Research has been undertaken to make effective use of these new technologies, not just to replace current data collection programs of counting, classifying, and weighing with more efficient versions. This reports on the Phase I research, which had three major objectives; a literature review to guide the analysis of alternative methods; a statement of requirements to modernize and integrate the data collection programs of traffic counting, vehicle classification and truck weights, and to identify the type and use of traffic data for design, planning maintenance, enforcement and vehicle taxation;and analysis of alternative site selection methods to meet the locational requirements of an integrated traffic data collection system. The following sections report on progress toward these objectives and provide detailed recommendations for continuation of the research into Phase II. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. We surveyed stream cross sections at five road crossings for stream channel geometry and determined floodwater surface elevations using the HEC-RAS model. Four of the surveyed bridges and roadways were lower in elevation than the current 100-year floodwater surface elevation, leading to relatively frequent nuisance flooding. These roadway flooding events will become more frequent under some climate change scenarios in the future, but climate change impacts will depend on local geomorphic conditions. While vehicle miles traveled were not significantly affected by road closure, vehicle-hours delay demonstrated a greater impact from road closures, increasing by 10 percent in the Fanno Creek area. Results indicate that any cost analysis is extremely sensitive to the occurrence of human fatalities or injuries and fairly insensitive to delay costs. In addition, this research presents a comprehensive classification of flooding costs, identifies preventative measures, and makes short- and long-term recommendations. Our research demonstrated the usefulness of the integration of top-down and bottom-up approaches in climate change impact assessment, and the need for spatially explicit modeling and participatory planning in flood management and transportation planning under increasing climate uncertainty. Historically, MEP has sought to increase the competitiveness of small to mid-size enterprises (which as a group comprise 99% of all U.S. manufacturing firms) by providing expert guidance and access to resources. In recent years, the severe economic recession sparked increased interest in the strength of the manufacturing sector, due to its longtime status as one of the major drivers of the domestic economy. Oregon Manufacturing Extension Partnership (OMEP), the Oregon branch of MEP, works to provide data-driven analysis and consulting services within the state, improving productivity and competitiveness on both a local and international scale. The Northwest Economic Research Center has provided two previous analyses of OMEP’s contribution to regional manufacturing, using data collected from participating firms to estimate OMEP’s impact on output, employment, and tax revenues. This third report carries the analysis forward into 2014. The survey data consists of firm-level estimates of OMEP contributions to sales, employment, investment, and new product development (relative to expected production levels without OMEP). NERC used the industry-standard modelling software package IMPLAN, which produces estimates of the total impact of OMEP across multiple sectors, considering both direct and indirect effects. In this paper, we draw on survey responses collected from more than 250 UA organizations and businesses from 84 cities across the United States and Canada. Synthesizing the results of our quantitative analysis of responses (including principal components analysis), qualitative analysis of textual data excerpted from open-ended responses, and a review of existing literature, we describe six motivational frames that appear to guide organizations and businesses in their UA practice: Entrepreneurial, Sustainable Development, Educational, Eco-Centric, DIY Secessionist, and Radical. Identifying how practitioners stack functions and frame their work is a first step in helping to differentiate the diverse and often contradictory efforts transforming urban food environments. We demonstrate that a wide range of objectives impact how urban agriculturalists practice UA and that political orientations and discourses differ across geographies, organizational type and size, and funding regime. These six paradigms provide a basic framework for understanding UA that can guide more in-depth studies of the gap between intentions and outcomes, while helping link historically and geographically specific insights to wider social and political economic processes. The overarching goal of this project is to increase scholarship on networking safe routes that can encourage public and active transportation choices and thus, encourage a healthier lifestyle and advance sustainability. By expanding pedestrian, bicycle and transit connections to green space and offering the most potential for TOD, this proposal clearly demonstrates the greatest priorities of NITC. Moreover, nationwide, communities like Salt Lake’s West Side are in greater need of sustainable transportation choices that foster livability because a high proportion of low-income and minority populations tend to be transit users and/or utilize active transportation facilities. Historically, the West Side has been cut up and cut off from the rest of the city, first by several rail lines, later by two interstate freeways. The city’s new light rail line through the neighborhood begins to stitch the city back together; the Jordan River Parkway, a regional bike/walk path, bisects the rail line and runs through the heart of West Side neighborhoods. This project explored the relationship of these two assets, as well as their significance to local resident use and access using quantitative tools like surveys, GIS mapping and socioeconomic analysis. We also began to understand how to improve neighborhood connections from a resident perspective, using qualitative data, as well as access to the rest of the city and to other West Side amenities via transit and active transportation. When a neighborhood receives regional-scale amenities, like major transit linking downtown and the airport and a regional trail spanning an entire valley, it is important that resident voices are heard, that local leadership gains a voice and that regional amenities become true neighborhood assets. We explored and documented community-engaged ways of learning from the neighborhood in order to improve equity, identify transportation goals and spark local action. However, in all eight of those years actual enrollment was higher than the one year medium scenario forecast. Fall 2011 K- 12 enrollment was 227 students (0.5 percent) higher than the medium scenario forecast but 27 students (0.1 percent) lower than the high scenario forecast prepared in Spring 2011. The Enrollment Forecasts in this report were prepared in Spring and Summer 2011, based on historic enrollment data from 2010-11 and previous years. However, the entire report was not ready for publication until after 2011-12 enrollment data became available. This preface briefly addresses the district-wide trends observed in 2011-12 and evaluates the forecasts in the short term. The next report will include more analysis of enrollment trends with respect to area demographics and trends within sub-areas such as high school clusters.
