They provide a diverse employment base for local residents, leading to greater economic stability. Small businesses create opportunities for keeping dollars circulating within the community, multiplying the benefits of those dollars. Creating such internal-multipliers within the economy of a community is a strategy for strengthening the community as a whole. This benefit extends to communities of color, immigrant communities, ethnic minority communities, and sexual minority communities. Not all minority communities share in common a geographic location. They can be found residing in a relatively compact neighborhood just as they are often dispersed over a larger geographic area, such as a region. However a minority community is distributed, clusters of businesses serving a particular community provide value. In addition to generating wealth, business clusters facilitate the creation of place, for a community to meet. These places become important to the sense of identity and pride for the communities they serve. The goal of this project is to facilitate the strengthening of small businesses 3:nd business clusters that serve minority communities. Small businesses are defined as businesses with less than 50 employees. Small businesses serving minority communities include businesses that provide goods and services that mayor may not be unique to a minority community. These businesses may be owned by and employ members of a minority community. They may provide "third places" where people can gather and relax, or they may support community events. These small businesses may cluster to share a clientele base or provide goods and services to other businesses in the cluster. These relationships create inter-dependencies among the businesses in the cluster and the communities they serve. Understanding and attending to the inter-dependencies of small business clusters is one strategy for maintaining the viability of the businesses comprising the cluster. With greater understanding of the local dynamics of these clusters, planning and public investment decisions can be made to effectively strengthen small businesses and the minority communities they serve. In Portland, Oregon, the Interstate Corridor Urban Renewal Area (ORA) and the planning process in the West End offer opportunities for such business- and community-strengthening efforts. Our team performed case studies in the Interstate corridor URA and downtown's West End to identify small businesses serving minority communities, the presence of business clusters and their dynamics. These specific areas of interest include N. Killingsworth Avenue, between Interstate-5 and Cleveland, in the Interstate Corridor URA and the Burnside Triangle in the West End. Within each case study area, we inventoried businesses using Regional Land Information System (RLIS) and City of Portland Bureau of Licenses data. We then conducted interviews with a sample of these businesses to gain a greater understanding of business characteristics as well as to identify business clusters and their mutually supporting dynamics. The interviews included questions to business owners about what would help strengthen their business as well as questions to customers about their patronage habits. We then synthesized findings from these interviews with those from a review of economic development literature to develop strategies and recommendations for strengthe:o.i.rrg small businesses and the communities they serve. We further intend this project to serve as a model for identifying small business clusters serving minority communities and determining how planning efforts can strengthen those businesses and the communities they serve. Our project will aid both our clients, including the economic development efforts of the Portland Development Commission (PDC) in the Interstate Corridor URA and City of Portland Commissioner Jim Francesconi's interest in and advocacy for small and minority businesses. The overarching goals of the plan are to: Ensure the viability of Livable Lents. Livable Lents should remain a transparent, accountable, accessible, and holistic community engagement process that works collaboratively with nonprofits, city agencies, and community members. This plan serves in part as a collaboration strategy which integrates engagement on a wide range of projects that are integral to livability and affordability. Build community capacity for advocacy on key issues. This plan is intended as both the continuation of conversations that have been occurring for years as well as the impetus for community-driven advocacy efforts around the issues most important to Lents residents. Through its 2015 survey, Livable Lents identified a list of community priorities for future attention. Lents Strong expands and diversifies the conversation around these priority areas. Foster effective collaboration. Commitment by those already doing important work in the community is crucial to the successful implementation of the recommendations in this plan. As this planning and technical support to rural communities occurred, lessons learned were gathered and will support future servicelearning projects focused on transportation planning. The primary products for this project are the: (1) Completion of multimodal transportation planning projects that increase rural community capacity; and (2) a website with resources for communities, faculty and students. Three further outcomes were: (1) Increased capacity for transportation planning in rural communities; (2) Increased capacity in existing transportation planning professionals