The Donner und Blitzen Sub-Basin is 505,127 acres located in Harney County, Oregon. The Donner und Blitzen Sub-basin has 1,391 miles of streams within its 174 mile perimeter. The document discusses history of the sub-basin and the historical land uses. Following history and description, the results of the assessments are discussed and related to the land and resource use of the sub-basin and the current watershed issues based on those uses. The end of the document discussed the proposed changes to the sub-basin based on assessment results in relation to current and past land resouce use and the goals of the Harney County Watershed Council. In this document, we characterize past and current watershed conditions and identify opportunities for improving conditions in this watershed. Chapter headings include: introduction and watershed overview, water quality, fish populations and aquatic habitat, water flow and use, riparian vegetation and wetlands, and riparian and stream restoration. The case study utilizes a framework highlighting the connections between human and natural systems. Semi-structured interviews are used to analyze interactions between rural riparian landowners and watershed council staffs living and working in Oregon’s Upper Willamette River basin. Findings indicate that 1) different types of learning interventions and peer-to-peer interactions are key drivers of learning, 2) natural resource management and learning interventions should be tailored towards social-ecological systems, and 3) collaborative watershed partnerships can integrate different knowledge types and increase adaptive capacity.
