Year: 2015 The Oregon Lake Watch (OLW) volunteer monitoring program is now in its second year of operation, continuing its focus on early detection of aquatic invasive species (AIS), with a secondary focus on lake water quality. The aquatic invasive species chosen as Watch List priorities for the OLW are based on the Oregon Department of Agriculture’s Noxious Weed List (Oregon Department of Agriculture Noxious Weed Control Program 2014) as well as professional judgement (more information can be found in Oregon Lake Watch Final Report 2014). This report summarizes the data collected by 15 of 24 OLW volunteers over 2014, across 110 sampling events and 20 Oregon lakes. Data collected by trained volunteers includes sightings of both native and aquatic invasive plants and animals, as well as recordings of lake temperature profiles, and Secchi depth, a measure of clarity. Of the 16 original water bodies surveyed in OLW’s first year (2013), 12 were surveyed again in 2014, and 8 are new waterbodies. Long-term monitoring of these lakes provides valuable information over time, and expanding the number of lakes monitored, especially in the case of monitoring for invasive species, means that more potentially harmful invasions can be stopped sooner. Ideally, the OLW will continue to monitor these current lakes, and expand their volunteer network to cover more waterbodies across Oregon as this program continues to grow. Variability in invertebrate data was estimated for three sources of variation: sampling, within-reach spatial and long-term temporal. Long-term temporal data were also evaluated using ordinations and an Index of Biotic Integrity (IBI). Through two separate investigations over an 11-year study period, participants collected more than 400 within-reach samples during 44 sampling events at three streams in the western United States. Within-reach invertebrate abundance coefficient of variation (CV) ranged from 0.44–0.50 with approximately 62% of the observed variation strictly due to sampling. Long-term temporal CV ranged from 0.31–0.36 with 27–30% of the observed variation in invertebrate abundance related to climate conditions (El Niño strength) and sampling year. Ordinations showed that citizen-generated assemblage data could reliably detect differences between study streams and seasons. IBI scores were significantly different between streams but not seasons. The findings of this study suggest that citizen data would likely detect a change in mean invertebrate density greater than 50% and would also be useful for monitoring changes in assemblage. The information presented here will help stream managers interpret and evaluate changes to the stream invertebrate community detected by citizen-based programs. AIS surveys emphasized the detection of Watch List aquatic plant and species that can have a negative impacts on the beneficial uses of our waterbodies. Water transparency and temperature measurements were used to track the condition of volunteers' lakes. Thirty-one Oregon lakes have been surveyed during the OLW’s three years, 16 of which were surveyed during 2015. Seven lakes have been surveyed all three years and seven more have been surveyed two of the three years. Four Watch List plant and one animal species were found during 2015. Eurasian watermilfoil (Myriophyllum spicatum) was found in three lakes, Brazilian elodea (Egeria densa) and curly leaf pondweed (Potamogeton crispus) were each found in two lakes, and yellow flag iris (Iris pseudacorus) was found in one lake. Asian clams (Corbicula fluminea) were found in one lake. A diverse array of native plants were found along with native signal crayfish (Pacifasticus leniusculus). Water quality ranged from eutrophic to oligotrophic conditions based on water transparency and water temperatures ranged as high as 28°C (82°F). Year: 2013 Pine Creek Conservation Area (PCCA), just northeast of the John Day River in Wheeler County, Oregon, was acquired in 1999-2001 by the Confederate Tribes of Warm Springs with support from the Bonneville Power Administration (BPA), to mitigate for wildlife losses created by the large, hydropower Columbia River Dams, particularly the Bonneville, Dalles and John Day Dams. Many thousands of acres of grassland, shrub steppe and riparian habitats were lost due to inundation, and the objectives of the acquisition included restoration of similar habitats. As part of an interagency agreement created in 2002, the Oregon Natural Heritage Information Center established a baseline monitoring program in 2002. This effort included the establishment of permanent monitoring plots to allow for a detailed assessment of vegetation change in the plant communities occurring at the site. It also included the development of an existing vegetation map, hopefully to allow for an analysis of overall vegetation change across the conservation area. The map showed the distribution of western juniper, native grasslands, big sagebrush, and weed-dominated areas at the site. In the eight years since the original map was made, a series of management actions, including juniper clearing, prescribed fires, and riparian restoration activities have significantly changed the vegetation at PCCA. In the spring and summer of 2010, the Oregon Natural Heritage Information Center, now the Oregon Biodiversity Information Center at Portland State University, visited the area to assist the land manager in developing a strategy for meeting the information needs of the Tribes and BPA in evaluating the success of the first decade of restoration. This report details that effort, which incorporated a combination of field inspection, photo-interpretation, and remote sensing-based mapping