working in rural communities; and (3) Increased capacity in young planning professional and graduate students. This project was be led by the Community Service Center (CSC) at the UO and engaged two programs of the CSC. Resource Assistance for Rural Environments (RARE), founded in 1994, is a field based service learning program, affiliated with the UO’s Department of Planning, Public Policy and Management (PPPM). Each year RARE places 20 graduate level participants in rural Oregon communities where they live for 11 months while working for local agencies on planning and community development projects. Community Planning Workshop (CPW) is an experiential learning program also affiliated with PPPM. Established in 1977, CPW is campus-based, with teams of graduate students working on projects for public and non-profit organizations. Product One: Three community projects focused on multi-modal transportation planning were selected as RARE host sites. These projects included: a bike/pedestrian trails planning project with the City of Lebanon and Build Lebanon Trails, a local non-profit; a bike/pedestrian trails planning project with the City of Warrenton and Warrenton Trails Committee; and transportation needs assessment for the Rogue Valley Transportation District. These projects were selected from a pool of applicants based on project feasibility, community support, and host agency support of the CSC’s service learning objectives. In October 2007, three RARE participants were placed in these three communities and worked closely with local community supervisors to complete planning projects that specifically address multimodal transportation planning. The deliverables were multi-modal planning and projects, specifically addressing public, bike/pedestrian and recreation-related transportation, in three rural communities. Product Two: Through the creation of a website with lessons learned and example projects, the knowledge gained in developing the plans and projects is being disseminated. The student team reached out to the neighbors, talked with shareholders, conducted site analysis, and developed a shared community vision for the Steel Hammer Site, which resulted the Cathedral Waterfront Plan that includes: Twelve community goals for future development Three scenarios demonstrating how development on the Steel Hammer Site could contribute to community priorities without disregarding practical and business considerations Strategies for negotiating community benefits on the site The PSU student team also developed a toolkit of strategies and tips for future public engagement in the neighborhood and ways the neighborhood can influence the development process in light of the current and intense market pressures in North Portland. Zapata and Susan Hartnett Title: Cathedral Waterfront Plan Author: Murthy, Mathangi, Boschetti, Tabitha, Anderson, Michelle, Kini, Saumya, Lehman, Rosa, Brown, Violet Year: 2015 The Cathedral Park Neighborhood Association anticipated the imminent development of 15-acres of waterfront property (the Steel Hammer Site) in the heart of their community and worked with the PSU MURP team to bolster the voice of the community through public engagement and thoughtful urban planning. The student team reached out to the neighbors, talked with shareholders, conducted site analysis, and developed a shared community vision for the Steel Hammer Site, which resulted the Cathedral Waterfront Plan that includes: Twelve community goals for future development Three scenarios demonstrating how development on the Steel Hammer Site could contribute to community priorities without disregarding practical and business considerations Strategies for negotiating community benefits on the site The PSU student team also developed a toolkit of strategies and tips for future public engagement in the neighborhood and ways the neighborhood can influence the development process in light of the current and intense market pressures in North Portland. Historically, though, Hillsboro's Hispanic residents have had little involvement in planning or other government issues. In keeping with Statewide Planning Goal One (citizen participation), the Hillsboro city government is seeking to incorporate the values and attitudes ofits Hispanic residents in the city's vision for the future. Discovering the characteristics, needs, and aspirations ofthe Hispanic community is a first step in involving Hispanic people in planning and in government generally. With this discovery as the goal, students from the Master of Urban and Regional Planning program at Portland State University have studied Hillsboro's Hispanic community for the Hillsboro Planning Department. This study contacted over 50 Hispanic community members, as well as many people who work with Hispanics in or near Hillsboro. Not all contacts live in Hillsboro, but the study found that the Hillsboro's Hispanic community extends beyond city boundaries. Information about the community comes from literature about Hispanic culture and Hispanic-Americans, census and other secondary data, four student-led group discussions, a community meeting at Centro Cultural in Cornelius, numerous individual interviews, a questionnaire survey, and even a call-in Spanish-language radio show. The study revealed a close-knit, family-oriented community growing in Hillsboro. It possesses unique characteristics as well as characteristics shared with other recently-immigrated groups. Some ofthese characteristics lend strength and vitality to the Hispanic community, while others pose challenges to the community's development.
