In August 2012, I sampled surface sediments from the former Dream Lake reservoir in Lassen Volcanic National Park, and compared their physical and chemical properties with soil samples from two reference sites. I also estimated percent cover of vegetation in the former reservoir and reference sites. My results show that the reservoir was under reduced conditions, as determined by gleyed soil color and a higher pH when compared to reference samples. In contrast to reservoirs on larger river systems which tend to be sinks for organic matter, Dream Lake showed a reduction in organic matter when compared to reference locations. My results suggest reservoirs created by dams cannot be considered to have similar sediment properties, namely increases in organic material. Unlike other studies that found former impoundments invaded by non-native species, the former Dream Lake site has been colonized by native grasses, sedges, and rushes. Field measurements of channel hydraulics, geometry, and particle size were combined with one-dimensional hydraulic and bedload transport models to determine the streamflow needed to move the channel bed material and to predict how much material would move once bedload transport was initiated. Inflows and outflows from the Dam Complex, and the predicted bedload carried by each, were compared to evaluate the effect of the Dam Complex on downstream discharge and bedload transport. Predicted critical discharges were equaled or exceeded very infrequently during the 72-year streamflow record. In addition, discharges capable of transporting bed material exceeded threshold conditions by very little. This has resulted in low predicted rates and amounts of bedload transport over the period of record. The Pelton-Round Butte Dam Complex was found to slightly increase the magnitude of flood peaks and associated predicted bedload transport for post-dam transport events exceeding threshold transport conditions. An exception to this pattern was the effect of the Dam Complex on the flood of December 1964, the second largest flood on record. This large flood occurred under unique circumstances -- while the reservoir of Round Butte Dam was filling for the first time. Since none of the transport events that occurred after the reservoir finished filling were affected by the Dam Complex in the same way as the 1964 event, the influence of the Complex on the 1964 flood is considered unique. The two largest floods on record (1964 and 1996), despite their relatively large sizes with respect to all other recorded flood events, did not cause major morphological changes to the lower Deschutes River. This observation, along with other independently derived information, supports the conclusion that the lower Deschutes is a very stable river. Monitoring reservoir morphology during the two years following dam decommissioning yields a timeline of reservoir channel change. Comparison of a pre-dam survey in 1911 with post-removal surveys provides a basis from which to gage the Reservoir Reach evolution in the context of pre-dam conditions. Analyses of time-lapse photography, topographic surveys, and repeat LiDAR data sets provide detailed spatial and temporal documentation of a release of sediment from the reservoir following dam removal. The majority of morphologic changes to the reservoir largely took place during the first few days and weeks following removal. Channel incision and widening, along with gradient changes through the Reservoir Reach, exhibit diminishing changes with time. Channel incision rates of up to 13 m/hr and widening rates of up to 26 m/hr occurred within the first 24 hours following breaching of the coffer dam. Although channel position through the Reservoir Reach has remained relatively stable due to valley confinement, its width increased substantially. The channel reached an average width of 45 m within two weeks of breaching, but then erosion rates slowed and the channel width reached about 70 to 80 m after one and two years, respectively. Diminishing volumes of evacuated sediment were measured over time through quantitative analysis of survey datasets. About 15 percent of the initial impounded sediment was eroded from the Reservoir Reach within 60 hours of breaching; after one and two years, 50 and 58 percent was eroded, respectively. Grain-size analysis of terraces cut into reservoir fill following dam removal show that bed material coarsened over time at fixed elevations and vertically downward as the channel incised. Overall, these findings indicate valley morphology and local in-channel bedrock topography controlled the spatial distribution of sediment within the reservoir reach while variability in river discharge determined the timing of episodic sediment release. Large-scale dam development while still popular for political and economic development reasons, has been found to result in costs that outweigh benefits in environmental and socio-cultural sectors. This research assesses the human security impacts from dam development at three scales: the international river basin, the nation-state, and the local affected communities. Human security includes aspects of political, environmental, economic, and socio-cultural sectors. A combination of quantitatively-derived parameters from global indices and field-generated qualitative interviews and observations are employed to understand how perceptions of impacts change dependent on scale and sector. Two case studies are analyzed to capture three scales of human security impacts from dam development: the Grand Ethiopian Renaissance Dam on the Blue Nile River in Ethiopia and the Xayaburi Dam on the Mekong River in Laos. A new human security measurement is developed to consider qualitative aspects of interview data in order to compare the human security stability of very secure, secure, slightly insecure, and insecure to the global indexes. Comparisons between case studies, scales, and methods are drawn. Differences between human security and human development are highlighted. The conclusions are that human security impacts due exist from dam development, but are of a different magnitude depending upon scale, sector, and perception, as well as the datasets used for analysis. For the international scale, I combined publicly available datasets Human Development Index (HDI), Human Security Index (HSI), and the Transboundary Freshwater Dispute Database Basin Country Units (TFDDBCU) to create GIS based maps of watershed development and security ranking. For the national scale I analyzed information provided through official documents, websites, and field interviews. For the local scale I conducted empirical observation and field interviews in local