This assumption is often predicated on the underlying model of invasion succession, suggesting that inmovers displace native populations, whether they are residents or businesses. Analyzing time series data on neighborhood commercial corridor change, research attempted to first test data against the invasion succession model to see if it is an effective framework for analysis. Second, through comparison of case study areas and data along the aggregated corridor, insights are advanced to spur development of a valid model for examining neighborhood commercial corridor change as a unique process with regular spatio-temporal patterns. This framework, it is suggested, is the first step towards understanding the impact of external forces, including social actors, on the neighborhood commercial landscape. To create capacity to face these dangers, an entity must first quantify the threat and translate scientific knowledge on nature into comprehensible estimates of cost and loss. These estimates equip those at risk with knowledge to enact policy, formulate mitigation plans, raise awareness, and promote preparedness in light of potential destruction. Hazards-United States, or Hazus, is one such tool created by the federal government to estimate loss from a variety of threats, including earthquakes, hurricanes, and floods. Private and governmental agencies use Hazus to provide information and support to enact mitigation measures, craft plans, and create insurance assessments; hence the results of Hazus can have lasting and irreversible effects once the hazard in question occurs. This thesis addresses this problem and sheds light on the obvious and deterministic failings of Hazus in the context of the probable earthquake in Portland, OR; stripping away the tool's black box and exposing the grim vulnerabilities it fails to account for. The purpose of this thesis is twofold. First, this thesis aims to examine the critical flaws within Hazus and the omitted vulnerabilities particular to the Portland region and likely relevant in other areas of study. Second and more nationally applicable, this thesis intends to examine the influence Hazus outputs can have in the framing of seismic risk by the non-expert public. Considered a locally unwanted land use (LULU) by many, these strip clubs are regulated by a variety of formal and informal social processes in the absence of zoning. This qualitative study explores drivers and constraints shaping the spatial configuration of Portland's strip club industry as well as influences on land use conflict at strip club sites and working conditions for women who work as exotic dancers in the clubs. Data collection entailed review of documents (newspaper articles, legal and administrative decisions and records, and ballot measure pro/con statements); site observations; and in-person interviews with exotic dancers, strip club owners and managers, public employees who deal with strip clubs in their line of work, and people who live and work near strip clubs (n=43). Analysis follows Clarke's (2005) situational analysis methods. The study finds that strip clubs are not necessarily incompatible with residential locations and that such locations can confer benefits to dancers. The normalization of strip clubs in Portland decreases the place stigma associated with strip clubs but has a lesser impact on the person stigma of being an exotic dancer. With regard to land use conflict, the study finds that tolerance of sexual commerce is associated with urbanicity and that neighborhood socioeconomic status has a more complex relationship to community response than is suggested by the literature on land use conflict. Based on these findings, the dissertation argues that conflict resolution programs may be more effective than zoning at managing potential negative effects of sexually oriented businesses, and that improving working conditions for exotic dancers is a complex challenge. It proposes broader adoption of the sex work discourse, including the integration of labor issues in sex industry to advocacy efforts on behalf of other freelance and service sector workers. The massive housing development in Northwest Portland consisted of 2,432 units of housing, five community buildings, five childcare centers, a grade school and a fire station. Guild's Lake Courts was the eighth largest housing project built at that time in the United States. The peak population in January 1945 was approximately 10,000 individuals. Archival research, face-to-face oral histories, and resident reunions were used to explore the social, architectural and political history of Guild's Lake Courts. The lens for understanding how the community operated is dominantly for the social history that of a childhood homefront experience. Four wartime themes emerged in this study: 1) that Portland's focus on prejudice dimmed during the war years, 2) that the community was a confluence of humanity, 3) that the design of the site and the housing was shaped by a convergence of New Deal innovations in design construction technologies and electrification and 4) that there was a willingness to sacrifice creature comforts during the war years. Guild's Lake Courts as a residential community under went three rapid evolutions prior to its demolition in 1951, a wartime housing operation 1942-1945, affordable housing 1945-1948, and a haven for Vanport Refugees June 1948-1950. Guild's Lake Courts history has been overlooked but it offers insights into the possible fate of the residents of Vanport City had the community not been flooded in 1948. As in face-to-face communication, participants in online conversations are best situated to determine for themselves what type of communication is appropriate. Earlier research on Usenet groups was not optimistic, but community-administered moderation may provide a valuable tool for online political discussion groups who wish to support and enforce deliberative communication among a diverse or disagreeing membership. This research examines individual comments and their rating and moderation within a week-long "Pie Fight" discussion about community ownership and values in the Daily Kos political blog. Specific components of deliberation were identified and a content analysis was conducted for each. Salient issues included community reputation, agreement and disagreement, meta-communication, and appropriate expression of emotion, humor, and profanity. Data subsets were analyzed in conjunction with the comment ratings given by community members to determine what types of interaction received the most attention, and how the community used the comment ratings system to promote or demote specific comment types. The use of middle versus high or low ratings, the value of varied ratings format, and the use of moderation as a low-impact means of expressing dissent were also explored. The Daily Kos community members effectively used both comments and ratings to mediate conflict, assert their desired kind of community, demonstrate a deliberative self-concept, and support specific conditions of deliberation. The moderation system was used to sanction uncivil or unproductive communication, as intended, and was also shown to facilitate deliberation of disagreement rather than creating an echo chamber of opinion. This study takes a different approach to evaluating the demand for resources by households, assessing possible pro-environmental paths forward through a study of highly ecologically-conscious households. By modeling "green" households as producers of sustainability rather than consumers of environmental products, the sustainability work that takes place in households is brought into focus. An