The goal of this partnership is to determine how a City/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. After identifying pilot jurisdictions, the team applied these best practices to the current operations of local governments in Oregon with limited capacity to do so independently. A list of criteria was used to select the jurisdictions based on the commitment to sustainability and executive level management support. Albany was selected as a pilot for these reasons following detailed conversations with City administrators and staff on the issues the team would be investigating. The results of this project are intended to both serve as a foundation for each jurisdiction to move forward with implementing improvements, and also as a starting point in learning new and innovative approaches to sustainable operations in municipal governments. The PSU team, compiled of experienced practitioners, worked with Albany initially to provide clarity around the goals and deliverables of the project, solidifying the commitment of the City to provide information and relevant data for the purpose of drafting this report. We visited the City on numerous occasions to understand the current operations, state of facilities, challenges and opportunities for the City and staff. The following report provides an overview of our process working with Albany to collect and gather information, our findings and recommendations for both the immediate and long term, as well as suggested strategies for implementation. The purpose of this analysis is to determine the relative contributions of manager and institutional characteristics as explanatory factors in transit agency performance. The study is based upon the responses of 1033 managers from 134 agencies representing the full range of agency size, institutional, and locational characteristics. Across six basic performance measures (coat efficiency, labor efficiency, service effectiveness, maintenance efficiency (measured in two different ways) and vehicle efficiency) used here, manager characteristics and attitudes do not appear to be consisteruly associated with performance outcomes. That is, while the analysis established that these are important factors, these relationships point in differina directions. Thus, efforts to increase manaaer capability may also add to the forces differentiati.na orpnizational capacity without contributing to overall industry performance. In sum, the twbulence experienced by the transit industry may not have lead it toward greater refinemenl of performance abilities but rather introduced even greater tension and centrifugal forces. The result may be an even further reduced ability to specify the keys to successful transit service delivery. It is also clear that the changing nature of the industry in terms of its role and function in wban settings may be reflected in our findings. Increasingly, efforts toward the development of new, specialized services have been paralleled by the development of new organizational provider types. In some instances this has brought new management opportunities, demands and attitudes into the industry. The elderly and handicapped have generated an increasing involvement of health service providers in transportation. The expectations of service performance have concurrently undergone re-examination. All transit agencies have focused on more than fixed route, scheduled service the keys to improved performance have changed with the service mix. It focuses on actions where collaboration and community engagement will have the largest impacts. This is a plan for the next five years. The overarching goals of the plan are to: Ensure the viability of Livable Lents. Livable Lents should remain a transparent, accountable, accessible, and holistic community engagement process that works collaboratively with nonprofits, city agencies, and community members. This plan serves in part as a collaboration strategy which integrates engagement on a wide range of projects that are integral to livability and affordability. Build community capacity for advocacy on key issues. This plan is intended as both the continuation of conversations that have been occurring for years as well as the impetus for community-driven advocacy efforts around the issues most important to Lents residents. Through its 2015 survey, Livable Lents identified a list of community priorities for future attention. Lents Strong expands and diversifies the conversation around these priority areas. Foster effective collaboration. Commitment by those already doing important work in the community is crucial to the successful implementation of the recommendations in this plan. This will ensure that the work is both wide reaching and lasting. This project was conducted under the supervision of Ethan Seltzer, Marisa Zapata, Susan Hartnett, Lisa Bates, and Vivek Shandas. Developing long-term coordinated population forecasts for a county and its sub-areas (UGBs and areas outside UGBs are referred to sub-areas in this document), requires these main stages: 1) compiling and evaluating historical and recent data to ascertain demographic characteristics and trends in the study area and to obtain a population base from which the forecasts may be launched; 2) making assumptions about the future and adjusting the data or rates in the forecasting models (calibrating the models) to incorporate predicted rates or trends; and 3) reconciling, or adjusting the forecasts so the sum of the sub-area forecasts is consistent with the forecast for the county total. We first develop population projections and then we make adjustments to these projections in order to produce population forecasts. Population projections are developed by extending historical and current demographic and housing trends into the future. Forecasting population requires that assumptions be made about future population change, and adjusting the projection models to account for circumstances that perhaps skewed past trends or may affect future change. Such circumstances in the past could be a building moratorium or the opening of a new group quarters facility. Events affecting future change would be, for example, planned future housing development that is higher than usual, a foreseen change in an area’s physical ability to accommodate growth (buildable land available is approaching capacity or improvements to infrastructure are underway), anticipated changes in the economy (the location of a new employer or the upswing or downturn of the economy in general), or an expected change in the local population and household composition (age, ethnicity, and average household size). The method uses different design and operating features of the roadway segment (e.g. width, motor vehicle volumes and speeds) to assess an LOS grade of A (best) to F (worst). These procedures are used by planners and engineers to recommend how existing streets could be retrofitted or new streets designed to better serve people on bicycles (and other modes). However, the current HCM does not include methods that address protected bike lanes (aka “cycle tracks” or “separated bike lanes”), only conventional striped bike lanes, shoulders, and shared streets. There are other methods for predicting comfort from a bicyclist’s perspective that do consider protected bike lanes, but they are either based only on expert opinion or on surveys in Denmark. In response to this need, Calthorpe Associates has developed a new planning tool, called UrbanFootprint, on a fully Open Source platform (i.e. Ubuntu Linux, PostGIS, PostGreSQL, etc.). As a powerful and dynamic web and mobile-enabled geo-spatial scenario creation and modeling tool with full co-benefits analysis capacity, UrbanFootprint