were native to the reservoir when it was created, but bull trout were extirpated by 1955 due to stocking of non-native fish, loss of spawning habitat and fish passage, and selective management. The reservoir was soon well known for large numbers of large rainbows and was one of the state’s most popular fisheries through the 1970’s, however the Crane Prairie food web was increasing in complexity. The Department introduced coho (Oncorhynchus kisutch), kokanee, and brook trout (Salvelinus fontinalis) as sport fish after 1950. Largemouth bass were then illegally introduced to the reservoir in the early 1980's. Black crappie (Pomoxis nigromaculatis), bluegill (Lepomis macrochirus), brown bullhead (Ameirus,nebulosus), stickleback (Gasterosteus aculeatus), and tui chub (Gila bicolor) were illegally introduced after the bass. All of the introduced species other than coho continue to reproduce naturally in the reservoir. The Department sets gill nets on annual basis to monitor managed fish populations. Our current goal is to determine fishery performance and growth differences between two diploid stocks and a triploid stock of rainbow trout. Construction of Dexter, Lookout Point and Hills Creek dams in the 1950s and 1960s without fish passage fragmented the habitat and limited the range of the population to above Hills Creek Dam. This population declined and the last confirmed bull trout sighting above Hills Creek dam was a photograph taken by an angler in 1990. Buchanan et al. (1997) described bull trout in the Middle Fork Willamette River as “probably extinct” after extensive surveys from 1993 through 1997 failed to observe any bull trout. In 1997 the US Forest Service and the Oregon Department of Fish and Wildlife began a program to reestablish bull trout in the Middle Fork Willamette. More than 10,000 bull trout fry have been transferred from the relatively healthy McKenzie population to the Middle Fork Willamette River. Adult bull trout are once again present in the Middle Fork Willamette, although natural reproduction has not been documented. This was the fourth consecutive inventory in the basin designed to describe the distribution and relative abundance of coho, cutthroat trout and winter steelhead. The entire basin (214 stream miles) was inventoried in 2008 utilizing the RBA protocol which included many miles of dysfunctional aquatic habitats that currently exhibit deep channel entrenchment, elevated summer temperature profiles and provided limited summer production potential. Survey efforts were reduced to 96.6 stream miles in 2009 and covered only the highest quality habitat reaches. Surveys were further refined in 2010 to a subset of the highest quality habitats (90.2 stream miles) and reduced again in 2011 to 84.6 stream miles. Some streams in the basin were also surveyed in 2002 and 2003 in a separate effort funded by Boise Cascade, the previous owner of the current Forest Capital holdings. These included Beaver, Boulder, Clayton, Cougar, Miller, Pedee, Ritner, Sheythe, West Fork Luckiamute, Wolf, and approximately 7 miles of the upper Luckiamute mainstem. Results and comparisons to those surveys are included below in the Site Specific observations. The intent of the RBA inventory was to gather information on the status of juvenile salmonid summer distributions and summer rearing densities. The inventory consisted of extensive snorkel surveys that began at the mouth of each stream and continued to the end of significant salmonid rearing potential (not to the end of cutthroat distribution). These surveys will be used to develop a base line for understanding how juvenile salmonids are currently utilizing habitats within the basin during summer flow regimes. Replicates of this inventory in high priority stream reaches (streams exhibiting residual system function) will be critical for identifying trends in the distribution and abundance of juvenile coho, steelhead and cutthroat in response to watershed restoration and management. The Rapid Bio-Assessment (RBA) survey method was designed to sub-sample 20 percent of the pool habitats using a Rapid Assay technique that could cover large distances and succeed in describing the current distribution of juvenile salmonids in all of the surveyed streams and their tributaries. Beaver dam frequency was also recorded. This report summarizes the 2017 bull trout spawning data collected in the Wallowa Mountains of northeast Oregon and compares this with past years’ data. Bull trout spawning surveys have been conducted on similar index areas for selected Grande Ronde and Imnaha River streams from 1999 to 2017. These surveyed streams are located within the Wallowa River/Minam River and Imnaha River bull trout core areas. Surveys in 2017 were conducted by the Nez Perce Tribe (NPT), the Oregon Department of Fish and Wildlife (ODFW), the Service, U.S. Forest Service (USFS), Freshwater Trust, and fisheries consultants. Objectives of the survey included: (1) locate bull trout spawning areas; (2) determine redd characteristics; (3) determine bull trout timing of spawning; (4) collect spawning density data; (5) determine and compare the spatial distribution of redds along the Lostine River in 2006 through 2017; and (6) over time use all of the data to assess local bull trout population trends and the long-term recovery of bull trout. Cutthroat and downstream migrating steelhead were abundant and easily caught from streams all through the settled portions of the basin. There was no need to take a trip away from home to fish for trout. Angling for trout was not thought of as a recreational pastime until the 1930s. The headwaters of the Applegate and Illinois rivers, and Jumpoff Joe and Grave creeks were preferred for trout fishing because of the easy access provided by mining roads. The California-Oregon Power Company provided access to trout fishing waters in the Prospect region as early as 1912. The completion of the Crater Lake and Diamond Lake highways in 1927 allowed access to the upper Rogue River and its tributaries. Access to other parts of the basin was provided when foot and wagon trails were made into roads by crews of the Civil Conservation Corps in the 1930's.   