Our goal was to assess nutrient availability by comparing relative rates of carbon (C), nitrogen (N), and phosphorus (P) accumulated in sediments with the C, N, and P stoichiometries of surface soils and above ground plant tissues. Surface soil nutrient contents (0.60–0.92% N and 0.09–0.13% P) were low but within reported ranges for TFMs in the eastern US. In both marshes, soil nutrient pools and C, N, and P stoichiometries were closely associated with sedimentation patterns. Differences between marshes were more striking than spatial variations within marshes: both C, N, and P accumulation during summer, and annual P accumulation rates (0.16 and 0.04 g P m−2 year−1, respectively) in sediments were significantly higher at the downstream than at the upstream marsh. Nitrogen:P ratiosbiomass, surface soils, and sediments suggest that N limits primary production in these marshes, but experimental additions of N and/or P did not significantly increase above ground productivity in either marsh. Lower soil N:P ratios are consistent with higher rates of sediment P accumulation at the downstream site, perhaps due to its greater proximity to the estuarine turbidity maximum. Most foliar traits measured in the field were lower than would be expected under ideal growing conditions. Photosynthetic pigment concentrations at higher latitudes were lower than those observed at lower latitudes. Greater leaf rolling, reduced leaf lengths, and lower chlorophyll and higher carbon concentrations were observed with anoxic sediments. Lower chlorophyll to carotenoids ratios and reduced nitrogen concentrations were correlated with sediment salinity. The average rate of sea level rise has increased from 2 mm/year to 3.5 mm/year during the twentieth century. The state of New Jersey is not only densely populated but the development along coastlines makes inundation a potential serious threat. New Jersey is diverse in aquifer types, in addition to the types of water bodies surrounding New Jersey, and makes for an interesting case study for groundwater vulnerability. The EPA has a universal model used to identify potentially contaminated aquifers, the DRASTIC model. This model, however, does not include saltwater intrusion as a potential contaminant and we therefore propose to modify the DRASTIC model in order to address saltwater intrusion as a potential aquifer contaminant, making coastal aquifers more vulnerable to contamination. Metro and its partners have observed the effects of persistent flooding at the site, which began prior to Metro’s acquisition of the property. Most notable has been the decline of the once abundant Geyer willow stand, a prominent and valued feature of the site. In February 2014, Metro convened several key scientists familiar with the wetland, and its underlying Labish soil, to discuss what was known about the Killin Wetlands and possible next steps in advancing restoration there. That discussion focused on the subsidence of organic soils, caused by artificial drainage, and led to the recommendation that a review of regional peat soil wetlands would be an important step in developing an informed plan for preserving and restoring Killin Wetlands. The closure of the Blue Heron paper mill on the south bank of the river, and proposed redevelopment of the site, has given planners an opportunity to revisit this part of the falls and identify its current flora. As part of the preconstruction planning process for public access to the falls, Metro contracted John Christy to document the historical and existing vascular flora on the site, and Philip Gaddis joined us to document the bryophyte flora. For millennia, the falls has been a magnet for fishing, settlement, and more recent industrial development. Photographs by Carleton Watkins show that the south bank of the river at Willamette Falls had been modified for industrial uses as early as 1867. Infrastructure included dams and spillways to create a boat basin, and millraces to power a sawmill, gristmill, and woolen mill. Later, paper mills and electrical generating stations were built on both sides of the falls. These activities concentrated at the falls have impacted all native habitat except vertical cliff faces on basalt outcrops along the river. Significant portions of the shoreline at the Blue Heron site have been modified by fill. Remaining habitat in natural or semi-natural condition includes areas hydrated by tidal action of the Willamette River, areas of seasonal or perennial seepage below spillways and the old grinders, and basalt outcrops with varying exposures. The basalt outcrops are a relic of the Bretz or Missoula Floods (Allen et al. 1986), and exposures along this part of the Willamette River provide outlier habitat for both mesic and xeric species more common in the Columbia River Gorge (Detling 1958). Willamette Falls has a similar history to that of Niagara Falls in terms of industrial development, presence of a rock substrate supporting disjunct populations of rare plants, and botanical exploration that occurred primarily between 1885 and 1915 (Eckel 2013). Some of these results were unexpected and may appear counterintuitive to some observers. Key determinants of water scarcity are found to be the cost of transporting and storing water, society’s institutions that circumscribe human choices, and the opportunity cost of water when alternative uses compete. The following topics are considered in the form of science questions, and comprise the major components of this report: The effects of urban and rural-residential development on Oregon’s watersheds and native wild salmonids. Actions that can be used to avoid or mitigate undesirable changes to aquatic ecosystems near developing urban and rural-residential areas. The benefits and pitfalls of salmonid habitat rehabilitation within established urban or rural-residential areas. Suggested research and monitoring focus areas that will facilitate the recovery of salmonid populations affected by development. The fundamental concepts presented in this report should be applicable to most native salmonid populations across the state. IMST encourages managers and policy-makers with interest in a specific species or geographic region to carefully research local ecological conditions, as well as specific life history characteristics of salmonids in the region. Conserving watershed condition and salmonids in the face of increasing development requires consideration of two distinct sets of processes. First are the human social and economic processes that drive patterns in land use change. Second are the ecological processes, altered by land use, that underlie salmonid habitat changes. This report focuses on the latter