Our cities and regions are vital to the support of this demographic shift through the provision of quality built environments, services, and social, cultural, and civic engagement opportunities promote healthy and active aging. Over the next 30 years, the Portland-Vancouver metropolitan area will see dramatic growth in the proportion of the population that is aged 65 and older. Although the total population will increase by 47 percent, the 65+ population will more than double, growing by over 137 percent, to comprise 17 percent of the population in 2030, compared to 10.5 percent in 2000. Fueling this increase will be the aging of the baby boomers. As a city and a region, changes that will enhance the quality of life, independence, and well-being of our aging population can be made. These include addressing important needs that are identified, and taking advantage of assets and resources that an older and experienced population provides.   Citation × Citation Citation Abstract Copy Title: The Historical, Political, Social, and Individual Factors That Have Influenced the Development of Aging and Disability Resource Centers and Options Counseling Author: Elliott, Sheryl DeJoy Year: 2013 This thesis reports on the perspectives and experiences of policymakers, advocates, agency supervisors, and experts in the field of gerontology, about the development of Aging and Disability Resource Centers (ADRC) programs and Options Counseling (OC). By examining the foundations upon which ADRCs and OC are built, this study sought to inform future research about the effectiveness of existing practice, increase understanding of best practices, and clarify whether these emerging services are accomplishing original goals. ADRCs and OC intend to address long-term care issues and healthcare needs by providing a single entry point to the social service system. ADRCs offer information, assistance, and OC to people of all ages, incomes, and disabilities, and promote long-term care options that honor independence and respect for the needs and preferences of individuals, their families, and caregivers. They are the latest iteration of policymakers' efforts to provide affordable home-and community-based care for older persons and their caregivers. A total of fifteen qualitative interviews were conducted and analyzed using grounded theory methods. Key persons interviewed included experts in the area of aging, aging policy, and aging. Participants were recruited through referrals suggested by Portland State University's (PSU) Institute on Aging (IOA) staff. In addition, several key experts known to the researcher through affiliation with PSU's IOA agreed to be interviewed. Snowball sampling was then used to locate additional key experts. Interview participants were classified as advocates, state decision makers, policy makers, or academicians. Advocates included national and state directors of agencies that promote the development and management of effective services to aging adults. State decision makers included state directors, ADRC directors and supervisors, and program analysts. Policy makers interviewed were national program directors responsible for shaping the future of developing programs to assist older adults. Academicians who participated in the study have been instrumental in developing and researching practices that promote well-being for the aging and the aged. These key experts were selected based on their knowledge and ability to inform the strengths, weakness, and development of ADRCs and Options Counseling. Many have been instrumental in health and aging policy and service development and research, and possess insider knowledge not available to the general public regarding attitudes and interests motivating the actors. Findings indicate that ADRCs and OC are designed to manage within existing social service systems. They can benefit some individuals by providing more options and support in accessing public and private services. It remains to be seen whether they have the capacity to ameliorate some existing system-level problems. Findings highlight program strengths and weaknesses, sustainability issues, and policymakers, state decision makers', and providers' commitment to sustaining ADRCs and OC. Despite population aging, little is known about how or whether planners and developers consider older persons in terms of sustainable development. Thus, this study examined the case of sustainable, affordable housing developed for low-income adults aged 55 and older. Interviews with 31 key informants were conducted in order to answer three research questions: What is the meaning of sustainable development in Portland, Oregon, as it pertains to affordable housing for an aging society? How and why has sustainable, affordable housing for older adults been developed in Portland? What are the policies that affect the availability and appropriateness of sustainable, affordable housing for older adults in Portland? The sample included individuals who influenced the creation of senior housing (e.g., urban planners, architects, nonprofit directors) and who were identified either because of their roles within local housing development or through snowball sampling. Six Portland-area developments provided the context for studying how and why sustainable, affordable housing for older adults was planned and created in the city. The findings suggested that introducing the topic of aging into the discourse of sustainable development will lead to a more robust meaning of the concept, which can aid future research, policy, and practice. Five elements characterizing sustainable housing for older adults were identified: physical accessibility; proximity to community