Year: 1996 It is the purpose of this paper to shed a little light on information that has been gathered on the trends of globalization; to examine those trends as they are occurring within the region within the context of the values and goals of the Portland metropolitan area; and to offer classmates an opportunity for exploring the meaning of these trends and values as they relate to their own particular planning projects. In short, this entire project is conceived as a point of departure for recognizing the impact of globalization on contemporary planning practice within the Portland metro area. It offers a review of local globalization statistics. But it also offers a framework for considering . such impacts. Decisions on how to approach globalization trends should be based, after all, on the values and goals of the people of Portland; not on those of an individual or of a narrow set of interest groups. Nor should our local response be necessarily based on the values or goals of larger groups of the nation or world. Developing long-term coordinated population forecasts for a county and its sub-areas (UGBs and areas outside UGBs are referred to sub-areas in this document), requires these main stages: 1) compiling and evaluating historical and recent data to ascertain demographic characteristics and trends in the study area and to obtain a population base from which the forecasts may be launched; 2) making assumptions about the future and adjusting the data or rates in the forecasting models (calibrating the models) to incorporate predicted rates or trends; and 3) reconciling, or adjusting the forecasts so the sum of the sub-area forecasts is consistent with the forecast for the county total. We first develop population projections and then we make adjustments to these projections in order to produce population forecasts. Population projections are developed by extending historical and current demographic and housing trends into the future. Forecasting population requires that assumptions be made about future population change, and adjusting the projection models to account for circumstances that perhaps skewed past trends or may affect future change. Such circumstances in the past could be a building moratorium or the opening of a new group quarters facility. Events affecting future change would be, for example, planned future housing development that is higher than usual, a foreseen change in an area’s physical ability to accommodate growth (buildable land available is approaching capacity or improvements to infrastructure are underway), anticipated changes in the economy (the location of a new employer or the upswing or downturn of the economy in general), or an expected change in the local population and household composition (age, ethnicity, and average household size).   Citation × Citation Citation Abstract Copy Title: Residential Mobility and Revitalization in Portland Between 1970 and 1980: A Study of the Urban Structural Impacts on Neighborhood Revitalization Author: Kamara, Sheka Gassimou Year: 1992 Evidence of physical decline due in part to the rapid encroachment of commercial and industrial activity into some of Portland's residential areas in the mid-1960s and efforts to combat the forces of time and change through neighborhood revitalization provide the basis for this study. Additionally, some of the characteristics often employed in explaining the phenomenon in cities are manifested in the city of Portland. For example, Portland is endowed with a distinctive and well established downtown area that provides opportunities for the establishment of businesses as well as white-collar job opportunities. By the standards of the U.S. Bureau of the Census, Portland has a relatively large population and several older neighborhoods. The city provides its residents the feel for inner-city living, such as its beautiful waterfront scenery, its high-rise and park block apartments, its cultural facilities and unique transit mall. These criteria underscore the selection of Portland as the geographical area of this research. The purpose of this research itself is to assess the urban structural changes that occurred in Portland between 1970 and 1980. The research used a sample of inner-city neighborhoods from the city to explain these structural changes over time. Additionally, two samples of neighborhoods (Northeast and Southeast) within the city were selected as the basis for comparing the structural changes. The data developed from the 1970 and 1980 census of population and housing characteristics comprised the change in the median household income ratio, the change in the home value ratio, and the change in the median rent ratio designated as dependent variables. Nine independent variables representing the pre-existing conditions in the city at the start of the decade were selected from locational, demographic, and housing factors. The research hypotheses were tested by regresslng the three dependent variables against the nine independent variables resulting in three regression models for each sample. The a priori expectations as reflected by the signs of the coefficients show mixed support for the hypotheses in each sample in predicted direction, and in level of significance. In the city sample the neighborhood housing quality factor was observed to have a strong positive causal relationship with neighborhood revitalization. The outcome confirmed the contention that a significant and systematic reverse revival trend occurred in Portland at the start of the 1970 decade. This finding contradicts the conventional invasion-succession theory associated with Burgess (1925). Similar reverse revival trends were observed in the Northeast and Southeast samples. But unlike the city sample the race factor had a strong positive causal relationship with revitalization. The outcome may be a reflection of the rental squeeze in terms of housing affordability faced by black renters in both subareas because their incomes could not keep pace with housing costs. Consequently their demand for rental housing may have grown faster than