Alternatively, increases in capacity have their impacts on peak-period congestion mitigated by a narrowing of the peak. This reduces the travel-time savings, but it generates a benefit for those traveling closer to their preferred times. This benefit from capacity improvements has largely been ignored, and one reason is the difficulty of quantifying the effect. This paper reports on some crude attempts to quantify the peak-narrowing effect of increased capacity. Using 1995 Nationwide Personal Transportation Survey (NPTS) data, this study investigates how workers in Metropolitan Statistical Areas (MSAs) in the US respond to roadway capacity differences in terms of changing their departure time to work. It is assumed that there is some distribution of travel times given by a mean and some measure of deviation from the mean. Peak narrowing is then measured by decreases in the deviation from the mean. The peak narrowing effects are modeled for both the morning commute and all departures from home for work at any time of the day. As expected, in urban areas with higher roadway capacity per capita, workers tend to depart from home closer to the peak time. For the morning commute, the model estimates that each one-percent increase in lane-miles per capita results in workers departing from home about 5.75 percent closer to the peak time. The effects of roadway capacity are found to be statistically significant in both models. As this planning and technical support to rural communities occurred, lessons learned were gathered and will support future servicelearning projects focused on transportation planning. The primary products for this project are the: (1) Completion of multimodal transportation planning projects that increase rural community capacity; and (2) a website with resources for communities, faculty and students. Three further outcomes were: (1) Increased capacity for transportation planning in rural communities; (2) Increased capacity in existing transportation planning professionals working in rural communities; and (3) Increased capacity in young planning professional and graduate students. This project was be led by the Community Service Center (CSC) at the UO and engaged two programs of the CSC. Resource Assistance for Rural Environments (RARE), founded in 1994, is a field based service learning program, affiliated with the UO’s Department of Planning, Public Policy and Management (PPPM). Each year RARE places 20 graduate level participants in rural Oregon communities where they live for 11 months while working for local agencies on planning and community development projects. Community Planning Workshop (CPW) is an experiential learning program also affiliated with PPPM. Established in 1977, CPW is campus-based, with teams of graduate students working on projects for public and non-profit organizations. Product One: Three community projects focused on multi-modal transportation planning were selected as RARE host sites. These projects included: a bike/pedestrian trails planning project with the City of Lebanon and Build Lebanon Trails, a local non-profit; a bike/pedestrian trails planning project with the City of Warrenton and Warrenton Trails Committee; and transportation needs assessment for the Rogue Valley Transportation District. These projects were selected from a pool of applicants based on project feasibility, community support, and host agency support of the CSC’s service learning objectives. In October 2007, three RARE participants were placed in these three communities and worked closely with local community supervisors to complete planning projects that specifically address multimodal transportation planning. The deliverables were multi-modal planning and projects, specifically addressing public, bike/pedestrian and recreation-related transportation, in three rural communities. Product Two: Through the creation of a website with lessons learned and example projects, the knowledge gained in developing the plans and projects is being disseminated. Year: 2015 Actuated traffic signal control logic has many advantages because of its responsiveness to traffic demands, short cycles, effective use of capacity leading to and recovering from oversaturation, and amenability to aggressive transit priority. Its main drawback has been its inability to provide good progression along arterials. However, the traditional way of providing progression along arterials, coordinated-actuated control with a common, fixed cycle length, has many drawbacks stemming from its long cycle lengths, inflexibility in recovering from priority interruptions, and ineffective use of capacity during periods of oversaturation. This research explores a new paradigm for traffic signal control, “self-organizing signals,” based on local actuated control but with some additional rules that create coordination mechanisms. The primary new rules proposed are for secondary extensions, in which the green may be held to serve an imminently arriving platoon, and dynamic coordination, in which small groups of closely spaced signals communicate with one another to cycle synchronously with the group’s critical intersection. Simulation tests in VISSIM performed on arterial corridors in Massachusetts and Arizona show overall delay reductions of up to 14% compared to an optimized coordinated-actuated scheme where there is no transit priority, and more than 30% in scenarios with temporary oversaturation. Tests also show that with self-organizing control, transit signal priority can be more effective than with coordinated-actuated control, reducing transit delay by about 60%, or 12 to 14 s per intersection with little