Growth was concentrated in the secondary grades, with increases of 59 students (2.1 percent) in middle school grades 6-8, and 93 students (2.4 percent) in high school grades 9-12. Elementary grades K-5 enrolled only one more student in Fall 2007 compared with Fall 2006. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of new housing development on TTSD enrollment, and forecasts of district-wide and individual school enrollments for the 2008-09 to 2012-13 school years. The forecasts indicate that overall TTSD enrollment will continue to increase during the next five years, due largely to net in-migration of families with children. Single family housing development in 2007 has been slower than in recent years, as homebuilders have adjusted to the slower housing market that has affected the Portland metropolitan region. But construction and sales are continuing in several subdivisions in the District, at least two large multi-family developments are planned, and redevelopment and infill is also adding to the District’s housing stock. The infusion of human capital from other regions has undoubtedly been a benefit to Portland, especially given Oregon’s historically low levels of investment in higher education. However, in recent years there has been growing concern about the poor labor market prospects for Portland’s YCEs, in particular the problem of underemployment. The television show Portlandia has amusingly captured this concern, dubbing the city "the place where young people go to retire." To the extent that Portland’s YCEs face a chronically difficult job market, there is cause for concern that college graduates will stop moving to Portland, or that those who have moved here won’t stay. Boardman, the most populous UGB, and Irrigon posted the highest average annual growth rates at 1.0 and 0.5 percent, respectively, during the 2000 to 2010 period. Morrow County’s positive population growth in the 2000s was the direct result of a substantial natural increase (Figure 12). Meanwhile an aging population not only led to an increase in deaths, but also resulted in a smaller proportion of women in their childbearing years. This along with more women choosing to have fewer children and have them at older ages has led to fewer births in recent years. The larger number of births relative to deaths caused a natural increase in every year from 2000 to 2014. In more recent years (2010 to 2015) net in-migration has increased, bringing with it population more growth. Total population in Morrow County as a whole as well as within its sub-areas will likely grow at a slightly faster pace in the near-term (2016 to 2035) compared to the long-term (Figure 1). The tapering of growth rates is largely driven by a larger base population—the denominator to calculate growth rates. As baby boomers age into the mid-term of the future, natural increase will reach its low point around 2045 and then rebound. Even so, Morrow County’s total population is forecast to increase by nearly 1,900 over the next 19 years (2016-2035) and by almost 4,900 over the entire 50-year forecast period (2016-2066). Sub-areas that showed strong population growth in the 2000s are expected to experience similar rates of population growth during the forecast period.