and summarizes the effects of rural-residential and urban development on native, wild salmonid populations and the watersheds upon which they depend. These technologies were compared and recommendations given to the United States Geological Survey (USGS) for adoption by the National Water Quality Assessment (NAWQA) Program. The goal is to reduce labor costs and increase information content. This paper examines lotic system samplers, portable autonomous whole-water samplers, and autonomous submergible whole-water samplers. When investigating whole-water sampling technology, it was imperative to take into consideration what chemical classifications can be sampled for by each respected technology. Chemical classifications considered are: emerging contaminants, major ions, nutrients, polychlorinated biphenyls, pesticides, volatile and semi-volatile organic compounds, and trace elements. The result of this project shows that USGS is currently using the best technology available for lotic systems. For portable autonomous whole-water samplers it is recommended that USGS incorporate certain brands and models to reduce cost and improve data collection for their sampling events. Autonomous submergible whole-water samplers are primarily advertised for oceanic research; however, if deployed in fresh water systems, USGS can reduce labor cost and increase data collection. In terms of emerging technology, it has been recommended to USGS to consider recent patents. For portable autonomous whole-water samplers it is recommended that USGS incorporate certain brands and models to reduce cost and improve data collection for their sampling events. Autonomous submergible whole-water samplers are primarily advertised for oceanic research; however, if deployed in fresh water systems, USGS can reduce labor cost and increase data collection. Longer studies are required to determine if chronic contaminant exposure poses risks to marine life at environmentally relevant concentrations. Also scarce in the literature is examination of whole organism effects to identify potential community-level consequences. Two long-term studies with the antidepressant pharmaceutical, fluoxetine (the active constituent in Prozac®) were conducted to determine whether nominal concentrations detected in estuarine and coastal environments affect organism health and interactions. First, we measured whole organism metrics in the California mussel, Mytilus californianus over a period of 107 days. Specifically, we measured algal clearance rates, growth, and condition indices for both reproductive and overall health. We found that fluoxetine negatively affects all measured characteristics, however many effects are mediated by length of exposure. Perhaps the most notable result was that mussels spiked with fluoxetine cleared less algae after 30 days of exposure. Reduced growth and condition indices likely are a consequence of improper nutrition among fluoxetine-treated mussels. Any level of fluoxetine significantly affected the gonadosomatic index after 47 days. The results from this study on mussels fill an important data gap, highlighting organism-level effects of chronic exposure periods; such data more explicitly identify the impacts of pharmaceuticals and other contaminants on marine communities and ecosystems. Fluoxetine has also been documented to affect the behavior of fish and invertebrates, including freshwater and marine bivalves, crustaceans, and fish. Given that other crustaceans exhibited increased activity levels under fluoxetine exposure, we hypothesized that this would subject them to greater predation risk. In our second exposure study, we assessed whether a similar range of fluoxetine concentrations used in the mussel study altered the risk behavior of the Oregon mud crab, Hemigrapsus oregonensis, in response to a common predator, the red rock crab, Cancer productus. We conducted this study for 60 days, conducting day and night behavioral trials (with and without predators) four times a week. We found that crabs exposed to any amount of fluoxetine (3 or 30 ng/L) had increased activity levels relative to controls; however behaviors of 3 ng/L-spiked crabs were not always significantly different from controls. Among control crabs, day and night trials yielded similar results, where a clear response to the addition of the predator was observed. Crabs dosed with fluoxetine exhibited more foraging and active behaviors in the presence of the predator. Additionally, crabs spiked with fluoxetine at 30 ng/L had the greatest risk of mortality either by predation by red rock crabs or due to more aggressive behaviors among conspecifics. The most frequently detected compounds were cotinine (a nicotine metabolite, 8 of 10 samples) and caffeine (a stimulant, 7 of 10 samples). More compounds were detected in urban stream samples than in samples from forested or agricultural drainages. Filtered water samples also were collected from four locations within an advanced wastewater treatment facility to quantify the relative amounts of these chemicals in a municipal waste stream and to determine the degree to which those chemicals are removed by treatment processes. Fifteen pharmaceutical chemicals or metabolites were detected in wastewater treatment facility influent, with concentrations far exceeding those measured in streams. Only five of those compounds, however, were detected in the treated effluent (carbamazepine, cotinine, ibuprofen, metformin, and sulfamethoxazole) and most of those were at concentrations less than 0.2 microgram per liter. The target pharmaceutical chemicals and metabolites showed limited potential for use as tracers of specific types of human-related contamination in Tualatin River basin streams because of widespread sources (caffeine, for example) or extremely low concentrations. Caffeine and cotinine are likely to be good indicators of sources that can occur in urban areas, such as sewage spills or leaks or the widespread use and careless disposal of tobacco products and caffeine-containing beverages. Neither compound, however, is likely to be a good tracer for a specific source unless that source is large. The presence of 1,7-dimethylxanthine (a caffeine metabolite) concurrently with caffeine might indicate the presence of untreated wastewater; in contrast, the absence of the metabolite might help rule out that source. Acetaminophen might make a good tracer for untreated wastewater because of its common usage, high concentration in raw wastewater, and effective removal via treatment. Carbamazepine and sulfamethoxazole have the potential to be good indicators of treated wastewater because of their incomplete removal in treatment facilities.
