For each of 30 sites in the Portland–Vancouver metro area, we recorded vegetation at 1-cm intervals along 3 transects using the line-intercept method. Land cover was characterized at 2 scales: within 500 m of each site and across the entire watershed. Multivariate analyses were used to evaluate relationships between species composition and land cover patterns. A classification tree was created to determine landscape predictors of riparian community type. Results indicated a strong relationship between watershed land cover and vegetation diversity and structural complexity. Our hypothesis of native species association with landscape forest cover in urban riparian areas was supported, but we found no clear relationship between land cover and wetland indicator status. Our results suggest that high watershed forest cover (at least 15%) may enable the persistence of functionally diverse, native riparian vegetation communities in urban landscapes. Ten global climate models using Coupled Intercomparison Project Phase 5 experiments with Representative Concentration Pathways (RCP) 4.5 and 8.5 were used to simulate the effects of climate and fire-burns on runoff behavior throughout the 21st century. We observed the center timing (CT) of flow, seasonal flows, snow water equivalent (SWE) and basin recharge. In the upper URB, hydrologic regime shifts from a snow-rain-dominated to rain-dominated basin. Ensemble mean CT occurs 27 days earlier in RCP 4.5 and 33 days earlier in RCP 8.5, in comparison to historic conditions (1980s) by the end of the 21st century. After forest cover reduction in the 2080s, CT occurs 35 days earlier in RCP 4.5 and 29 days earlier in RCP 8.5. The difference in mean CT after fire-burns may be due to projected changes in the individual climate model. Winter flow is projected to decline after forest cover reduction in the 2080s by 85% and 72% in RCP 4.5 and RCP 8.5, in comparison to 98% change in ensemble mean winter flows in the 2080s before forest cover reduction. The ratio of ensemble mean snow water equivalent to precipitation substantially decreases by 81% and 91% in the 2050s and 2080s before forest cover reduction and a decrease of 90% in RCP 4.5 and 99% in RCP 8.5 in the 2080s after fire-burns. Mean basin recharge is 10% and 14% lower in the 2080s before fire-burns and after fire-burns, and it decreases by 13% in RCP 4.5 and decreases 22% in RCP 8.5 in the 2080s in comparison to historical conditions. Mixed results for recharge after forest cover reduction suggest that an increase may be due to the size of burned areas, decreased canopy interception and less evaporation occurring at the watershed surface, increasing the potential for infiltration. The effects of fire on the watershed system are strongly indicated by a significant increase in winter seasonal flows and a slight reduction in summer flows. Findings from this study may improve adaptive management of water resources, flood control and the effects of fire on a watershed system. The study site is 2,365 km2, located in the upper Umatilla River Basin (URB) in northeastern Oregon. The Precipitation Runoff Modeling System, a distributed-parameter, physical-process watershed model, was used in this study. Model calibration yielded a Nash Sutcliffe Model Efficiency of 0.73 for both calibration (1995-2010) and validation (2010-2014) of daily streamflow. Ten Global Climate Models using Coupled Model Intercomparison Project Phase 5 experiments with Representative Concentration Pathways 4.5 and 8.5 (RCP), were used to observe hydrologic regime shifts in the 2020s, 2050s, and 2080s. Mean center timing of flow occurs earlier in the year in both pre- and post-fire conditions, where there are increased winter flows and decreased summer flows throughout the 21st century. Change in temperature and percent change in precipitation is more variable in the summer than winter increasing over time, with a slight decrease in winter precipitation in the 2080s in RCP 8.5. Temperature increases 1.6°C in RCP 4.5 and 3.3°C in RCP 8.5 by the end of the 21st century. The ratio of Snow Water Equivalent to Precipitation decreases 96% in the 2080s in RCP 8.5 before forest cover reduction, and decreases 90-99% after forest cover reduction. Potential basin recharge and the base-flow index are both sustained throughout the 21st century with slight declines before forest cover reduction, with an increase in basin recharge and increase in base-flows in the 2080s after fire-burns. However, the simulated sustained base-flows and area-weighted basin recharge in this study, do not take into account the complex geologic structure of the Columbia River Basalt Group (CRBG). A more robust characterization and simulation of URB aquifer recharge would involve coupling the PRMS model with a groundwater model in a future study. Although groundwater recharge in the CRBG in the URB is not well understood, the long-term decline of groundwater storage presents a serious environmental challenge for the Confederated Tribes of the Umatilla Indian Reservation and communities in the URB. When condition scores for the inchannel data were grouped into categories, relatively few fell into the low (10 percent) and very low (1 percent) categories. The majority of inchannel attribute scores fell into the moderate (35 percent) and high (41 percent) condition ranges, with relatively few (12 percent) in the very high category. For low-scoring watersheds, water temperature was often the most influential factor. Aquatic invertebrate scores also appeared influential in producing the low scores. An evaluation of upslope and riparian (watershed-wide) conditions for all 1,379 sixth-field watersheds in the NWFP area with significant federal ownership was based on mapped data, including road metrics from U.S. Forest Service and Bureau of Land Management geographic information system road layers and vegetation metrics derived from satellite imagery. Watershed-wide condition scores were calculated for 1994 and 2008, and the difference between these scores was used to represent trend. Regarding status, the overall condition scores of the 1,379 watersheds mostly fell into the low (21 percent), moderate (27 percent), high (26 percent), and very high (22 percent) categories; relatively few watersheds scored in the very low (4 percent) category. The majority of watersheds (69 percent) had a positive change in condition scores (trend). Of those with larger positive changes, most were driven by both improvements in road (decommissioning) and vegetation (natural growth) scores. The greatest negative score changes were caused by the Biscuit Fire and other fires along the eastern side of the Cascades. Half of the fire-affected watersheds were in congressional reserves, 35 percent in late-successional reserves, and 15 percent in matrix (lands identified for timber production). It is located within the Umpqua National Forest in the Southern Cascade Mountains of Oregon, at an elevation of over 5000 feet (>1524 meters). Diamond Lake is a high-use waterbody that supports angling, public campgrounds, recreational boating, swimming, and water skiing. The human activity associated with the lake has been a significant contributor to the economy of southern Oregon since the early part of the twentieth century. Historically Diamond Lake was fishless but since 1910 the lake has been managed as a popular trophy trout fishery. The unauthorized introduction of the tui chub (Gila bicolor) into the lake in the 1930s caused disruption of the food web and a decline in the fishery. In 1954, the Oregon Game Commission constructed a canal near the Lake Creek outlet, lowered the lake level, and treated Diamond Lake with rotenone, to eradicate tui chub. The lake was restocked with trout following the successful rotenone treatment and a fishery was maintained for several decades. In 1992, tui chub were reintroduced, through accidental introduction or intentional illegal stocking, and again caused a decline in the trout fishery. Originally mesotrophic, Diamond Lake Diamond Lake productivity increased over the last century to a eutrophic state, and is currently included on the Oregon Department of Environmental Quality (ODEQ) 303(d) list of water quality limited water bodies for pH and algae. The lake had severe blooms of the cyanobacteria (blue-green algae) Anabaena flos-aquae, which produce neurotoxins, in the summers of 2001, 2002, and 2003. Microcystis aeruginosa, another toxin producing cyanobacterium species, was also present in the 2003 bloom. Diamond Lake was closed to some public uses (wading, swimming, water skiing, and boating) during portions of all three summers due to public health and safety concerns. Algae blooms and declining trout fishery have been attributed to alteration of the food web by the tui chubs. The chubs spawn early and consume the zooplankton in the lake, which reduces grazing pressure on phytoplankton. Since the lake is nitrogen limited, nitrogen-fixing cyanobacteria dominate the phytoplankton community. Therefore, the chubs reduce the quality of the trout fishery by reducing food available for trout and impact water quality by facilitating cyanobacteria blooms, which can be toxic. In response to the impact of the tui chub on Diamond Lake the US Forest Service and Oregon Department of Fish and