has great utility for urban planning and research at multiple scales, from general plans, to project assessments, to regional and state-wide scenario development and analysis. At its current capacity, OHSU sees over 250,000 patients a year, teaches 5,000 students, employs about 16,000 people, and utilizes over 2,000 contract workers. Simply put, there are a lot of people who need to access the OHSU central campuses (Marquam Hill and South Waterfront) every day. Furthermore, because OHSU is a medical and research institution, there are large numbers of people needing to access the campuses at all hours of the day and night. Over the last five months Hilltop Planning, a group of six PSU MURP graduate students, has been working with OHSU Transportation & Parking to shed light on issues related to night transportation and access for the central campuses. One of the primary goals of the project is to "get more cars off the hill" and figure out how to make other modes both feasible and appealing for OHSU employees. Hilltop Planning has explored recommendations related to active transportation, ride-share, parking management, transit service, internal policy change and education and awareness campaigns. During the seminar Hilltop Planning will be talking about many of the issues related to night transportation more generally, as well as some of the key takeaways and findings from their work over these past few months.   Citation × Citation Citation Abstract Copy Title: Consistent Estimation of Route Choice Models for Dynamic Transit Assignment Author: Hood, Jeff Year: 2016 Dynamic transit assignment models have the potential to improve local transportation agencies’ capability to forecast the demand for public transit facilities under conditions of limited capacity or varying reliability. In order to be useful in practice, the simulated route choices of passengers in these models need to reflect the behavior of actual residents observed in local travel surveys. Most analysis methods of revealed route choice preferences developed to date have either (1) not been proven to provide consistent estimates or (2) required an untenable computation time for practical applications. Furthermore, no model of transit route choice has accounted for variability in both passenger behavior and vehicle arrivals. This seminar will focus on an econometric framework that Hood Transportation Consulting designed to overcome these limitations in partnership with the second FHWA Strategic Highway Research Program, the Metropolitan Transportation Commission of the San Francisco Bay Area, the San Francisco County Transportation Authority, and the Puget Sound Regional Council. The framework is based on a recursive logit model where the traveler makes a series of dynamic choices which maximize the conditional expected utility of travel to the destination, given the sequence of vehicles which have already arrived. The model also contains new size variables to correct for the correlations caused by route overlap. Application of the new correction formulas to illustrative examples demonstrates that predictions with the model more closely match theoretically correct results than existing methods. Title: Consistent Estimation of Route Choice Models for Dynamic Transit Assignment Author: Hood, Jeff Year: 2016 Dynamic transit assignment models have the potential to improve local transportation agencies’ capability to forecast the demand for public transit facilities under conditions of limited capacity or varying reliability. In order to be useful in practice, the simulated route choices of passengers in these models need to reflect the behavior of actual residents observed in local travel surveys. Most analysis methods of revealed route choice preferences developed to date have either (1) not been proven to provide consistent estimates or (2) required an untenable computation time for practical applications. Furthermore, no model of transit route choice has accounted for variability in both passenger behavior and vehicle arrivals. This seminar will focus on an econometric framework that Hood Transportation Consulting designed to overcome these limitations in partnership with the second FHWA Strategic Highway Research Program, the Metropolitan Transportation Commission of the San Francisco Bay Area, the San Francisco County Transportation Authority, and the Puget Sound Regional Council. The framework is based on a recursive logit model where the traveler makes a series of dynamic choices which maximize the conditional expected utility of travel to the destination, given the sequence of vehicles which have already arrived. The model also contains new size variables to correct for the correlations caused by route overlap. Application of the new correction formulas to illustrative examples demonstrates that predictions with the model more closely match theoretically correct results than existing methods. Close

By examining the foundations upon which ADRCs and OC are built, this study sought to inform future research about the effectiveness of existing practice, increase understanding of best practices, and clarify whether these emerging services are accomplishing original goals. ADRCs and OC intend to address long-term care issues and healthcare needs by providing a single entry point to the social service system. ADRCs offer information, assistance, and OC to people of all ages, incomes, and disabilities, and promote long-term care options that honor independence and respect for the needs and preferences of individuals, their families, and caregivers. They are the latest iteration of policymakers' efforts to provide affordable home-and community-based care for older persons and their caregivers. A total of fifteen qualitative interviews were conducted and analyzed using grounded theory methods. Key persons interviewed included experts in the area of aging, aging policy, and aging. Participants were recruited through referrals suggested by Portland State University's (PSU) Institute on Aging (IOA) staff. In addition, several key experts known to the researcher through affiliation with PSU's IOA agreed to be interviewed. Snowball sampling was then used to locate additional key experts. Interview participants were classified as advocates, state decision makers, policy makers, or academicians. Advocates included national and state directors of agencies that promote the development and management of effective services to aging adults. State decision makers included state directors, ADRC directors and supervisors, and program analysts. Policy makers interviewed were national program directors responsible for shaping the future of developing programs to assist older adults. Academicians who participated in the study have been instrumental in developing and researching practices that promote well-being for the aging and the aged. These key experts were selected based on their knowledge and ability to inform the strengths, weakness, and development of ADRCs and Options Counseling. Many have been instrumental in health and aging policy and service development and research, and possess insider knowledge not available to the general public regarding attitudes and interests motivating the actors. Findings indicate that ADRCs and OC are designed to manage within existing social service systems. They can benefit some individuals by providing more options and support in accessing public and private services. It remains to be seen whether they have the capacity to ameliorate some existing system-level problems. Findings highlight program strengths and weaknesses, sustainability issues, and policymakers, state decision makers', and providers' commitment to sustaining ADRCs and OC.
