The effect of land uses on neighboring property values is of critical interest to urban planners, developers, and citizens. Property values are in part defined by built structure and lot characteristics, locational attributes (e.g., proximity to amenities and disamenities), and other features such as views from a property. The effects of these attributes can be estimated using the hedonic property valuation method. While many of these attributes are easily quantified, views are less tangible. This study attempts to develop a viewshed estimation technique that takes into account the limbing up of trees, a major limitation of viewshed estimates to date. The limbing up effect was estimated using a conditional statement on three viewsheds: ground elevation only, ground elevation plus 8 feet where there are trees, and the elevation of vegetation (LIDAR). The viewsheds areas were intersected with their land use zone (residential, institutional, agricultural, etc) as well as their land use category (pavement, building, short, or tall vegetation) and perspective was controlled for. The viewshed estimates were evaluated within econometric models, yielding some interesting results, including that increased visibility of houses and pavement reduced property values, short vegetation had a positive effect, and views of trees themselves had no significant effect. While the techniques used in this study have great potential, they were limited in their current application due to computing power. Further investigations may help overcome some of the constraints within this study and explore variations on this technique in order to generate robust viewshed estimates. For example, what is the impact of irrigated agriculture on downwind rainfall? Global-scale models show that moisture recycling is an important source of water for inland regions around the world, but they do not resolve land surface characteristics that may affect recycling ratios. Observational studies at the local scale report both increased and decreased rainfall likelihood as a result of deforestation. I present a Lagrangian framework based on biophysical land - atmosphere interactions to estimate the influence of land cover on the spatial and temporal scale of rainfall recycling. My results demonstrate that convective rainfall conditions occur more frequently over coniferous forests and irrigated crops relative to bare soils and mixed-use land cover. The increased likelihood of rainfall over vegetated surfaces is caused by the response of the atmospheric boundary layer to high water vapor fluxes from evapotranspiration and the partitioning of available energy at the ground surface. The presence of vegetation causes large variability in rainfall likelihood, but free atmosphere conditions are found to be the primary controls on rainfall initiation. Multi-day model simulations suggest that an initially dry atmosphere will experience rainfall recycling along a Lagrangian trajectory every 2 to 3 days over a completely vegetated surface and every 12 days over bare soils. Application of my model focused on the lower Columbia Basin because it is a major source region of continental evaporation and has a history of dramatic change in land use. The increased rainfall trends observed over the 20th century in the lower Columbia Basin cannot be significantly associated with land use changes, but modeled estimates suggest an increase in rainfall likelihood of less than 9% from the change in land cover this region has experienced. The results of this simple physically-based model can be used to quantify the effects of land cover on moisture recycling to better understand processes influencing rainfall patterns at regional scales. This dissertation consists of three essays. First paper investigates the relationship between land use and water pollution. Combining land use choice model and water pollution data, I simulate the effects of the policies that changes returns to land uses such as afforestation payments in five watersheds in Japan. From this simulation, I derive abatement cost of chemical oxygen demand, total nitrogen, and total phosphorous and I reveal that afforestation payment is best policy for most of pollutants and regions but in some regions it increases chemical oxygen demand. The cost data is then compared with abatement cost from upgrading and construction of sewage treatment plants to compare relative efficiency and show that combining both policy is sometimes more efficient that single policy. The second essay focuses on one watershed in Japan and I analyze the effect of the subsidy that promotes eco-friendly agriculture using fixed effect panel. Using budget as abatement cost, policy effect is estimated and compare it with land use subsidy and sewage treatment construction and upgrade cost. For my study area, afforestation payment is most cost effective while investing sewage treatment plants are least cost effective but the result depends on existing sewage treatment plants and regional characteristic. The third model focuses on land use and open space. Even though previous study (Bento et al. 2006) revealed that a tax and an urban growth boundary is equivalent in terms of efficiency. When I relax assumption by adding uncertainty and heterogeneity in soil quality, I show counterexamples of equivalence of two policies. The first essay develops a partially degenerate nested logit model to examine the effect of price islands and local ethanol capacity on corn production and crop mix. The primary data sets in estimating the econometric model are the 2001 and 2005 Corn Agricultural Resource Management Survey (ARMS), and the 2002 and 2006 Soybean ARMS. These are large and informative survey data sets that have the potential for actual policy implications. The estimation of the nested partition (containing corn and soybeans) suggests that local prices have some influence on whether a farmer will choose to plant corn or soybeans, while estimation of the upper-level suggests that farmers may plant more corn, soybeans, or wheat relative to other crops, as ethanol capacity increases. The second essay uses a multinomial logit model to estimate a corn-soybean price ratio in different acreage scenarios that are designed to accommodate additional continuous corn production in the Upper Mississippi River Basin, in response to increased demand for corn-based ethanol. The land use scenarios are drawn from Soil and Water Assessment Tool estimation and are used in an Environmental Protection Agency (EPA) report authored by Aqua Terra Consultants and Texas A & M Spatial Sciences Laboratory (2008). The results suggest that as the corn-soybean price ratio increases, due to an increase in corn price or decrease in soybean price, farmers are more likely to plant continuous corn relative to a corn-soybean rotation. Parameter estimates are used to estimate the price of corn in future scenarios, with results suggesting a minimum corn price increase of 70% in order to encourage farmers to plant enough corn to meet ethanol mandates through 2022. Discussion includes the likelihood of a sustained corn price increase through 2022, and potential impacts beyond the EPA report, if such a price increase did occur.