Citation × Citation Citation Abstract Copy Title: Little Deschutes Subbasin Watershed Assessment Abstract -- Many of the impacts to fish and wildlife habitat and water quality in the Little Deschutes River Subbasin are concentrated in the areas of housing, roads, and other human development. Most of the human population in the subbasin is concentrated around the community centers of La Pine, Gilchrist, Crescent, and Crescent Lake. There is significant dispersed development along the lower reaches of the Little Deschutes River between the communities of Sunriver and La Pine -an area characterized by gentle topography and depressions with forested wetlands, marshes and shallow lakes. Streams in this area, as illustrated by the Little Deschutes River , are low gradient and originate in the high elevation areas in the southwest portion of the watershed where there is higher precipitation. This ownership pattern has significant implications for natural resource management, as lower gradient floodplain areas tend to provide important wetland, fish, and wildlife habitat. Key Findings Fuel Loading: Having homes safe from wildfires is a concern for many residents. Fire suppression has increased the amount of dry wood in the area, creating a ready source for major wildfires. Riparian Areas and Wetlands: Loss of wetland and riparian areas , especially in the lower areas along the Little Deschutes River , has affected a number of resources. Title: Little Deschutes Subbasin Watershed Assessment Abstract -- Many of the impacts to fish and wildlife habitat and water quality in the Little Deschutes River Subbasin are concentrated in the areas of housing, roads, and other human development. Most of the human population in the subbasin is concentrated around the community centers of La Pine, Gilchrist, Crescent, and Crescent Lake. There is significant dispersed development along the lower reaches of the Little Deschutes River between the communities of Sunriver and La Pine -an area characterized by gentle topography and depressions with forested wetlands, marshes and shallow lakes. Streams in this area, as illustrated by the Little Deschutes River , are low gradient and originate in the high elevation areas in the southwest portion of the watershed where there is higher precipitation. This ownership pattern has significant implications for natural resource management, as lower gradient floodplain areas tend to provide important wetland, fish, and wildlife habitat. Key Findings Fuel Loading: Having homes safe from wildfires is a concern for many residents. Fire suppression has increased the amount of dry wood in the area, creating a ready source for major wildfires. There are few dams that substantially affect anadromous fish runs. Water withdrawals impact only a small portion of the total miles of stream habitat. Water quality and temperatures are suitable for salmonids for the entire year in most areas. Rainfall throughout the area is heavy, resulting in a high density of streams relative to watershed area. The Yachats River system has about 69 contiguous miles of stream suitable for salmonids. Some of these stream reaches are highly productive. The Yachats River Basin has traditionally been managed for production of wild salmonids. Few hatchery fish have been released in the Yachats River Basin historically and none has been released in the past several decades. All salmonid species in the Yachats River Basin are at depressed levels with the exception of resident cutthroat trout. The depressed status of Yachats River Basin fish stocks has resulted from human induced factors including habitat degradation, excessive harvest, and hatchery influence (from adjacent streams) in combination with natural events such as droughts, floods and El Nino ocean conditions. As human induced factors are controlled and corrected, it is expected that fish abundance will increase substantially, but it is not possible to accurately forecast the shape recovery will take. The information was collected as part of a major John Day River fish screening program designed to protect juvenile Salmon and Steelhead from perishing in irrigation diversion ditches throughout the John Day Basin. The program was started and funded in 1952 under the Columbia Program Office of the National Marine Fisheries Service. The actual construction, operation and maintenance of the fish screens was done under contract by the then Oregon State Game Commission (OSGC), later to become the Oregon Department of Fish and Wildlife. These Data were actually collected on site by the screen maintenance technicians hired by OSGC to service and maintain the installed screens and bypass fish traps. At least one or more bypass traps were installed on each major stream with screens throughout the basin and all fish caught in the screen bypass traps throughout the irrigation season were counted to evaluate the effectiveness of the program. These technicians would check the traps and take stream temperatures from one to five times per week throughout the irrigation season which usually ran in the early years from mid March through mid November. The central maintenance shop for the John Day fish screen program was constructed in 1952-53 near Canyon City, Oregon and operateq in that location for over forty years (1953- 1994) until a new facility was built west of John Day, Oregon in 1994.