investigation of household sustainability production makes possible the evaluation of the trade-offs inherent in these pro-environmental activities. Ethnographic interviews with 23 sustainability-oriented households with young children living in and near Portland, Oregon, provide data on how households balance priorities and get things done in day-to-day life by employing the available resources, limited by constraining factors. An orienting perspective combining neoclassical and radical political economic theories of household production frames the analysis of how households make choices between alternatives. Sociological theories of consumption and theories of social practice aid in the analysis of how these choices have evolved over time, and how household members view the social meanings of these choices. Particular attention is paid to areas of day-to-day life neglected in previous research--household waste, comfort, and cleanliness. The results indicate that there is not one "sustainability" with varying degrees across a "green" spectrum, but rather varying priorities in the sustainability realm--personal health, nature, waste avoidance, technology, and community. This analysis reveals some of the negative consequences of shifting the responsibility for environmental protection to households. Ecologically-conscious households devote substantial time and money to these sustainability efforts, but their efforts frequently stimulate conflicts, and the end results are rarely perfect. Constrained resources and limited information mean household members must make trade-offs between competing priorities, often under duress. The results suggest that policies promoting household-level sustainability efforts may be misguided, as this transfer of institutional responsibility for environmental protection to individuals and groups results in even greater burdens on households, whose time and money are already stretched to their limits.   Citation × Citation Citation Abstract Copy Title: Making Software, Making Regions: Labor Market Dualization, Segmentation, and Feminization in Austin, Portland and Seattle Author: Mahmoudi, Dillon Year: 2017 Through mixed-methods research, this dissertation details the regionally variegated and place-specific software production processes in three second-tier US software regions. I focus on the relationship between different industrial, firm, and worker production configurations and broad-based economic development, prosperity, and inequality. I develop four main empirical findings. First, I argue for a periodization of software production that tracks with changes in software laboring activity, software technologies, and wage-employment relationships. Through a GIS-based method, I use the IPUMS-USA to extensively measure the amount and type of software labor in industries across the US between 1970 and 2015. I map the uneven geography of software labor that produces different clusters of various software occupations. Second, I argue that between each software period, locational windows provide an opportunity for second-tier software regions to challenge Silicon Valley. I combine the IPUMS-USA dataset with interviews of software workers to analyze forms of regionally specific modes of production in Seattle, Washington, Portland, Oregon, and Austin, Texas. I trace how software production in these three cities evolves between each software period, taking on different spatial configurations, firm strategies, labor practices, and technological characteristics. Third, I argue that software labor is hyper-sensitive to deskilling because of software production activity produces software. I combine occupation classifications and interviews with software workers to interrogate the ever-present need for software workers to learn the newest development practices and software languages as firms seek to automate software production. I define five key moments since the 1970s that exemplify software labor market dualization and segmentation. Using interviews, and conference observations, I find that community-based organizations and labor market intermediaries locally mitigate the structural tendencies toward labor market dualization and segmentation. I argue that without intervention, the layered and bifurcated labor market for software production reproduces existing inequalities. Further, the organizational, technological, and spatial changes in software production reduce the potential for equitable wealth production. Ultimately, this dissertation argues for the importance of labor organizing in software, contributing empirical and theoretical work in a lineage of regional-based industrial restructuring literature. The regional and industrial geographies produced by and out of software production are significant forces in the economy at regional and national scales. Title: Making Software, Making Regions: Labor Market Dualization, Segmentation, and Feminization in Austin, Portland and Seattle Author: Mahmoudi, Dillon Year: 2017 Through mixed-methods research, this dissertation details the regionally variegated and place-specific software production processes in three second-tier US software regions. I focus on the relationship between different industrial, firm, and worker production configurations and broad-based economic development, prosperity, and inequality. I develop four main empirical findings. First, I argue for a periodization of software production that tracks with changes in software laboring activity, software technologies, and wage-employment relationships. Through a GIS-based method, I use the IPUMS-USA to extensively measure the amount and type of software labor in industries across the US between 1970 and 2015. I map the uneven geography of software labor that produces different clusters of various software occupations. Second, I argue that between each software period, locational windows provide an opportunity for second-tier software regions to challenge Silicon Valley. I combine the IPUMS-USA dataset with interviews of software workers to analyze forms of regionally specific modes of production in Seattle, Washington, Portland, Oregon, and Austin, Texas. I trace how software production in these three cities evolves between each software period, taking on different spatial configurations, firm strategies, labor practices, and technological characteristics. Third, I argue that software labor is hyper-sensitive to deskilling because of software production activity produces software. I combine occupation classifications and interviews with software workers to interrogate the ever-present need for software workers to learn the newest development practices and software languages as firms seek to automate software production. I define five key moments since the 1970s that exemplify software labor market dualization and segmentation. Using interviews, and conference observations, I find that community-based organizations and labor market intermediaries locally mitigate the structural tendencies toward labor market dualization and segmentation. I argue that without intervention, the layered and bifurcated labor market for software production reproduces existing inequalities. Further, the organizational, technological, and spatial changes in software production reduce the potential for equitable wealth production. Ultimately, this dissertation argues for the importance of labor organizing in software, contributing empirical and theoretical work in a lineage of regional-based industrial restructuring literature. The regional and industrial geographies produced by and out of software production are significant forces in the economy at regional and national scales.