communities. I conclude that the best measurement of human security is from a combination of scale, sector, and perception using qualitative and quantitative context and data for measurement. Severe scouring from splash damming was one of the earliest reported forms of widespread anthropogenic disturbance in streams of the Pacific Northwest, USA. Splash damming was a common method of log transport in western Oregon from the 1880s through the 1950s. Before being released in large freshets to downstream lumber mills, water and logs were stored in reservoirs behind splash dams. Further protocol called for dynamiting downstream obstacles such as large boulders and natural logjams. In recent literature, the legacy effect of historical splash damming is proposed as contributing to currently poor habitat conditions for lotic species, such as Pacific salmon (Oncorhynchus spp.), but this has never been formally evaluated at a regional scale. In this study, all known splash-dam sites and log drives in western Oregon were recorded in a geo-database and mapped in ArcGIS 9.3 at the 1:24,000 scale. Splash-dam sites were located through intense archival, historical aerial photograph and field searches. The final splash-dam map was overlaid with regionally available continuous and probabilistic stream surveys. After accounting for basin area and channel slope, in-channel variables were compared between reaches upstream and downstream of splash dams (within-basin analysis) and between reaches in splashed and not-splashed basins (among-basin analysis). Only data from sites located in a forested land cover and sedimentary rock type in the Oregon Coastal Province were analyzed. A significant difference (α = 0.1) was seen in either within- or among-basin analyses for each evaluated category of in-channel variable (geomorphology, substrates, pools, and channel complexity). Both analyses demonstrated significantly more bedrock and fewer deep pools in splashed reaches. In the among-basin analysis, three times fewer pieces of key large wood were found in splashed reaches (p = 0.07). Many of the in-channel variables that demonstrated significant differences are regarded as indicators of salmon habitat quality. This is the first regional study to document that splash-dam legacy effects still persist on evaluated stream reaches 50-130 years after the practice ceased. Further, I detected a splash-damming signal in widely used regional monitoring datasets, which suggests that legacy effects should be considered in future applications of these datasets. Splash-damming impacts are pervasive and persistent throughout the Oregon Coastal Province; consequently, extensive and intensive restoration measures may be necessary to accelerate recovery of certain stream habitat characteristics in streams where splash damming and log drives occurred. This study demonstrates the importance of including archival information in modern-day studies, and that history can account for significant variation in the stream environment. This need can be most apparent when considering changes to DAMS infrastructure. The proposed panel presents the experiences of OSU Libraries and Press as we move to a new DAMS system for ScholarsArchive@OSU. Before considering DAMS platforms, we conducted an in-depth requirements analysis with our stakeholders, both within our organization as well as with stakeholders outside of the organization. The panelists will include OSU faculty and administrators selected for requirements interviews who present unique use cases for the DAMS, including those for whom the current iteration of the DAMS does not provide adequate service. Audience members will learn about using requirements analysis to design new digital infrastructures and will learn about popular digital library technologies (e.g. Hydra, DSpace). With increased public concern for the environment, people try to participate more in environmental decision-making so as to mitigate environmental damage. This paper examines hydroelectric development in the Nu River in Yunnan Province as a case study, which is a plan of building 13 dams on Nu River. Since this area is related to biodiversity protection, ethnic minorities, and World Heritage status, it has received a high-level concern from the public. The paper examines the influence of public participation on the decision-making process of the dam project, including environmental NGOs, corporations, the government, the media and local residents. Due to public participation, the fate of the dam project has changed. It has twice been suspended by Premier Wen Jiabao. This paper employs the Multiple Streams Policy Framework to examine public participation in the project, and explains how those interest groups put their environmental-friendly ideas into the policy agenda and influence the decision of dam construction. The hatchery is located on the Oregon side of the Columbia River downstream of the dam. It requires large quantities of water free from chemical and biological contamination. In addition, the water has to be in a narrow temperature range. Currently the fish hatchery receives its water from a well field that is located on the alluvial terrace downstream of Bonneville Dam. The well field lies in the proposed approach channel for the new lock and has to be abandoned during construction of the lock. For the continued water supply of the hatchery, a new well field will be developed north of the approach channel. Early in the planning phase for the new lock, concerns were raised about the potential impact of the relocation of the well field and the excavation of the new approach channel on the hatchery. To assess these concerns and to assure a continuous water supply during and after construction, a hydrogeologic investigation was initiated. Within the framework of the investigation this study focuses on the analysis of pumping test data and the development of a three-dimensional ground water flow model for the site. The proposed panel presents the experiences of OSU Libraries and Press as we move to a new DAMS system for ScholarsArchive@OSU. Before considering DAMS platforms, we conducted an in-depth requirements analysis with our stakeholders, both within our organization as well as with stakeholders outside of the organization. The panelists will include OSU faculty and administrators selected for requirements interviews who present unique use cases for the DAMS, including those for whom the current iteration of the DAMS does not provide adequate service. Audience members will learn about using requirements analysis to design new digital infrastructures and will learn about popular digital library technologies (e.g. Hydra, DSpace).