to assess change since the establishment of the conservation area, to lay a new baseline against which to measure future change, and most importantly to provide detailed information useful for land management decision making in the continuing restoration efforts. While the Portland, Oregon and Vancouver, Washington metro areas share many common biophysical characteristics, they have different land development histories and water governance structures, providing a unique opportunity for examining how differences in governance might affect environmental quality. We conceptualize possible linkages in which water quality influences governance directly, using monitoring efforts as a metric, and indirectly by using the change in the sale price of single-family residential properties. Governance may then influence water quality directly through riparian restoration resulting from monitoring results and indirectly through land use policy.We investigate evidence to substantiate these linkages. Our results showed that changes in monitoring regimes and land development patterns differed in response to differences in growth management policy and environmental governance systems. Our results also showed similarities in environmental quality responses to varying governance systems. For example, we found that sales prices responded positively to improved water quality (e.g., increases in DO and reductions in bacteria counts) in both cities. Furthermore, riparian restoration efforts improved over time for both cities, indicating the positive effect of governance on this land-based resource that may result in improved water quality. However, as of yet, there were no substantial differences across study areas in water temperature over time, despite an expansion of these urban areas of more than 20%over 24 years. The mechanisms by which water quality was maintained was similar in the sense that both cities benefited from riparian restoration, but different in the sense that Portland benefited indirectly from land use policy. A combination of long-term legacy effects of land development, and a relatively short history of riparian restoration in both the Portland and Vancouver regions, may have masked any subtle differences between study areas. An alternative explanation is that both cities exhibited combinations of positive indirect and direct water quality governance that resulted in maintenance of water quality in the face of increased urban growth. In the summer of 2012, 199 qualitative human subject surveys were administered at Tenmile Lake in Lakeside, Oregon to boaters on their boating habits and knowledge of invasive species prior to building the boat wash (“pre-boat wash”). An extension of the 2012 study was conducted in the summer of 2013 on 200 boaters after the completion of the Tenmile Lake boat wash station (“post-boat wash”). Comparisons were made on the observations and answers of boaters prior to and after the boat wash installation. Of the boaters surveyed in the pre-boat wash field season, 75.9% of boaters claimed they would use a boat wash station at Tenmile Lake. The actual use of the boat wash station based on observations made by the field researcher during the post-boat wash field season indicated only 38.5% of surveyed boaters used the station. Furthermore, more than 20% of boaters could not verbally identify an invasive species in either field season when asked their awareness of aquatic invasive species. Photographs by Carleton Watkins show that the south bank of the river at Willamette Falls had been modified for industrial uses as early as 1867. Infrastructure included dams and spillways to create a boat basin, and millraces to power a sawmill, gristmill, and woolen mill. Later, paper mills and electrical generating stations were built on both sides of the falls. These activities concentrated at the falls have impacted all native habitat except vertical cliff faces on basalt outcrops along the river. Significant portions of the shoreline at the Blue Heron site have been modified by fill. Remaining habitat in natural or semi-natural condition includes areas hydrated by tidal action of the Willamette River, areas of seasonal or perennial seepage below spillways and the old grinders, and basalt outcrops with varying exposures. The basalt outcrops are a relic of the Bretz or Missoula Floods (Allen et al. 1986), and exposures along this part of the Willamette River provide outlier habitat for both mesic and xeric species more common in the Columbia River Gorge (Detling 1958). Limited attention has been paid to the effects of pharmaceuticals on marine life, despite widespread detection of these contaminants in the marine environment. Of the existing studies, the majority assess the negative effects of pharmaceuticals over an exposure period of 30 days or less and focus on cellular and subcellular biomarkers. Longer studies are required to determine if chronic contaminant exposure poses risks to marine life at environmentally relevant concentrations. Also scarce in the literature is examination of whole organism effects to identify potential community-level consequences. Two long-term studies with the antidepressant pharmaceutical, fluoxetine (the active constituent in Prozac®) were conducted to determine whether nominal concentrations detected in estuarine and coastal environments affect organism health and interactions. First, we measured whole organism metrics in the California mussel, Mytilus californianus over a period of 107 days. Specifically, we measured algal clearance rates, growth, and condition indices for both reproductive and overall health. We found that fluoxetine negatively affects all