Management strategies for increasing the abundance of native species are urgently needed, particularly those strategies that promote the regeneration of native species from seed. Fire may be an important factor in promoting regeneration of native species from seed because of its historical role in maintaining the prairie landscape. The study objectives were (1) to determine the effect of prescribed burning on regeneration of native species from seed, and (2) to establish predictive relationships between easily measured plant traits and seedling establishment rates in the field. The general approach was to sow seeds of target wetland prairie species during the fall into experimental field plots already established at the Danebo Wetland, Eugene, OR. Seedling establishment rates were then compared between burned and unburned plots the following spring. To establish predictive relationships these seedling establishment rates were related to selected seed and seedling traits measured under laboratory conditions. Overall seedling establishment rates showed no significant differences between burned (7.0%) and unburned plots (8.7%), although for the seven species showing positive responses to prescribed burning, the increase was approximately doubled in the burned plots. Burning significantly increased the seedling establishment rates of three species, Wyethia angustifolia, Grindelia integrifolia, and Danthonia californica. Seedling establishment significantly decreased with burning for one species, Sidalcea campestris. For three of the four endangered, threatened or rare species, Aster curtus, Horkelia congesta, and Sidalcea cusickii var. purpurea, seedling establishment rates were smaller in the burned plots compared to the unburned plots, although the differences were not significant. Lomatium bradshawii had no seedlings establish in either the burned or the unburned plots. Plant weight 7 days after germination was the best trait at predicting field seedling establishment rates for both the burned plots and the unburned plots, explaining a significant amount of variation in establishment rates: 70% for the burned plots and 45% for the unburned plots. This model could be used by managers to choose species for sowing in burned and unburned prairies or to estimate seeding rates at burned and unburned sites. Warner sucker abundance and distribution has declined over the past century and it was federally listed as threatened in 1985 due to habitat fragmentation and threats posed by the proliferation of piscivorous non-native game fishes (U.S. Fish and Wildlife Service 1985). The Warner Valley is a northeast-southwest trending endorheic basin which extends approximately 90 km (Figure 1). The elevation of the valley floor is approximately 1,370 m and the basin is bound by fault block escarpments, the Warner Rim on the west and Hart Mountain and Poker Jim Ridge on the east. The Warner basin was formed during the middle Tertiary and late Quaternary geologic periods as a result of volcanic and tectonic activity (Baldwin 1976). Abundant precipitation during the Pleistocene Epoch resulted in the formation of Pluvial Lake Warner (Hubbs and Miller 1948). At its maximum extent approximately 11,000 years ago, the lake reached approximately 100 m in depth and 1,300 km2 in area (Snyder et al. 1964, Weide 1975). In 2008, precipitation and snow pack were near average and Hart and Crump Lakes never filled completely. In 2007, Crump Lake water levels were very low with less than a quarter of the surface area wetted during the winter. Both lakes have been watered continuously since 1993. The Warner sucker inhabits the lakes and low gradient stream reaches of the Warner Valley. Two life history forms are present that comprise the metapopulation of Warner suckers: lake and stream morphs. The lake suckers are lacustrine adfluvial or potamodromous fish which normally spawn in the streams. However, upstream migration may be blocked by low stream flows during dry water years or by irrigation diversion dams and spawning may occur in nearshore areas of the lakes (White et al. 1990). The stream suckers inhabit and spawn in the three major tributary drainages (Honey, Deep, and Twentymile Creeks). Large lake-dwelling populations of introduced fishes in the lakes likely reduce sucker recruitment by predation on young suckers (U.S. Fish and Wildlife Service 1998). The Recovery Plan for the Threatened and Rare Native Fishes of the Warner Basin and Alkali Subbasin (U.S. Fish and Wildlife Service 1998) sets recovery criteria for delisting the species. These criteria require that (1) a self-sustaining metapopulation is distributed throughout the Twentymile, Honey, and Deep Creek (below the falls) drainages, and in Pelican, Crump, and Hart Lakes, (2) passage is restored within and among the Twentymile, Honey, and Deep Creek (below the falls) drainages so that the individual populations of Warner suckers can function as a metapopulation, and (3) no threats exist that would likely threaten the survival of the species over a significant portion of its range. In 2008, we conducted investigations in Hart and Crump Lakes to quantify the abundance and distribution of Warner suckers, to search for evidence of recent recruitment, and to estimate sucker abundance relative to nonnative fish abundance. We used Passive Integrated Transponder (PIT) tagged suckers to determine growth rates and movements, tracked radio-tagged suckers to document seasonal spawning migrations, fished a screw trap in Twelvemile Creek to monitor downstream movements, and operated a trap at the Dyke diversion dam on Twentymile Creek to monitor upstream movements. We addressed these objectives by implementing the following tasks: 1) conducting surveys in Hart and Crump Lakes to describe the