Aerial photography for 18 cities was used to delineate the extent of urban development in each time period. A geographic information system (GIS) was used to assemble the data. Using this data, a logit regression model tested the significance of geographic variables such as proximity to highway projects, land use zoning classification, city size, and other spatial characteristics. The analytical methods used in this study incorporated a set of commonly used techniques to assess highway impacts on urban development patterns. The results suggest that for the 18 selected cities, the spatial measures performed well in predicting the location of urban development from 1970 to 1990. In addition, the results of the logit regression model indicated that controlling for other location factors, urban development had not clustered along state high project corridors as was suspected. Planning actors have been powerless to apply long term planning principles. There is a need to change the underlying rules of the game so that environmental impacts of land conversion are fully taken into account in the future economic calculations of actors involved in the process. Since RLIS was developed in the late 1980s, it has played a critical role in the development of every significant plan, the evaluation of every key policy, and the formulation of every major development model. RLIS created conditions that enabled a sophisticated and now muchstudied approach to metropolitan growth management to emerge. In this paper, we discuss the development, use, and maintenance of RLIS, illustrating its importance for both the practice of regional planning and the advancement of planning research. We begin with an overview of planning at Metro, since it is that context that provides RLIS with much of its local and political meaning. We then examine the relationship of RLIS to specific Metro planning activities. We conclude that RLIS in particular, and regional GIS systems in general, have become vital to the success of urban growth management.