impact on traffic delay. Ultimately, this term refers to the quality of life within one’s community and the ease, comfort, and joy with which one can access places he or she want to go. For most Americans, their neighborhoods have been designed to predominantly accommodate the automobile, and more active forms of transportation such as walking and biking have been neglected. Previous and current OTREC work has developed a suite of GIS tools focused on assessing these environments in a fine-scaled, field-based, geo-referenced format so that local communities can better identify gaps in their networks and work to make appropriate improvements. This work explicitly focuses on the role and capacity of a general citizenry to conduct built environment active transportation audits and engage in facilitated discussions about the data and maps resulting from their community data collection. Year: 2010 Cities that were once considered the most-desired places to live or for businesses to locate are now seeking ways to unclog their increasingly congested roadways and regain their quality of life. U.S. Department of Transportation Strategic Plan Background Cities across the U.S. that are struggling with congestion resort to remedies that are increasingly difficult to implement. Adding capacity is a more challenging proposition given limited land availability, greater environmental constraints, and fiscal barriers. Replacing individual trips with transit has seen limited success and can typically only be justified at greater levels of density than many communities currently support. Multiway boulevards offer one possible but little studied alternative to congested arterials in metropolitan areas. These streets, which are common in Europe, have several lanes of faster moving through traffic in the middle separated by medians from parking and access lanes on the sides. With local traffic traveling in the slow moving access lanes, these streets support a wider array of land uses than typical arterials. Ground level retail uses can take advantage of on-street parking in the access lanes. Residential uses are attracted to the park-like quality of the landscaped boulevards. This study will investigate the transportation and land use potential of replacing the ubiquitous arterial with multiway boulevards. Objective. This is an applied research project that will examine the opportunities and constraints to converting an auto-oriented five-and six-lane arterial into a multiway boulevard with transit as a way of reducing congestion, improving pedestrian and automobile safety, and supporting more unified land uses. Hence, the study is well aligned with OTREC's theme of integrating land use and transportation planning as well as U.S. Department of Transportation (USDOT) strategic objectives focused on improving safety, enhancing mobility, and minimizing transportation related environmental impacts. Method and Scope The project will use a case study approach and will focus on the Franklin Corridor in the Eugene-Springfield area. Through a series of public workshops, planning studios, and student research efforts, University of Oregon graduate and undergraduate students in architecture, landscape architecture, and planning, along with local professionals, and members of the general public will work together to analyze existing conditions, develop planning objectives, prepare conceptual diagrams for development of the corridor, examine alternative right-of-way sections, and calculate potential future development capacities in terms of densities and open space. The work effort will be focused on developing a conceptual analysis of existing and proposed conditions rather than on detailed traffic modeling and design. The study area will include Franklin Boulevard from the eastern edge of Glenwood to Eugene's Ferry Street Bridge. The corridor is under intense development pressure. On the west end, Eugene's new Federal Courthouse will be the anchor for a 50-acre redeveloped industrial district. In the middle are proposals for the 80-acre Walnut Station Mixed Use Area. On the east end are redevelopment concepts for a 43-acre portion of Glenwood. In this project, we will look beyond these individual projects and study the potential for the corridor as a whole. This forecast for the 2008-09 through 2017-18 school years has been prepared as a supplement to the 2008-09 to 2012-13 forecast that was presented to the TTSD Board in December, 2007. Forecasts for 2008-09 and 2009-10 for the District and its schools are identical to those published in December, and secondary school forecasts are unchanged through 2012-13. Elementary schools undergo small revisions beginning in 2010-11 due to the availability of updated birth data. Total K-12 enrollment in the TTSD has grown in 19 of the past 20 years. New housing development has contributed to enrollment growth throughout that period. Sustained growth in elementary enrollment from the late 1980s to the mid 1990s and the more recent growth in high school enrollment were influenced by the rapid increase in births caused by the "echo" of the baby boom. Since the late 1990s, a growing Latino population has also been a major contributor to the District’s enrollment growth. Under current plans there is a shrinking amount of developable residential land in the District’s communities. If plans remain unchanged and new housing construction returns to recent levels after the current downturn, the District will be near its residential capacity by the end of the 10 year horizon of these forecasts. However, additional residential capacity may be added in the West Bull Mountain area, where