measured characteristics, however many effects are mediated by length of exposure. Perhaps the most notable result was that mussels spiked with fluoxetine cleared less algae after 30 days of exposure. Reduced growth and condition indices likely are a consequence of improper nutrition among fluoxetine-treated mussels. Any level of fluoxetine significantly affected the gonadosomatic index after 47 days. The results from this study on mussels fill an important data gap, highlighting organism-level effects of chronic exposure periods; such data more explicitly identify the impacts of pharmaceuticals and other contaminants on marine communities and ecosystems. Fluoxetine has also been documented to affect the behavior of fish and invertebrates, including freshwater and marine bivalves, crustaceans, and fish. Given that other crustaceans exhibited increased activity levels under fluoxetine exposure, we hypothesized that this would subject them to greater predation risk. In our second exposure study, we assessed whether a similar range of fluoxetine concentrations used in the mussel study altered the risk behavior of the Oregon mud crab, Hemigrapsus oregonensis, in response to a common predator, the red rock crab, Cancer productus. We conducted this study for 60 days, conducting day and night behavioral trials (with and without predators) four times a week. We found that crabs exposed to any amount of fluoxetine (3 or 30 ng/L) had increased activity levels relative to controls; however behaviors of 3 ng/L-spiked crabs were not always significantly different from controls. Among control crabs, day and night trials yielded similar results, where a clear response to the addition of the predator was observed. Crabs dosed with fluoxetine exhibited more foraging and active behaviors in the presence of the predator. Additionally, crabs spiked with fluoxetine at 30 ng/L had the greatest risk of mortality either by predation by red rock crabs or due to more aggressive behaviors among conspecifics. Of the 21 pharmaceutical chemicals and metabolites tested, only 6 (acetaminophen, caffeine, carbamazepine, codeine, cotinine, and sulfamethoxazole) were detected in filtered stream samples from 10 sites. The concentrations of most of the detected compounds were relatively low (less than 0.05 microgram per liter). The most frequently detected compounds were cotinine (a nicotine metabolite, 8 of 10 samples) and caffeine (a stimulant, 7 of 10 samples). More compounds were detected in urban stream samples than in samples from forested or agricultural drainages. Filtered water samples also were collected from four locations within an advanced wastewater treatment facility to quantify the relative amounts of these chemicals in a municipal waste stream and to determine the degree to which those chemicals are removed by treatment processes. Fifteen pharmaceutical chemicals or metabolites were detected in wastewater treatment facility influent, with concentrations far exceeding those measured in streams. The presence of 1,7-dimethylxanthine (a caffeine metabolite) concurrently with caffeine might indicate the presence of untreated wastewater; in contrast, the absence of the metabolite might help rule out that source. Acetaminophen might make a good tracer for untreated wastewater because of its common usage, high concentration in raw wastewater, and effective removal via treatment. Carbamazepine and sulfamethoxazole have the potential to be good indicators of treated wastewater because of their incomplete removal in treatment facilities. The outflow and water level of Siltcoos Lake is regulated by a dam on the Siltcoos River 4 km upstream from the Pacific. Several permanent streams feed the lake from its 176 square kilometer watershed including Fiddle Creek, Maple Creek, and Woahink Creek, the outflow from Woahink Lake. Much of the watershed is forested and used for timber harvest, residential development, and limited agricultural production. The lake is popular for recreational activities, particularly fishing for wild coastal Coho salmon, rainbow trout, cutthroat trout, largemouth bass, bluegill, crappie, and yellow perch (Buckman 2004). The lake is also the domestic drinking water source for approximately 125 of the 1330 residents of Dunes City and numerous residents outside the city limits within Lane and Douglas Counties (LCOG 2002). During the fall of 2007 a dense bloom of the potentially toxigenic blue-green algal species Anabaena planktonica prompted Dunes City, the South Coast Water District, the Lane County Health Department, and the Oregon Department of Human Services to issue an advisory against usage of Siltcoos Lake water for drinking and other domestic use (DHS 2007). Residents dependent upon Siltcoos Lake were forced to find alternate domestic water sources for a total of 52 days. This incident was part of a long history of water quality problems including dense algal growth and excessive growth of the non-native aquatic macrophytes Brazilian elodea (Egeria densa), parrotsfeather (Myriophyllum aquaticum), and two-leaf water milfoil (Myriophyllum heterophyllum) (Pfauth and Sytsma 2005; Johnson et al. 1985; McHugh 1979). Because of the water quality problems, the Oregon Department of Environmental Quality (DEQ) placed the lake the 303(d) list of impaired water bodies; specifically due to violations of the “aquatic weeds and algae” water quality criterion (DEQ 1998; DEQ 2006). Dunes City has acted on water quality concerns for both Siltcoos and Woahink Lakes by issuing a temporary building moratorium (Dunes City 2006a), a septic tank maintenance ordinance (Dunes City 2006b), and an ordinance limiting phosphorus use (Dunes City 2007).
