This trend directly challenges a long-­‐established cornerstone of traditional migration theory suggesting that the decision to move is predicated on benefits exceeding costs, and linked to the importance of jobs and economic opportunity as attractive forces for working-­‐age households. Reading between the lines of recent media accounts, and in particular the television show Portlandia, the shift from economic to non-­‐economic factors has been portrayed in a most interesting way: because young migrants to Portland place relatively low value on work and traditional careers, their desire to exchange employment opportunities for quality of life (amenity) factors indeed makes Portland the city “where young people go to retire.” The question is: in the short and long-­‐term, how sustainable is Portland’s trend of attracting and retaining YCE migrants if labor market outcomes continue to remain worse compared to other metro areas? What are the facts? In this paper we draw upon U.S. Census Bureau data from the 2000 Census and more recent American Community Surveys from 2005-­‐2007 and 2008-­‐2010, to compare migration patterns in Portland to the other 50 largest U.S. metros. Burns is accountable for the county’s overall declining population. All other sub-areas experienced very slight population growths during the 2000 to 2010 period, increasing by a total of 32 persons. Harney County’s population decline in the 2000s was the direct result of frequent net out-migration. The county’s aging population has contributed to an increase in deaths, however, a larger number of births relative to deaths caused a natural increase for 8 out of the 15 years between 2000 and 2015 (Figure 12). Even so, net out-migration outweighed these slight natural increases, causing a slow decrease in the Harney County’s population since 2000. Total population in Harney County as a whole as well as within its sub-areas are forecast to all decrease at a slightly faster rate in the near-term (2016 to 2035) compared to the long-term (Figure 1). The tapering of growth rates is largely driven by an aging population—a demographic trend which is expected to contribute to a natural decrease (more deaths than births). As natural decrease occurs, population growth will become increasingly reliant on net in-migration. Slender steel structural elements widely used in bridge superstructures and braced substructures to resist these loads are built primarily for tension, however, and can buckle under compressive loads. Portland State University associate professor Peter Dusicka set out to develop and demonstrate the concept of retrofitting bridge brace elements with fiber reinforced composites in order to provide restraint against buckling. The advanced materials consisted of a combination of fiber reinforced polymer (FRP) composite pultruded sections and wet lay-up wraps intended to be applied in the field. This exploratory study shows that retrofitting slender bracing members retrofitted with FRP sections improves performance. All retrofitted specimens showed an improved compressive strength in the linear elastic and plastic deformation range of the slender bracing member. The cyclic behavior exhibited only a marginal improvement, however, due to failure modes at the bolted connections of the brace; modifying the brace only slightly improved the cyclic performance. Despite the connection failures of the retrofitted members, the demonstration shows that the developed concept of applying fiber reinforced composites can keep slender bracing members from buckling and improve the compressive resistance. Further testing needs to be conducted to evaluate a better implementation to resist cyclic loads. The Portland Metro STEM Partnership (PMSP) is providing leadership and facilitation to a team of educators from Portland State University, Beaverton School District and Hillsboro School District who will work with volunteers from the Oregon Department of Transportation (ODOT) to design, develop, implement and assess the impact of an in-class unit entitled "Investigations in Transportation". This report presents a study of a transportation education partnership and curriculum development project that harnessed the professional expertise, experience and enthusiasm of transportation-sector STEM workers by creating a mechanism and set of protocols by which they engaged with elementary school teachers to develop and implement an instructional unit. This STEM-connected instructional unit and lessons allowed students to explore and investigate issues central to transportation. The unit incorporated and enhanced the content and practice standards outlined by the Common Core State Standards and Next Generation Science Standards, and relied heavily on the instructional and curriculum expertise and experience of classroom teachers to develop an age- and interest-appropriate unit of study. This collaboration resulted in the development of an Investigations in Transportation instructional unit that provided students with rich, engaging learning opportunities set in the context of real-world problems around a school parking lot dilemma focused on safety, sustainability and health concerns. The education project team utilized a coherent and cohesive curriculum development process for unit creation and evaluated the development, implementation and reflection of the unit through teacher and student surveys/assessments of attitudes, identity and conceptual understanding. The report describes the process successes, challenges and replication opportunities. Both groups provided feedback, ensured the interests of affected parties were addressed, and provided a forum for public input. There also was a public comment period. Existing sources of information were used, including census data, studies identified through an extensive review of the literature, statewide reports such as the Oregon DHS report on the Future of Long Term Care, locally adopted transportation plans, and ODOT public transit operations data. Once the use of and costs pertaining to existing transit service were established, the gap between the current level of service delivery and unmet needs for service was determined, and cost projections were made based on both, using an inflation factor determined in concert with the advisory groups. As long-term care providers, they knew that older people were at risk for developing chronic illnesses, disabilities, and other factors that could result in moves to nursing homes, hospitalizations, and early death. They also knew that older adults in subsidized housing, such as this Section 8 building, have higher levels of disability than their age cohorts in unsubsidized housing and apartment rentals (Redfoot and Kochera, 2004). What they did not know was whether and in what ways these residents' independence and quality of life might be jeopardized by unmet health and social service needs. In collaboration with the Portland State University School of Social Work, a multidimensional needs assessment was developed and conducted to identify the most important unmet needs of the residents as a group so that targeted services could be planned. Findings based on interviews with 130 residents revealed a heterogeneous population of older adults whose health status varied considerably, especially among the four different ethnic and language groups living in the building. This article describes how the results of such an assessment can be used to plan for enriching services to those most in need. In particular, the objectives of this project were to: Estimate current and future affordable housing need for the Metro region; Describe the distribution of households by income, age, and size across the metro region; Describe the tenure of these households and the type of housing they will choose; Identify and describe those household types that are most likely to struggle to meet the cost of housing based on their income; and Make recommendations for improving analysis of affordable housing need in the future. Our approach to this task was to use output from the Metroscope model, using the base case scenario, to forecast the housing consumption decisions of households from 2005 to 2035. We chose the Metroscope model after also considering the State of Oregon?s Housing/Land Needs model. We concluded from examining the assumptions and abilities of each model that Metroscope is better able to offer the Metro Council the insight into the housing market required to inform housing choice policy. The Metroscope model incorporates housing supply and demand for the entire four-county metropolitan region (Multnomah, Washington, Clackamas, and Clark counties). The region comprises a single housing market; residents travel throughout the region to work, shop, and socialize. Thus, it makes little sense to examine any one county in isolation. We supply empirical support for Jane Jacobs's (1961) seminal argument about the value of “plain, ordinary, low-value old buildings,” finding that older, smaller buildings support dense, diverse streets and neighborhoods (p. 187). We use spatial regression models to analyze how social and economic activity relate to building characteristics in Seattle (WA), San Francisco (CA), Tucson (AZ), and Washington, DC. On a per commercial square foot basis, areas with older, smaller buildings and mixed-vintage blocks support more jobs in new businesses, small businesses, and businesses in creative industries. However, while areas with older, smaller buildings have greater diversity of resident age and higher proportions of small businesses, we also find lower proportions of Hispanic and non-White residents, indicating limited racial and ethnic diversity. Takeaway for practice: Focusing on new construction alone to achieve denser, more sustainable cities elides the important role that older, smaller buildings play in dense, diverse neighborhoods. Planners should support the preservation and reuse of older buildings and the integration of old and new buildings.