concept planning for areas added to the Urban Growth Boundary in 2002 is underway. The goal of this partnership is to determine how a City/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. After identifying pilot jurisdictions, the team applied these best practices to the current operations of local governments in Oregon with limited capacity to do so independently. A list of criteria was used to select the jurisdictions based on the commitment to sustainability and executive level management support. Independence was selected as a pilot for these reasons following detailed conversations with City administrators and management staff on the issues the team would be investigating. The results of this project are intended to both serve as a foundation for each jurisdiction to move forward with implementing improvements, and also as a starting point in learning new and innovative approaches to sustainable operations in municipal and City governments. In order to be useful in practice, the simulated route choices of passengers in these models need to reflect the behavior of actual residents observed in local travel surveys. Most analysis methods of revealed route choice preferences developed to date have either (1) not been proven to provide consistent estimates or (2) required an untenable computation time for practical applications. Furthermore, no model of transit route choice has accounted for variability in both passenger behavior and vehicle arrivals. This seminar will focus on an econometric framework that Hood Transportation Consulting designed to overcome these limitations in partnership with the second FHWA Strategic Highway Research Program, the Metropolitan Transportation Commission of the San Francisco Bay Area, the San Francisco County Transportation Authority, and the Puget Sound Regional Council. The framework is based on a recursive logit model where the traveler makes a series of dynamic choices which maximize the conditional expected utility of travel to the destination, given the sequence of vehicles which have already arrived. The model also contains new size variables to correct for the correlations caused by route overlap. Application of the new correction formulas to illustrative examples demonstrates that predictions with the model more closely match theoretically correct results than existing methods.   Citation × Citation Citation Abstract Copy Title: The Historical, Political, Social, and Individual Factors That Have Influenced the Development of Aging and Disability Resource Centers and Options Counseling Author: Elliott, Sheryl DeJoy Year: 2013 This thesis reports on the perspectives and experiences of policymakers, advocates, agency supervisors, and experts in the field of gerontology, about the development of Aging and Disability Resource Centers (ADRC) programs and Options Counseling (OC). By examining the foundations upon which ADRCs and OC are built, this study sought to inform future research about the effectiveness of existing practice, increase understanding of best practices, and clarify whether these emerging services are accomplishing original goals. ADRCs and OC intend to address long-term care issues and healthcare needs by providing a single entry point to the social service system. ADRCs offer information, assistance, and OC to people of all ages, incomes, and disabilities, and promote long-term care options that honor independence and respect for the needs and preferences of individuals, their families, and caregivers. They are the latest iteration of policymakers' efforts to provide affordable home-and community-based care for older persons and their caregivers. A total of fifteen qualitative interviews were conducted and analyzed using grounded theory methods. Key persons interviewed included experts in the area of aging, aging policy, and aging. Participants were recruited through referrals suggested by Portland State University's (PSU) Institute on Aging (IOA) staff. In addition, several key experts known to the researcher through affiliation with PSU's IOA agreed to be interviewed. Snowball sampling was then used to locate additional key experts. Interview participants were classified as advocates, state decision makers, policy makers, or academicians. Advocates included national and state directors of agencies that promote the development and management of effective services to aging adults. State decision makers included state directors, ADRC directors and supervisors, and program analysts. Policy makers interviewed were national program directors responsible for shaping the future of developing programs to assist older adults. Academicians who participated in the study have been instrumental in developing and researching practices that promote well-being for the aging and the aged. These key experts were selected based on their knowledge and ability to inform the strengths, weakness, and development of ADRCs and Options Counseling. Many have been instrumental in health and aging policy and service development and research, and possess insider knowledge not available to the general public regarding attitudes and interests motivating the actors. Findings indicate that ADRCs and OC are designed to manage within existing social service systems. They can benefit some individuals by providing more options and support in accessing public and private services. It remains to be seen whether they have the capacity to ameliorate some existing system-level problems. Findings highlight program strengths and weaknesses, sustainability issues, and policymakers, state decision makers', and providers' commitment to sustaining ADRCs and OC.
