To improve the local job market, an effort is underway to enhance the competitive position of the local commerce and industry. This effort is directed at the development of local geothermal resources in the form of an energy utility system to furnish low-cost energy to its job-intensive industry. The Susanville Geothermal Energy Project (SGEP) encompasses the research and development for the energy system. A team composed of key citizens, elected officials, city management, and industry has developed the project since late 1973. The Energy Research and Development Administration (ERDA) has contracted for a research program to define the economics of a community building an economic base through the utilization of geothermal energy. The ERDA effort will define the economic model, specific energy systems, and a program plan for the development of a demonstration geothermal utility system. The ordinance contains provisions for: community geothermal development and utilization policies; a municipal geothermal district heating service; reservoir monitoring and management procedures and authorization for private geothermal heating services. The ordinance's "preliminary" nature is due to two pending legal issues on the state level: first, a revision of thermal ground water Administrative Rules is being prepared by the Oregon Water Resources Department; and second, the Oregon Governor and Legislature are considering an Alternate Energy Development Commission recommendation to develop a program whereby geothermal heating districts will be involved in the cooperative management of local thermal ground water reservoirs with the Oregon Water Resources Department. However, neither matter is expected to be finalized until 1981. Both geothermal fluids and ground water are cited jointly throughout the ordinance because of the legal definition of low to moderate temperature fluids as ground water, and the potential for the Klamath Falls community to encounter high temperature resources defined as geothermal fluids. The objectives of the project include: ? Expanding hands-on field science watershed education. ? Encouraging a sense of resource stewardship among students at all grade levels. ? Collecting quality data for inclusion in the 319h data base. ? Teaching applications of the scientific method. ? Providing on-going inservice training for teachers to increase the effectiveness of the project. Project tasks that were completed include acquisition and analysis of Klamath River Watershed Data, including river water temperatures, river cross sectional profiles and spawning ground surveys. Descriptions of methodology are included in the report. Many other watershed-related projects were undertaken by schools. In some cases the field data was collected and compiled by agency personnel. The spawning ground survey data collected by student volunteers was part of a project conducted by the California Department of Fish and Game and the U.S. Forest Service. Although a substantial amount of excellent work has been accomplished by the schools, the opportunity exists to improve the program at all levels. Increased field and technical support is needed to successfully integrate the goals of the project. Computer training for teachers and students is an essential component of the project, which would allow analysis of data and creation of web sites within classrooms. Data analysis and reporting is the critical component of the project that would provide students with a complete understanding of scientific research methodology. Providing a forum for communication between the 319h participants is another important area of the project that needs to be expanded. It continues to synthesize information on all aspects of geothermal development in this country and abroad to permit identification and quantification of trends in the use of this energy technology. In addition, the GPM is a mechanism for transferring current information on geothermal technology development to the private sector, and, over time, provides a historical record for those interested in the development pathway of the resource. In sum, the Department of Energy makes the GPM available to the many diverse interests that make up the geothermal community for the multiple uses it may serve. This issue of the GPM points up very clearly how closely knit many of those diverse interests have become. Less expensive energy storage means (heated ponds, aquifers), when they become fully characterized, will allow even more cost-competitive systems. Extensive design tradeoff studies have been performed for the example site, Intalco Aluminum Corporation and the surrounding communities of Ferndale and Bellingham, Washington. These tradeoff studies indicate that a heating demand equivalent to 12,000 single-family residences can be supplied by the energy from the Intalco site. The Assessment of Ecosystem Components in the Interior Columbia Basin and Portions of the Klamath and Great Basins provides detailed information about current conditions and trends for the biophysical and social systems within the Basin. This information can be used by land managers to develop broad land management goals and priorities and provides the context for decisions specific to smaller geographic areas. The Assessment area covers about 8 percent of the U.S. land area, 24 percent of the Nations National Forest System lands, 10 percent of the Nations BLM-administered lands, and contains about 1.2 percent of the Nations population. This results in a population density that is less than one-sixth of the U.S. average. The area has experienced recent, rapid population growth and generally has a robust, diverse economy. As compared to historic conditions, the terrestrial, aquatic, forest, and rangeland systems have undergone dramatic changes. Forested landscapes are more susceptible to fire, insect, and disease than under historic conditions. Rangelands are highly susceptible to noxious weed invasion. The disturbance regimes that operate on forest and rangeland have changed substantially, with lethal fires dominating many areas where non-lethal fires were the norm historically. Terrestrial habitats that have experienced the greatest decline include the native grassland, native shrubland, and old forest structures. There are areas within the Assessment area that have higher diversity than others. Aquatic systems are now more fragmented and isolated than historically and the introduction of non-native fish species has complicated current status of native fishes. Core habitat and population centers do remain as building blocks for restoration. Social and economic conditions within the Assessment area vary considerably, depending to a great extent on population, diversity of employment opportunities, and changing demographics. Those counties with the higher population densities and greater diversity of employment opportunities are generally more resilient to economic downturns. This Assessment provides a rich information base, including over 170 mapped themes with associated models and databases, from which future decisions can benefit. It has also been said repeatedly that extracting a maximum delta t improves the economics. With very low temperature (less than 100°F) geothermal fluids, it becomes necessary to install a heat pump for most space heating applications. Needless to say, the purchase of a heat pump drives capital costs up, annual operating costs up, and usually results in a very low delta t extraction from the resource. All these characteristics of heat pump applications tend to make such projects uneconomical. There are always exceptions.