the supply of the rental housing stock in a segregated rental market. The chow tests show significant structural differences between the two submodels, but the impact of the race factor as reflected by the measures of relative variability was greater in Northeast Portland than in Southeast Portland. In light of the research findings, this study concludes that Portland may undoubtedly be the only city in the nation that experienced a significant and systematic revival trend between 1970 and 1980. However, this trend did not extend to the predominantly black areas of the city as reflected by the strong negative outcome of the race factor. In addition, the functional significance of the systematic revival trend in Portland may not be substantial when compared to larger and older cities like St. Louis and New Orleans that received media attention for a similar trend. Population Research Center, Rynerson, Charles, Siu, Vivian, Lycan, Richard, West, David Year: 2010 The Bend-La Pine School District (BLPSD) enrolled 15,898 students in Fall 2009, an increase of 61 students from Fall 2008. This followed a loss of 13 students between Fall 2007 and Fall 2008. These two most recent years are in sharp contrast with the previous 19 years of uninterrupted gains of more than 200 students each year. K-12 enrollment growth averaged about 350 students per year from 1990 to 2000, and about 400 students per year from 2000 to 2007. The enrollment trends align closely with the housing and employment trends described in this report. Housing growth began to slow early in 2007, job losses became evident by the end of 2007, and the migration of families with children into the District tapered off beginning in 2008. In spite of this slowdown, there is still momentum from the District’s recent high population growth and increase in births. All school levels, elementary, middle, and high, remain at or near their all time high enrollments. Kindergarten and 1st grade enrollments, typically the leading indicators of shifting enrollment trends, have not declined. They were each slightly larger in Fall 2009 than in Fall 2007. The primary purpose of this study by the Portland State University Population Research Center (PRC) is to provide school Enrollment Forecasts that will be used by the District, Deschutes County, and the City of Bend for long range planning. These district-wide forecasts by grade level for the BLPSD are consistent with the Deschutes County Coordinated Population Forecast (DCCPF) adopted by the Deschutes County Board of Commissioners in September 2004. This followed a loss of 13 students between Fall 2007 and Fall 2008. These two most recent years are in sharp contrast with the previous 19 years of uninterrupted gains of more than 200 students each year. K-12 enrollment growth averaged about 350 students per year from 1990 to 2000, and about 400 students per year from 2000 to 2007. The enrollment trends align closely with the housing and employment trends described in this report. Housing growth began to slow early in 2007, job losses became evident by the end of 2007, and the migration of families with children into the District tapered off beginning in 2008. In spite of this slowdown, there is still momentum from the District’s recent high population growth and increase in births. All school levels, elementary, middle, and high, remain at or near their all time high enrollments. Kindergarten and 1st grade enrollments, typically the leading indicators of shifting enrollment trends, have not declined. They were each slightly larger in Fall 2009 than in Fall 2007. The primary purpose of this study by the Portland State University Population Research Center (PRC) is to provide school Enrollment Forecasts that will be used by the District, Deschutes County, and the City of Bend for long range planning. These district-wide forecasts by grade level for the BLPSD are consistent with the Deschutes County Coordinated Population Forecast (DCCPF) adopted by the Deschutes County Board of Commissioners in September 2004. The role of access management in distributing the benefits and costs of access to public facilities is outlined. As urban areas expand at the fringe, it is important to clarify to what extent the public good of roadways is diminished by direct corridor access by the private sector. This work is timely and relevant because it deals with how to preserve infrastructure investment in an era of reduced funding and how to meet the need for transportation infrastructure at the urban fringe. Specifically, this paper seeks to answer the question: who (and to what extent) should bear the cost of access to highway corridors--a developer, municipality or the state? The paper begins with a summary of the trends driving change in urban and regional form. This will include a discussion of changes in residential patterns, commercial and industrial activities, and travel behaviors. The role of demographic shifts and changes in work force participation will also be briefly discussed. Next, the paper will address various policy responses to these trends and to the role of access management within this larger picture. I hope to frame the issue in terms of benefits and costs of access, to whom they accrue and how access management is one essential tool in protecting public investment. Year: 1996 This paper explores the changing role of state highway corridors in an era of continued urban growth and decentralization. Its primary focus is on the impact of exurban development on state highway corridors and on the policy of access management to control or limit those impacts. The role of access management in distributing the benefits and costs of access to public facilities is outlined. As urban areas expand at the fringe, it is important to clarify to what extent the public good of roadways is diminished by direct corridor access by the private sector. This work is timely and relevant because it deals with how to preserve infrastructure investment in an era of reduced funding and how to meet the need for transportation infrastructure at the urban fringe. Specifically, this paper seeks to answer the question: who (and to what extent) should bear the cost of access to highway corridors--a developer, municipality or the state? The paper begins with a summary of the trends driving change in urban and regional form. This will include a discussion of changes in residential patterns, commercial and industrial activities, and travel behaviors. The role of demographic shifts and changes in work force participation will also be briefly discussed. Next, the paper will address various policy responses to these trends and to the role of access management within this larger picture. I hope to frame the issue in terms of benefits and costs of access, to whom they accrue and how access management is one essential tool in protecting public investment. Close