Wildlife are collaborating in a tui chub eradication effort. The eradication plan includes a 2.4-m (8 ft) drawdown of the lake in the winter and spring of 2006 and a rotenone treatment of remaining lake volume in 2006 to kill any remaining fish. The US Forest Service prepared an EIS for the drawdown and rotenone treatment. Potential impacts of the drawdown on littoral aquatic plant communities were identified in the EIS. The US Forest Service conducted a qualitative survey to develop a species list for the lake. The survey described here provides a quantitative, pretreatment measure of cover and biomass of aquatic plants in Diamond Lake. The runoff sensitivity to climate change is simply defined as the relative magnitude between runoff and precipitation changes with time. Runoff sensitivity can readily explain the conflicting directions of AET changes under similar precipitation change. Under increasing precipitation, AET decreases when runoff is increasing more rapidly than precipitation based on the water balance. Conversely, AET increases when runoff is decreasing more rapidly than precipitation. This result indicates that runoff sensitivity to climate change is a key factor for understanding regional water availability change at the catchment scale. In addition, a stepwise multiple regression analysis and a geographically weighted regression analysis show that the portion of evergreen forest and the mean elevation of a catchment may play a secondary role in the spatial pattern of the AET change, and the relative importance of such explanatory variables may change over space. Koll Center Wetlands is part of the Greenway/Fanno Creek/Koll Center Wetlands Park complex. The nearly 13 acre park is dominated by aquatic habitats that attract a wide variety of wildlife, particularly birds. The park grounds are not easily traversed and experience limited human use, but there are many viewpoints from which the park is easily and commonly observed by visitors. The park serves as valuable habitat for both local and migratory wildlife as it connects with the many other terrestrial and aquatic habitats of the park complex, forming a large wildlife corridor in an otherwise urban setting. The aquatic habitats respond to fluctuating water levels, creating seasonally diverse habitat conditions that support a variety of birds, mammals, and reptiles. A mixed forest grows on the southern slope of the park, housing a heron rookery and many well-established oaks and conifers. A weir located just past the south border of the property enables the wetlands to provide the services of storm detention and water filtration for runoff from the surrounding business park. Runoff from parking lots and landscaped areas can contain contaminants and nutrients capable of jeopardizing stream health. Settling and filtration of these compounds occurs as water travels north to south in the wetland, making the water that ultimately reaches Fanno Creek cleaner than it began. The Tenmile Lakes Basin Partnership, Oregon State Marine Board, and the United States Forest Service (USFS) have undertaken an initiative to increase public awareness of invasive species and proper cleaning procedures by building a boat wash station at the Tenmile Lake public boat launch. In the summer of 2012, 199 qualitative human subject surveys were administered at Tenmile Lake in Lakeside, Oregon to boaters on their boating habits and knowledge of invasive species prior to building the boat wash (“pre-boat wash”). An extension of the 2012 study was conducted in the summer of 2013 on 200 boaters after the completion of the Tenmile Lake boat wash station (“post-boat wash”). Comparisons were made on the observations and answers of boaters prior to and after the boat wash installation. Of the boaters surveyed in the pre-boat wash field season, 75.9% of boaters claimed they would use a boat wash station at Tenmile Lake. The actual use of the boat wash station based on observations made by the field researcher during the post-boat wash field season indicated only 38.5% of surveyed boaters used the station. Furthermore, more than 20% of boaters could not verbally identify an invasive species in either field season when asked their awareness of aquatic invasive species. However, the majority of boaters surveyed at Tenmile Lake in the pre-boat wash field season (63.3%) and post-boat wash field season (66%) were aware of the phrase “Clean, Drain, Dry”. These results identify a disconnect in what boaters say and what boaters do and the knowledge gaps boaters have on aquatic invasive species, but these results also identify a growing awareness of proper boat cleaning procedures.