distribution and quantify the abundance of Warner suckers, search for evidence of recent recruitment, estimate sucker abundance relative to nonnative fish abundance, and describe certain life history characteristics, 2) tagging suckers with Passive Integrated Transponder (PIT) tags in the lakes and tributaries to estimate growth rates and describe seasonal movements, 3) radio tracking suckers in the lakes and tributaries to describe seasonal movements, 4) fishing screw traps in Warner basin tributaries to monitor downstream movements, 5) operating a trap at a fish ladder on a Warner tributary to assess upstream passage success, 6) conducting surveys in Warner basin tributaries to describe the current distribution of stream resident populations of Warner suckers and to quantify their abundance, 7) describing associations between the distribution of suckers and habitat variables in Twentymile Creek, 8) trapping larval suckers in the tributaries to describe the relative abundance and timing of larval movements, 9) describing life history parameters including growth rates, length frequency distributions, length at maturity, and weight-length relationships, 10) evaluating a nonlethal ageing technique, 11) describing the distribution and abundance of the Warner suckers at Summer Lake Wildlife Management area, where a self-sustaining population became established after fish salvage from Hart Lake during the 1992 drought, and 12) collecting tissue samples for future genetic analyses. This report compiles the results of this work, synthesizes and interprets findings relative to the conservation status of the species, and recommends future studies. The high rates of runoff from precipitation and glacial melt delivered by coastal rivers influence ocean circulation patterns, rates of global sea level rise, and provide spawning habitat for the large salmon populations. Physically-based hydrological modeling of the major water budget components of the GOA, driven using historical reanalysis weather data and land cover, reveals that the modeled water budget components, particularly precipitation input, vary widely between commonly-used weather products. The majority of the large freshwater flux into the GOA is derived from distributed coastal streams rather than the large inland rivers. The modeled seasonal aggregated GOA hydrograph is dominated by the spring and early summer snowmelt, and supplemented by late summer glacial ice melt. Model results demonstrate good agreement with NASA Gravity Recovery and Climate Experiment (GRACE) satellite data in terms of annual amplitudes and long term losses (ice loss), and suggest that existing GRACE solutions, previously reported to represent glacier mass balance alone, are actually measuring the full water budget of land and ice surfaces. An ensemble of climate models and future emissions scenarios were paired with systematically altered land cover to test the sensitivity of the hydrologic system to changes in regional climate patterns and glacier coverage representative of late twenty first century conditions. Compared with the hindcast simulations, the model results forced with increased regional air temperatures and precipitation inputs and reduced glacier cover produce an increase in the annual GOA freshwater discharge volume. The seasonal GOA hydrograph is flattened due to increased winter runoff from more winter rainfall and less snow accumulation, and lower levels of snowmelt and glacier ice contribution. Large uncertainties exist in the direction of change in the glacier runoff component, primarily due to uncertainties that exist in predicting glacier response to climate change. Hydrological modeling with high resolution and inclusion of relevant physical processes can produce significantly improved products that are of high value to and in demand by numerous other scientific communities. Hatcheries can also play a positive role for wild salmonids by bolstering populations, especially those on the verge of extirpation, by providing a genetic reserve as well as providing opportunities for nutrient enrichment of streams (Steward and Bjornn 1990; Cuenco et al. 1993). The objective of this project is to evaluate the potential effects of hatchery programs on naturally spawning populations of spring Chinook within the Upper Willamette River ESU. ODFW submits this report in fulfillment of Task Order NWPOD-08-FH-05 (per Task 3). This report covers activities of July 2008–May 2009 that were implemented by ODFW on behalf of the Corps to assist with meeting the requirements of the reasonable and prudent alternatives and measures prescribed in the Willamette Project Biological Opinion (BiOp) of July 2008 (NOAA 2008). Although a strategy to implement actions identified on the BiOp has not yet been completed, the Corps provided interim funding to continue certain monitoring activities and initiate long-term planning as detailed below: Task 1 (a–f). Monitor straying of hatchery fish on natural spawning grounds in the North Santiam, South Santiam, McKenzie, and Middle Fork Willamette rivers to determine the distribution, abundance and proportion of hatchery and natural-origin fish spawning by: (1) conducting spawning ground surveys downstream of projects and upstream of Detroit and Foster reservoirs; (2) conducting re-surveys to assess variability in redd counts among crews; (3) estimating pre-spawning mortality; (4) estimating the percentage of hatchery-origin spawners using otolith analysis; (5) monitoring fin-clipped and unclipped fish passing Leaburg and upper Bennett dams. Monitor fin-clipped and unclipped fish entering hatcheries and collection facilities (i.e., record number, origin, length, date of return); determine origin using otolith analysis; collect tissue samples for genetic analysis.