The analysis is based on 465 study participants who enrolled in a P2P carsharing service in Portland, Oregon during its first two years of operation (February 2012 to June 2014). The data, which come from a series of online surveys, are part of an on-going, multi-year research project and, as such, should be considered early findings. The people who joined P2P carsharing and this study tend to be younger and well-educated, consistent with research on traditional carsharing. Given two trends in vehicle ownership – the longstanding positive correlation with income and the emerging trend of younger Americans eschewing vehicle ownership in greater numbers than before - we created a typology of potential P2P renters to explore reasons for joining and the potential influence of P2P carsharing on vehicle ownership and mobility. The typology consists of: (1) Student Millennials,(2) Non-student Millennials, (3) Lower Income Non-millennials, and (4) Higher Income Non-millennials. Study participants were highly motivated to join simply because they like the idea of P2P carsharing. Not surprisingly, the Higher Income Non-millennials were less motivated by economic reasons. One finding has been that physical noise exposure indices calibrate poorly with human noise response. The vagaries of human response to noise have given impetus to research to isolate the factors that differentiate human response to noise. The present thesis continues this research. The thesis specifies human noise response to occur on three levels: awareness, annoyance, and complaint. The factors that structure each level of noise response are identified in the published Iiterature. Noise awareness is a function of noise exposure. Noise annoyance is a function of noise exposure to a lesser degree. In addition annoyance is structured by attitudes toward the noise source, special interests in its economic benefits and personal susceptibility to noise irritation. Complaint concerning noise involves the previous factors plus an affluence or socio-economic component. The trend as one moves upward in the noise response hierarchy is for the structuring factors to become specific to individuals rather than location. Hence, noise awareness with respect to a stationary noise source will vary spatially, while complaint will be random in space. In testing these premises the author has made use of noise exposure indices for Portland International Airport and a social survey of response in the area surrounding the airport. The noise exposure indices were supplied by the consulting firm of Bolt, Beranek, and Newman Inc. and the social survey was conducted and tabulated by the Center for Population Research and Census at Portland State University. Multivariate methods were used for testing the premises concerning the hierarchical relationships between awareness, annoyance, and complaint.The variables representing awareness, annoyance, and complaint are quantified from the survey data through principle component and factor scores computer programs. The noise awareness measure is selected for greatest emphasis since it underlies to annoyance and complaint. The noise awareness measure is investigated and errors in its measurement are estimated through psychometric methods. Trend surface techniques are used to test the spatial regularity of awareness, annoyance, and complaint. As hypothesized, awareness is regular in space, annoyance less so, and complaint is random. Through multiple regression analysis noise awareness is tested against socio-economic measures, noise exposure measures, attitudes, and special interest. Noise exposure variables account for the largest part of the variation in noise awareness. A trend surface analysis is conducted on the values of awareness predicted by a large number of exposure, attitude, and other variables. The process is repeated for the residual values from the multiple regression. Predicted values are systematic in space but the residual values are largely random. The predicted values are mapped and compared with the actual smoothed awareness response surface. The two maps correspond well. Will we make planning decisions through deliberative, inclusive public processes, or will planning amount to ?yes-no? questions put before voters in the form of ballot measures? Will representative elected bodies be the decisionmakers, or will we bypass them completely with new applications of direct democracy? To help identify and describe this trend, this paper reviews the current literature on ballot box planning as a means for helping metropolitan area communities get ready for what is likely to be an increasing volume of planning-related electoral activity. Population Research Center, Rynerson, Charles, Siu, Vivian Year: 2009 This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of districtwide and individual school enrollments for the 2010-11 to 2019-20 school years. The Tigard-Tualatin School District (TTSD) enrolled 12,467 students in Fall 2009, a decrease of 128 students (1.0 percent) from Fall 2008. The loss occurred at both the elementary and high school levels, with decreases of 88 students (1.5 percent) in grades K-5 and 71 students (1.8 percent) in grades 9-12. District-wide enrollment in middle school grades 6-8 increased by 31 students (1.1 percent).