services; infrastructure that connects housing with services; healthy living environments; and high-quality social spaces in and near housing developments. The findings also pointed to the need for sustainable development practices to pay attention to social equity and the equitable distribution of affordable housing, including housing for older adults. Several insights into how sustainable, affordable housing for older adults developed in Portland were gained (e.g., using government subsidies; involving aging experts in integrated design processes; intersectoral partnerships that led to the city becoming an early adopter in greening its affordable housing), as well as why such housing was completed (e.g., there was a collective public-sector response to meet the need for creating sustainable, affordable housing; an emerging culture of sustainable development in Portland; urban and regional planning efforts have begun to address population aging). However, the amount of sustainable, affordable housing remains insufficient to meet Portland's aging population. Reasons identified include: the absence of specific housing policy attuned to the needs of older adults in Portland; disconnects between housing and health care and supportive services; and lack of integration of older adults in the planning, design, and development processes. Room for innovation and improvement exists in regard to healthy, accessible, green, and affordable housing policies and the development of new models of housing for an aging population. Based on this research, 10 guiding principles of sustainable development for an aging society were proposed to inform future research, as well as planning and development efforts. In particular, we investigate whether housing obsolescence is a useful addition to a model which explains the decentralization of high status residents in terms of the intensity of competition for central city land. All of our data are official Census figures for 1970. The subjects of our study are Standard Metropolitan Statistical Are.as (SMSA.'s) whose central city had a population of 100,000 or more. From this group we delete the New York and Chicago Consolidated Areas because of their great size and the number of municipalities included within their borders. For each SMSA we compute the percentage of its families and unrelated individuals who had an income of greater than $25,000 and who lived in the central city. We then statistically control for variation across SMSA.'s in the decentralization of population and employment. The decentralization of population is measured by the percentage of the SMSA population which resided within the central city. The decentralization of employment is measured by the percentage of SMSA jobs which were located within the central city. Once we have controlled the decentralization of the well-to-do for the decentralization of population and the decentralization of employment, we regress it on population density, housing obsolescence, and city age. Population density is persons per square mile in the central city. Housing obsolescence is the percentage of the central city housing structures which were twenty years old or older. City age is the number of decades since the central city attained a population of 50,000. In our study we demonstrate that population density exerts a considerably stronger effect on the decentralization of the well-to-do than is exerted by housing obsolescence. We also demonstrate that most of city age's effect on the decentralization of the well-to-do can be explained by city age's effect on population density and housing obsolescence. Net out-migration was still substantial for populations between the ages of 20 and 29 years from 2000 to 2010, but there has been net in-migration for a slightly older population from 30 to 39 years of age. In more recent years (2010 to 2015) net in-migration has increased, bringing with it some slight population growth. Total population in Wheeler County as a whole as well as within its sub-areas will likely decline at a slightly slower pace in the near-term (2016 to 2035) compared to the long-term (Figure 1). This study sought to increase understanding of the obstacles faced by people with impairments in vision, hearing and/or mobility, which are common issues for older people, and generate physical product solutions. The research was conducted to conceptualize products, structures and services to reduce or eliminate these obstacles. With a focus on the Eugene, OR, public bus system, elderly riders were surveyed and interviewed. Designers rode on buses noting what worked well and where problems arose. Five ride-along observations of older and disabled persons who had mobility, hearing and/or vision impairments were conducted. Two focus groups at Lane County Independent Living Alliance (LILA) with experts on public transportation and disabilities were conducted. This research shows that aging riders face conceptual, physical and social barriers that impact their willingness to use buses. Using the bus was seen as inconvenient, time consuming, physically draining and potentially frustrating. Priority seating areas designated for older and disabled users fill quickly. People with mobility challenges may use bulky walkers and require the availability of grab bars, and users of wheeled mobility devices need different device security. Several situations noted in the study show that physically challenged riders are subject to awkward, uncomfortable social dynamics more than other bus users. Innovation in easy access seats and secure WhMD stations at the front of the bus are critical for older users, as it makes riding the bus less draining and more safe.
